The reasons for abolishing or reclassifying these positions; b. The positions to be abolished, created or reclassified; and c. The procedure by which the persons holding these positions may be selected for other positions at the same or lower job classification and may be given preference for up to six (6) months in applying for the same or other positions, from the effective dates of June 30, 2016. A. Reason for Abolishment and Reclassification of Positions and Creating Proposed New Positions The Atlanta Independent School System continues to have budget constraints that challenge us to balance several competing priorities. These constraints include mandatory costs related to unfunded pension and healthcare, the continued growth of our charter schools as our traditional school enrollment declines, an aggressive turnaround strategy, funding our new operating model with fidelity, and right-sizing our central office for increased savings, efficiency, and redirection to programs and schools. The Board of Education developed budget parameters which require us to focus on such areas as achieving equitable distribution of resources, funding pension obligations, targeting resources to our strategic priorities, and pushing more discretionary dollars to the school level in alignment with our new charter system operating model. We have continued the process of reducing central administration overhead in order to achieve these priorities. Thus, each central office division reviewed its organizational chart and the duties/responsibilities of each employee to determine the appropriate levels required to provide quality services to our school communities. As a result, recommendations were submitted to eliminate some central administration positions and to create other positions in alignment with the District’s FY17 budgetary needs. A total of 98 central administration positions are recommended for abolishment, and a total of 20 central administration positions are recommended for creation. These recommendations will yield approximately $7.3 million in cost savings for the general fund budget from FY16 to FY17. All of the positions at the six schools impacted by the Turnaround Strategy were abolished, and new positions were created at the two consolidated schools and the K-8 STEM Academy. Additionally, principals worked collaboratively with their school communities and aligned their FY17 position allocations to their proposed master schedules, student course requests, Title I comparability regulations, and cluster plans. A. Reason for Abolishment and Reclassification of Positions and Creating Proposed New Positions

The Atlanta Independent School System continues to have budget constraints that challenge us to balance several

C. Procedure for Interview Priority Consideration

The following procedure has been developed with regards to employees affected by the reclassification or abolishment of school based positions:

1) When a position is posted in which an affected employee is interested and for which she/he meets minimum

qualifications, the individual must submit a completed application for the specific position of interest and an interview priority form. Note: In accordance with Board Policy, in order to be eligible for priority consideration, the affected employee must submit a completed application packet, along with a request for priority consideration, for any posted position that is at an equivalent or lower classification. Additionally, such requests will be honored for six months following the approval by the Board.

2) The Human Resources Division will evaluate each application to vet qualifications and interviews may be granted to selected individuals.

3) The hiring manager shall then consider the individual for an interview.

Note: This procedure does not in any way guarantee that the individual will be selected for the position and

should not be construed in this manner.
