Eastplats (temporarily)stops projects

Eastern Platinum Limited (Eastplats) has announced that due to thecontinuing negative changes in the global economic environmentand the operating environment in South Africa, it has decided tosuspend funding for the ongoing development of the Mareesburgopen pit mine (situated between roughly between Lydenburg andRoossenekal) and construction of the Kennedy’s Vale ConcentratorPlant (across the R555 from Xstrata / Merafe’s Lion Ferrochromesmelter near Steelpoort).

The company says it will reassess the project economics as andwhen a sustained recovery in the global economic environment andmetals prices takes place.

The mining company says the project was progressing accordingto the planned schedule and budget with initial commissioningplanned for the first quarter of 2013. Civil works are largelycomplete and concrete work is well advanced. Almost all thenecessary process equipment has been procured and received.Engineering is over 90% complete with construction about 20%complete. The overall project is 30% complete and a rapid restart ofproject construction could take place when conditions warrant.

The company says pricing of Platinum Group Metals (PGM) hasdeclined significantly since the decision was made to develop theproject nine months ago, with little or no fundamental demandrecovery or supply reduction forecast in the near to medium term. With the ongoing weakness and volatility in the global financialmarkets (particularly in Europe which consumes approximately 50%of South Africa’s platinum production), the company is of the viewthat a near term recovery in PGM prices to sustainably appropriatelevels is unlikely. In addition, the South African PGM industry isdealing with a number of other predominating economic factors,

including unrelenting operating cost inflation, adverse currencyexchange rates, weak chrome prices, heightened concerns withrespect to reliable power delivery and unplanned and unlawfullabour actions.

The company says in the current operating environment, thefinancial risk of continued project development is not merited andEastplats has taken the decision to suspend the project funding soas to maintain the value in the resources planned to be mined. Theproject will be monitored subject to a sustainable strengthening ofmetal prices and improvement in operating conditions in SouthAfrica.

“These factors, and particularly the continued cost pressures thatwe are experiencing in South Africa, make the platinum sector anextremely difficult space in which to operate. We do not envisageany significant large scale production cuts from the larger producersand consequently expect that the industry will have to contend withmuch lower metal prices than previously projected in the mediumterm. As the open pit operation at Mareesburg was previouslyprojected to provide a significant contribution to revenue in the nearterm, we see no merit in depleting the deposit and the financialresources of the Company until such time as economic andoperating conditions markedly improve. After a considerable amountof review and evaluation Eastplats has been proactive in taking thisaction in the interests of maximizing the value of the PGM resourcesin the Company”, stated Ian Rozier, the company’s president andCEO.

The company says it continues to review its overall miningoperations at CRM in order to mitigate the impact of depressedprices and to safeguard its business and cash resources.

Top: Eastern Platinum’s Kennedy’s Valeplatinum concentrator plant underconstroction near Steelpoort. The projecthas now been halted toghether with theMareesburg openpit mine. The Canadiancompany’s share price plunged 18%immediately after the announcement afterit said it had stopped work on the project, citing a difficult operating environment inSA as well as a depressed market for themetal and low prices.

Unfortunately there is no truth in itthat all recovery services areapproved by all the various

insurance companies. Many havetheir own ‘call centres’ throughwhich they assist their clients in

case of an accident or mechanicalbreakdown.

When you are involved in an accident, stay ascalm as possible. The Nasional Road Traffic Actstates under Article 61(2) that only the owner

of a vehicle or any person with the rightfulownership of the vehicle may give persmission

for the towing of a vehicle in case of anaccident. Unfortunatly there have been caseswhere officials have been involved with making

deals with towing agencies. If you are unable to give permission dueto an injury, the SAPS must take the responsibility. However, no lawenforcement official may enter into a contract on behalf of a vehicle

Leboka Noto has always lovedrunning and when he joinedModikwa Mine in 2006 there wasno question as to whether he willcontinue or not.Leboka spoke to Platinum Gazetteon Wednesday about his run to thirdplace this year.“I planned my race this year,” hesays. “ I wanted to be half way atabout 2:44 - 45 and I was there at2:45. I told myself that my pacemust be to climb slower and on theflats regain my speed to fly downthe hills”. At about 16km before thefinish Leboka was still in position 14.“I heard that I am number 14 andthought I will use my height and mystrength and I will push to get pastall the other guys. I ran very well”.In the last few minutes of the raceLeboka went from position 8 tonumber 4 and then pushed hard tobecome the third runner at thefinish.Leboka was probably the onlyrunner chewing on a carrot after the

halfway mark. “Yes, I usually train withfruits. I take an apple or orange and acarrot. After two and a half hours ofrunning I usually eat the carrot with alittle bit of water. So this year I thoughtI must stick to what I know and whatworks. Food is very important for yourbody”. The Modikwa Team andSamancor Chrome Marathon Clubjoined forces to provide Leboka withhis usual snack. “They gave me twocarrots when I was half way. Thankyou to everyone who helped with this,”Leboka says.Leboka’s training consists of a half anhour or an hour of running everymorning before he goes to work in theunderground stopes of ModikwaPlatinum Mine. “I wake up at 03:30and then I go running. When I comeback I wash, dress and get on the busto work. I don’t train in the afternoonsagain. It is very hard work down in thestopes and my body becomes reallytired. This year I took my annual leavea month before the Comrades and Istarted to just train. I did not go to my

home in Lesotho, my wife andchildren came here while I trained”.Leboka has three children.“I want to tell the people of Tubatseand everywhere in South Africathat you are free, you can do thisfor your country. Look at Mamabolowho is also here from Limpopo andlook at Fanie Matshipa who lastyear came second. You must workhard and then you must work evenharder than you’ve worked before.Don’t do drugs and remember thereis a time for everything in thisworld”.“I have a dream of winning theComrades Marathon. I will push todo it. If I for some reason cannotdo it, I will push for everyone elsewith that dream to work hard anddo it”.“Thank you to everyone whosupported me and have helped tomake my achievements possible.Congratulations to all the otherrunners who did well and to thosewho finished”.
