2014 Q2 Report to SCRD

Chamber Activities
The Chamber held Business After Hours in April at the Blackfish Pub, May at Persephone Brewing and June at GPAG. Our workshop on Understanding Hackers and Internet Security (April 23) had so many registrants that it had to be moved from the Chamber office to the Library meeting room, and we had requests from the Pender Harbour and Powell River Chambers to take it to their locations. We are also hosting a Lean Start Ups discussion group.
The Chamber took a booth at the Home Show at the Recreation Centre (June 14), staffed by board volunteers. Our window display has gained such popularity that it's booked four months into next year. And we continue to sign up new members.
Ferries Fiscal Fairness Campaign
The Gibsons Chamber received a request for support from the Powell River Chamber to help fund the next phase of their BC Ferries Fiscal Fairness Campaign for fair, affordable and reliable transportation for ferry-dependent communities. Powell River's approach has been fact-based, and both politically and media savvy, so our Chamber felt we should support it and our fellow coastal communities. We voted a contribution of $1000. Molly's Lane
The Molly's Lane merchants raised $310 in donations to spruce up the Lane. The Chamber matched their funds. The fence has been painted and tubs of geraniums placed along the roadside.
Upcoming Events
The Chamber is not holding any events in July and August, since most people are either on vacation or over-employed in tourism-related businesses. We will
resume in September and we face a very busy fall, since it's an election year. We have not set dates for our events yet, but expect that they will include:
Electric Car Fair - (plug-in electrics and plug-in hybrids) The Sunshine Coast is an ideal location for
EVswe make many short trips in a constricted area, we have existing plug-in stations, and we use renewable hydro electricity. The two biggest barriers to owning electric vehicles are that they are difficult to source, and that most people feel they don't know enough about them. We will bring in cars, owners, brokers, and local businesses that provide EV support.
Workshops - A number of experts have volunteered to hold workshops in areas such as selling your products on line and marketing overseas. Topics and dates to be confirmed. These workshops are free to Chamber members and open to everyone else for a small fee.
Small Business Month - Once again, we will hold a special reception in October for Small Business Month.
All Candidates Meeting - The Chamber will host an All Candidates meeting for the upcoming municipal elections.
Coast Makers meet-ups will continue again in the fall. The group hopes to hold future events in private workshops and machine shops. They have ensured that appropriate procedures and supervision in place so that minors can participate in activities and events.
Business After Hours - This popular networking event will continue in September.
I will be attending the BC Chamber Executives Conference in New Westminster September 11-13. Speakers there include Dale Wheeldon of the Economic Development Assn. of BC speaking on the role of Chambers in economic development.

Economic Development Activities
About Lifestyle and Amenities
Three particular events that I attended recently caught my attention in terms of their attendance.
TRAC's Bike to Work Week wrap-up party at the Gumboot Cafe was not only well attended (and it is simply astounding to see how cyclists can vacuum up pizza), but the crowd was overwhelmingly young families with children.
The Art Farm's masquerade dance at Roberts Creek Hall brought in a young, artistic and extremely decorative crowd. Great evening.
Finally, the Tech Hub's meet-up on June 27 drew an impressive group (especially considering it was the Friday of a long weekend) and the calibre of the people who introduced themselves during the round robin was truly impressive.
These three groups are actively engaging exactly the demographic that the Sunshine Coast wants to
attract and retainpeople under 50 with families, most of whom are creating their own jobs or bringing jobs with them. The Chamber is out there liaising with these groups and listening. We want to know what brings people here, and what keeps them here or causes them to consider leaving.
A recent article by the Director of the Wisconsin Public Interest Research Group discussed Wisconsin's “brain drain”
more college graduates are leaving the state than staying. The author said:
Growing evidence suggests that young people choose where they want to live largely on the lifestyle and amenities of those communities, and that they gravitate toward more walkable, bike-able and transit-friendly communities ...
... economic development isn’t about chasing smokestacks or courting particular companies. It’s about being a place with a lifestyle and amenities....
One of those amenities is social and professional networks. They help build economic success. And they create community.
Tech-Hub Meet-up
The latest Tech Hub Meet-Up (otherwise known as Geek Nights) was held in Gibsons on June 27. Although the speaker arranged by Sechelt Innovations cancelled at the last minute, it was still a good event, with some interesting presentations. The Gibsons Chamber co-sponsored with SIL and Community Futures. Thanks to the Town of Gibsons for loaning us folding chairs and tables for this event!
SEWN
The inaugural Self Employed Women's Network evening sponsored by the Progress Plan was a sell-out (see photo below). Enthusiastic women packed the Public Market on June 12. It's very clear that there's an appetite for networking.
The Chamber is collaborating with the Progress Plan on next steps in supporting self employed women and those starting or running businesses.

Ferry Commuter Survey
A survey of ferry commuters was done by Best Coast Initiatives in fall 2009. At that time, they estimated that 12% of the local workforce commuted into Vancouver. Interestingly, data from the 2011 National Household Survey produces a similar estimate (10.3%
for Gibsons and Areasee below).
What these estimates don't tell us is what effect prices and services problems are having on commuters and whether we are losing people because of them. So it's time to do the survey again to see what's changed. The Chamber is approaching the SCRD for funding to do a new survey this fall repeating some questions and adding new ones to see if we can establish trends.

Economic Development Website
Our ED site is running smoothly on its new WordPress platform. Suggestions and corrections are welcome. We also welcome photos, detailed data on the Sunshine Coast economy, and links to resources for people starting or moving a business to the coast.
Cycling Tourism Workshop
We couldn't be happier about the turnout for our May 19 Cycling Tourism workshop or the calibre of
the presentations. Over 30 people attendeda good mix of tourism reps, local businesses, cycling advocates and local government. Three people came from Powell River and one from Vancouver.
The Chamber presented two new publications: a short guide to Making your Accommodation Car Free Friendly and a draft maps of Cycling Day Trips in the Gibsons Area. (We now have a draft Google maps version up and running.)
Jack Becker from the BC Cycling Coalition presented on the business case for cyclo tourism, I presented on the Sunshine Coast's assets for cycling tourism, and Chris Morwood from the Powell River Cycling Association spoke to the community benefits of cycling, with particular emphasis on public health.
The Chamber subsequently contacted other Chambers, tourism organizations and cycling groups on Vancouver Island to explore the appetite for developing a Circle Cycling Route from Nanaimo to Campbell River, across to Powell River and down. Leo Boon, Chair of the Greater Nanaimo Cycling Coalition, responded immediately. He is an enthusiastic and highly skilled advocate and works closely with the City of Nanaimo and Tourism Nanaimo. He organized a meeting of bike groups and tour operators in Royston in June and is also helping set up a workshop on the Circle route at the BC Cycling Coalition conference in Victoria this fall.

Green Jobs BC
Attended "Options for a Cleaner, Stronger Economy in BC", a workshop co-sponsored by the Sierra Club and the Sunshine Coast Labour Council on April 26 The focus was on helping create green jobs in sectors such as value-added wood products. The organizers were looking for feedback from rural communities, since the program so far has been driven by urban priorities.
Discussion was lively. Forestry, fisheries, agriculture, and tourism were all identified as sectors with strong potential, as well as home-based business. It was pointed out that an environmentally clean Howe Sound not only has recreation potential, but will support a healthy fishery in the long term.
Ignite
I attended the two Ignite (social enterprise incubator) workshops, and the finale Barnraisers event on May 29, which showcased five social entrepreneurs and their business concepts. Two of the entrepreneurs were already Chamber members. We awarded a free one year Chamber membership to the winner of the Barnraisers event, Danielle Arsenault, Canning Cooperative. Danielle has already booked our display window for this spring.
Inquiries Received
Following is a condensed excerpt from the ED inquiries log, with identities removed.
April 2 - Received a request from Golder Associates (doing an economic impact study for BURNCO) for the number of hotel/motel and B&B rooms in the area and occupancy rates. Was able to get a room count (via SC Tourism), but occupancy rates are not reported anywhere. I asked that if she was able to get that information from the hotels to please share it with us.
(There are 150 local motel/hotel rooms at 5 properties, not including the Irwin Motel, which has long term stays. There are also approx. 50 B&B/ cottage rooms and two RV parks.)
April 8 - The Town forwarded an ED inquiry, which proved to be a sales pitch.
April 9 - Forwarded information on the SC Tech Hub meet-up to a videographer who has just moved to the coast.
April 16 - Three people dropped inthe current owner of a local store and the new owner (a Chinese PNP investor) and his brother. They were welcomed and given a Chamber membership package and New Coaster magazine.
April 17 - The Chamber received 2 complimentary tickets to a digital marketing workshop in Vancouver. We advertised it in our newsletter and a member who inquired called me to say that he was delighted since it was a $5000 value course, and exactly what he needed. With one ticket left, I directly emailed some of our most active members, and the first responder got it.
April 22 - Received a phone call from a man wanting information about the local economy on behalf of a client opening a business in Gibsons. Gave him the website and offered to follow up with more information.
April 23 - Talked to a couple planning to move here from Alberta. They visited the office and asked questions about the area, business opportunities, real estate, etc. She is a mortgage broker; he was looking to buy or open a business.

April 24 - A local business owner and a Chinese investor visited the Chamber to fulfill PNP requirements. The owner later returned on his own to ask that I not tell anyone he has sold his business until the deal goes through. He made a joke about buying back the business for $1.
Later that day I received a call from a Chamber member who told me that he had received an offer from a PNP investor. The investor would buy his business for a generous sum, hire the previous owner as the manager and pay him a salary to run the business. At the end of two years the previous owner would have the option to buy back his business for $1. The only stipulation was that he must sponsor two "employees" to immigrate and have them on his books as staff although they would not work for him. He refused the offer.
The Chamber is hearing a lot of similar stories. Some PNP applicants clearly have no intention of moving here or operating businesses in the long term. The Chamber is concerned about this.
April 24 - The mill asked for help finding accommodation for the 700-800 workers coming in for the annual May refit. When I asked about the Gibsons Garden Inn, they said the hotel wasn't sure it would have an occupancy permit in time. I contacted the Town and they ensured that a temporary permit could be in place if safety requirements were met. I also emailed contacts at the visitor centres, SC Tourism and the B&Bs. HSPP was pleased with the response.
May 1 - Talked to a walk-in planning to move here. Gave her various brochures and discussed the benefits on living on the coast.
May 2 - Received a survey from the Howe Sound Study Group, a BCIT student project studying the tourism economy in Howe Sound. Filled in the survey and then forwarded the link to 20 chamber members who are in tourism or marine based businesses.
May 7 - Received a request for materials to take to an immigration consultant in Vancouver with a Chinese . We referred them to our economic development website which has detailed
information. Also suggested Buy BC Businesses magazine for listings of businesses for sale.
May 7 - Met with the school district's coordinator for pre-apprenticeship and volunteer work experience training placements. We discussed what the Chamber can do to help with this program and will look at holding an educational event for local business in October.
May 7 - Inquiry from a local newspaper as to whether we had heard about the "Small Town Love" program. We were able to refer them to our 2013 report on the program.
May 12 - Received a phone call from a large Pizza co. who have identified the Gibsons area as a potential new location and are looking for a franchisee. I said we'd be happy to pass the information on via our newsletter.
May 16 - Phone call from a plumbing and heating contractor in Alberta looking to move out to the coast. He said he liked the material he saw online about the town and our progressive initiatives, especially the geothermal utility and the best water in the world, and commented on the friendly reception he got on the phone from town staff (who referred him to us).
May 27 - Received a request for statistics on the number of people coming here by ferry. Was able to provide an Excel table of BC Ferries traffic counts for the last 6 years as provided by the Ferry Advisory committee. Will post this data to the economic development website.
June 2 - The Pizza co. phoned again to say they were sending a questionnaire.
June 3 - The Pizza questionnaire arrived21 questions about the Town, the retail economy and the Chamber. They may know how to sell pizza, but they don't know how to use spellcheck. Answered the questions and sent them in.
June 6 - A local researcher emailed me a link to some data tables he'd found detailing place of residence vs place of work for this area. Compiled the data for use on our website.

June 8 - A resident asked for data on local unemployment rates by age group. I was not able to find that either on the National Household Survey website or BC Stats. I recommended she contact BC Stats for assistance since our data is aggregated with the Greater Vancouver region.
June 12 - Donna and Caroline attended the Self Employed Women's Network event and networked with attendees, offering assistance and resources for business .
June 13 - Telephone inquiry from the Society of Industrial and Office Realtors trying to sell us advertising in their newsletter for economic development groups. It might be something to consider in future for Hillside.
June 13 - A Chinese couple stopped into the Chamber office looking for information on buying a business in Gibsons. Gave them the new rack cards, Buy BC Business magazine, and a business card and offered to answer questions by email.
June 14 - The Chamber brought our new ED rack cards to our booth at the Home Show. We gave information out to a number of people and businesses who are new to the coast.
June 17 - The Pizza co. contacted us again with more questions. They mentioned that they are not accustomed to dealing with very small communities. That would be an understatement.
June 19 - We were called by a new coast resident wanting to know what he had to do to open a hairdressing business in his home (in Area D). Explained that he would have to meet zoning requirements and referred him to the SCRD.
June 23 - Phoned by a man in Ontario wanting to buy a car for his daughter who lives here. Gave him local dealership contact info and also the auto mall in North Van.
June 25 - Phone call from a man wanting information on starting a construction business in Gibsons. When I suggested some web links, he said he didn't use a computer, so I suggested he come into the office and talk to us. Am researching on availability of business services for people without internet access.
June 25 - Received a survey on urban cross-border shipping from an Ontario university. They got our email from Industry Canada, whose database lumps us in with metro Vancouver. This is
chroniceverything from our health region to provincial economic development databases and the new provincial mentorship database to tourism websites (which use an arbitrary distance from a geographic centre point).
June 27 - Attended the Tech Hub Meet-up at the Blue Cube (Len Wray building) and gave a pitch to the group about the Chamber's economic development activities and the importance of networking.

Other Chamber Programs
Visitor Stats as of Q2
Statistics are in from Destination BC. For the period January 1 to June 30, our visitor counts are virtually unchanged from last year. We saw 3,377 visitors over this period in 2013 and 3,389 in 2014.
This is a favourable showing compared to the region. Vancouver Coast & Mountains is down from last year, due to a very poor Q1.
We continue to have a strong European presence, and American visitors are on the rise again, likely because of a comparatively strong US dollar.
Visitor Centre Outreach
The VIC has purchased a folding table and a pavilion tent so they can set up anywhere. We also have new roll-up signs for the VIC and the Chamber which are differently branded but complementary. This is congruent with Destination BC's strategic direction, which has been to encourage visitor centres to go outside their four walls.
The first time we rolled out the new set-up was for the Jazz Festival. We were very pleased at how fast and easily our equipment assembled (Victoria definitely bought the right tent!) and how nice it looked. We did not get a lot of traffic at this event, since most attendees are local, but Victoria was able to help a visitor find accommodation, distributed some material, and sold a few gift items. She was also able to promote the VIC's role in helping local residents plan trips elsewhere in BC.

Panorama vs Web Cam
We are getting absolutely nowhere with the web cam we had hoped to install in Lower Gibsons. The group in Powell River that said they could arrange streaming have not followed through and there is no other local alternative.
However, we did hire Chris Yeske of A Different Point of View to take a 360 panorama photo from the wharf. (There's a link to it on our Visitor Centre
website go to the Maps and Web Cams page). This gorgeous view is mobile friendly and since it doesn't change, it will never rain in Gibsons. We'll put up a fancy button for this on our front page.
Chris also took some aerial views of Upper and Lower Gibsons which were used in new banner signage for the Chamber and will appear in the Town's annual report.
Langdale Sign
When visitors arrive at Langdale by foot, they walk off the ferry and see... absolutely nothing. There is no
signage saying "Welcome to the Sunshine Coast" and virtually nothing in the way of directions, especially if they missed the bus.
We would like to put up a sign at the bus stop which would include maps, links to tourism sites, and general transportation information. The logical place to put this sign is on the bus shelter, which will require agreement from BC Transit and BC Ferries. The two Visitor Centres and SC Tourism have vetted a draft of the sign's content, so BCT and BCF are next.
Travel Ambassadors
The Travel Ambassadors have extended their schedule to cover Friday afternoons, since that's such a busy time on the ferries. As always there are occasional hiccoughs, especially around the summer schedule with the Queen of Coquitlam, but things are going well overall. The program has a new volunteer and is recruiting for more.

1. Development Control

Referrals, UREP referrals.
One pre-application request was received: Seamus Pope for Bob Carl regarding a private moorage facility fronting Lot 2, DL 4541, Plan 11738, located in Secret Cove, Halfmoon Bay, BC. One new Crown referral was received: Electoral Area B 2411038 – Industrial Crown referral from BC Hydro for a public safety floating boom located 180 m downstream of the spillway and powerhouse at Clowhom dam. Staff have been advised by the Province that BC Hydro received early permission and the float was completed in June. Ongoing applications: Electoral Area B 2410904 – Crown Referral from Willis Horst for a boat launch and dock located at 10605 Sunshine Coast Highway, Halfmoon Bay. The dock has been approved. Next steps for the boat launch are being considered by the PDC in September. The boat launch is poured over FortisBC pipelines, and staff were waiting on a response from FortisBC prior to bringing this back to the PDC. Comments from FortisBC were received in July, and this application will be brought to the PDC in September for a decision.
C. Governmental Referrals (District of Sechelt / Town of Gibsons / Islands Trust)
Town of Gibsons – Official Community Plan Update staff report will be provided at the September 18th PDC.
D. Agricultural Land Commission Applications
No new applications were received in July or August.
E. Subdivision Activity
Two new subdivision applications were received in July: Electoral Area A 2014-02873 Mauer et al. 4200 Orca Bay Road, boundary adjustment. 2014-02943 Woznow Hardy Island, two lot subdivision.

F. Development Variance Permits
One new application was received in July and August: Electoral Area F 310.188 (Treuheit for Cole) Residential development remodel of an existing cottage and construction of a new residence. Property is currently adjacent to a dedicated road with a setback of 4.5 meters. Application to reduce setback to 3.0 meters.
Ongoing Applications: Electoral Area A 337.141 (Flood) to relax the minimum size of a portion of a hooked parcel in the B subdivision district to allow for a two lot subdivision on Oyster Bay Road and a relaxation of the front setback for proposed lot B. The application will be reconsidered at the Area A APC in September to address the requested variance to the front setback. 337.142 (Maldonado) to vary the setback to the front parcel line from 5 metres to 2.83 metres to allow a carport as part of a single family dwelling. The application was approved in July pending comments from the shíshálh Nation. A Preliminary Field Reconnaissance Study was requested and staff are awaiting confirmation from the shíshálh Nation prior to permit issuance.
Electoral Area B 310.175 (Rutherford) to vary the required setback to waterbody (ocean) in order to permit a retaining wall located at 5603 Mintie Road. Staff are awaiting an updated site survey in order to prepare a report for an upcoming APC meeting. 310.187 (Boulding/Cranston) to vary the setback to the natural boundary of the ocean in three places to permit an existing single family dwelling on Mercer Road in Halfmoon Bay. The application was considered by the APC in July and will be considered by the PDC in September. Electoral Area F 310.186 (Kiloh) to vary the setback to the front and side parcel line to allow for the reconstruction of a garage that was damaged as part of renovations to the existing single family home. The application was approved by the SCRD Board in June; however staff are still waiting for the setback relief permit from MOTI.
G. Board of Variance

Electoral Area A BOV 149 (Bowman) to allow for an addition to a building containing a legal non-conforming use on Narrows/Gunboat Bay Road: an entryway to an existing single family dwelling that measures ~8 square metres. The application was approved by the BOV on July 21.

Staff reviewed 21 building permit applications in July and 16 in August to confirm Zoning Bylaw and Official Community Plan compliance.
I. Development Permits
Three new Development Permit Applications were received in July and August: Electoral Area A DPV A-36 (Berwick for Prasloski) located on Sakinaw Woods Drive in Development Permit Area 1 (Riparian). Application is for an addition of less than 28 square metres to an existing cabin within the setback to Sakinaw Lake. Application is on hold pending the completion of the required Riparian Assessment Report and site plan. Electoral Area B DP B-62 (Shallard for Sova/Moore) located on Walker Road in Development Permit Area 1B (Coastal Slopes) for an addition to an existing single family dwelling. Application is on hold pending the receipt of final drawings and site plan. Electoral Area F DP F-79 (Perez) located on 1346 Burns Road in DPA 4 (Aquifer Protection/Stormwater Management) to allow for stormwater management (drainage works) as part of an ongoing 2-lot subdivision application. Associated with MOTI File #2013-01483. Planning staff are currently waiting on final stormwater management plan Ongoing Applications: Electoral Area A DP A-35 (Dion) located on Sakinaw Lake in DPA 1 (Stream Riparian Assessment Area) to allow the construction of a seasonal use cabin and studio. Staff are awaiting the RAR assessment report. DPV A-34 (Mulligan for Belich) located on Sakinaw Lake in DPA 1 (Stream Riparian Assessment Area). Permit was approved at the April PDC meeting and again at the July PDC with some changes. Staff are waiting on the registration of 2 covenants before issuing the permit.

DP A-28 with variance (Cook for Muench) located at Sakinaw Lake, an application to legalize the already rebuilt decks, landing and stairs within the 20 m setback from Sakinaw Lake. The application has been referred to the APC, SIB and MFLNRO. Notification has been sent to the property owners within 100 m of the subject property. The application will be referred to the PDC after issues identified by SIB and MFLNRO have been resolved. Electoral Area B DP B-61 (Roberts) located on Hydaway Place, in DPA 1A (Coastal Flooding) and 1B (Coastal Slopes) to allow for site preparation and the eventual construction of a single family dwelling and garage. Permit was issued July 14, 2014. Electoral Area D DP D-132 located on Beach Avenue in DPA 4 (Roberts Creek Shoreline) to allow for the construction and associated land alteration for a “Hawaiian Revetment”. Permit was issued July 17, 2014.
DPV D-120 (Winkler) located on Lower Road in DPA 1 (Stream Riparian Assessment Areas), DPA 3F (Stephens Creek) and DPA 4 (Roberts Creek Shoreline) to allow for repair/reconstruction of cabin damaged in a storm, tree cutting, new bridges, etc. The works have been completed without the required permits. Staff are waiting for the owners to register a Save Harmless Covenant. The cabin is located partially on the MOTI right-of-way, and therefore requires a variance and MOTI approval. Staff will prepare a report to a future PDC.
J. Bylaws
Three new applications were received in August:
Electoral Area B OCP & Zoning Bylaw Amendment 310.160 (Lindsey) to subdivide the primary lot located at 10066 Lost Lane, Halfmoon Bay into two parcels. The primary parcel with the existing residence is approximately 4,000 sq. m and the new developed lot would be approximately 2,000 sq. m to be used for a single family development. Electoral Area B OCP & Zoning Bylaw Amendment 310.161 (Gjernes for Strata Corp. VR757) to allow the residential units located at 10163 Mercer Road, Halfmoon Bay to be used for both full time home occupancy as well as for tourist commercial rental. And to create a new C3A zoning, which has all the existing permitted uses of a C3 zone but adds multi-family residential as an additional permitted use. Electoral Area B Zoning Bylaw Amendment 310.162 (Kimm for Bolognese) to rezone a property from the G subdivision district to the F subdivision district to enable a 2-lot subdivision on Leaning

Tree Road. The application is consistent with the recently adopted Halfmoon Bay OCP and meets the conditions related to a minimum or average parcel size of 1.0 ha.
Ongoing Applications: All Electoral Areas Zoning Bylaw Amendments 310.156, 310.157 and 337.159 (SCRD) for small scale marihuana production facilities. Agency referral commenced in May and public meetings took place on June 19, 25 and July 2; staff also attended Area B APC to discuss the proposals. Reports were presented at July PDC. Public Hearing scheduled for Bylaw 310.157 on September 10, additional referral required for Bylaw 310.156 (Elphinstone and Roberts Creek) to refine the bylaw and address design considerations. Area B and Area A opted to not alter the current provisions that were established via Bylaw 310.153 and 337.108 Electoral Area A
Zoning Bylaw Amendment 337.111 (Pender Harbour Hotel/Grasshopper Pub) to increase the number of hotel rooms, retail floor area and restaurant/pub seating of the hotel and pub which are currently being rebuilt following a fire. The application received first and second readings in June and was subsequently referred to the Area A APC and other referral agencies. Planning staff are still working with referral agencies and the application will be brought back to the October PDC meeting. Zoning Bylaw Amendment 337.110 (Zacharias) for the addition of a commercial storage facility on 5956 Dubois Road in Kleindale. Referrals continued over the summer and this application is recommended to proceed to public hearing. A report is being brought to the September PDC meeting. Zoning Bylaw Amendment 337.107 (Green for Saunders) This bylaw was abandoned in July. The applicants have been working with the Ministry of Forests, Lands and Natural Resources Operations to gain a forest service road tenure. A briefing note has also been prepared for a meeting at UBCM between SCRD Board members and the Minister. Electoral Area D Zoning Bylaw Amendment 310.158 (Goldmoss Gallery) to permit the operation of an auxiliary art gallery and keeping of chickens on a property currently zoned R1, located at 2840 & 2842 Lower Road in Roberts Creek. The application received first reading in July and after which referrals were sent to advisory committees and external agencies. A public information meeting was held in September. Members of the public who attended the information meeting were given an opportunity to take away the feedback forms and provide further input. It is anticipated that the application will be referred to the PDC in October.
K. Tree Cutting Permits
No new applications were received in July or August.

2. Long Range Planning and Major Projects (A) Agricultural Area Plan – The AAC dedicated part of its meeting in July to discuss
wrapping up the re-draft of the Agricultural Area Plan, with Planning staff presenting key aspects of the Plan for final input and requesting photos from interested AAC members. A Special PDC meeting will be held on September 15 to consider the Ag Plan.
(B) The draft terms of reference for the Egmont/Pender Harbour OCP review were referred to
local community groups. The area director and senior planner attended the Sakinaw Lake Community Association annual general meeting.
(C) Sunshine Coast Housing Committee – No meetings held in July and August.
(D) UBCM Joint SIB/SCRD Session – proposal for a session at this year’s conference submitted and was not selected by UBCM, staff contacted UBCM to determine reason but due to staff absence at UBCM and preparatory work for the upcoming conference details are not available. Staff will follow up.
3. Other (A) Staff completed a survey in July prepared by Environment Canada regarding invasive
species management.
(B) The BCTS-SCRD Communications Protocol Agreement has been signed by BCTS and is now complete. On September 9, 2014, planning staff met with BCTS to discuss proposed operations plans from 2014-2018 and receive updated maps. Staff will prepare a report to a future PDC on the proposed plans.
(C) On September 9, 2014 staff organized a community meeting to discuss Invasive Species
management on the Sunshine Coast. Approximately 50 people attended the meeting with diverse representation across all Electoral Areas. The community would like staff to organize another meeting to continue to discuss options for the community in managing invasive species.
(D) Eagle Mountain Pipeline and Woodfibre LNG – Delegation at July PDC raised concerns about the proposal and the SCRD adopted a resolution to oppose the shipment of natural gas in Howe Sound.
(E) Community to Community Forum –meeting held on July 25. Report will be provided to next Heritage Protocol Advisory Committee. Staff are drafting the report to the funders (due at the end of September).
(F) UBCM Resolutions and Meetings with Ministers- staff worked on background documents
for the convention.
(G) BURNCO – proponent amended development plan, report will be provided to September PDC. 251

CARRIED BUSINESS ARISING FROM MINUTES AND UNFINISHED BUSINESS None. NEW BUSINESS The Natural Resources committee acknowledged the participation and contributions of Diane Sanford and Sophie Hsia. Both Diane Sanford and Sophie Hsia have tendered their resignation from the Natural Resources Advisory Committee. Members of the Natural Resources Advisory Committee discussed a degree of uncertainty regarding the SCRD’s expectations for the two items on the agenda. The committee expressed interest in receiving more detailed direction in order to better focus its discussion and recommendations. The additional instructions could be made more accessible by placing them directly in the agenda. Recommendation No. 4 That the SCRD Planning Department provide more detailed direction to NRAC regarding how the committee might address each agenda item. 4.1 Woodfibre LNG – Environmental Assessment Valued
Components Consulation In discussion of this item, the following points were noted.
- Some recommendations provided by the SCRD have not been adopted by the proponent. In particular, the proponent has not held public consultation meetings in Gibsons.
- Safety record for transport of LNG is good. However, Howe Sound provides unique challenges for tanker transport. It is a narrow fjord with frequent ferry and recreational marine traffic.
- There is some confusion about the role of NRAC with respect to this issue: should NRAC focus on contributing to the list of Valued Components to ensure the items are relevant, measurable and complete?
- Air quality issues due to leaks and/or emissions will be influenced by geography. Howe Sound is a relatively contained area and air pollution

may not dissipate. Ability to provide shore power to tankers would reduce air pollution in the Sound.
- It would be helpful to know regulations about dumping effluent from ships (e.g. ballast and sewage) as this is a potential concern for marine pollution and invasive species.
- Valued Components can be weighted for importance, but confidence in the results of analyses for broad issues that are difficult to measure may be low.
Possible ways to improve the list of Valued Components include:
- Some items in the draft list of Valued Components may require breaking down; others could be lumped into groups. For example, split recreational and commercial marine transport and safety and lump terrestrial wildlife and species at risk.
- Include public safety: evacuation and emergency response. - Include foreshore erosion resulting from tanker wake. - Climate change may not be appropriate for list. - “Sustainable economy” is an ambiguous item. - Consider “Dark Sky Friendly” lighting to limit light pollution under
recreational or heritage impacts. - The list of Valued Components might be improved by comparison to the
factors considered in a comprehensive environmental assessment document.
- It would be worthwhile to consult professionals in the field of cumulative environmental effects to develop and expand the list of Valued Components.
Frank Mauro and Gary Nohr confirmed the following points:
- The regional district is requesting the proponent send a technical person (i.e. engineer) to come and speak about the project.
- The draft list of Valued Components was created quickly and requires further development. However, the length and breadth of the list speaks to the importance of the project.
- The proposed cumulative effects assessment framework is considered an alternative to a Howe Sound LRMP. The concern is that action is required immediately, but the process to complete a cumulative effects assessment framework is time-consuming.
- The more we contribute to the process now, the more likely the Province will be to follow through with the cumulative effects assessment framework.
- The proposed cumulative effects assessment framework will include information about potential future activity, and information from management plans from past projects.
- Pilot studies on cumulative effects assessment frameworks have been published.

Recommendation No. 5: - Woodfibre LNG – Environmental Assessment Valued Components Consultation That NRAC continue to be involved in the development of the Valued Components list, and to be kept informed of developments. Recommendation No. 6: - Woodfibre LNG – Environmental Assessment Valued Components Consultation That NRAC receives minutes from the relevant Howe Sound Society meetings. Recommendation No. 7: - Woodfibre LNG – Environmental Assessment Valued Components Consultation That the Valued Components list is developed via a more systematic process that includes professionals in the field of resource and environmental management (specifically, cumulative effects analyses) Recommendation No. 8: - Woodfibre LNG – Environmental Assessment Valued Components Consultation That Stephen Olmstead and/or David Rafael attend an NRAC meeting to discuss how NRAC might best contribute to the Environmental Assessment Valued Components Consultation. 4.2 Notification of BCTS Operations and Auctions – Areas D&E In discussion of this item, the following points were noted.
- Harvest plans include cut blocks within the Dakota community watershed again.
- NRAC members have noticed that some local cut blocks are left without sufficient clean-up (e.g. burn piles and equipment are not cleaned up).
- NRAC is encouraged by the increased level of stakeholder collaboration established through the BCTS communications protocol agreement
Frank Mauro and Gary Nohr confirmed the following points:
- The SCRD has signed a communications protocol agreement with the BCTS. This is the first communications agreement the BCTS has signed with a municipal government.

- The communications protocol agreement between the SCRD and the BCTS will extend the time period for presentation and discussion of BCTS plans to at least one year before the commencement of work.
Recommendation No. 9: - Notification of BCTS Operations and Auctions – Areas D&E That efforts be made to ensure compliance with regulations regarding clean-up after logging, including mechanical equipment, burn piles, and slash. Recommendation No. 10: - Notification of BCTS Operations and Auctions – Areas D&E That the SCRD continues to work with the BCTS regarding local forest management. NRAC supports the work the SCRD has presented. Concerns are well-stated and relevant, particularly those highlighting drinking-watersheds, old-growth forest, and the connection of cut-free zones with wildlife and recreational corridors. 3.2 Board Actions on Agricultural Issues The staff report dated July 14, 2014 on Board actions on Agricultural issues was received for information. Points from discussion:
• Regarding the June 26th Board resolution pertaining to a statement in the May 27th AAC minutes on the Gibsons aquifer, the Chair read out text from the Gibsons Aquifer Mapping Study report indicating boundaries for the aquifer and its watershed recharge areas. Staff will follow up on this.
• Kwantlen Polytechnic University’s Institute for Sustainable Food Systems was invited to attend a Planning and Development Committee meeting in the fall.
• The concept of a free mulch program, as noted in a July 10th Board resolution, was discussed.
4. Business Arising From Minutes and Unfinished Business
4.1 Discussion on SCRD water regulations The Recorder read aloud a draft letter to the Board prepared by Jon Bell for discussion, entitled “SCRD Water (Drought) Management Plan”. Members shared views on water use and encouraging food production. Action: The Recorder will forward the original draft letter to members along with comments from discussion, for refinement of the letter by Jon for review at the next AAC meeting.
4.2 Elk Issues
Staff had received correspondence from the Ministry of Forests, Lands, and Natural Resource Operations (FLNRO) in response to a staff letter regarding concerns about elk, indicating there was a representative based in Powell River who would contact Planning staff. Staff had sent a follow up email to the representative, and no response had been received to date. Staff will follow up with Ms. Messner (see January 2014 minutes) with an update.
4.3 Proposed LNG Project as it relates to Agriculture
Discussion transpired on the proposal to transport liquefied natural gas (LNG) from Squamish through Howe Sound. Concerns about potential impacts of air quality on regional agriculture and about safety risks were raised. Staff reported the SCRD Planning and Development Committee recently recommended that a letter be sent to the federal government requesting that tanker traffic in Howe Sound be banned. In addition, that comments submitted by staff to the BC Environmental Assessment Office would include reference to agriculture concerns.
4.4 Agricultural Plan
The Planner gave an overview of the current state of the Ag Plan. A request for pictures of local farms to add to the document was extended to members. Members were asked to review the present draft and provide feedback by the middle of August on typos, grammar, inconsistencies, and any questions related to clarity of

meaning. A link to the most recent version of the plan will be forwarded by email to referral agencies, organizations and individuals. The Senior Planner described the response of the Planning and Development Committee to the Ag Plan draft on July 17. There were concerns about adopting the Ag Plan with a lot of projects with unknown costs. A workshop was requested for September with the Board and Councilors to review and discuss financial considerations. The shíshálh Land Use Plan was discussed. Staff noted that the Ag Plan recognizes Sechelt Nation has a land use plan that looks at management of natural resources, and that there is nothing in the Ag Plan that is inconsistent with the shíshálh Land Use Plan.
Actions: Members were requested to forward farm photos by the following week, and to provide feedback on the draft plan to staff by mid August.
4.5 Discussion on “the brewery”
Staff reported the Agricultural Land Commission had provided confirmation that Persephone Brewery was meeting requirements of ALC Regulations, and that they were still working on this.

The Ministry of Agriculture will be holding a consultation workshop on proposed changes to the Agricultural Land Reserve Regulation in Abbotsford on August 14th.

5.1 Development Variance Permit Application no. 310.187 (Cranston/Bolding) Barbara Bolding spoke to the committee: -This is not a request for forgiveness; have always had a building permit. -No adverse effects to the site or the environment: 3 neighbours have sent letters of support. -The structure of the house is not encroaching on the 7.5 m setback: only 3 overhangs. -Unusual circumstance: surveyor was not a BCLS surveyor. -In the report the Planning Department are suggesting some conditions to be imposed: 1) geotechnical report and 2) a no disturbance covenant. -Feel that these conditions are excessive, vague, and unjustifiably punitive. Greg Cranston spoke to the committee: -The requirement for a geotech report is excessive. -The conditions impose financial problem; other options include moving the house. -Very upset about the report.
APC Comments/Concerns: -If you were to sell the property…that could be why the Planning Department suggested
the no-disturbance covenant. -Seems that it was a surveyor’s mistake. -Having visited the site, heard the explanation, suggest that we move Option 1 without
any conditions: approve the variance as requested, and remove the two conditions that are listed: geotech report and non-disturbance covenant.
-Having visited the site, completely agree that it seems minor, and to put these conditions on it is not necessary.
-An overhang is not the same as concrete footings encroaching: think this is the wrong application for the Planning Department to use as a precedence.
-Feel that there should be some note preventing future owners from encroaching on the setback; wouldn’t mind seeing the second condition maintained.
-Every lot on the ocean has the foreshore altered: don’t know how we could enforce the second condition.
-Think this variance should be approved without conditions. Motion: The APC agrees to Development Variance Permit Application no. 310.187 as

Update on Howe Sound Management Planning:
Following the May 2nd Forum meeting, an e-mail was sent to Kai Elmauer, CEF Projects and CommunicationsCoordinator regarding the next steps in the Cumulative Effects Assessment process. The email was asking if and whenthere will be a firm commitment;, what the nature of the “support” will be -- as promised in the UBCM resolution response-- and if that will be a CEA only or additional “support” to other management planning initiatives, what exactly we canexpect from staff in this next step; and when we can expect to receive the next product.In early July, the following response was received from Kal:
Thank you very much for your e-mail. We very much appreciate the ongoing dialogue with Howe Sound CommunityForum (HSCF) about a potential Cumulative Effects Assessment (CEA) in the Howe Sound area.
The Provincial government has committed to the phased implementation of the CE framework in the province of BC. Inthe current phase of implementation, completing an initial assessment in Howe Sound could help the Province to testand refine its approach, i.e. for assessment procedures and engagement standards of the provincial CE Framework,notably with respect to marine and coastal values and components. Likewise such a CEA would provide valuableinformation for HSCF for the context of local decision making and ongoing development.
On May 2nd, 2014 we met with the HSCF at Gieneagles Golf Course in West Vancouver to further discuss a CEA forHowe Sound. This was the third event where staff from our Ministry participated beyond being an observer. TheMinistry understands there is a strong interest from local governments, First Nations, and stakeholders to conduct a CEAin Howe Sound to address some concerns about near-term and long-term development. Based upon what we heard inthis meeting about perceived issues and drivers of change, provincial staff are now working on defining the potentialscope of the project and exploring internal resources. This will include identifying a list of values and components thatcan be assessed and monitored by the Province to assist decision making in Howe Sound. I n addition we will be incontact with First Nations and stakeholders to learn about their interest in participating and their expectationsregarding their role in a CEA pilot in Howe Sound. We would appreciate if you would be available in the coming weeksand interested to have a discussion related to these next steps.
The outcome of this scoping exercise will he presented to HSCF in our next meeting in fall 2014, including information ofmarine and terrestrial values and components that can be assessed by the province within the provincial CE framework,interest of other parties, and opportunities for collaborative efforts. This information will give everyone a better pictureof how exactly the CEA can support decisions on resource use and land management in Howe Sound. It will then be upto HSCF and other partners to decide if they want to participate in the pilot, and if so, work together with the Provinceto define the structure and terms of reference for a CEA in Howe Sound.
As for the timing of that meeting we ask to organize this for early October rather than on Sept. 12, 2014 to allow uscompleting the work described above and avoiding conflicting schedules.

On May 29, 2014, the Legislature gave Royal Assent to Bill 17, the Miscellaneous Statutes Amendment Act,2014 which includes amendments to the Local Government Act (LGA) that streamline the regional district landuse planning and development bylaw approval process.
Bill 17 removes the requirement for ministerial approval of regional district OCP, zoning, subdivisionservicing, land use contract, and temporary use bylaws (LGA s. 882, 913, 921, 930, 938). It also broadens theauthority for the Minister to develop provincial policy guidelines and provides discretionary authority for theMinister to require approval of these types of regional district bylaws (LGA s. 874.1). These amendmentsclarify the authority for regional districts to make local decisions while at the same time ensuring the protectionof provincial interests.
The removal of ministerial approval contributes to the modernization of the local government planning systemand reduces provincial oversight of local decision making. Although ministerial approval has been repealed,there is an expectation that regional districts will continue appropriate bylaw referral practices, maintaining andfurther developing positive working relationships with provincial agencies and First Nations.
The authority to develop policy guidelines for the identified types of RD bylaws creates an opportunity toclarify provincial interests and to articulate more clearly the appropriate notification and referral of proposedregional district bylaws to provincial agencies and First Nations. As the Ministry considers the need to establishguidelines, it is expected that regional districts will continue to follow bylaw referral best practices whichinclude:
• if appropriate, prior communication with the Ministry on proposed planning and land use bylaws so thatMinistry staff can provide advice on referral to provincial agencies and First Nations;
• formal Board consideration under section 879 of the LGA regarding which provincial agencies and FirstNations need to be contacted;
• early notification and ongoing communication with provincial agencies during the bylaw developmentprocess;
• early communication and engagement with First Nations;• consideration of provincial and First Nations’ interests; and

early notification to the Ministry when significant issues and conflicts arise.
With the removal of ministerial approval requirements, provincial interests will be advanced by maintainingcontact between regional districts and Ministry staff to support referral best practices, providing generalguidance, and helping to facilitate the resolution of problems that may arise with respect to areas where there isa significant provincial interest or First Nations concern.
In the coming weeks, Ministry staff will be in touch with your planning departments to discuss our role andexpectations for regional districts moving forward. For reference, please see the attached contact list forMinistry staff with regional responsibilities.
How communities and regions grow and develop is critical to BC’s economic competitiveness, environmentalhealth, and livability for residents. The removal of bylaw approvals is intended to streamline the localgovernment development approval process, eliminate provincial oversight of local decision making whereappropriate, and create efficiencies for the Province and local governments. Please be advised that today, Port Metro Vancouver has approved the Fraser Surrey DocksDirect Transfer Coal Facility project, for the handling of up to four million metric tonnes of coalper year at the terminal. The decision comes following a thorough two-year project reviewprocess and included extra measures taken to assess any potential environmental and humanhealth risks. In granting the permit, Port Metro Vancouver requires Fraser Surrey Docks (FSD)to meet a strict set of conditions to ensure environmental and safety standards are met duringconstruction and operation of the facility.
Port Metro Vancouver’s priorities during the review process were to consider all public,municipal, agency, First Nations and other stakeholder concerns, and to ensure risks of adverseimpacts of the proposal, if any, were appropriately mitigated. This was done through revisionsto the project scope made during the review, and the application of 81 permit conditions,
In February 2014, we last provided an update on the review process and advised that PortMetro Vancouver requested FSD to provide additional information pertaining to the potentialimpacts of the project on human health to support the Environmental Impact Assessmentsubmitted in November 2013.
To satisfy this request, FSD submitted a Human Health Risk Assessment (HHRA), completedaccording to methods and guidance set out by Health Canada. The HHRA concludes that nounacceptable risks have been predicted for the various populations who could potentially beexposed in the study area — this includes residents, commercial workers, urban park users andpeople involved in fishing activities.
Golder Associates Ltd. (Golder) was retained by Port Metro Vancouver to undertake a third-party review of the air quality components, the potential risks to human health, and thepotential aquatic pollution issues in the FSD proposal, including a review of the EnvironmentalImpact Assessment, and of the HHRA and supporting additional air quality assessments.
The submission of the HHRA and receipt of Golder’s third-party review allowed Port MetroVancouver to complete its federal environmental review of the proposal. As per Section 67 ofthe Canadian Environmental Assessment Act (CEM 2012), Port Metro Vancouver consideredthe information and proposed mitigations provided by Fraser Surrey Docks and other relevantinformation, concluding that with the implementation of proposed mitigation measures and

subject to the conditions of the permit, the project is not likely to cause significant adverseenvironmental effects.

The Sunshine Coast Regional District is concerned about the proposal to transport coalfrom brought by rail to the Fraser Surry Docks and then by barge to Texada Island, TheSCRD Board adopted the following resolution:
543/13 Recommendation No. 3 Coal Shipments to Texada Island
THAT the staff report dated November 7, 2013 titled “Coal Shipments toTexada Island” be received;
AND THAT the SCRD Board forward the following comments to theMinistry of Health, Minister of Environment, Port Metro Vancouver and theMinistry of Energy and Mines
a) The SCRD Board is concerned about the shipping of US coalthrough Canada and the potential health and environmentalimpacts of coal dust from barge traffic;
b) That a full environmental assessment be conducted to allow forcomprehensive public input from people along the entire routeand that it includes but is not limited to the consideration offollowing:
i. Health Impact Assessment, that includes consideration ofthe impacts of coal dust escape during barge transport andtransfer;
ii. Navigational Risk Assessment;
iii. Environmental Management Plan addressing but notlimited to the impact of local wind direction, impact onmarine environment and ecosystems such as fish andglass sponge reefs;
iv. Spill Response Plan;

Further to our telephone discussion earlier today the Gibsons Public Market Society is requesting a letter of support from the
SCRD to be included in our funding request to ICE-T which is due September 19th. We are hoping in the letter of support the
SCRD will identify the various contributions a full time pubic market will bring to the Sunshine Coast including economic
development, community engagement and increased production of local agricultural and other products that can be sold at
the Market.
We would appreciate any indication of this support being provided to us in written form before September 19th so we can
