EDITOR’S COMMENT

I’ve recently returned from a short break to Turin and although I’ve visited Italy on numerous occasions the endemic disregard for rules never fails to astound me. It made me think about what happens when people either ignore the law or view the rules with the sole purpose of finding loopholes rather than consider the social and moral consequences of their actions. Technically there were no signs telling motorists not to park on pedestrian crossings so why not park across one ? … or two! Was it because these motorists had not considered the potential danger they were imposing on others, especially visually impaired pedestrians, or did they simply not care? The saddest thing was that nobody (including me) made any comment to the drivers about their actions, I didn’t even observe any acknowledgement from anyone that the behaviour was unacceptable. Very often our silence makes us complicit. It made me wonder what constitutes acceptable behaviour, where is the seemingly invisible line between what we will and will not allow to happen around us. With our environmental agencies stretched and under tight budgetary constraints anglers and surfers are increasingly being ‘forced’ to act

as our pollution guardians. Not in my back yard (NIMBY) is routinely castigated as a selfish attitude, however, if we all viewed the planet as our back yard that attitude ceases to be selfish. Society functions at its optimum level when the population’s foremost consideration is how their own behaviour will impact their immediate surroundings and those around them. The essential building block for that awareness has to be education, which in turn facilitates a shared pride and understanding of our environment. An old Greek Proverb seems to summarise things perfectly “a society grows great when old men plant trees whose shade they know they shall never sit in.”

‘Permit To Pollute’ On River Lambourn

Raises Fears The Environment Agency has caused outrage amongst local campaigners in West Berkshire by issuing a discharge permit which will allow poor quality effluent from a new housing development to be discharged into the River Lambourn, a precious chalk stream that is famed for its wildlife and fly fishing and protected as a Special Area of Conservation, the highest designation. An alternative option of discharging the sewage from the new development into the main sewer for more treatment to higher standards was rejected due to higher cost. The Angling Trust believes that all new housing developments should employ the best available technology to treat sewage and

Fury At Deal To Let Farmers Escape Fines For Pollution Green groups have slammed plans by the Environment Minister to allow farmers to escape prosecution for low-level pollution spills. Environmental groups are fearful that a new Memorandum of Understanding (MoU) being drawn up between the DOE and the Ulster Farmers' Union could herald a free rein for low-level spills in Northern Ireland's waterways. It could leave Northern Ireland struggling even more to meet the stringent water quality requirements of the EU, making the region vulnerable to infraction fines … www.belfasttelegraph.co.uk

Cornwall Beach Described As “Something From The Third World” A popular beach near Newquay has been described as “something from the third world” by a local resident after it was strewn with litter – although several projects are in the pipeline for its improvement. A concerned resident, who did not wish to be named, said she was shocked at the level of litter she has seen on Porth beach of late and is concerned for the safety of her grandchildren who regularly play there. The Environment Agency (EA) also told the Cornish Guardian that the water at the beach "continues to be at risk" of not meeting tight European Union standards, which will come into effect in 2016. 3,000 Litres Of Diesel Spilled As Firefighters Tackle Sudbury Blaze Firefighters spent several hours at the scene of a blaze that saw up to 3,000 litres of diesel spilled from a storage shed. Crews were called to School Lane, in Sudbury, shortly before 2pm, amid reports that a Dutch barn, being used to store the fuel was alight. At its height, five crews were fighting the flames which a spokesman said spread to two nearby Portacabins and a vehicle. A spokesman said: “ he Environment Agency and a building inspector were also needed after reports that between 2,000 and 3,000 litres of diesel had spilled from the Dutch barn which was being used as a workshop and fuel storage centre.” … www.derbytelegraph.co.uk

Winchester Waste Water Centre Not Meeting EU Guidelines For 15 Years A Winchester waste water treatment centre has failed to meet European Union guidelines since they were introduced more than 15 years ago. The European Commission has announced it is referring the UK to the European Court of Justice after it was found that 17 areas fail to comply with waste water treatment directives. Winchester’s Morestead works features on the list, despite a £9 million redevelopment completed in January 2014. The plant serves more than 36,000 people and is considered ‘sensitive', due to its location near the River Itchen. Gwent Pollution Pair Could Face £90,000 Payback The directors of a recycling company which allowed polluting waste to seep into the soil in Caerwent have been told they are likely to have to pay back at least £90,000. Jaqueline Powell, 59, of Manor Way, Cardiff, and Jonathan Westwood, 39, of Huntsman Chase, Preston, appeared at Cardiff Crown Court for a Proceeds of Crime hearing. Sewage Pollution Returns To Eton Wick Waterway Excrement from a sewage works has been appearing in a Berkshire waterway - despite a clean-up operation to rid it of sewage caused by the floods of 2014. The

Environment Agency had ordered Thames Water to clean Roundmoor ditch at Eton Wick by August 2014. But residents said the stream, which flows into the River Thames, is brown again and causing damage to wildlife. Thames Water apologised for the “unsightly" solids but said the sewage was "not raw" as it had been treated. The stream had to be restocked with 3,500 fish after an earlier clean-up … www.bbc.co.uk

Sunderland Sewage Pipe Will Make It “The Toilet Of Morecambe” Plans to put a new outfall sewerage pipe near Sunderland Point may be changed after residents complained it would make them “the toilet of Morecambe”. The Environment Agency says other sites are being looked at for the controversial pipe, including Middleton Sands. The outfall pipe discharges fully treated and disinfected effluent from Morecambe Wastewater Treatment works. It currently comes out at coastal waters at Middleton but is at risk of being blocked by mobile sands, so United Utilities wanted to relocate it to the Lune Estuary near the small village of Sunderland Point … www.thevisitor.co.uk

Raw Sewage Was Flowing Into River Strule Raw sewage may have been leaching into the River Strule for up to two weeks, the UH has learned. Raising concerns for fish stocks and local wildlife, the situation centres on the malfunction of ‘an inspection chamber’, which lies in a field close to Gortrush Industrial Estate. In March, the inspection chamber began to overflow, flooding a field with sewage. In turn, this field drains into a tributary of the Strule. It is believed that the inspection chamber services raw waste from the Tamlaght Road area of Omagh. Belfast Ink Company Says It's Responsible For Red River Spill

A Belfast packaging firm has said it is responsible for a pollution spill that caused the Blackstaff river to turn red. The spill was reported to the Department of Environment on Wednesday. In a statement to the BBC, director at Delta Packaging, Neal McCone, said it was a case of “Human error”. “It is an accidental discharge of one

Holme Valley Beauty Spot Ruined By Faulty Sewer Discharging Raw sewage is ruining a beauty spot popular with children and dog walkers, claim local residents. Concern Raised Over ‘Poor’ Water Quality Of The River Lune Much needs to be done to improve the water quality of the River Lune after it was described as “poor” by the Environment Agency. The lower Lune between Lancaster and Morecambe Bay in particular has a poor rating, following tests on the river’s water quality carried out over the summer of 2014. Morecambe Bay itself was given a moderate classification, as was the river Wyre, however the rivers Kent and Leven were classed as “bad” … www.lep.co.uk

Pollution Reports At Bangor River Prompts Investigation An investigation has been carried out into reports of pollution in a Gwynedd river. Natural Resources Wales says it has found evidence of an unidentified “clay-like substance” which caused the water at Afon Cegin in Bangor to become discoloured. The murky water prompted complaints from residents about the state of the river, part of which empties into the Menai Strait at Porth Penrhyn. NRW says it has now managed to trace the pollution back to its source and put measures in place to stop it leaking into the river again … www.dailypost.co.uk

E-Coli Alert On The River Roach A stretch of the River Roach has been declared out of bounds for shell fishing after high levels of bacteria were found in the water. A report by the Centre for Environment Fisheries and Aquaculture Science found high levels of e-coli in the river at Barton Hall shell fishery and in Paglesham. The centre recommended a ban on harvesting shellfish from the Barton Hall site for two years while an investigation is carried out into possible causes of the pollution. Investigators said: “The average level of results has increased in the last twelve months and the magnitude of the most recent result causes concern.” … www.echo-news.co.uk

Rogue Dishwater Blamed For Foul Smell Pollution On River Axe Environment Agency (EA) officers who are investigating the pollution of the River Axe at Axminster are calling on local residents to provide any information regarding the source of the pollution. EA staff have been concerned that for the past few years some residents in Willhayes Park, Axminster, have had to suffer with a foul smelling and odorous drain that discharge into a tributary of the River Axe next to their homes. The problem is more noticeable during periods of dry weather and the summer months. The EA and South West Water have investigated the problem in recent years but the infrequency of the problem and that it happens at irregular times has proved difficult to pinpoint the cause. Drinking Water Pressure Could Harm The River Tamar, Warn Experts Conversationalist say the health of the River Tamar could be under threat from man’s impact on the environment, with increasing pressure to provide more water for drinking, industry and sanitation. They are calling for Government action to protect vital waterways such as the River Tamar, which forms a natural border between much of Devon and Cornwall, by cutting down on abstraction and by tackling pollution from sewage works, farms and roads. Perthshire Landfill Operator Fined £20,000 For Licence Breaches SITA UK Limited was fined £20,000 at Perth Sheriff Court for its handling of leachate, a potentially polluting liquid, at its Binn Landfill (Glenfarg) site. The volume of leachate was identified as being over the permitted two metre high limit on various dates between 18 December 2012 and 12 June 2013, and the operator failed to inform SEPA of these breaches between 9 January 2012 and 8 March 2013. Welsh Water Offers Farmers Free Weed Wiper Trial To Cut Pollution Dŵr Cymru Welsh Water are loaning weed wiper equipment to farmers and land managers in Mid and West Wales free of charge to protect water catchment areas from herbicide pollution. Newport City Council Recycling Centre Catches Fire Newport City Council has closed its household waste recycling centre (HWRC) on Docks Way, Maesglas, following a fire at the site. On arrival, fire crews determined that around 50 tonnes of household waste was alight in the 20 metre by 80 metre storage building, and used two water jets, two housing jets and two ground monitors to tackle the blaze. Fire At Manchester Waste Site Around 40 firefighters from six fire stations around Manchester attended the scene of a blaze in Salford last night (26 April), after several tonnes of waste caught fire at JWS Waste’s materials recovery facility (MRF) in Salford. Greater Manchester Fire and Rescue Service Group Manager Jon Aspinall commented: “When crew arrived they were greeted with a large fire and a lot of smoke. We worked hard with the site owners to get control of the fire as quickly as possible. “In addition to fighting the fire, we also conducted an environmental plan to make sure that any water used is disposed of safely.” … www.resource.co

Bulwell Hall Park’s Mystery Pollution Fears for the safety of wildlife in Bulwell Hall Park have been raised again, after mysterious blue pollution spread into the fishing lakes. A local resident traced the discoloured water along the streams that feed into the two lakes back up through the woods and right up to where the water comes out of a pipe from under the Rolls-Royce airfield. Farm Sprayer Spills Chemicals After Plunging Into Ditch A farmer escaped serious injury after the farm sprayer he was driving slewed off the road and tumbled into a ditch. The crash caused some 40 litres of agrochemicals to spill from the John Deere sprayer. Colne Man Prosecuted Following ‘Appalling’ Farm Fires A Colne man has been sentenced to a 12-month conditional discharge after burning materials on his land. The waste burned on his land included tractor tyres, plastics and board materials. Evidence was gathered through the council’s Environmental Health and Environmental Crime teams plus Lancashire Fire and Rescue Service. Carmela Lo Presti, environmental health officer, said: “Between us and the fire service we gathered enough strong evidence to prosecute Mr Allison. “We also obtained a number of witness statements which helped to bring about this prosecution. “We will continue to monitor this site very closely together with colleagues at the Environment Agency and Lancashire County Council.” … www.pendletoday.co.uk

River Wye In Buxton Turns Green A river in Buxton left residents bemused when its colour mysteriously turned bright green. However the Environment Agency reassured residents that the change was only temporary and the result of specialist dye testing by officers. Poultry At Risk After Oil Dumped On Allotments Around 45 gallons of oil have been dumped on a North-East allotment where poultry are kept. Chickens and geese have been covered in the industrial waste after it spilled across several gardens in Craghead, near Stanley, County Durham. Chairman of Bloemfontein Allotment Assoc, said the owner is seeking advice from the RSPCA, but fears some of his birds may have to be put down. PHILIPPINES: Lack Of Clean Water Kills 55 People Daily Fifty-five people in the Philippines die daily from water-borne diseases, caused by a lack of clean water, while more than 20 million Filipinos cannot access sanitation and sewage facilities. MEXICO: 500,000 Left Without Drinking Water After Oil Spill As the number of Mexicans without drinking water climbed to roughly half a million after an oil spill, authorities in the southeastern Mexican state of Tabasco were moving to get water purification and treatment plants reopened. The trouble began at the end of last week, when trespassers reportedly slashed an oil pipeline, which in turn polluted local waterways including the Sierra River. CHINA: ‘Lifelong Accountability’ System For Officials Who Pollute China will set up an official accountability system as it steps up efforts to promote ecological protection, according to a guideline issued on Tuesday by the central government. Officials who fail to meet requirements and contribute to environmental damage will be put on record and subject to a lifelong accountability system. That means they will not be appointed to other important positions or promoted, and they will be held responsible for damages even if they have left office. Resource consumption, environmental damage and ecological benefits will be included in a comprehensive assessment system for economic and social development, according to the guideline. BRAZIL: Thousands Of Dead Fish At Olympic Venue An “unprecedented” thousands of dead fish washed up in Rio’s heavily polluted Guanabara Bay this week, deepening fears for the health of competitors at the 2016 Olympics and alarming fishermen. Detritus including dead animals, television sets, sofas and shoes have all been found in the waters, which will host sailing competitions at next year’s Rio games. INDIA: Yamuna A Dead River Says Report The Yamuna is almost dead, the Central Pollution Control Board (CPCB) has said, even as the government single-mindedly pushes to clean the Ganga and overlooks the filthy river at its doorstep. BORNEO: High Pollution Of Martapura River Banjarmasin Regional Environment Agency (BLHD) found river water of Martapura highly polluted by Total Dssolved Solid (TDS) and Total Suspended Solid (TSS), Antaranews reported. Head of Banjarmasin BLHD, Hamdi, said TDS contamination is dissolved solids derived from many organic sources such as leaves, plakton and industrial waste and sewage. NORWAY: Approves Mine’s Plan To Dump Waste Into Fjord Environmentalists promised civil disobedience after Norway’s government approved a controversial plan for a mining company to dump millions of tonnes of waste into a fjord. “This is a fjord full of life – to smother it with toxins is insane,” said Arnstein Vestre, president of Young Friends of the Earth Norway, which has been part of protests against the plan. “We have 600 people ready to do civil disobedience actions, and we will not stop until the fjord is safe,” he said … www.theguardian.com

SPAIN: Most Polluted Country In Europe A new report from the European Environment Agency has revealed that Spain exceeded safe pollution levels 150 times last summer, putting people at risk of breathing problems and lung disease. The briefing, published by the European Environment Agency on May 6th, showed that Spain exceeded the thresholds put in place to protect human health on 150 days out of a maximum of 183, during summer 2014, making it the worst performing country in Europe … www.thelocal.es

Erewash Canal Restocking Is Bearing Fruit After Pollution The restocking of the Erewash Canal is finally bearing fruit – and those taking part in Long Eaton Federation’s recent spring league match reaped the rewards. Smart Waders Go Fishing For Science The genteel pastime of fly fishing is set to enter the smartphone age. A Dutch team is developing clever waders that enthusiasts can wear to find not only the ideal location to fish, but to collect key hydrological data for scientists. Of most use to both groups would be waders that sensed water temperature. For example in April 2010 a UK water company was fined £15k for polluting a local river, however the true costs were far greater; tankering away the spilt chemical £32,600, Plugging the leak £8,300, fish surveys £26,000, Installing new equipment to detect a leak £60,000, Charge for EA officers attending £2,271*, restocking the stretch of river £63,500. When added to the fine and prosecution costs the incident cost £211,164. (*this figure can be much higher, in May 2010 a fire at a chemical factory in Huddersfield was hit with a bill for £300,000 from the Environment Agency and HSE for their incident investigation costs). In most cases standard liability insurance will not cover this. Please check with your insurance company. EA Publishes Waste Industry Guidance The Environment Agency (EA) has published its long-awaited briefing note for the waste industry on separate collections, nine days before the regulations kick in. The information applies to public and private waste collectors from 1 January. Although the Environmental Services Association (ESA) welcomed the publication, it said more details could have been given on business waste collections. Guidance on the EA website lists the four core materials specified under EU regulations: paper, plastic, metal and glass. It said: “This means collecting these four wastes separately from each other and from other wastes. This applies to commercial (trade), industrial and household waste.” … www.mrw.co.uk
