The Chair advised that at the request of the applicant on this matter, Mr.
Harpreet Luthra, a Punjabi interpreter, was present to assist with
interpretation if required.
Ron Mauti, Mauti Designs Inc., Architect, presented the proposal to amend the
Official Plan and Zoning By-law to permit a place of worship on the subject
lands that are currently zoned for industrial uses. He provided details with
respect to access, size of the worship area and related uses that are being
proposed for the site. He noted that the zoning regulations require 131 parking
spaces for the site, however 287 spaces will be provided. He requested that
the proposal be approved along with the related uses being proposed.
Mr. Harpreet Luthra interpreted Mr. Mauti's presentation into Punjabi for
members of the public present.
Paul Snape, Manager, Development Services, confirmed that an amendment
to the Official Plan and the Zoning By-law is required to permit a place of
worship at the subject site. This application will be considered in the context
of the ongoing Places of Worship review currently being undertaken by the
City along with the impact on industrial lands. Mr. Snape advised that the
proposal is still under review by staff, that all comments provided at this
meeting will be evaluated and a recommendation will be brought forward at a
future meeting of this Committee.
Mr. Harpreet Luthra interpreted Mr. Snape's presentation into Punjabi for
members of the public present.
Satbir Singh, 25 Plateau Drive, Brampton, advised that there is a demand
for this type of temple and related uses that are currently being provided at
the site free of charge. Some of the uses include providing food and shelter
to people who are in need and collecting food and clothes' donations from
the community, which are delivered to the Salvation Army. Worshipping at
the gurduara brings the community together and has a positive impact on
the young people who may otherwise get involved in gangs and drugs.
Mr. Singh urged Committee to approve the proposal as it is essential to the
community as a whole.
Sandeep Singh Bahia, 27 Jellicoe Street, reiterated the concerns expressed
by the previous speaker with respect to the positive impact of the temple on
the young people in the community. He suggested that Committee consider
the contribution of temple to the community when making a decision on the
proposal as the presence of the temple helps to rehabilitate troubled youths
and improve their qualify of life.

Manpreet Brar, 63 Garden Avenue, Brampton, stated that the temple has
become an essential part of the community. It is needed because of the positive influence on the community and to the youth in particular, it acts as
a deterrent against crimes. In addition, many programs are offered by the temple, such as camps, counseling, tutoring and assistance to new families
on the skills that are necessary to integrate in the community.
Harman Brar, 63 Garden Avenue, Brampton, advised that he attended a
temple in Malton, but the subject location is much closer. The temple
provides many recreational programs that are beneficial to the community
especially to the young people who may other otherwise be involved in
crimes and drugs.
Vikramjit Dhaliwal, 47 Bighorn Crescent, Brampton, advised that the
presence of temple has positively impacted him and everyone in the
community. With assistance from the temple he has started a soccer team and he would like to continue to encourage the youth to become involved in
sports in an effort to keep them away from gangs etc, however, he can only
do this with the support of the temple.
Gurtarandeep Dhaliwal, 18 Bighorn Crescent, Brampton, advised that
among other services, music classes are offered at the temple and it helps
to keep the young people occupied and out of trouble. Having the gurdwara
at the subject location provides an opportunity for the youth to earn community hours for school purposes while learning to socialize and interact
with other members of the community.
Anjan Kaur Sohi, 72 Bloomsbury Avenue, Brampton, advised that her
children are regular attendees at the gurdwara where Punjabi and other
classes are taught. Children need to have a place to go and the gurdwara
provides a safe place for them away from crimes. The decision made on the proposal should not interfere with or have a negative impact on the youth in
the community.
Lou Massi, 2 Automatic Road, Brampton, informed Committee that he owns
the building across the road from the subject site. He questioned why the
applicant was proposing 287 parking spaces instead of the required amount
of 131 spaces and whether the intent of the applicant was to have more
people at the site, or whether it was to accommodate the present overflow parking on the nearby streets. He was also concerned about the building
component, whether the building code and fire safety regulations would be
enforced, given that the site is currently zoned for an industrial use and this
proposal is for a place of worship that is intended to accommodate hundreds
of people.

Nathan Muscat, Bratty and Partners, on behalf of Sebasco Construction,
owner of lands south of the subject site requested that the proposal be
refused as the place of worship was established illegally and continues to
operate illegally. According to the Official Plan and Zoning By-law it is not a
permitted use and therefore out of character for the site. He noted that
correspondence was submitted expressing their concerns regarding the
proposal.
Harjit Singh Kadder, 14 Radford Drive, Brampton, advised that the temple is
located close to his home and he worships daily. The site is accessible by
bus so that people who do not have cars are still able to get there.
Jaswant Singh Brar, 63 Garden Drive, Brampton, stated that he has been
an attendee at the gurdwara since it began operating, The location works
well for the community, many residents work within that industrial site and
they also worship there.
Lucky Singh Deol, 2 Sweet Clover Crescent, Brampton, advised that he was
involved in drugs and other negative activities but he was transformed once he started attending the gurdwara at the subject site. He requested that the
temple not be closed because of the many benefits it brings to the community,
especially the youth, who need a place to go to after work and school so that
they can be kept busy.
Maninder Singh, 94 Snowcap Road, Brampton, stated that he was involved
in drugs and negative activities with friends and attending the gurdwara at
the subject site has helped him to lead a good life. He requested that the
temple be allowed to remain open to help him stay on the right path.
Rattan Preet, Brampton, pointed out that the City of Brampton's population
is growing and that more temples of this type are needed to accommodate
the community. The subject site provides many programs and classes that
benefit the community. The fact that it is located in an industrial zone should
not impact the area as most of the large festivals or events take place on
the weekends. He extended an invititation to all Members of Committee to
attend and see how the community worships and what the gurdwara means
to them.
Harwinder Virhia, 17 Linstock Drive, Brampton, indicated that he visits the
temple everyday, that the location is convenient and there is no traffic on
weekends. The temple he previously attended is in Malton and it is too far
away.

Staff confirmed that all the issues and concerns raised at this meeting will
be addressed in the recommendation report which will be presented to
Committee at a future date.

Randy Ramadhin, 14 Maverick Crescent, Brampton, advised that he lives on
the south west corner near the proposed site, a location he chose because he
did not wish to be close to a place of worship. He requested that the
application be refused as he is concerned about potential traffic and noise
that the use would bring to the area.

May 4, 2009, re: Status Report: Mount Pleasant Secondary

2. That the population and employment forecasts set out in the
subject report be endorsed by the City of Brampton for use
in completing the Growth Plan studies and further, that the
Region of Peel be requested to use these forecasts in
furthering its preparation of a Regional Official Plan
Amendment conforming to the Growth Plan.
3. Notwithstanding Recommendation 2 above, it is
acknowledged that minor changes to this forecast may be
required by the Region of Peel to ensure Growth Plan
conformity, subject to the concurrence of the City of
Brampton. Further, following the completion of the remaining
studies, including the market demand and feasibility study in
respect of the employment forecast (as set out in the Growth
Plan Status Report Addendum: Employment Lands Study

and Strategic Growth Plan Timelines-March 23, 2009), minor
changes may be required to reflect the final growth plan
Official Plan recommendations.
4. That the Region of Peel be requested not to adopt any local,

consideration of a regional forecast by Regional Council,
prepared in collaboration with the City of Brampton, Town of
Caledon and City of Mississauga.
5. That this report be forwarded to the Region of Peel for
direction as set out in Recommendation 4, and the City of
Mississauga and the Town of Caledon and the Ministry of
Industry and Energy (Growth Secretariat) for information.

R 1. Councillor Sandra Hames referenced Item G 2 on the agenda and staff's
comments with respect to density projections and questioned why the
Greenfield density was being exceeded. Staff explained that the City is
required to achieve a density target in accordance with the Placed to Grow
Act and the projected figures for the Greenfield density are just slightly
exceeding the target.
