LS passes Finance Bill, 2018 New Delhi, Mar 14 The Lok Sabha today gave its seal of approval to the Union Budget 2018-19 with the passage of the Finance Bill, 2018 and Appropriation Bills by a voice vote. SBI slashes minimum balance charges by up to 75% New Delhi, Mar 14 State Bank of India, SBI has cut down the charges for non-maintenance of average minimum balance in its savings accounts by up to 75 per cent. The new charges, which will benefit about 25 crore bank customers, comes into effect from 1st of next month. The bank said in a release that customers in metro and urban centres will now have to pay Rs 15 per month plus GST. Earlier the charges were Rs 50 per month plus GST. For semi-urban centres, the charges have been reduced from Rs 40 to Rs 12 per month plus GST. Intensity of depression in Arabian Sea reduces New Delhi, Mar 14 As Kerala and the Lakshadweep coast continue to be on high alert, the MeT Department today said, the intensity of the depression that developed in the Arabian Sea is reducing and the possibility of any disaster is less. The Kerala Government and the Lakshadweep Administration are taking all precautionary measures to tackle any situation arising out of the depression. New Delhi, Mar 14 Home Minister Shri Rajnath Singh has called upon the Police Forces and Security Agencies of various countries to collaborate and defeat the threats posed by cyber crimes. Shri Singh said this after inaugurating the two-day Asia-Pacific Regional Conference of the International Association of Chiefs of Police in New Delhi today. He said, the government has taken digitalisation to a new level by providing digital based services in many sectors to the people. The President, Vice President and Prime Minister have expressed grief on the passing away of eminent physicist Stephen Hawking. Similarly, the flat purchasers have also been advised to remain cautious while buying flats. The advisory has been released in view of the fact that some Real Estate Developers have constructed Apartment Complexes in gross violation of Building Bye-Laws ignoring stay orders and demolitions orders issued by the Port Blair Municipal Council. Further some of the flats in the un-authorisedly constructed complexes have been stated to be already sold. Port Blair being in seismic zone-5 such un-authorized constructions may lead to serious public safety issues. In a press release received here today, the Secretary, PBMC, Shri Yashpal Garg has said that the violations of Building- Bye Laws are not only ruining the City but have also become safety hazards for the life of construction workers and general public. steps are taken in safeguarding the biodiversity hotspot of these Islands besides

ensuring promotion of responsible eco friendly tourism in Isles. He also stressed on

the need for sensitizing tourists, both local and foreign, about the endemic species of

Isles which can be an added attraction. He stated that a programme of this kind

should go a long way in creating a new paradigm in promotion of Isles Tourism and

the trainees must utilize their acquired skills and find employment in different areas of

Tourism.

The Chief Secretary also informed that the A&N Administration has allotted land

for the construction of a museum which will showcase the rich marine life of the

Islands especially the corals; and urged ZSI to take it up in the right earnest on a fast

track mode. The chief guest also congratulated the trainees and the resource persons

and the allied Departments for the successful conduct of the training programme.

The chief guest and other dignitaries also felicitated the trainees of GSDP and the

resource persons from various Departments with certificates.

Delivering the felicitation address, DIG, ICG, V. N. Pillai remarked that the

Indian Coast Guard is responsible for the protection of marine biodiversity of the

country and it works in close association with ZSI in preserving the rich

biodiversity of these Islands. This training programme will go a long way in

enabling the trainees (taxonomy & para taxonomy) to play a significant role in

safeguarding the environment, he added and assured the support of the Coast

Guard in the conservation and protection of the flora and fauna of Isles.

In his address, Dr. Lal Ji Singh stated that resolving the biodiversity issue is

a challenge in today's world and the taxonomy and para taxonomy can play a vital

role in bio-conservation of the environment. He remarked that the GSDP offers a

window of opportunities to young people to hone their taxonomy skill besides

exploring avenues for earning their livelihood.

Speaking on the occasion, Dr. Francis stated that the A&N Islands are a rich

biodiversity hot spot and since the last 150 years, the habitats of the endemic

species of these Islands have decline alarmingly as they are being disturbed by invasive

species as well as human activities which have led to disastrous consequences. He

also stressed on the need for identifying such species and to carry out extensive

studies on them, so as to protect the flora and fauna of these Islands.

In his welcome address, the Officer-in-Charge, ZSI, Dr. C. Sivaperuman highlighted

about the various activities conducted for the trainees as part of the Green Skill Training

Programme. He remarked that India faces shortage of skilled workers and hence the

Recently a case of un-authorised constructions by a Real Estate Developer has come

into notice where more than two dozen residential flats have been constructed in

violation of Building Bye-Laws. The Developer continued with the un-authorised

constructions despite stay order and demolition orders issued by the PBMC. Some

of the residential flats have been stated to be sold prior to getting completion certificate

from the PBMC and completing required formalities under Real Estate Regulation Act

(RERA) etc. The Supreme Court in the case Friends Colony Development

Committee Vs. State of Orissa has observed that builders violate with impunity the

sanctioned building plans and indulge in deviations much to the prejudice of the

planned development of the city and at the peril of the occupants of the premises

constructed or of the inhabitants of the city at large. Serious threat is posed to

ecology and environment and, at the same time, the infrastructure consisting of water

supply, sewerage and traffic movement facilities suffers unbearable burden and is

often thrown out of gear. Unwary purchasers in search of roof over their heads and

purchasing flats/apartments from builders find themselves having fallen prey and

become victims to the designs of unscrupulous builders. The builder conveniently

walks away having pocketed the money leaving behind the unfortunate occupants

to face the music in the event of un-authorized constructions being detected or

exposed and threatened with demolition.

Accordingly, all concerned have been advised to ensure that the building plans are

approved by the PBMC and a completion certificate is obtained by the Real Estate

Developer. Flat purchasers may also protect their interests by confirming about

applicability of provisions of Real Estate Regulation Act (RERA) and its compliance

by the Developer. Here it is also clarified that mere providing water connection does

not mean that the building has been constructed without any violation of Building

Bye-Laws. The action against un-authorized constructions will continue despite sale

of flats and the un-authorized constructions are liable to be demolished, by following

due process of law, the release added.

CIRCULAR Under the Supplementary Nutrition Programme of ICDS,

Supplementary Nutrition is being provided to the eligible beneficiaries in the

Anganwadi Centers. As per the revised guidelines issued by the A & N

Administration vide No. 4-68/ICDS/DSW/SNP/2010-11/2020 dated 11th

September 2012, purchase of items on the price fixed by the Price Fixation

Committee constituted vide Administration’s Order No. 765 dated 11th Sept. 2012

has to be made from any Self Help Groups (SHGs)/Village Community

(VCs)/MahilaMandals (MMs)/ Panchayati Raj Institutions (PRIs) as per the

interim order of the Hon’ble Supreme Court and the direction issued by the

Ministry of Women and Child Development, Govt. of India. Willing supplier of

Supplementary Nutrition should be registered under the Food Safety and Standard

Act. All willing suppliers are requested to contact the undersigned to collect the

list of SNP articles, fortification in food items and details of term and conditions.

In view of the above, all existing SHGs/MMs/VCs and PRIs in the

Jurisdiction of ICDS Project (Rural), Diglipur are requested to submit their consent

in writing for supply of SNP items on the prices fixed by Price Fixation Committee

to the Anganwadi Centers during the current year (2018-19) by 20th
