The National School Nutrition Programme(NSNP) is going ahead as normal in manyparts of Limpopo.Feeding has been halted only in the affectedschools located in the Sekhukhune districtfrom where reports of food contaminationhave emerged. The handlers only in theaffected schools have been requested tostop preparing food for the learners in orderfor a thorough investigation to be conducted. The Department of Education is concernedabout the contamination of food and theyare doing all they can to address the matter.“We want to make it clear, however, that nolearner has died as a result of consumingfood from the nutrition programme in theprovince as reported in the media. Thehealth and safety of the learners is ofparamount importance to government;hence the department introduced theprogramme in the first place. Governmentwill continue to safeguard the unqualifiedConstitutional rights of learners to basiceducation, health, nutrition, and safety. It isfor these reasons that the department hassuch stringent measures in the affectedschools” it said in a statement.More than 1, 6 million learners in more than3 800 Limpopo public schools benefit fromthe feeding programme. There are 353 328learners in the Sekhukhune District whobenefit from the NSNP.The Limpopo Department of Education, supported by the Department of BasicEducation, are working together to ensureservice, health and environmental standardsare maintained in the nutrition programme in
Limpopo, both at the school level and thewarehouses of the Limpopo NSNP mainretailers.“Last week, the participation of some mainNSNP retailers were terminated eitherbecause these retailers were implicated inthe food contamination that resulted inlearners being hospitalised in someSekhukhune schools; or their warehousesfailed to meet the predetermined service, health and environmental standards. It ishowever important to note that all learnerswho were taken to hospital or clinics forobservation, have been released”.The main NSNP suppliers have beendirected not to buy and distribute foodstuffwith a particular brand label, as foodstuffwith that brand label, particularly driedbeans, were found to be extremelyproblematic. The South African Police Services (SAPS)have also begun with an investigative inquiryinto allegations with a view to laying criminalcharges. The National School Nutritionprogramme (NSNP) is funded through aring-fenced Conditional Grant in terms of theDivision of Revenue Act (DORA). TheDORA particularly determines a legalframework through which the NSNP must beimplemented. Coupled with this, theMinister of Basic Education has taken overthe executive responsibilities of the LimpopoDepartment of Education in terms of section100(1)(b) of the Constitution of the Republicof South Africa, 1996 to the extentnecessary. Therefore, the Minister and theDepartment of Basic Education among other
responsibilities must ensure a compliant roll-out of the NSNP in Limpopo schools. The Department will introduce additionalmonitoring measures with school-basedmonitors to report daily on theimplementation of the programme.TheNSNP monitoring system is being reviewedto tighten critical stages of food supplychain, and to solicit the support of theDepartment of Health and LocalMunicipality. Relations will be strengthenedwith the Health Environmental Practitionersin Limpopo to draw lessons and replicate aprocess of establishing checks and balanceson monitoring suppliers in all provinces.
In light of the unfortunate incidents inLimpopo, the DBE is currently reviewing thedraft 2015/16 Grant Framework to begazetted in the Division of Revenue Act(DORA) to incorporate a transversalprocurement system to enhance theoperations of the current system.DBE is also exploring the expansion of theuse of technology in monitoring the schoolnutrition programme. A Technical TaskTeam has been established to work on themodalities of introducing the systemthroughout all provinces. An operationalplan for the provincial roll-out is expectedbefore the end of November 2014.
National School Nutrition Programme still continues
New loading zone
On Wednesday afternoon motorists on the R37 simply had to make way for a load of softdrinks in the middle of the road. The person watching that the goods did not get newowners simply explained that the truck having to collect it got stuck and will still come tofetch it. His reason for stacking it in the road - ‘it is easier to load from there’. It was latercollected by an unmarked truck without a number plate. Although this is a popular spotfor the officials to pull over motorists, no traffic law enforcement was done in thisinstance as officers were presumably doing duty elsewhere.

“It is very hot, we take shortcut today” one National Union OfMineworkers (NUM) member commented on Tuesday justbefore workers started to gather next to the Hackney Shaft ofAnglo American Platinum’s Twickenham Mine Project nearBurgersfort.
Just after 14:00 a large number of more than 600 NUMmembers were chanting and dancing in the hot sun beforethe group were addressed by their leaders, labour andpolitical. What transpired from this gathering before theyactually marched about 200 metres to the shaft’s gates, isthat the rivalry between unions are a definite cause forconcern. One political office bearer commented to thenewspaper “the rivalry between unions and their endeavoursto keep or get recognition, is bad for the collective. In theprocess the interests of workers and companies suffer.Companies encourage the rivalry, thinking that by driving awedge between union and factions, they serve the interestsof their businesses better, which will not last in the long run”.
After discussing a memorandum that were prepared to behanded over to the General Manager at Twickenham, MrPeter Ott, the group peacefully moved nearer to the gate, where he was waiting.
Union representatives then carefully explained every pointon the memorandum to union members and minemanagement. In essence workers are unhappy about certainsalary and wage issues, such as the ruction of salaries incertain instances, unfairness as they see it with regard to thepaying of bonuses, Section 54 stoppages, which they ascribeto the incompetence of management, and the fact that sixemployees were fired after having been falsely accused ofrefusing to carry out instructions.
They also asked the mine to give attention to theexcessive use of labour brokers, and to comply with the SkillDevelopment Act by presenting a short and long termstrategy for the development of employees. With regard tothe company’s social labour plan they want it to be reviewedin consultation with all stakeholders and feel that the erectionof amenities such as day care centres and sports facilities, aswell as housing will do much to improve living andemployment conditions.
Mr Ott received the memorandum at about 17:00 and toldthe crowd that attention will be given to the issues raised.
