"Business confidence continues to be undermined by uncertainty over events in Europe and the fast-approaching US fiscal cliff. However, we expect UK growth to pick-up somewhat in 2013 as this uncertainty gradually subsides and global growth increases." Anna Leach, head of economic analysis at the CBI.

PMG publishes its annual health check survey

1. The PMG published its latest annual health check survey at its recent meeting with the Bank of England. For a copy – click here .The survey results are based on responses from over fifty per cent of the membership. The results quoted are weighted (by turnover) to reflect the size of member – e.g. a firm that is twice the size of another carries twice the weighting (unless indicated otherwise). The overall situation this year is ‘mixed’ with more downside than last year. The following summary is a statement of the ‘typical’ position of a member firm this year. As such, it almost certainly doesn’t apply in totality to any single firm but all will recognise many of its features: • Although an increase in turnover is the norm, a quarter saw a decrease. • Sales prices have risen. • Output has risen. • The current order book position is mixed with less than half showing an increase in absolute

terms (down from two-thirds last year). • Export orders are up but not as buoyant as last year. • Capital utilisation is stable. Virtually everyone has spare capacity averaging 20%. • Raw material prices are up for the majority, but falling or are stable for some. • Margins are either increasing or stable. • Cuts in headcount are as common as increases. • Pay rates have risen by an average of just over 2% with the most common award being 3%. • The headcount forecast has slightly improved on its position last year. • The capex position has weakened this year. • Capex forecasts for next year show a mixed picture. Supply chain directory for the Offshore Wind and Marine Energy sector 2. Regen SW, the renewable energy experts, have published the 6th edition of their pocket sized supply

chain directory for the Offshore Wind and Marine Energy sector. The guide features over 350 south west companies from manufacturing (including many PMG members) through to professional services who have expertise and capability which will be needed to support the growing offshore sector. The directory, which also highlights the test and research facilities available across the region, will be widely distributed to technology developers, investors, international businesses and offshore energy developers to promote the south west. £40m fund launched for high-growth businesses 3. A new £40m fund has been launched for small and medium-sized businesses in the science,

technology and engineering industries. The new fund, Longwall Ventures ECF, is the 12th Enterprise Capital Fund and comprises £25m of government investment and £15m from private investors. The fund will invest in funding rounds of up to £2m to support high growth businesses in the science, technology and engineering sectors. The government's investment is to be managed by Capital for Enterprise Ltd, the government's investment company. Business minister Michael Fallon has announced details of the fund during a speech at the Investing for Success: The SEIS briefing, at the London Stock Exchange, where entrepreneurs discussed the Seed Enterprise Investment Scheme (SEIS) which aims to encourage investors to put their money into new businesses by offering tax breaks. Fallon said: "The new £40m Enterprise Capital Fund will address a gap in the market and help our small businesses find the finance they need to realise their potential."

Local government chief slams Heseltine report 4. A local government chief has criticised Lord Heseltine's report, published last month, into growth

policy for wanting to place too much power in the hands of businesses at the expense of democratically-elected councils. Lord Heseltine's report, called for business-led local enterprise partnerships (LEPs) to be given control of the equivalent of £12 billion each year of central government funding and also for directly-elected city region mayors. Box said: "When he [Heseltine] talks about strong local leadership, the subtext is - what he wants is business running things, not strong local democratic leadership which is why we still have the obsession with mayors. Now he's saying people don't understand so we should impose it. And this is from somebody talking about devolved decisions." Box warned about LEPs taking on powers to deliver services and said they should be strategic vehicles.

Fire/police charity scam 5. A timely reminder from John Hawkin of Invensys to all members of the PMG.

‘It’s that time of year again! I’ve received the annual scam phone call from a company purporting to support Fire & Police service charities by placing an advert on our behalf in a security magazine. They usually open with ‘thanks for supporting the services last year, can I count upon your support this year also?’ This will be followed by an email with an advert (usually a straight copy from a trade publication) and an invoice – likely to be as high as £2k if they think they can get away with it! I usually ask them to provide company details so I can forward them to Trading Standards – the contact stops at that point!! We are looking for another Board Director from the private or voluntary sector to join our 12 strong Board, currently comprising 7 private/voluntary sector Directors and 5 public sector directors. During the summer, one of the original private sector Board Directors, Joe Keohane resigned from the Board after being appointed as the Financial Director of CORMAC Solutions Ltd, an arm’s length company of Cornwall Council. Plymouth University and Western Morning News’ 3rd round Regional Growth Fund success – Head’s Up - Watch this Space! 7. ‘As you may be aware the University and Western Morning News’ bid to the 3rd round of RGF was

successful and we have a conditional offer of grant for £3.9M. Short summary: it’s a delegated grant scheme making awards of between £25k and £125k in individual SMEs from within the 2 peninsula LEP areas (Cornwall, Devon & Somerset) for capital or revenue projects that will directly and verifiably create jobs. It will run to 31 Mar 2015, with the final awards being made Mar / Apr 2014. There’s a way to go yet before we get our final offer letter and we’re working with BIS on that, but, at present, I would like to have the Fund open for Expressions of Interest before Christmas, with a target of making the first awards in late March / early April. Part of what made the predecessor scheme successful was our ability to generate a lot of demand so we had a certain ‘competitive pressure’ in the applicant pipeline. We’re keen to repeat that and I’m planning to run a series of workshop and briefing type sessions for businesses across the patch, starting in Jan / Feb (by which time we will hopefully have sorted out our offer conditions with BIS)’. • Green Investment Bank opens for business- The government's flagship £3bn Green Investment Bank (GIB) has made its first investment since its inception, providing cash to an energy-from-waste project. Its first investment is £8m to a Teesside scheme through fund manager Greensphere Capital, with the government stating this is part of an £80m spending programme for small waste projects. • Nationwide to start SME lending in 2014 - Swindon-headquartered building society Nationwide has revealed it is to start lending to small and medium-sized businesses in 2014. Nationwide, which is the UK's largest mutual building society, hinted at its plans to enter the small business lending market earlier this year and it has now confirmed these plans are "progressing well".

• Devon councils to pool rates - Eleven councils in Devon are to pool the rates paid by businesses in their areas which is set to keep more than £20m in the county. Devon County Council is working with authorities in the county after signing up to the government's new business rates retention scheme which enables councils to keep up to 50 per cent of the rates they collect from their own areas. If the pool system had not been agreed, the money would have gone directly to the government for distribution around the country. It is estimated that £23m would have been lost to the county if the scheme had not been passed. The 11 councils which have signed up to the pool include Devon County Council, South Hams, Teignbridge, West Devon and Torbay and Plymouth.

• Semta conference reveals one in four school leavers needed for engineering careers - With 2.2 million new engineering employees needed over the next 10 years or so to fuel industry growth and replace people retiring, one in four school leavers will need to take up engineering careers.

• City College Plymouth is celebrating after being awarded its best grade for a decade – click here • Tate & Lyle to launch £30m start-up fund - Sugar and sweetener maker Tate & Lyle is set to

launch a £30m venture capital fund to invest in food science startups and expansion-stage companies. The eight-year fund is aimed at developed and emerging markets and builds on the business' existing venture fund activities. The new fund will be formally launched on 1 January 2013 and will be independently led and managed by Simon Barnes and David Atkinson.

• Cameron announces reform of judicial review process - Objectors' rights to mount legal challenges to projects they oppose are to be restricted in an effort to speed up development and boost economic growth, the Prime Minister announced in a speech to the Confederation of British Industry (CBI). He also pledged to reduce the time taken by government to consult on policies and to streamline European legislation with the aim of getting new railways and roads built quicker.

Manufacturing growth through funding for online shops

10. Daneswood, an Exeter-based web development company, recently helped a Devon manufacturer make the successful transition to an eCommerce website. The site received part-funding for eCommerce from SWMAS, who currently have funding available specifically for online shops as a route to business growth. The funding is due to continue into 2013. The manufacturer was an established family business who realised that their website was not reflecting the pedigree of their company. More importantly they were losing out to a rival company that consisted of a few men in a warehouse, who had a website that made them look bigger and more able to service clients than they were. The business focus for investing in a redesign and development of their website was to convey the heritage of their business and sell their products (marine valves) online. They wanted to attract new customers without alienating old ones, and make all the valve data easily available online so buyers could decide which products to buy and why, for bespoke orders as well as direct sales. Therefore the site needed to function as a marketing tool and an online product brochure. Daneswood helped the client with consideration on what is needed to make the transition to online selling and the benefits they can derive from it. Government to postpone 2015 Business Rate Revaluation until 2017

12. Message Sent by Paul Stevens. ‘Following our previous discussions on rates. You will recently have seen in the press articles on the proposal by Government to postpone the 2015 Revaluation until 2017. A cynic may see this as a totally political move to avoid a Revaluation coming into effect immediately prior to an election. There are, however, other issues, not least the lack of resources in the Valuation Office and the difficulty of securing rental evidence in the current market. I attach – click - here - a note setting out our initial reaction to this proposal. The full implications will only be known once full details are announced in Parliament. It does, however, appear that any reductions in assessment under the 2010 List will now result in savings in bills to 31 March 2017 rather than just 2015. This potentially makes appeals more financially justifiable. The note also confirms the RPI figure which will be applied to rates bills next year. This may be of assistance to your members for budgeting. We will let you have more details of the implications of the postponed revaluation as details become available. MAS Skills Workshop - Process Mapping 09:30 AM to 12:30 PM Dec 11th 2012 at Petroc College, Brannams Campus, Barnstaple EX31 3NJ 17. Overview Mapping is a critical initial step in lean conversions. Process Flow Mapping: A structured

approach to process flow analysis and the identification of the five activities of a process (operation, inspection, transport, storage and delay) Value Stream Mapping: Uses a pictogram to depict the flow of material downstream and also the flow of information. You will recall … (Note from Phil Neilens, teacher at Lipson Community College) “We're desperate to form a more sustainable partnership with at least one local engineering firm to support our Greenpower venture. A group of students have built and raced an electric car this year in an event called Formula 24, run by a charitable organisation called Greenpower. This request was picked up after last month’s article by PMG member Source, who are based at Langage Industrial Estate. Many thanks to Andy Dunkerley MD and his fellow Director Ian Matthews.

Vacancy for a Trustee at the University of Plymouth Students’ Union 30. The University of Plymouth Students’ Union are looking for a new trustee. UPSU is a substantial

membership organisation, which sets out to transform the lives of over 30,000 students at Plymouth University, through enhancing their experience during their time here. We have developed a strong relationship with the University and we are able to use this, in a constructive way, to deliver a better deal for students. The Union is run by students for students. In addition to our core representation function we also provide other key services, from a free, independent and professional advice centre to facilitating student-led sports clubs and societies. Our student officers also run campaigns highlighting issues which students consider important and encouraging positive behavioural change. We generate income through our social enterprises, including shops, bars and entertainments. This is an exciting and busy period for our commercial development, having recently developed two catering outlets, set up a lettings agency and taken over responsibility for the campus sports centre from the University. Whilst we will always rely on receiving significant grant funding from the University, we are keen to continue developing and diversifying our income streams. UPSU

is an award winning students’ union. Through the hard work of students and staff we have recently added the SUEI Bronze award, two ‘Best Bar None’ gold awards, including national winner, silver ‘Investors in People’ and gold ‘Green Impact’ award to our accolades. We were pleased to make the top thirty of UK students’ unions, in the recently published National Student Survey and will continue to strive to do even better. We are currently undertaking a strategic review, to develop a new strategic plan that will drive both the vision and reality of our students’ union forward.
