regular intervals.Lakhimpur Commerce College was established in the year 1972 with the aim of

creating a distinct entity in commerce education in the entire north bank of the Brahmaputra. The College has a success story of producing a number of Chartered Accountants, Consultants, Lawyers, Academicians and other professionals.

The aim of the College is to enable the students to face the bigger challenges of the world and thus make life worth living for them. The college is committed to realize the above objectives.

Initially the classes of the college had started at North Lakhimpur College with a total numbers of 69 students only in the Pre-degree Classes and subsequently shifted to its permanent site in 1974. In the year 1993 the college introduced the Arts Stream to meet the growing demand of students and the public at large.

Presently, the Commerce Stream offers speciality Courses in Finance and Accounting, Banking and Insurance and Human Resources Management. The Arts Stream offers Major in Economics, Political Science, Sociology, Education and Assamese.

The academic campus of the College is located at the heart of Lakhimpur town. Its location is easily identifiable because of its proximity to the residences of the Deputy Commissioner and District Superintendent of Police, District and Session Judge and Institutions like Post Graduate Training College, District Library etc.

The Administrative Office of the college is located on the first floor of the RCC-1

building. Separate nature of the duties are assigned to the office staff for smooth functioning of the

college. There is also facility for Xerox/photo copy.

The college was accredited B+ Grade

by the National Assessment and

Accreditation Council (NAAC) in 2004.

As a follow up action to the NAAC

accreditation, after the completion of the

term with B+ grade the, Internal

Assessment of the college has been

working for quality sustenance and

enhancement along with the process for

re-accreditation.

IGNOU has permitted to start a Study

Centre (Code 0413) at the College with

as many as 42 (forty two) programmes leading to Master Degree, Degree, Diploma and Certificate

courses including Master of Business Administration (MBA). The Centre is equipped with

Information and Communication Technologies and the Satellite media to enhance the quality of

teaching learning process. Dr. G. N. Sarmah is the coordinator of the Centre and Mr. K. N. Dutta is

the Asstt. Coordinator.

In the year 2014 the Krishna Kanta Handique State Open University has permitted to open its study centre with some special and value based subjects like PGDCA, PGDHM, BBA. Dr. D. K. Das is the Coordinator of the centre.

The Dibrugarh University has permitted to run a Contact Centre of Distance Education in

Post Graduate programmes, viz. Commerce, Economics, Assamese, Sociology and Political

Science. Sri T. C. Deka is the Coordinator of the Contact Centre.

COMMERCE:

Taking into account the importance of Computer literacy in the job market and self

sustainability of students, the college has developed Computer Courses for Higher Secondary and

Degree Students (Details are given in the Course of Study). The college has a well equipped

Computer Laboratory with more than 26 computers for the benefit of the students. Moreover, the

internet access facility is also available for the students of the college.

Considering the growing importance of Spoken English, the college has established a

Spoken English Centre in collaboration with NCS Education Pvt. Ltd. that offers 6 months

Certificate Course for the students of the college. Dr. R. Bhattacharjee and Mrs. H. P. Das are the

joint coordinators of the course.

The College proposes to start the CPT (Common Proficiency Test) Coaching Centre for the

benefit of the commerce students to pursue the Chartered Accountant Course in the future.

The College has a future plan to develop a modern sports complex in the Chukulivoria

Campus of the College.

The College proposes to convert the College Library in to a complete Digital Library.

The College proposes to publish the first issue of E-Journal in the coming academic session.

The college plans to construct a multi-storied RCC building at the site of the two existing

Assam Type structure Building to enhance the beauty of the academic campus and accommodate

class-rooms, rooms required for running self-financing and job-oriented courses, IGNOU Study

Centre, Internet Corner, Internal Quality Assurance Cell Office etc.

has introduced Semester system for the B.A./B.Com programme from the academic session 2011-12. The course of study for the degree of Bachelor of Arts (B.A.) and Bachelor of Commerce (B.Com) programmes shall be of three years duration

st rd th nd th thdistributed in six semesters. 1 , 3 , & 5 semester is called odd semester and 2 , 4 and 6 semester is called even semester.

The Academic schedule for the B.A./B.Com programmes in the semester system shall be

administered by the Academic Calendar of the University published for every academic session.

A student who has passed the Higher Secondary Examination (10+2) in Commerce/Arts from the Assam Higher Secondary Education Council or equivalent examination (10+2) recognised as such by the university shall be eligible for admission into the 1st semester of the bachelor degree course in Commerce/Arts in semester system. Provided a student, who has passed the Higher Secondary Examination(10+2) in Science/Arts with Mathematics/Statistics as one of the subjects of the Assam Higher Secondary Council or an equivalent examination recognised as such by the University shall also be eligible for admission into the B.Com Programme. The College shall have the power to adopt own policy for admission or selection of eligible candidates for admission to the degree course as well as admission to speciality/Major courses.

Statutory reservation policy of the government is followed in case of selection of eligible candidates for admission.

Dibrugarh University Regulations for the Bachelor of Commerce (B.Com.) Programme in the Semester System, 2010:

n (i) The B. Com. (General) Course structure (Given in Annexure-I)

There shall be a course of study of three years duration leading to the degree of Bachelor of Commerce (B.Com.) it shall consisting of six semesters.A student who has passed

the Higher Secondary Examination (10+2) in C o m m e r c e , A r t s or Science of the Assam H i g h e r s e c o n d a r y E d u c a t i o n Council/CBSE/ICSE or an

equivalent examination (10+2) recognized as such by the University, shall be e l i g i b l e f o r admission into the First Year of the Three Year Degree course in Commerce.

The Bachelor degree of Commerce (B.Com.) under the Semester system shall be conducted as :

The College offers three specialty courses as follows :

There shall be one paper of Environmental Study in the 4th Semester.(ii)B.Com Speciality Course: The distribution of the course for the B.Com.

Speciality programme for all the semester (given in Annexure-I)

(i) The total marks of B.Com. (General) Course shall be 2400 marks.(ii) The total marks of B.Com. Specialty Course of all six semesters shall be 2400 marks.(Iii)There shall be a compulsory paper on Environmental Studies in the 4th Semester and the examinations for the same shall be conducted along with the other papers in the 4th end Term examination. Provided that the result of the student in this paper shall not be considered for his / her progression to the 4th semester class. Provided further that a student who does not pass the paper on environmental studies within the stipulated chances shall not be awarded the B.Com degree.

Examination and Evaluation shall be done on a continuous basis, at least three times during each semester. Three shall be one End semester examination carrying 80% marks in each course at the end of the semester carrying the entire syllabus and 20% be Awarded out of Internal Assessment.

Internal Assessment :

The marks of Internal Assessment for Attendance shall be awarded as below:

“Basics of Academic Project Preparation”

The End semester examination is normally a written examination. The Controller of Examination shall make necessary arrangement for notifying the dates of the end semester examination and other procedures as per Dibrugarh University Rules (at least 20 days in advance) and as per the Academic Calendar notified by the University.

Normally, the End semester examination for each course shall be of three hours duration.

In Internal Assessment, different tools may be employed one or more assessment tools such as

objective tests, written tests, assignments, paper presentation, case studies, etc. suitable to the

courses. The students shall be informed in advance about the nature of assessment. Students

shall compulsorily attend Internal Assessment failing which they will not be allowed to appear

for the End semester examination

[a] Components and distribution of marks for Internal Assessment for all the paper barring

the four papers as stated of these Regulations shall be as follow

1. Sessional Examination I 25%

2. Sessional Examination II 25%

3. Home-Assignment/Seminar/Group Discussion 25%

4. Attendance 25%

[b] Attendance is compulsory for all classes.

Range of % of Attendance Marks to be awarded

80% to less than 85% 2

80% to less than 90% 3

90% to less than 95% 4

95% to 100% 5

Provided that one (1) mark for attendance shall be awarded to the candidate falling under non-

collegiate category within the range of 70% to less than 80% attendance who are allowed to

appear in the end-semester examination of the concerned semester.

[C] The Project work for 6th semester students has been replaced by a theory paper called

. Internal Assessment consist of 20 marks will be

awarded through preparation of a Report

The pass marks for each paper of the Bachelor of Commerce (B.Com.) End-semester

Examination (both General and Specialty) Course shall be 30% marks inclusive of the

Internal Assessment marks, subject to a minimum of 24 (30%) marks in every full

paper of the end-term examination.

· RESULT AND PROGRESSION:

(a) A candidate, shall be declared as passed a course, provided he/she secures-

(i) At least 30% marks in each course in the end-semester examination

(ii) At least 30% marks in each in aggregate in the in-semester and end semester

Examination.

(b) A candidate shall be declared to have passed a semester, provided he/she passes all the

courses of a semester.

(c) The marks of in-semester examinations obtained by the candidate shall be carried over to the

next examination in which he/she was absent or failed for declaring any result.

(d) (i) A candidate who fails or does not appear in one or more courses of any end-semester

examinations up to sixth semester shall be provisionally promoted to the next higher

semester with the failed course as carry over courses(s). Such candidates will be eligible to

appear in the carry over course in the nest regular examinations of those courses.

(ii) If a candidate clears the sixth semester examination before clearing all the courses of the

previous semesters, the result of the sixth semester examination of that candidate shall be

kept withheld and his/her result shall be announced only after he/she clears the courses of

the previous semester.

(e) A students must pass all his/her semester examinations within 6 years from the date of

admission to the first semester of any programme irrespective of the number of examinations st nd

appeared by the student, viz. 1 and 2 Semester Examinations shall have to be cleared in 6 rd th

consecutive chances, 3 and 4 Semester Examinations shall have to be cleared in 5 th th

consecutive chances, 5 and 6 Semester Examinations shall have to be cleared in 4

consecutive chances. A student, who could not appear or have failed in an end semester

examination, shall have to clear the absent or failed papers(s) as backlog in the next

corresponding examinations.

(f) Since the semester system involves continuous assessment, there shall be no scope for a

student to appear as private candidate in any programme in this system.

(g) A candidate shall be declared to have passed the three year Degree B.Com. Programme

provided he/her has passed all the courses separately.

(h) The degree shall be offered to each candidate, who has passed the three year

degree programme in the following manner:

(i) One special choice may be given for one paper in each semester.

·BETTERMENT EXAMINATION:

STATEMENT OF COURCE STRUCTURE FOR B.COM (GENERAL) AND B.COM (SPECIALTY):

[a] A student shall be entitled to take the “betterment examination” in two theory courses of any

of the six semesters after passing the sixth semester examination only once. In this case, the

higher marks secured by the student shall be retained. The candidates shall have to apply for

betterment examination within one year of passing the sixth semester examination.No

betterment shall be allowed in the practical examination.

Semester-VI

STRUCTURE OF SEMESTER COURSES FOR B.A.:

(a) Bachelor of Arts:

B.A. programme shall have the following components, viz.(a) Compulsory Courses: These are the compulsory courses for all students of the programme

concerned.(b) Major Courses: Major courses shall be chosen by the students. The courses shall be optional

and non-mandatory.(c) Non-Major Courses: Non-Major courses shall be chosen by the students, who do not opt for

major courses.(d) Skill-based Courses: A skill based course shall be mandatory for all the students pursuing

General B.A. programme. The college shall offer the Skill-based courses as per available infrastructure and human resource feasibility.

a) Examination and evaluation shall be done on a continuous basis.b) There shall be 20% marks for internal assessment and 80% marks for end-semester

examination in each course during every semester.c) There shall be no provision for re-evaluation of the answer scripts of the end-semester

examinations. However, a candidate may apply for re-scrutiny.

In Internal Assessment, different tools may be employed. One or more assessment tools such as objective tests, written tests, assignments, paper presentation, case studies, etc. suitable to the courses shall be employed. The students shall be informed in advance about the nature of assessment. Students shall compulsorily attend Internal Assessment failing which they will not be allowed to appear for the End semester examination

(i) Components and distribution of marks for Internal Assessment for all the papers barring the four papers as stated of these Regulations shall be as follow

non- collegiate category within the range of 70% to less than 80% attendance, who are allowed to

appear in the end-semester examination of the concerned semester.

i) There shall be one end semester examination carrying 80% marks in each course of a

semester covering the entire syllabus prescribed for the course. The end semester examination

is normally a written/Laboratory based examination/Project Works/Dissertation.

ii) The Controller of Examination shall then make necessary arrangements for notifying the

dates of the end semester examinations and other procedures as per Dibrugarh University

Rules (at least 20 days in advance) and the Academic Calendar notified by the University.

iii) Normally the end-semester examination for each course shall be of three hour duration

f) Setting of question papers, moderation of question papers, evaluation of answer scripts,

scrutiny, tabulation of marks, etc. and announcement of results, shall be governed by the

Dibrugarh University Examination Ordinance 1972 (an amended up to date)

g) Practical Examination

Practical Examinations of a semester shall normally be held prior to the end semester

examination.

h) Betterment Examination:

i)A student shall be entitled to take the “betterment examinations” in any two theory course of

any of six semesters after passing the sixth semester examination only once. In this case, the

higher marks secured by the student shall be retained. The candidates shall have to apply for

betterment examination within one year of passing the sixth semester examination.

ii) No battements shall be allowed in the practical examinations.

I) Any difficulty which may arise in the course of operation of these regulations relating to

holding of examinations shall be removed by the examination committee of the Dibrugarh

University.

a) A candidate shall be declared passed provided he/she secures.

i) At least 40% marks in each courses in the end semester examinations.

ii) At least 40% marks in each course in aggregate in the in and end semester examinations.

c) The marks of in-semester examinations obtained by the candidate shall be carried over for

declaring any result

d) A candidate who fails to appear in one or more courses of any end semester examinations

up to sixth semester shall be provisionally promoted to the next higher semester with the failed

course as carry over courses(s). Such candidate will be eligible to appear in the carry over

course in the next regular examinations of those courses. However, the following restrictions

shall be applicable:

i) A candidates shall be entitled to a maximum of three consecutive chances to clear a course.

ii) If candidate clears the sixth semester examination before clearing all the course of the

previous semester, the result of the candidate shall be withheld and his/her result shall be

announced only after he/she clears the courses of the previous semesters.

e) A student must pass all his/her semester examinations within five(5) years from the date of

admission to the first semester of any programme.

f) Since the semester system involves continuous assessment, there shall be no scope for a

student to appear as a private candidate in any programme in this system.

g) A candidate shall be declared to have passed the six-semester degree B.A./B.Com

programme provided he/she has passed all the semester and in all the courses separately.

h) The degree shall be offered to each candidate, who has passed the six-semester degree

B.A/B.Com programme in the following manner. General (Non-Major) Programme Major/Specialty Programme

i) A student, who has secures 60% and above marks in all courses individually in all the semester

shall be declared to have passed with first division (in case of the students pursing general

programme) with distinction or first class (in case of the students pursuing Major/Specialty

Programme) with distinction.

(a) Usually, the University shall not allow admission on transfer from other Universities.

(b) Transfer from other Universities to Dibrugarh University shall be permissible provided that-

(i) Both the Universities conduct B.A./B.Com. degree programme in the semester system.

(ii) The course structure along with the nomenclature of the courses are similar between the

two Universities.

(iii) The combination of courses opted by the candidate are not changed.

(c) In fulfillment of the conditions as laid down in clause 12(b), a candidate may be allowed to

get admission on transfer from other Universities on production of transfer certificate, proof of

classes attended, migration certificate, etc. not later than 1(one) month from the

commencement of the classes of the semester concerned. The records of class attendance,

performance in internal assessment in his/her credit shall be carried over on admission and shall

be computed for the purpose of examination.

(d) A candidate shall have to apply for transfer in the prescribed format of the University.

(a) Usually, the University shall not allow inter-college transfer.

(b) In a special circumstances, a candidate may be allowed to get admission on transfer from

one college/institute to other college/institute affiliated to/permitted by Dibrugarh University

on certificate, etc. not later than 1 (one) month from the commencement of the classes of the

semester concerned or the last mentioned in the University Academic Calendar. The records of

class attendance, performance in internal assessment in his/her credit shall be class attendance;

performance in internal assessment in his/her credit shall be carried over on admission and shall

be computed for the purpose of examination.

(c) No change in course combination shall be allowed with transfer from one college/institute to other.

(d) A candidate shall have to apply for transfer in the prescribed format of the University.

For any matter not covered under the Regulations for the Dibrugarh University Regulation

for B.A./B.Com. programmes in the semester system, 2010, the existing Dibrugarh Univer-

PROGRAMME IN THE SEMESTER SYSTEM:

1.The syllabus for course should be divided into modules or units and

questions shall be set from each unit and students shall be required to

answer questions in each unit. Unit wise distruction of marks shall be shown

in the syllabus.

2.In case of major/non-major courses having practical components, marks

shall be divided into two courses as 6 marks for theory and 40 marks for

practical.

3.The theory and practical courses of a practical subject shall be separate

and independent.

4.The allocation of marks for the practical components in all subjects may

not be exactly 40% of the total marks of the course. However, such

Ø Students must abide by the rules and regulations of the college and maintain discipline in

Organisation seeking to circulate any information or notice or to paste up a notice or

The College has introduced one year Veksetu Post Graduate Translation (English-Hindi- English) Diploma Course recognised by Govt. of India sponsored by SHABDA BHARATI from the year 2015. Dr. (Mrs.) M.M. Saikia is the Coordinator.

Games and sports are integral part of student life. Students are encouraged to take

active part in the sports activities organized by the college. The college has developed a Play

Ground with a Cricket Pitch at its own site at Chukulibharia. Every year the college takes

part in sports events organized at Inter College and local levels. Provision for indoor

games Is being created in the Student Day Home located at the campus of the college.

A well maintained canteen exists in the college premises to provide fresh and quality food and snacks to students at a reasonable price.

The College has a Book Stall in the campus and provides Books and Stationeries to the students at concessional rates.

The Lakhimpur Commerce College Students' Union is the general body of the students of the college. Its membership is compulsory for every regular student of the college. Its office bearers are elected annually. Except this Union no other Students' Union Association is recognized by the college.

The SC/ST and OBC/MOBC students are provided scholarship by the Govt. as per provisions. Merit scholarships from “Mahabox Malchand Memorial Trust”, “Dutta Family Trust” and “Dindayal Shah Educational Trust” are also awarded annually to the students securing highest marks and position in Higher Secondary and Degree Examinations. Poor student scholarship is awarded to the needy students, reimbursement of tuition fee.

Students are entitled to avail travel concession (Railway/Airways). They can avail the same on their way home from the college and back during Vacation only. They can also avail the same during Educational tours and Excursions.

The college has separate common rooms for boys and girls, with attached toilet.

The college owns a Hostel which is situated near the college building. The students who are willing to take Hostel facility have to collect form from college office separately. Dr. D. Rajkonwar is the warden of Hostel.

The students are encouraged to participate in different activities like Drama, Debating, Music and Quiz competitions and Inter-college/Inter-University events. The college organizes an inter College Debating Competition in memory of Late Nazibuddin Ahmed who was a teacher of the College (discontinued temporarily.)

The Publication Cell of the College publishes Annual College Magazine under the name and style of Lakhimpur Commerce College Magazine. This provides an opportunity for the students to exhibit their innate creative talents. Besides, two wall magazines are brought out by the students of the college. All departments of the College have their separate wall magazines.

The Publication Cell of the College publishes “College Prospectus” and a “News Letter” titled 'LCom News' to provide update information about the college and the Dibrugarh University and non-academic matters of interest.

Publication Cell of the College publishes “Lakhimpur Commerce College Research

Journal”( ISSN-23205415) containing the research papers of teachers and academicism of repute

twice in a year in the month of April and October. Dr. G. N. Sarmah is the Editor of the Research

Journal.

The Annual College Magazine shall not be published without taking final clearance from

the publication committee/cell. The decision of the committee regarding publication of the Annual

The college has a women cell to look after the well being of the lady teachers, staff and the girl

students of the college . Dr. S.B. Tamuli is the coordinator of the cell.

Unit Tests and Sessional Examinations will be held periodically and the students must appear in

such examinations, failing which he/she shall be debarred from appearing in the Final

Examination. The students of Degree classes will have to appear Sessional Examinations,

Seminars, Group discussion etc. as part of Internal Assessment system.

The college has excellent library facilities with substantial collection of books,

periodicals, magazines, news papers, besides a number of National and International academic

journals for the benefit of the students and teachers. The library has also developed E-Journal

facility through INFLIBNET.

A reading room is attached to the library with sitting provisions for boys, girls and faculty

members and the office staff. There is the facility of photocopy within the library. The library is on

· The library remains closed on Sundays and notified holidays.

· The library is open during long vacations like Summer Vacation & Puja vacation

· Every borrower is supposed to have agreed to abide by the rules governing the library.

Ignorance of these rules will be no excuse for breach of the same.

· No book shall be taken out of the library without the knowledge of the librarian or until it

has been properly recorded and issued.

· All the students will be provided with two library cards and additional card will be issued

to the Major/Speciality Course students after certification by the Head of the Department

of the concerned Major/Speciality Subject.

· The library cards have to be returned to the library before the declaration of the results of

Selection Test / Test Examination.

· Students should maintain silence within the library premise. They should form QUEUE at

the library counter for library transactions.

· The issue of books for home issue will commence after 1-30 P.M. Students intending to

borrow books should submit their requisition slips containing title of the book/books they

want along with the library cards between 11-00 A.M. and 12-00 Noon. The Librarian will

only be guided by the actual name of the Library Card.

· Loss of this card will deprive the borrower of his right to borrow books.

· Students should take greatest care of their Library Card and have to report to the Librarian

immediately if in case their card is lost.

· A duplicate card will be issued against the lost card on payment of Rs. 7/- towards the lost

card and a fine of Rs. 3/- will be charged for the careless loss.

· Every borrower must examine the condition of a book before it is issued to him; otherwise

in case of mutilation detected later the presumption will be against the borrower.

· In case of loss or of damage done to a book, the borrower is liable to replace a new copy of

the same or pay compensation as fixed by the authority.

· Breach of any rules of the library will attract appropriate punishment from the college

authority.

· Borrowers should maintain the library books properly and the physical facilities provided

therein.

· Students/Borrowers should not under any circumstances attempt to displace the library

books / journals and other reading materials.

· Students are liable to pay a fine of 10 paisa per book for each day of default.

· Books and Journals should be returned within the given period by a borrower and if

failed further issue shall be stopped.

· If the date for return of a book falls on an authorized holiday or vacation, it should be

returned to the library on the day the college opens after the holiday, failing which fine for

the whole vacation will be realized.

· Books in possession of borrowers should be returned to the Library before a long vacation

or before the date for the purpose.

· Books or periodicals must be returned to the Librarian and not to the authorized bearer of

the library.

· Any book or journals which are required to be returned to Library/Librarian for special

reason should be returned forth with; failing which fresh issue would be stopped.

· The library deposit cannot be withdrawn so long as the library dues are cleared.

· No marginal or other notes or marking shall be made in the library books, nor shall any

pictures or pages be removed or torn or otherwise disfigured. In extreme cases the

borrower shall be asked to replace the book damaged by him and also will have to pay a

fine imposed by the Principal.

· Encyclopaedias dictionaries, magazines, journals, maps and rare books will not be issued

for use at home.

· All those who may happen to be inside the library or in its neighbourhood are expected to

observe strict silence. The Librarian has the authority to see that the rule of silence is

strictly observed and to report to the out daily if there is any wilful breach of rule. Faculty

Members are also expected to use their influence to promote the observance of the rules

whenever they are in the library and to the Principal in case of deliberate disobedience

and misbehaviour.

· The book once issued to a borrower will be re-issued to him only if nobody else wants it.

In case of re-issue, necessary entries must be made from Librarian.

· The Library premises should not be used for any purpose other than reading or consulting

books and periodicals of the library.

· Books from the shelves should not be displaced. Books should not be kept other than the

Section for which it is meant.

· Books cannot be transferred from one borrower's card to that of another borrower.

Spitting, gossiping or sleeping in the library is strictly prohibited.

· An Ex-student or an outsider can get the Library facilities only with the special

permission of the Principal. The maximum number of books issued to them will not be

more than 2 (two).

ALUMNI ASSOCIATION

The College has an Alumni Association to keep contact with the past students and to associate them with the college activities and its development. The reputation and vitality of an educational institution depends considerably upon the interest that the institution takes in its alumni the closeness that the alumni feel to their alma mater.

The Lakhimpur Commerce College Alumni Association was established in 2001 with a Central Committee in Lakhimpur. It is a non-profit organization to promote the objectives of the college and establish a continued rapport. The Alumni Association has made a membership drive and at present it has about 500 members.

The membership of the Association is open to all those who have completed their study in this college. The membership fee is stipulated at Rs. 50.

The Association has chalked out a numbers of activities for implementation for the development of the College and upliftment of the neighbourhood and society at large.
