Hon’ble minister Sri R.V. Deshpande had invited the officers and
staff of Higher Education Council, Department of Collegiate
Education and Department of Technical Education on 05.08.2015
at 4.00pm in Conference Hall of Higher Education Council for a
tea party in view of change in his portfolio from Higher
Education to Large and Medium scale Industries.
Sri Bharat Lal Meena, Principal Secretary, Higher Education
honored him. He thanked the Minister for his outstanding support
and contribution to the Higher Education Department. The
Principal Secretary admitted that it was very difficult to keep
moving with the speed of the Minister and also he assured the
Minister that the department would work hard to fulfill some of
the dream projects of the Minister. Later the Former Chief
Secretary, Government of Karnataka Sri H.V. Ranganath, Vice
Chairman, KSHEC recollected the memories of three decades
with the Minister.Sri Chakravarthy Mohan, Commissioner,
Department of Collegiate Education and Sri H. U Talawar ,
Director of Technical Education and officials from Education
Department were present on the occasion.

RELEASE OF A BOOK ON BEST PRACTICES IN
EDUCATION
Sri R. V. Deshpande, Hon’ble Minister for Industries(Large and
Medium) and Tourism released the book “To Exchange and learn
Best Practices in Education” on 5.08.2015 at 4.30pm in the
conference hall of Karnataka Higher Education Council.
The Karnataka Higher Education Council had successfully
organized two days’ workshop on “To Exchange and learn Best
Practices in Education” on 11th
and 12th
March 2015 at Jnana
Jyothi Auditorium, Central College Campus, Bangalore. It was
inaugurated by Sri Bharat Lal Meena, Principal Secretary, Higher
Education. Sri R.V. Deshpande, the then Minister for Higher
Education gave valuable solutions. It is planned that all the best
practices of different universities would be comprehensively
shaped as guidelines to be adopted and implemented in all the
Universities and Colleges. It will be an important tool to bring the
Higher Education to a new height. Sri Bharat Lal Meena, IAS
Principal secretary, Higher Education, thanked Sri R.V Deshpande
on behalf of the Higher Education Department for the support and
guidance during his tenure as Minister for Higher Education and
gave the assurance that all the developmental activities undertaken
during his tenure would be completed on top priority.
Sri H.V. Ranganath, vice Chairman, KSHEC ,Sri Chakravarthy
Mohan, Commissioner, Department of Collegiate Education and
Sri H. U Talawar, Director of Technical Education and officials
from Education Department were present on the occasion.
ANTI RAGGING AFFIDAVITS ON LINE.
As per the regulations framed for prevention of ragging
every student (Senior or Junior, Undergraduate or
Postgraduate) must submit an Undertaking/Affidavit to
his/her college at the time of his/her Registration each
year. The college has the responsibility to create a data
base out of these affidavits. University Grants Commission
has the responsibility to compile the data of the entire
country into a single data set.
This is the requirement of the Regulations on Prevention of
Ragging in India. These regulations were framed on an
order of the Hon. Supreme Court in 2009.
We noted that while several colleges insisted on their
students to submit hard copy Anti Ragging Affidavits but
hardly any converted these affidavits into an electronic
data set. Colleges thought that their job was over when
hard copy affidavits were filed. In many colleges affidavits
were signed by Public Notaries & in many they were
printed on stamp paper.
Last year it was decided by authorities that an ON LINE
Facility should be created whereby all data bases will be
automatically created and nobody will be required to go to
a Public Notary and there will be no use of stamp papers
etc. Hence, two web sites were created.

Please direct your students to fill their undertaking on any
of the two web sites. The procedure is very simple and
explained on the websites.

UPLOADED Diploma Common Entrance Test-2015 Second Round of
seat allotment process has started and the seat matrix
details are uploaded by Karnataka Examinations Authority
on the Website: http://kea.kar.nic.in
Candidates who have selected Choice-2, Choice-3 and
those who have not been allotted seats can take part in this
Round. Opportunity for making fresh Option Entry is
given in this Round. Candidates are advised to use this
opportunity and make Options cautiously.

Asst Professors Recruitment
Candidates can Edit Their Applications
KEA has opened the edit option link for candidates who have
applied for the posts of Assistant professors in Government
First Grade Colleges in the State with regard to “Category”
only. Candidates can open their online applications using
their USER ID and PASSWORD through the link provided
on KEA Website: http://kea.kar.nic.in and edit their
application and resubmit it till 07-09-2015.
PGCET-2015
Document Verification Schedule Announced
The document verification time schedule for PGCET
qualified candidates is made available on KEA Website:
http://kea.kar.nic.in. Medical examination for physically
challenged candidates and document verification of ex-
defence quota candidates will be done at KEA on 20-08-
2015 from 11.30.Eligible PGCET candidates of
ME/M.Tech/M.Arch can attend verification in any of the 13
Help Centres in the State according to their Ranks from 25-
08-2015 to 28-08-2015. MBA candidates from 31-08-2015
to 04-09-2015 and MCA candidates from 05-09-2015 to 08-
09-2015.Non-Karnataka candidates, GATE qualified
candidates, Sponsored quota candidates, QIP candidates and
part time candidates should attend the document verification
in Bangalore Centre only as per the Ranks.

CONSULTATION MEETING AT MHRD, NEW DELHI.
Sri R. Subramanyam, IAS, Additional secretary MHRD,
Govt. of India along with Toby Linden Lead Education
Specialist and Task Team Leader, World Bank, Miss Tara,
World bank consultant, Dr. Rita Goyal, NPIU, Miss Tripti
Gurha, Director MHRD were present in the meeting.
A Consultation Meeting was held at Shastri Bhavan, New
Delhi to discuss the progress of TEQIP-II, on 7th Aug 2015.
MHRD has launched TEQIP-II a Centrally sponsored scheme
with matching contribution from the State Governments.
Under the project, 187 Institutions are on roll across 22 States
at present.
As of now this project has succeeded in improving the quality
of Engineering Education as well as in increasing research
outputs .In this regard a Consultation Session was organized
with the Principal Secretaries of the participating States to
discuss the progress of the project. The Principal Secretary
advised the State Project Coordinator, SPFU, Karnataka to
attend the meeting on his behalf.
The meeting was chaired by Shri R. Subramanyam, IAS,
Additional Secretary, MHRD, Govt. of India, Principal
Secretaries, Secretaries, Joint Secretaries, Directors of
Technical Education; Project coordinators of various States
attended the meeting.
The SPFU Karnataka in its presentation highlighted new
initiatives of the Department of Higher Education, mainly
ICT initiatives, interlinking the Institutions, sharing the labs
and infrastructure, innovation, MOOCS, Digital Libraries,
ranking system of all Institutions, smart classes and smart
campus. Karnataka is the state that has received the highest
grant so far ,that is 131 plus crore rupees and successfully
spent more than 80% of the released fund.
The progress of the state is appreciated by the chair person
and suggestions presented by the state is very well received
by the committee.
The Additional Secretary, MHRD, Govt. of India appreciated
the performance of Karnataka State and advised other states
to visit Karnataka, further he advised the Karnataka State to
organize a National level conference to showcase the
achievements of the project that would help other states to
implement the project more effectively
The SPFU Newsletter was very much appreciated in the
meeting.
EDITORIAL
29th May 2015 is a memorable day to be recorded in the history
of Higher Education Department, the day the e- News Letter
of the Department was launched by Sri R.V. Deshpande, the
Hon’ble Minister for Higher Education and Tourism. It is one
of the best practices initiated in the Department by Sri Bharat
Lal Meena, Principal Secretary, Higher Education to provide
information about the recent developments, future plans, new
initiatives and important activities in the Department of
Higher Education.
This e- News Letter provides platform for the different wings
of Higher Education viz. Higher Education council,
Department of Collegiate Education, Department of Technical
Education and Visvesvaraya Technological University to
showcase their activities and achievements.

a beginning. But it is the responsibility of all the Institutions
under Higher Education Department to make it sustainable, to
see that it reaches all the stakeholders including the students.

about the academic & extra-curricular activities, training &
placement information, special achievements, calendar of

Placement News from S.N.Mudbidri Polytechnic, Moodbidri
The Placement activities this academic year 2014-15 have
been very remarkable with lots of events happening throughout
the year.
S N Mudbidri Polytechnic has continued its tradition of being
one of the best placement locations in Dakshina Kannada for
the aspiring diploma candidates of all disciplines. The
Placement & Training Cell with the support of its dynamic and
proactive members and section coordinators marked substantial
improvement in the number of students hired from SNMP and
neighbouring Polytechnics comparing with the statistics of
previous years. A full-fledged training cell comprising of Mr.
Ramprasad , Lecturer, Dept. of E & E Engg. and Mr. Varun
Kumar, Lecturer, Dept. of Mechatronics Engg. Conducted
training sessions to the students during leisure. We were
fortunate to have reputed companies such as Thought works,
Mando Automotive, Mahle Behr India Ltd, Arvind Motors Pvt.
Ltd, Maini Precision Product Pvt. Ltd., Regen Power Tech Pvt.
Ltd., Magod Laser Pvt. Ltd., Nandi Toyota, Arvind Motors,
ACE Foods, Neptune Controls , Bosch Automotive
Electronics, Ericsson among many others for pooled campus
drive in our college. It’s a matter of great honour and pride for
the cell that maximum students have been placed in various
companies this year. Over 15 companies visited our campus
and various other campuses for placements drives.
More than 250 students from different disciplines from
different Polytechnics participated in the recruitment process.
About 124 students from our Polytechnic have been placed
during this academic year. The average pay package varies
from Rs. 1 lakh to 3.5 lakhs per annum. All the courses offered
by S N Mudbidri Polytechnic continue to be in high demand in
the industry. We are sure that through the Placement &
Training Cell, we provide strong human resource base to the
organizations and a platform to our students to shape their
personalities and achieve their desired professional career.

Opportunities for higher Education reform
Knowledge and teaching are an integral part and I
believe that the objective of higher education is to
promote both. However, excessive “clericalisation” of
the teaching community is converting them into good
clerks but poor teachers. I humbly feel, that is not the
objective of higher education. Involving teaching
community in clerical aspects is killing extra learning
and research process. A good teacher emerges out of
good reading. If the same time is employed in activities
to be fulfilled by the ministerial staff, there is no scope
for fine reading, analysis, evaluation- all an integral
part of learning teaching process. Let us not forget that
to teach a teacher must learn first. This trend could be
very damaging for a new recruit because, once used to
these kind of non- curricular activities, the urge to learn
will diminish and as a result we see a poor teacher
followed by poor teaching. It is important to note that a
poor teacher is an integral part of the same system of
higher education.
The most appalling annual ritual, the transfers has been
the biggest demotivating factor in teacher development.
It has become a power demonstrator and the currency
of influence. Lack of transparency, favouritism, hand-
in-glove arrangements has created a huge urban-rural
divide as huge as the Marxian class divide. The
influential teachers, well versed in the tricks of the
trade, develop fat connections at right places and end
their service in the same city and in some cases, in the
same college. The amount of demotivation it causes to
those who aspire to come to city has not been taken into
consideration at all. To survive in the city, all and
sundry methods are employed except further up
gradation in their respective areas of study or research.
The need of the hour is an UGC backed transfer policy.
In this direction, any vacancy should be declared
vacant, after a service of 5 years and be posted out of
the city for a period of 5 years. This creates a level
playing for all faculty and also avoids the friction
between the juniors and seniors, powerless and the
powerful, influential and the hapless.

E-GOVERNANCE TRAINING AT SPFU OFFICE
Directorate of Technical Education has taken active steps
to implement ICT initiatives. On 5.08.2015 a training
session for less paper office was organized in SPFU
office, DTE, Bangalore. Sri.Srinivas, E-Governance
coordinator gave some inputs to SPFU staff to
implement less paper office as one of the ICT initiatives.

Parents meeting and Welcome Function for the first
year students was organized on 20th July 2015. Shri

Gajendragad was presided over as the Guest of
Honour. The parents and students were addressed by the
Principal, HOD and the respective coordinators of Red
cross Unit, NSS, SWO and Sports advisor (refer photos
attached).
E-banking facility.
The Government Polytechnic Gajendragad has
introduced e-banking facility for the students. With this
facility the students can pay their all kinds of fees online
using Netbanking/ATM with the help of Internet facility
in the institution. The amount to be paid to the
Government can be transferred to respective heads of
accounts using Netbanking at the institution level. This
saves lot of time and stationary.

concept” exclusively for the faculty members. The program was

One day workshop on "Implementation of Outcome Based
Education curriculum in Polytechnics and Accreditation"
conducted at Jain Polytechnic Belagavi. Workshop was
conducted by Directorate of technical Education in collaboration
with Jain Polytechnic, Belagavi. About 150 participants of
various polytechnics of Belagavi zone attended the workshop.
The faculty and principals were given sufficient inputs in the
work shop to implement OBE in polytechnic education

BMS College of Engineering organized three days’ workshop
on IEEE EMBS. Inauguration function was held on 27th

2015. The workshop was inaugurated by Hon’ble Minister
for Health & Family Welfare Sri.U.T.Khader. After the

Innovation in medical Electronics (CIME).
