Summary

The policy matrix in Appendix 1 shows the assessment of each policy of the Publication Draft Local

Plan against all the other policies. This is to show that policies are internally consistent as part of the

Soundness Test.

Assessment

The following assessment criteria was used in Appendix 1:

Policies align, share wording, direction or cross-reference and deemed consistent.

Policies are consistent (as above) but wording or cross-referencing could be improved.

Policies are not relevant to each other and deemed compatible as can be read in isolation.

Policy directions align, but inconsistency in the wording.

Conflict in the policy direction or wording.

Appendix 2 details all points of alignment or inconsistency. Neutral (not-relevant) policies are not

listed.

Conclusion

No policies were found to have conflict in their direction or wording (red).

All wording inconsistencies (orange) or where wording could be improved (dark green) were

considered in the preparation of the Schedule of Modifications and Tracked Modification Local Plan.

After considering the inconsistencies, the following conclusion were made:

13. ST1 (e) aligns with DM9 2 (n.b. ‘improve’ v. ‘take account’)

ST1 (e) relates to habitats whereas DM9 2 relates to green corridors and safe movement. Therefore

as two different provisions the difference in wording is acceptable and compatible.

26. ST2 (i) proportionate creation of parking provision v. DM6 2(e) no changes to parking etc.

ST2(i) promotes the proportionate creation of parking provision.DM6 2(e) says no creation of

parking if it would unacceptably affect character and appearance. DM6 2(e) although worded

differently can be deemed compatible with ‘proportionate’ in ST2 (i).

83. DM10 3 is same direction as DM12 4, but first says ‘reduce harm’ and benfits’ whereas

second says ‘net biodiversity gain’.

DM10 3 relates specifically to habitats or species. Whereas, DM12 4 relates to trees and woodland.

Therefore as two different provision the difference in wording is acceptable and compatible.
