James Buchanan Eads (1820-1887) is today recognized as one of America’s greatest citizens, and in 1932, the Deans of American Colleges of Engineering named him as one of the five greatest engineers of all time. While best known locally for his role in constructing the St. Louis Bridge, now called the Eads Bridge, his many accomplishments include amassing a fortune as a salvage diver along the Mississippi, construction of ironclad gunboats for the Union, and opening the South Pass at New Orleans to navigation. In all, Eads intimate knowledge of the River allowed him to make several long lasting contributions to both his country and his profession. About the Speaker: Mr. Buechter is a Principal Engineer with the Metropolitan St. Louis Sewer District and a native of St. Louis. Summer is upon us! The Section has a general membership meeting on June 9 and we will take off July and August. September 11 is the date for our Annual Dinner and you may make reservations for that anytime. No executive board meeting scheduled in July or August but at the normal time, first Tuesday in September, 7:30am, Engineers’ Club. Our next newsletter will be in September. All members are invited to attend the executive board meetings. Congratulations to West Point Bridge winners Marshall Watkins, and Josh Sutter on their achievement of winning the bridge contest. I spoke with each of them at our May meeting and am excited about their interest in pursuing engineering. After a number of years as our Section Government and Public Relations Committee chair Brian Carlson is stepping down. The Section budget normally includes a day trip to Washington D.C. as part of ASCE activities on the Capital mall. Please call me or Shawna Erter if you are

interested in filling this position that includes liaison with state and federal legislatures regarding civil engineering related material. I have commented on features available from ASCE at the Society level, and I continue to find interesting features on the website. ASCE News is ASCE’s monthly newspaper, which is a favorite of mine, and concentrates on the activities of ASCE and those of its members. News coverage is intended to promote interest and participation in Society programs. Special emphasis is given to member activities, programs, and profiles. News of national interest that may affect the profession is also included. Members are encouraged to submit material or articles ideas for editorial consideration. This comes to members in the mail monthly and is available on line. The Order of the Engineer was initiated in the United States in 1970 to foster a spirit of pride and responsibility in the engineering profession, to bridge the gap between training and experience, and to present to the public a visible symbol identifying the engineer. Participants take the Obligation of the Engineer and wear a steel ring as a reminder of their commitment to high ethics and professionalism. The St.

Louis Section will be offering this to individuals through a ceremony at a future event. Our next meeting is Tuesday, June 9, 2009, 11:30 at the Engineers Club. I look forward to seeing you there. Respectively, Dale M. Smith, P.E.

To become a Life Member, one must be at least 65 years old, paid dues for 30 years, and have maintained 10 years of continuous membership immediately preceding Life Membership status. Congratulations to these seven distinguished members and to Richard Stephenson, also a new life member, who was unable to attend the luncheon.

May 2009 Luncheon Meeting

The following information is now available concerning the Section’s Annual Dinner: Mark your calendar for September 11, 2009. The location will be at the beautiful banquet hall at Andre’s West at 211 South Old Highway 141 – 63026. Free parking is available next to the building. The program will include awards, change of officers and big band music from the 1930’s and 1940’s. We are sure you will enjoy the occasion.

The United States Military Academy at West Point continues to offer the West Point Bridge Design Contest. The contest pro-vides middle school and high school students with a realistic, engaging introduction to engineering. Local Winners of the West Point Bridge Design Contest were honored at the May Luncheon. This course is intended to provide graduate students an opportunity to study methods used in modern hydrologic input for bridges, culverts, and reservoirs. Items of study include extreme value statistics, model techniques, hydrographs, design flood determination and green infrastructure project feasibility. An objective of the course is to understand the hydrological processes of the hydrology cycle and application of those principals to either academic or real projects in the area. In addition, Low Impact Design hydrology, Phase II Stormwater quality, and other hydrological design processes and approaches will be discussed and examples provided. Green infrastructure issues using hydrology concepts will be discussed as well. Both hand calculations and computer methods for hydrologic processes and calculations will be

developed. In addition, the course will utilize data from local sources in the course with an end result of providing a design or plan for a project as approved by the instructor incorporating hydrologic design techniques and methods. On completion of the course, students should be able to understand the aspects, limitations, and risks of hydrologic engineering design methods for the design of a civil engineering structure or project. Students will have a final design project utilizing hydrologic techniques and methods for a project and present the information in a professional setting.

Saint Louis University Re-starts its Civil Engineering Program!

Dean Manoj Patankar announced in a presentation to the Saint Louis Section of ASCE that Saint Louis University will resume its Civil Engineering program after almost a 35-year hiatus! The idea of restarting the CE program came as a culmination of interests and support from multiple constituencies—first, the Institute of Technology alumni who really wanted to see their beloved CE program back on campus, second, the local CE community who wanted a hands-on engineering program that catered to the local job market, and third, the new student enquiries. “There is a lot of excitement about this new program—administration, faculty, students, alumni, and industry friends—everyone is working hard to see this program succeed. It’s not very often that we get to start a new program like this,” said Dean Patankar. Together, it seems like the time is right for a new

CE program for the St. Louis metro region. Of course, the St. Louis Section of the ASCE is delighted to support this program and has already begun discussions related to a student chapter of the ASCE as well as internships at local companies, and adjunct faculty appointments. In discussing the distinguishing characteristics of the new program, Dean Patankar said that the program would focus on building two specialties—transportation and green/smart structures. The transportation track would leverage the legendary strength of aerospace engineering and aviation programs at Saint Louis University. The green/smart structures track would engage other academic departments across the campus, including electrical and computer engineering (embedded sensor

systems), environmental sciences, and urban planning. The new CE program starts in fall 2009. In the first two years, most of the courses will be shared with the mechanical engineering program. The University plans to hire a dynamic new department chair to lead this program. As the program matures, the University will add faculty. So, whether you are interested in teaching (part-time or fulltime), providing an internship, or making a donation to start a scholarship, contact the Dean’s Office at 314-977-8203. The course will include discussion as to what state laws say about engineering ethics

versus what may be considered ethical practice. Case studies will discuss various solutions to conflicts between following ethical standards and achieving project goals. Learn how engineers handled real-life situations when hard decisions had to be made that might have jeopardized quality, safety, cost, budget, schedule or management wishes for the sake of ethical practice.

Sponsor: The Missouri Department of Conservation, Streams Services Unit is offering a workshop for engineers titled “Basic Stream Mechanics and Conservation Concerns.” Location: The course will be taught at the MDC building on the State Fair Grounds in Sedalia. Program: This course explains the basics of understanding and managing instream and riparian habitats in Missouri. Advancing New Madrid Region Time History Determination A Shlemon Specialty Conference

Sponsor: The New Madrid Earthquake Scenario is pursuing this Conference to advance the state of practice.
