I. ITP Advocacy

ITP Advocacy and Communication Project

Last February 22, 2008, the Project Team for the ITP Advocacy and Communication Plan Project was formed, involving representatives from the DPCR, PCRG, PIO and PMO to finalize the plans for the ITP Advocacy.

The PSMBFI also approved and granted a budget for the said Project amounting to Two Million One hundred Thousand Pesos (P 2,100,000.00). Transformation Torch Run (2007-2008)

The Transformation Torch Run and Torch Turn-Over were successfully completed last September 2008, covering seventeen regions around the country and twenty National Support Units.

Transformation Caravan (2008 - 2009)

To sustain the gains of the Transformation Torch Run (which symbolizes the transformation program towards a capable, effective and credible PNP), the Transformation Caravan was conceptualized as a sequel to the Torch Run to rally the support of Internal and external stakeholders to actively engage personally, progressively and deliberately.

The Transformation Caravan involves series of activities geared towards pushing forward the advocacy campaign for genuine transformation in all Police Regional, District, Provincial and City Police Offices in order to ensure that all PNP personnel are made aware of, will get involved with and share ownership of the program.

The Transformation Caravan is not limited to the Transformation Torch Run, but also includes dialogues, information fora, medical missions, environmental concern activities that manifest

support for the transformation program.

The First Leg of the Transformation

Caravan was successfully conducted on November 28, 2008 at the National Capital Region Police Office (NCRPO), Camp Bagong Diwa, Taguig, Metro Manila.

Information and Advocacy Sorties

Through the ITP lectures conducted nationwide at the police regional offices, the Philippine Public Safety College, Regional Training Schools, the National Headquarters, ITP Presentations on PDL Seminars thousands of PNP Personnel and several civilians have been reached and informed of the Reform Initiatives of the PNP.

IEC Materials

Information, Education and Communication materials, namely: the 1) ITP Reform Magazine 2nd and 3rd Edition); 2) Transformation Torch Run Flyers; and 3) Health Mo Okay Flyers were also reprinted. The said materials were reproduced and most have been already distributed, especially during the Torch Run activities.

Two print medias released articles on the on-going Transformation Program of the PNP, namely: 1) the Philippine Star, dated March 30, 2008, with an article entitled “Cops’ looks matter to PNP,” and 2) the Starweek Magazine with

both the Chief, PNP and TDCA on the front cover.

PMO also requested Starweek Magazine to reprint ten thousand (10,000) copies of the said issue, and nine thousand three hundred (9,300) were distributed to the 17 PROs, along with the PPOs, CPOs and MPOs in the regions.

II. Model Police Station

The Program Management office and US-DOJ ICITAP finalize agreement on Human Resource Training for the Model Police Station Project last February 13, 2008 at PMO Conference Room, Camp Crame, Quezon City. a. Information and Advocacy Drive

As part of the continuing campaign to inform the public of the on-going

reform initiatives in the Philippine National Police a new audio visual presentation (AVP) was produced that highlights the Model Police Station Project as a catalyst for fostering peace and order and development in our communities. The said AVP was used as briefing material for the recently concluded Donors’ Forum.

The launching of a radio

program for the Marawi City Police Station basically aims to provide local police a vehicle for mass communication. At the same time, the radio program will serve the purpose of an emergency broadcast system, general public safety information channel, law enforcement discussion forum and news and public affairs.

On January 29, 2008 a Memorandum of Agreement was signed

between the PNP represented by PSSUPT MAO R APLASCA, Project Manager of the Model Police Station Project and Sala’am Radio DXSR-FM 99.7 MHz, represented by the station manager Dr Norhazim Maulana. Dubbed “Sala’am Pulis Radio,” the hour-long radio program will be aired thrice a week on Mondays at 6 A.M. to 7 A.M.; Wednesdays at

9:45 A.M. to 10:45 A.M.; and, on Saturdays at 7:30 P.M. to 8:30 P.M. The pilot radio program of “Sala’am Pulis Radio” featured PSSUPT APLASCA; PSUPT JOSELITO BERMEJO, MPS Assistant Project Manager; PSUPT MADID PAITAO, Marawi City Police Chief; and, PCINSP EBRA MOXSIR, MPS Consultant as guests. The guests discussed different topics, particularly on the on-going PNP Integrated Transformation Program, the need to establish a Model Police Station in Marawi City, the British Embassy and US DOJ ICITAP’s financial and technical aids on the Model Police Station Project and other areas concerning the delivery of police services within the City. b. Adoption of Best Practices

As part of the continuing

training on community policing, the MPS Project Team from the PNP Program Management Office, together with Marawi City Police personnel visited several Model Police Station sites namely: Marikina City Police Station, Lapu-Lapu City Police Station and Sorsogon City Police Station. The purpose of the said field visits were to tour the facilities, observe the work and adopt the best practices of the local police particularly in the area of community policing in the hope of replicating them in Marawi City.

c. Capability Building of Personnel

Capacity-building measures are relentlessly being pursued to improve our police personnel’s skills and education to better equip them with the necessary tools and knowledge in the performance of their duties.

Marawi City Police and Lanao del Sur Police Provincial Office personnel have undergone various trainings and seminars which include: Instructor Development Course, Civil Disturbance Management, Human Rights and Dignity, Police Ethics and First Line Supervision conducted by the US DOJ International Criminal Investigative

Training Assistance Program (ICITAP).

Seminars and workshops on Community Policing, Witness Protection and Crisis Management for Marawi City Police personnel were also provided by the PNP Program Management Office.

d. Improvement of Facilities and Equipment

The investment of resources to enhance the facilities and equipment needed by our frontline personnel is a major component of the Model Police Station Project. No less than the Chief, PNP Police Director General AVELINO I RAZON, JR approved the release of one (1) patrol car and 3 motorcycle units for Marawi City Police Station. The added mobility greatly helped in the police’s role of maintaining peace and order in the community. Much needed communications equipment and computers were also awarded to Marawi City Police Station.

e. Libis Model Police and Fire Station

The construction of the Libis Model Police and Fire Station building at C5 Road, Bagumbayan, Quezon City is set to start this 2nd week of December 2008 right after the scheduled ground breaking ceremony. The Eastwood City Estate Association, Inc. (ECEA) volunteered to construct the Station with an initial amount of Php 5 Million earmarked for the project. The Memoranddum of Agreement (MOA) has been finalized and signed by the Chief, Philippine National Police (PNP), The Director of the Bureau of Fire Protection (BFP), and the President of ECEA, Inc.

Clearing operation in

the area is on-going and construction of the building will start immediately thereafter by 3rd week of December 2008.

III. Strengthening of PNP-PMO a. Schooling/ Trainings/Seminars/ Certificate Courses Asian Institute of Management (AIM) Masteral Degree Program PSUPT ANGEL B GEÑORGA graduated last May 2008 at the Asian

Institute of Management (AIM) in Makati City with the Degree of Masters in Management, while three (3) PCO’s are currently enrolled in the Masters Degree on Development Management Program also at AIM. After graduation by year 2009, the three (3) officers will be a big boost to the management capability of PMO.

Change Management and Project Management Seminar To further hone the skills and better arm the PMO staff, five (5) personnel

were trained on change management seminar, while seven (7) others undergone the Project Management Seminar conducted by Engr. Randy S. Balaoro of the Project Management Institute (PMI).

Computer Systems Training

Also, two (2) personnel from the Technical Section of the Research and Technical Division attended trainings on computer assembly and troubleshooting. Film Making and Design Three (3) staff of the RTD attended a training on film making and design sponsored by television giant ABS-CBN. This enhances the technical capability of the PMO in the said areas of competency.

Training on the Formulation of a Citizen’s Charter A Staff of the Research and Technical Division (RTD) undergone a Training on the Formulation of a Citizen’s Charter from November 26-28, 2008 at the Development Academy of the Philippines (DAP). The course which was developed by the DAP’s Center for Governance provided the participants with the basic knowledge and skills necessary for formulating a Citizen’s Charter, and familiarize participants with the relevant framework, principles and concepts.

Leadership and Management of Change (LMC)

PSUPT WARREN G TOLITO took the LMC course last November 24-28, 2008 at the Asian Institute of Management. The course examines the imperatives of organizational leadership in the context of managing

continuous organizational change. The great challenge is to build organizations that are both flexible and sustainable, and effectively achieves its goals. The course looks at how to develop leadership skills, and adoptive flexibility, throughout the organization.

Leadership for Results: Results-Based Management Principles and Practices (RBM)

PSUPT ROMEO S MAGSALOS attended the Leadership for Results: Results-Based Management Principles and Practices (RBM) also at the Asian Institute of Management (AIM). This practitioner-oriented top-level course introduces results-based management (RBM) principles and practices in public and private development institutions, with emphasis on RBM as a change management approach more than a performance-based toolkit.

Program for Development Managers Last May 2008 Police Chief Inspector Pergentino N Malabed, Jr. took the one (1) month Program for Development Managers course at the Asian Institute of Management (AIM) as part of our on-going Research and Technical Division’s capacity build-up b. Foreign Study Tour

As commitment of the Program Management Office to the advancement of

the competency of its personnel, capacity building measures are relentlessly being pursued to improved the personnel’s skills and education to better equip them. These capabilities ensure that they have the necessary tools and knowledge to perform their duties, specifically in the area of research and development. One such undertaking is the sending of its personnel to Asian countries to study the application of Project Management in a police organization. The first batch had a study tour with the Royal Malaysian Police in Malaysia and the 2nd batch with the Royal Thai Police in Thailand.

c. Inauguration of the PMO Building

The working station for the PNP- Integrated Transformation Program has just been inaugurated last September 2008. With the final establishment of a permanent building, the PMO now has a strategic launching pad for the reform initiatives for the Philippine National Police.

d. Social Research To strengthen the Research Capability of the PMO, the Research and Technical Division in partnership with the Asia-Pacific Centre for Research,

(Acre), Inc. conducted a nationwide survey on August and September 2008 with the objectives of measuring the

public’s perception on the performance of and attitudes toward the Philippine National Police, and to institutionalize a culture of research and performance measurement.

The partnership with a social research company, ACRE, Inc., which has a global experience on market research in the conduct of the survey, ensures that technology –driven methods to data-gathering and analysis are used and adopted. The trainings of interviewers were conducted in Luzon, Vizayas and Mindanao. They were eventually deployed to areas selected through the computer-aided multi-stage probability disproportionate random sampling method. The result of the survey served as diagnosis for the PNP to strategically hit the core of transformation. The survey found out that 88% of respondents agree with the statement that we should strengthen the PNP Transformation Program, and that citizens look for police officers who are “Mapagkatiwalaan, Makadiyos, Mabilis magresponde, Makatao, at may respeto sa batas”; conversely, police officers should get rid of the attributes as “nangungurakot, abusado, sangkot sa gawaing illegal, and mayabang”. And, the respondents also underscore the importance of LEADERSHIP in the PNP.

e. PMO Administrative Manual

The formulation of the PMO Administrative Manual is one step of institutionalizing reforms in the PNP. It serves as a reference of the administrative procedures of the PMO. It will provide an insight of what constitutes the functions and operations of the PMO, and how project management is being employed by the project team members and its support staffs across the spectrum of activities for which they are responsible. The Manual contains the PMO organizational set-up, descriptions, policies and procedures including forms to help users understand the administrative processes in the PNP Program Management Office. f. PMO Project Management Manual

This manual is a substantial reference in the conduct of project management in the PNP. The manual will enable the reader to

better understand the project management principles, tools and mechanisms as utilized in the Program Management

Office. It is divided into three (3) parts – the Introduction, the Definition of Terms and the Project Management Phases.

The content and structure were as such to provide the users a simplified and hopefully readable manual

applicable in the current PNP setting. Most of the inputs and format were adapted from the Project

Mangement Body of Knowledge (PMBOK) espoused by the Project Management Institute.

The manual hoped to set the standards of project management especially in carrying out the reform

projects of the ITP towards a more capable, effective and credible PNP organization.

IV. PNP Shelter Program (Housing and Quartering)

One of the most tangible and practical means by which the PNP can address housing needs of PNP personnel and their dependents is by developing a comprehensive program. This project, called the PNP Shelter Program, has two types: the Special housing project, designed to address the long-term housing-needs of the personnel, and the Quartering project, intended to address the short –and medium –term housing-needs of PNP personnel who are in the active service.

Under the PNP Shelter Program is the Housing and Quartering Projects being implemented through the Integrated Transformation Program (ITP), a priority task managed by the PNP Housing Board supported by Directorate for Records Management (DPRM) and the Directorate for Logistics (DL). The Housing and Quartering Program is divided into three (3) components:

Personnel Housing Program, Personnel Quartering Program, and Personnel Housing Assistance Program. During the 1st Quarter of 2008, one hundred-five (105) units and lots were awarded to qualified beneficiaries at Camp Macabulos, Tarlac City under the PULIS Kalinga Welfare Housing Project. Seven-two (72) lots awarded to retired PNP members and civilian employees already occupying the area without necessary documents of occupancy before it was chosen as pilot site for the project. In Integrity Heights Sto. Tomas, Batangas, the construction of 504 units is already underway by private Developers. While, in San Miguel, Bulacan, with 100 million available funds, out of 400 Hectares, 26.2 hectares is to be developed as soon as the bidding process for horizontal development is completed; and in Baras, Rizal, with 20 million available funds the road network development already started on April 17, 2007 after the MOA signing between the PNP and DPWH.

Meanwhile, the PULIS KALINGA NCRPO Quartering Project has 1 Condominium with 48 units (Bldg. A) already completed. Two (2) Condominium Buildings is soon to be completed (Bldg. B 89 % and Bldg. C 85 % completed). MOA signing with Gawad Kalinga is set to be done this April 2008 for the construction of Building D with P 25 million funds

available. Donation from PMA and PNPA Alumni and other partners for the construction of Building E is already available and is expected to commence this month. Other projects which are set to commence upon issuance of presidential proclamations are the proposed quartering project of 59 hectares in Camp Castaneda, Silang Cavite, quartering project in Camp Panopio, Cubao, Quezon City, and the proposed housing project in Camp Capistrano, Gusa, Cagayan De Oro City.

V. Upgrading of Crime Laboratory (IBIS)

The Philippine National Police (PNP) already submitted last June 4, 2008 to the National Economic and Development Authority (NEDA) requirements to secure the Board clearance as required in imposing the new ballistics fee to subsidize the self financing (Integrated Ballistics Identification System) IBIS Project.

As part of NEDA guidelines, PNP

conducted a stakeholder’s consultation which resulted to the acceptance and support of the stakeholders to the procurement of IBIS.

Initiated by the Program Management Office (PMO), concerned units

namely Crime Laboratory especifically the Firearms and Explosives Division and Firearms Identification Division; and Security Agency and Guard Supervision Division convened for the pre-consultation meeting with stakeholders. Main agenda discussed were the need for the acquisition of IBIS; various national and international agencies recommending IBIS procurement; the cost of the project with cost breakdown; additional fee to be charged with breakdown; and probable modes of payment. Distribution of tasking for the consultation of stakeholders was also tackled.

Four conferences dated February 12, 2008; February 19, 2008;

February 27, 2008; and April 3, 2008 were arranged for the stakeholder’s consultation. Philippines Association of Detective and Protective Agency Operators (PADPAO) and Association of Firearms and Ammunition Dealers of the Philippines, Inc (AFAD) responded to the invitation of PNP for a stakeholder’s consultation. Arms Corporation of the Philippines joined in the last two sessions of the conference.

Representatives of the following PNP units also attended the conferences to provide technical information of the stakeholders concerns: Headquarters Support Service; Management Division, Directorate for

Comptrollership; Directorate for Research and Development; Legal Service and Computer Service.

PSSUPT JESUS T GATCHALIAN, PMO Chief of Staff together with

PSSUPT CESAR HR BINAG, PMO Deputy Chief of Staff and the Project Manager of the IBIS Project facilitated the conferences. PSUPT REYNALDO DE GUZMAN of the crime laboratory provided the technical know how, PSSUPT FRANKLIN ALFABETO served as the Resource Speaker and Directorate of Comptrollership aided in the financial aspect.

The project background was presented at the start of the conference,

the present condition of the country and the situation of PNP. PSSUPT BINAG enumerated the agencies recommending the procurement of the said project while PSSUPT ALFABETO added that PNP is mandated to implement the IBIS Project. PSSUPT DE GUZMAN discussed the brief technical description of the project in layman’s term.

As a result of the study and evaluation the Crime Laboratory has

conducted, they presented a matrix of comparison with its specification and capabilities on the available technologies for the system.

Project cost presented is P 807M intended solely for the procurement

of the IBIS System. Added to this amount is the annual maintainance mark at 12 % of the total cost. The building construction costing to P 14M will be shouldered by the PNP. Project will be implemented in 3 phases. First phase is the procurement of 5 workstations with server capacity of 500T data. Second phase is the acquisition of another 5 units and additional 6 workstations in the last phase to accommodate 1.5M data.

The following were the concerns discussed by the stakeholders, the

resource speaker and the PNP concerned units: 1. Presentation of the accumulated amount from the Executive Order

(EO) 585 (The firearm amnesty program) and EO 171 series of 2003 extended through EO 390 (Providing the surrender and licensing of loose firearms and the utilization of funds from the proceeds thereof.)

2. The approximate number of registered firearms in the Philippines is

about 1M and percentage of renewal is 50%.

3. Cost benefit of the project

4. The additional licensing fee of P 650 is negotiated for a lower amount; however the said amount which is exclusively intended for the IBIS system is just enough to subsidize the said system.

5. Stakeholders suggested that increase of firearms license should be

asserted as gradual and continuous, and preclude the idea that increase is caused by the ballistic fee. In that manner, it will be easier to explain with their colleagues and clients. The Executive Order No. 197, issued on January 13, 2000, directing all departments, bureaus, commissions, agencies, offices and instrumentalities of the National Government, including government-owned and controlled corporations, to increase their rates of fees and charges by not more than twenty percent (20%) has emerged.

6. Negotiation for the premium of license or payment mode is raised

by the security agencies. Hence it was agreed that security agencies will have a payment scheme while AFAD and the rest will have a one time payment of the ballistics fee.

7. An inquiry was made regarding the firearm ballistics to be done

upon the arrival of the firearms at Firearms and Explosive Division (FED) or upon purchase by the customer? It was agreed that Ballistic will be done upon the arrival of the firearms before its storage to be accounted with the importer. Payment of the ballistics will be incorporated in the withdrawal fee upon the release of firearms from the FED warehouse. The intention of the concept is for audit purposes in case of eventuality like pilferage or any untoward incident. Additionally, upon the disbursement of the firearms FED will coordinate the name of the procurer to the Crime Laboratory Department for encoding.

8. Whether or not the IBIS result is accepted in court IBIS will serve as a tool to trace the suspect; and the IBIS expert will testify in court.

9. Request for the enforcement of compliance for the loose firearms by implementing an Information Dissemination Campaign of PD 1866 as amended by RA 8294.

10. Ballistic fee of the firearms is suggested to be based on the caliber/type of the firearms, however uniform ballistic fee prevailed.

11. Delay on the license renewal with regard to the licensees from the provinces. PNP asserted that crime laboratory in the regions and selected provinces are currently being implemented.

12. An article is also presented by the representative of ARMSCOR which is answered point by point by PNP. (see attached document for reference)

Since all the above concerns were addressed, AFAD, ARMSCOR and

PADPAO asserted the need to acquire the system and settled to comply with the proposed ballistic fee. Both have committed to support the project.

They find the proposed P 650 increase from the current P 350 ballistics fee justifiable and agreed that aside from the new rate of P 1000 ballistics fee which will be charge separately, there will be a 20% increase embedded in the licensing fee to be intended for the maintenance of the IBIS (increase

embedded in the licensing for the maintenance of the system is still for review). Completion of the project will be in the duration of 5 years as based on the timeline set by Project Management Team. This will coincide with the ballistics encoding which will take 3 to 5 years to completely encode the 1M data. Supplementary requirements to the Technical Working Group on Fees and

Charges, National Economic and Development Authority (NEDA) were submitted to

NEDA on August 2008; Also, the presentation of PMO/TWG to the Technical

Working Group on Fees and Charges, National Economic and Development Authority (NEDA) were made last September 10, 2008.

VI. PNP Retirement and Pension System

The establishment of a PNP Retirement and Pension System is geared to address two main issues of the present PNP pension system. First, the inadequacy of the retirement benefits from the annual General Appropriations Act. Second, the setbacks in the release of funds, thus resulting to the concomitant delay in the payment of retirement and separation benefits.

The efficient and effective pension system is envisioned to meet the needs

of the 125,000 active PNP members and 40,000 retirees. This will motivate and improve the PNP personnel’s morale leading to their effective and efficient performance.

The TWG of the PNP Retirement and Pension System, the 1st component

of the project, is in the process of planning a fresh retirement and pension

system aimed at enhancing the present unfunded retirement system of the PNP. Based on preliminary discussions, the system to be established will be composed of two-pillars- defined benefit contribution. It shall take effect after the last active PNP personnel covered of the present retirement system is served.

Conceptualized under the over-all strategic reforms of the PNP-Integrated

Transformation Program, a Technical Working Group (TWG) was formed in-charge of the different activities to be undertaken to ensure the long-term viability and sustainability of the system. The TWG tapped consultants, including experts from the SSS, to direct and to give assistance to the Project Management Team from the Computer Service in the conduct of actuarial valuation.

The creation of the Police Retirement Affairs Office (PRAO), 2nd

component of the project, a one-stop-shop, is being finalized. The TWG is in the process of conceptualizing the organization of the office staff, the other personnel in-charge for the said office, and the different units where they are attached.

VII. Strengthening of the PNP Training Service

The Subic Bay Metropolitan Authority, headed by its Chairman, Feliciano

G. Salonga, formally signed a Memorandum of Agreement (MOA) with the Philippine National Police (PNP) last February 13, 2008, leasing a 1.78 hectare land in Subic to the PNP for twenty-five (25) years, and renewable for another 25. The said land is to be the relocation site of the new PNPTS

Schools for Values and Leadership (PNPTS SVL).

The PNPTS SVL is the PNP’s

response to the call for a genuine individual change among its personnel.

The PNPTS SVL likewise aims to strengthen the PNP’s operational contribution and partnership with PAGC in its programs on anti-corruption efforts.

Last March 5, 2008, PAGC signed a MOA with the PNP, represented by

its Chairperson, Dr. Constancia P. de Guzman, to fund the construction of the SVL facility at SBMA, amounting to Fourteen Million Three Hundred Eighteen Thousand Pesos (P 14,318,000.00). This amount will be utilized to specifically build the Mess Hall and Faculty Quarters, Males’ Quarters, Female’s Quarters and Classrooms and Training Office that have basic amenities.

On August 13, 2008, the Project Management Team (PMT) held a

meeting at the PNP TS Coneference Room and agreed to recognize the role of the PNP TS to supervise, monitor and evaluate the conduct of all in-service training based on the NAPOLCOM Resolution no: 2005 – 388. As such, NSUs and PROs must subordinate their training programs to PNP TS. Further, the PMT was divided into Sub-Committees to work on specific tasks pertinent to the strengthening of PNP TS.

Meanwhile, NHQ BAC conducted a pre-bid conference presided by

TDCO, PDDG EMMANUEL L CARTA at the PNP Star Lounge on August 26, 2008 for the construction of the buildings for the SVL project in Subic Bay Freeport Zone, Olongapo City. Representative from Izumo Constructions- the lone proponent that qualifies during the NHQ BAC eligibility screening attended the pre-bid conference.

Construction conducted the SVL project construction site inspection in Subic on August 30, 2008.

The MOA Between the PNP and IZUMO contractor, winning bidder is

already for the approval of the C, PNP.

VIII. Improvement of the PNP Manuals

The improvement of the Police Administrative and Operations Manual shall guide all police officers in comprehending and in carrying out the appropriate mechanics and procedures in the discharge of their functions. This improvement aims to lay down all fundamental duties, functions, and basic procedures in a manner easily understood by every police officer.

The Manual on the Police Operational Procedures in the Implementation

of the Human Security Act of 2007 has already been published and

disseminated by the Directorates for Operations to the different units and offices. Following manuals are ready for reproduction:

IX. PNP Radio Station

The PNP Radio Station Project aims to set up a broadcast station to serve the mass communication requirements of the command, and provide the means for dissemination of general public safety information. It will also be used as an alternative communication system by mobile units and police outposts. Furthermore, regular airtime will be allotted for programs that advocate crime prevention and public safety strategies.

To date, the designs for both the Radio Station Booth at the PIO Building

& the Transmitter Building at Obando, Bulacan were finalized and adjusted based on the allotted budget, amounting to Two Million Pesos (P 2,000,000.00) for the Radio Station Booth, and Six Million Five Hundred Twenty-Nine Thousand Pesos (P 6,529,000.00) for the Construction of the Transmitter Building and Roadway.

The request for funding with a total amount of Twenty-four Million Seven

Hundred Eighteen Thousand Nine Hundred Seventy-Two Pesos (P 24,718,972.00) was already approved.

To get started, the PNP signed a Memorandum of Agreement (MOA) with the Office of Civil Defense (OCD) and the Philippine Atmospheric, Geophysical, and Astronomical Service Administration (PAGASA)last September 2008 at Camp Crame. The agreement was formalized by then PNP Chief, Deirector General Avelino I Razon Jr., the OCD Administrator General Glenn Rabonza; and the PAGASA Director, Dr. Frisco Nilo. The MOA will allow the PNP to operate the radio station. The frequency was assigned to the OCD but it has been unable to operate the station for 15 years now.

The 9,435-square meter lot which will house the radio transmitter is donated by the Obando, Bulacan local government under the leadership of Mayor Orencio Gabriel.

X. PNP Livelihood Project

According to NEDA report 60% of our uniformed personnel with the rank of P01 to P03 are living below the poverty line. This reality undermine the competence of many of our personnel. The salary of our police officers is one of the lowest in the Asian region.

For the past several years many PNP personnel were entangled with

financial difficulties. To mitigate the impact of the problem on their families, they resorted to earning extra income in different modes, some have success stories while several were sad ones. Most failed in their endeavour of bringing their families out of poverty. Steps taken by others further impoverished their families. The gigantic problem has become an obstacle to the PNP’s desire for an excellent police services.

In cooperation with concerned institutions, livelihood projects or business

enterprises best suited for the PNP Personnel, their dependents to include retirees shall be piloted from the National Headquarters down to Regional Police Offices.

To jumpstart, the Colayco Foundation for Education (CFE), Inc. and the Philippine National Police (PNP) have entered into a joint undertaking to provide financial literacy and livelihood opportunities to our entire police force. Dubbed “PISOBILITIES NG PULIS”,

the program’s goal is to improve the financial condition of our policemen and their families through economic programs that will ensure the overall effectiveness of our police force.

Phase I of this program is a PNP Livelihood and Investment Fair which will be held at the PNP Multi-Purpose Hall in Camp Crame on January 2009. This is a one-day fair with an objective of gathering financial institutions and business enterprises that can provide PNP personnel with options to supplement their earnings. Expected to take advantage of this opportunity are 5,000 PNP personnel assigned at Camp Crame and Metro Manila.

During the fair, CFE will conduct a two-hour personal finance seminar at the venue for 600 pre-registered seating attendees. Also, during the affair is the formal presentation of the “PISOBILITIES NG PULIS” program and

cocktail party with the Chief, PNP and his staff, dignitaries, and top executives of sponsoring companies.

XI. Himlayan ng mga Bayaning Pulis Project

One of the high impact project of the PNP-Integrated Transformation Program is the “Himlayan ng mga Bayaning Pulis”. At present, our personnel who are killed in line of duty are no longer accomodated in the “ Libingan ng mga Bayani”, a cemetery being run by the Armed Forces of the Philippines. This project intends to promote the general welfare of men in blue by providing a burial destination for those who have dedicated their lives through honorable service to God, country and felllowmen in the field of law enforcement and public safety. Just like our brothers in the Armed Forces, we would like to establish a monument that would enshrine the very essence of our profession; i.e., honor, service and justice. We have also the intention of designing this cemetery in such a way that it could be considered later to be a landmark for tourist destination.

With the support of the Rizal Provincial Government the “Himlayan” will be situated at lot B-2-C-22 located at Barangay Pinugay, Baras, Rizal.

The project will be designed similar to the famous Arlington National Cemetery in the

United States of America, Highgate Cemetery of London and Pierre Lachaise of Paris which continuously rank as most frequently visited by tourist that help in the continuing growth of their local economies.

The drafts of the Memorandum

of Understanding (MOU) between the PNP and the Rizal Provincial Government as well as the Deed of Donation were submitted to the PNP Legal Service for review and will be presented to the Rizal Provincial Government by the 2nd week of December 2008.

Also, the PNP-PMO is initiating a partnership with Palafox Associates, a multi-disciplinary firm of ISO-accredited architects, interior designers, engineers, landscape architects, and environmental/urban planners, to solicit the best design for the project.

XII. PNP Legislative Agenda & Legal Assistance

To provide legal assistance to any member of the PNP who is facing a charge or charges arising from the performance of his official duty; and to give direct financial assistance or reimbursement of legal expenses.

Legislative Agenda

As of September 2008, the PNP Reorganization Act passed the first reading, committee hearing, and will undergo plenary deliberation when the House of Representatives resumes its session.

Legal Assistance Program

The Insertion in the 2009 PNP Budget of PhP 20M is currently orchestrated to fund the PNP Legal Assistance. On the other hand, creation of PNP Legal Assistance Foundation was approved as a major component of the Legal Assistance Project.

XIII. PNP Resource Mobilization and Revenue Generation

For the first quarter of 2008 a Donors’ Forum with the theme,

“Transforming the PNP Through the Model Police Station Project” was held on Friday, 28 March 2008 at 9:00 A.M. to 12 NN at the PNP Multi-Purpose Center, Camp Crame,

Quezon City. Sixty one (61) guests/donors from local and foreign institutions attended the forum.

As a result several

partner institutions provided information on possible areas of partnership while two (2) institutions donated an

amount purposely for the ITP Priority projects, as summarized in the table below;

An Amount of PhP 5 million has been initially earmarkedby ECEA to implement and complete the project. The Memorandum of Agreement (MOA) has beeen finalized and signed by the Chief, PNP, the Director of the Bureau of Fire Protection (BFP), and the

President of the ECEA, Inc. The construction of the building will commence immediately after the clearing operation is done.

XIV. Electronic Records Management System (ERMS)

One of the most relevant accomplishments for this project for the 1st quarter of CY 2008 is the approval of the Information Systems Strategic Plan (ISSP) by the Chief, PNP. Also, The ISSP was recently officially endorsed by Office of the President through the Commission on Information and Communications Technology. The Commission remarked that the ISSP sufficiently identified the critical information systems that will support and address the overall Government Information Systems Plan (GISP) strategic thrusts and programs.

XV. PNP Scholarship and Educational Assistance

The need for education is indispensable and identified as one of the basic needs of every human being. The PNP Scholarship Program is a significant means of addressing the needs of PNP personnel and their dependents. This would guarantee a better future for PNP personnel’s dependents.

The Directorate for Personnel and

Records Management, Morale and Welfare Division, in light of the PNP-Integrated Transformation Program (PNP-ITP), tapped different organizations in the country to help the PNP realize this mission. Among the partner institutions are the following : Kaagapay sa Pang arap Foundation Inc., Commission on Higher Education (CHED), and PLDT Smart Foundation. PNP alsi initiated various Memoranda of Agreement with selected schools to provide free tuitions and discounts to PNP dependents.

A total of 4, 264 scholars have benefitted so far from this scholarship

program. The most recent institution the PNP partnered with is the Phlippine Long Distance Telephone (PLDT) Smart Foundation. It has allotted one million pesos distributed among its fifty beneficiaries.

A bilateral agreement with different state universities to provide free tuitions or discounts to PNP dependents is also in progress.

XVI. Assistance Rendered to Other Units

For the year 2008 PMO rendered several technical assistance to other PNP units/ offices. Following activities are some of the many tasks undertaken;

1. Served as resource speakers on different occasion such as on

Values Enhancement (PNP Ethics) of the Police Intelligence Officers Course;

2. As facilitators at NCRPO’s two-day Strategic Planning Workshop which aims at coming up with a comprehensive action plan of the NCRPO involving the quad staff in addressing criminality in its AOR on December 4-5, 2008 at the Quezon City’s Sports Club;

3. Also as facilitators and assisted in the documentations of activities

during the simultaneous conduct of two (2) PNP workshops entitled “Workshop on the Enhancement of Human Resource Management Programs and Synchronization of the PNP Medium Term Development Plan, Integrated Transformation Program, and PNP Modernization Program” which was successfully held at the Development Academy of the Philippines, Tagaytay City, Cavite on June 10-12, 2008;

4. Assistance in the preparation of the QUAD Workshop for the
