Dr. Keith Plemmons Represents The Citadel at 2015 Palmetto Cyber Dr. Keith Plemmons represented The Citadel in the planning and execuon of the Third Annual 2015 Palmeo Cyber Defense Compeon, held at Trident Technical College, April 11 – 13, 2015. In reality, the PCDC was three, invitaon only compeons, with eight high schools compeng on Saturday, eight colleges on Sunday, and eight professional government and industry teams on Monday. This year, the PCDC was organized by SPAWAR Systems Center Atlanc and AFCEA South Carolina Lowcountry Chapter. The compeon was made possible through the efforts of over 100 volunteers and the generous support of many industry and instuonal sponsors. The goal of the PCDC was to “energize South Carolina colleges and high schools and their students to focus on the development of technical skills in the areas of networking and cyber security in preparaon for excing careers in Science, Technology, Engineering, and Mathemacs (STEM).” In the 90 days leading up to the event, Keith parcipated as an invited member of a team of industrial professionals involved in planning the acvies. This was Keith’s third year as a member of the enterprise planning team. During the event, Keith was responsible for coordinang the sponsor area and staffing The Citadel’s booth. Shown above is Keith providing brochures and answering quesons of several visitors. In the background is the visualizaon of the compeon, with the Red Team scanning or aacking the Blue Teams. During the compeon, competors formed teams of six employees who were responsible for operang a small business network. Each team was provided with a mal-configured network, such as email, database, and web servers. For the day-long compeon, each team acted as network administrators to secure and defend their networks, while at the same me responding to various business needs. At the end of each day, the Blue teams were debriefed by Red teams on common mistakes, followed by the presentaon of awards and a closing ceremony. The compeon served to smulate interest in cyber defense in the Charleston area.

Palmetto Cyber Defense

Competition, held at Trident

Technical College, April 11 – 13,

2015. In reality, the PCDC was

three, invitation only competitions,

with eight high schools competing

on Saturday, eight colleges on

Sunday, and eight professional

government and industry teams on

Monday.

This year, the PCDC was organized by SPAWAR Systems Center Atlantic and AFCEA South

Dr. Rabb and Dr. Bubacz Inducted Into Tau Beta Pi

On February 24, 2015 Mr. Christopher Littlejohn, Principal

Engineer with Scientific Research Corporation, gave an

entertaining and informative Guest Lecture to Dr. Graves'

PMGT 680 (Foundations of Systems Engineering) class.

Mr. Littlejohn shared with the class his extensive

experience in managing highly-complex product

development projects for the U. S. Navy and other

customers. He emphasized the importance and

challenges of effective Requirements Management and

Verification and Validation planning in the Signals

Intelligence projects which he has led. He concluded by

affirming the essential role systems engineering plays in

achieving success in these projects and the growing

opportunities for Systems Engineers in the defense sector.

Mr. Littlejohn on the right is presented an Engineering Leadership and Program Manage-ment pen from Dr. Graves

Dr. Robert Rabb and Dr. Monika Bubacz, Associate Professors in the Department of Engineering Leadership and Program Management, were inducted into Tau Beta Pi on 3 May, 2015. They were both inducted as Eminent Engineers. At the ceremony, one undergraduate from the Civil Engineering Department and a faculty member from Electrical Engineering were also inducted. After the induction ceremony, all the inductees joined other members of the South Carolina Gamma Chapter for a reception at the Greater Issues Room in Mark Clark Hall. Dr. Rabb and Dr. Bubacz joined the Department in January 2014, and are both teaching in the Mechanical Engineering undergraduate program.

On November 5, 2014, the

students of PMGT 652

(Applications of Quality

Management) visited the

Cummins Turbo Technologies

plant in Ladson, South Carolina.

After a welcome and

introduction by Riddhish

Chakraborty and Connor

McIntyre, Zornald Dixon

provided the students with a

personal tour of the plant

operations and the calibration

lab. The tour of the production

operations focused on the

manufacture and assembly of

turbocharger components and

the how quality is maintained

throughout the production

process. In the calibration lab,

members of the knowledgeable

Cummins team explained and

demonstrated the precision

required to meet strict quality

standards. Following the tour,

the students enjoyed a question

and answer session with Mr.

Dixon about the

On 6 November, 2014 Citadel Graduate Students studying

Technical Project Management (TPM) visited the new Clemson

Energy Innovation Center in North Charleston, South Carolina.

Dr. Skipper’s PMGT 653 (Technical Project Support &

Operations) Students were provided a tour of the Wind

Turbine Drivetrain Testing area of the facility by Mr. Jim Tuten,

the Project Manager and Facility Systems Director. After the

tour Mr. Tuten provided a detailed presentation on

construction of the facility and the project management

practices employed. The question & answer session was

particularly revealing due to the innovative funding and

execution processes utilized to overcome challenges that were

encountered in the construction process. The PMGT 653

students are enrolled in the School of Engineering’s Technical

Project Management (TPM) Graduate Certificate program, or

The Masters of Science in Project Management (MSPM)

program. The discussion topics complemented material

covered in their program courses, and emphasized the

importance of Project Management when completing such an

impressive, one of a kind, project.

Meredith Snyder Hired as Program Manager for

CSI Meredith Snyder, MSPM 2012, has been hired as the Program

Manager for the Husky Improvised Explosive Device (IED) and Mine

Clearance vehicle by Critical Solutions International (CSI) on Daniel

Island. Meredith has previously worked for Force Protection with their

Combat Vehicles. CSI said they chose to relocate to Charleston due to

the improving business climate in South Carolina and ease of access to

international shipping from the Port of Charleston. The company is

currently supporting several important projects in the war on global

terror and actively executing programs overseen by the U.S. Army and

the Iraqi Ministry of Defense to protect both soldiers and civilians in

harm's way. In addition to her MSPM, Meredith was the first student

in out program to earn a Graduate Certificate in Systems Engineering

Management (SEM).

Project Management Program Undergoes PMI GAC Accredita-

From 6 through 9 April, 2015 the department hosted an on-site team visit from the Project

Management Institute (PMI) Global Accrediatation Center (GAC). The team members, as pictured

above from left to right, were; Dana Pavel (Capella University), Team Leader Dr. Tracey Richardson

(Embry Riddle University), and Dr. Emad Rahim (Bellevue University). During the course of their

visit the on-site team reviewed all PMGT course materials and results in detail, attended several

classes at Lowcountry Graduate Center, met with current students, alumni, full-time and Adjunct

Faculty, and members of the Citadel Administration. They met with key staff at Lowcountry

Graduate Center, and also dined with several members of the ELPM Advisory Board.

This visit brought to culmination a 3 year planning effort that involved every faculty member of

the department as well as key staff. Course materails and samples of student work were

documented and recorded, and continuous improvement and assessment efforts were made to

ensure all courses were focused on PMI GAC Learning Objectives. A key document was the 104

page self-assessment report that was submitted to GAC before the on-site team visit.

On Friday the 9th of April, team leaders conducted an out brief for the Provost. Pictured above,

left to right are; Dr. Charles Skipper (Department Head and Program Director), On-site Team

Members Dana Pavel, Dr. Tracey Richardson, and Dr. Emad Rahim, Dr. Ron Welch (Dean of

School of Engineering), and Dr. Sam Hines (Citadel Provost). The verbal debrief stated that the

Citadel’s Project Management program was exceptional and they had no findings or areas of

concern. When the final report was released on 4 June, 2015 The GAC Board recognized “the

commitment to project management educational excellence that has been demonstrated by The

Citadel, School of Engineering throughout the GAC accreditation process.” A full 7-year

accreditation was granted.

PMGT 672 (Applied Leadership Concepts) Students Interview

Students in PMGT 672 were fortunate to conduct leadership interviews with 3 local executives in Spring

Semester of 2015 as a part of their semester learning objectives. The Picture above shows students posing

at Lowcountry Graduate Center with Rebecca A. Ufkes, standing in the front row. Rebecca is the President

of UEC Electronics, LLC, a subsidiary of the Arotech Corporation. She also serves on the Executive Advisory

Board for The Citadel School of Engineering.

Later on in the semester, students interviewed Robert N. King, Mayor Pro Tem and councilman of the City

of North Charleston. Finally, students were fortunate to interview Citadel Provost Dr. Sam Hines. He is

pictured in the front row below in the Army Uniform. The value of these interviews in validating the

concepts taught in the courses, and getting a perso0nal perspective from local leaders, has aided in the

mission of producing ethical and principled leaders.

Tim Parker Selected to Serve on ASCE

Crane Safety Committee

Adjunct Faculty member Tim Parker has been selected to serve as a member for the American

Society of Civil Engineering (ASCE) Construction Institute Crane Safety Committee. The purpose of

the committee is to compile, monitor and review information relating to crane safety on

construction sites, including current and proposed ASCE policy, legislation, rules, regulations, court

and arbitration decisions. The committee also defines the responsibilities of owners, general

contractors, designers and their employees, relative to crane safety. Service on a committee for a

professional organization is both a high honor and a great responsibility. Mr. Parker was selected

based on his many years of experience and leadership with Parker Rigging Company, and

recognition as an expert in the field in the United States, and overseas.

Mr. Parker currently teaches in the Master of Science in Project Management (MSPM) program,

and is a graduate of the MSPM plank holder class of 2011. He is studiously working on a PhD in

Engineering through Clemson University. Finally, he is also a Registered Professional Engineer (PE)

in the state of South Carolina, and a Project Management Professional (PMP). Congratulations!
