A small increase in the ability of the City of Greenbelt to provide needed services through personnel but with no raise in fhe 97c property tax rate -- this was council's message to both city staff and citizens for fiscal 1979-80. Council easily approved the $2.5 million budget at its special meeing on June 4. taking only an hour and a half to work through the 150-pag-e budget, adopt each ;.ection individually after notin,r; !'crasional additions and pass t hP reauired resolutions.

Greenbriar and Windsor Green citizens came to the public hearing to ask the city for more policf' protection.

The General Operating Fund Budget lnoreases a"' due almost entirely to the higher cost of personnel, energy and new materials. The Commuulty Development

Recently the Maryland Parks and Recreation Association, Inc. (MPRA) honored Harry G. "Hank" Irving, Grel!flbelt's Recreation Director, as its "Member of the Year." The award was presented to Irving by outgoing MPRA President, Darold G. Lofgren, at a ceremony held on April 20 in Ocean City, Maryland. Lofgren, by chance, had been Irving's predecessor as Recreation Director. The award recognized Irvi!ig's efforts in his capacity in the last two years as Treasurer fol''MPRA.

As a result of his labol'll the organization now enjoys a taxexempt statu• and holds an exemption from state sales tax. IrvIn&" reorganized the budget, carried out various auditing and a.c· counting procedures, and ~renerally displayed a vee.t degree Of dedi· cation, accuracy and accomplishment. On the same occasion, IrvIng received a plaque from the Greenbelt City Council, an expression of appreciation for his aervlcc as Recreation Director, and a Gold Medal provlously conferrrd upon him by the National Sports Foundation for hla euldance of Greenbelt's rt!'creatlon program.

If the mention of his award doesn't bring a smile to his face, an Inquiry about the twii1B surely will, and ol course a proudly shown picture in the bargain.

When congratulated on the gold medal award, Irving parried the ge•ttJre and insisted that the honor could be attributed to the teamwork of thP peraonnei at the Recrpntfon Department and to the co~ op'fatlon exhi·blted by the departments within the city. Buker walking by himself, "How does he do it? How does he liM?" He sees only faintly, but so often has he made his rounds to the city offices, to the Youth Center, to GHlthat he hu memorized the paths and streets of Greenbelt and so knows exactly where be il Approved Unanimously by Council

Revenue bond financing cleared its first hurdle with room to spare as the city council unanimously approved the enabling legislation at its Monday, June 11, meeting. The amendment to the City Charter offers property owners the opportunity for lowcost financing of rehabilitation for existing structures within the city through tax-exempt bonds. "It is a sound governmental concept," Councilman Thomas X. White told those present at the meeting.

No spedtlc proposal for a bond is~ue is before council at this time, only the enabling legislation. Any specific proposal for a rehabilitation project would require future approval of <"ouncil. Council expects Greenbf'lt Homes and the owners of tpe original shopping center to bf' among the first to seek such low-cost financing In the fu. tu,..,. Others -- Charlestowne Vii·· le.ge. ''lllftrJone realizes rehabilitation Is needed," said Councilman Richard Castaldi. "The opposite of rehabilitation I• deterioration." added Counellman Gil Wcidenfeld. Oo~lman Charles Sehwan

summed up why the city as a whole llbaulcl h concerned : "It GHI, the a ea.lal ~ .... ...., .. ..-.... property I• permitted to deteriorate, It Will d•cllne In value, and Its ability to help •upport city services will diminish. Other taxpayers CthenJ will hav• to bear larger relau..., ahares of the tax burden." Sehwan •mphasiZI'd: " . . . by thl• Charter AmPndment, we aim to prevent eroalon of the tax base."

"It one part of the city becomes d..terlotated" cautioned Weldenfeld, "It bP.comes a blieht on the entire city."

"GHI would have to do It another (more costly) way. The Charter Amendment would provide the cheapest method of getting the job done."

11GHI Is not the only housing In need of rehabilitation," Mike Shepherd told council, "Charlestowne Village could usc this type of amendment." A membPr of thP condominium's board of directors. Shepherd said he planned to bring up the possible use of this "<'Xcri lent Instrument" at their n~xt meeting.

Janet James, Ben Hogensen and Ruth Myers, ail GHI members, ap. pee.red before council urging appro-val of the amendment. Myers told council Nhe had come to counter the flyer she had found on her doorstep earlier In the evrning. The flyer urged GHI member• to "come to the City Council meeting Monday night. Speak out against this charter amendment." Myers did just the oppooite, telling council: "I am In favor of the Charter Amendment. Delay In rehabilitation of the Center or GHI Ia really poor @Conomtca."

Council members appearP<i to have no mlsilvings, nO second thoughts about the action t.hey took despite the ten or so citizens who spoke, sometimes with rreat emo-tion, aealnst the Charter Amendment.

Bettie Denson and Ben Elkin• painted a bleak picture of lmmi nent depre.aslon, bankruptcy and loss of 1110rtJrqe and home• for GHI members. Milton HotTman Rnd Carl Oonrad and others attaek~d GHI manarement until M~yor RIchard Pll•kl reminded them that · GHI's manqement was not at loaue, just the charter amendment. One by one, council rejected the objectiolL9 voiced.

Most of those who were In opposition were Gffi members who said they -favored rehabilitation but not the "current" plan,. under the leadership of the present board. and management.

"It has been eight months since the approval of that (rehabilitation) program by the membership," countered Schwan. "time enough for those who now criticize to have made known their views, the means is available."

Dorothy, Baluch, Lakeside, told council "everybody and his brother is going to come here to borrow. Who decides?" she wanted to know, who gets the money.

Derision Proeeoo Clty Manager James K. Giese a

gain PXplaineU: Decisions must be made at four levf'ls: 1. the borrower, 2. the city-- whether to lend Its name; 3. the bond attorney at IRS, whether It is leeal, and 4. the lender --- whether sufficient security Is pledged," But Baluch was not convinced. "(You're) opening o. can uf worm!," she told councll.

White, Castaldi and Sehwan went to great lr.ngths to rE"spond to points raised by critics of the amendment, largely to no avail, White was distressed that what he considered "people's mlsconceptlona" would lead them to oppose "thla opportunIty for low-cost flnanclne for exlotlnr atructureo that need to be rehabilitated." Metro: Tunnels and Trivia by Sandra Dames

With the gas crisis, more and more Greenbelters are riding Metro. Not long ago, this reporter stood in a closed section of the Gallery Place station which is the beginning of the Greenbelt line. There was a shiver of anticipation among fellow Prince Georgians as we await that eventful day when we will have our own line and our own station. 1987 isn't that far away, is it? The fact that my sons, now 10 and 11, may be sophomores in college by then gives some perspective on the luue. PerhaJIII the long lines at the gas station will prompt our deei1lon-make1'11 to take a new look on the M'etro completion timetable.
