New for 2016 Methodology
• Level 3 VA Measures (academic, A Levels and Applied General) exclude Tech Level qualifications;
• For the academic VA measure, key stage 4 prior attainment is based on GCSEs only;
• For the Applied General VA, key stage 4 prior attainment is based on all students results;
• Predicted grades used for value added calculation are based on a new model with 20 key stage 4 prior attainment bands (for each qualification all learners taking the qualification are assigned to one of 20 key stage 4 prior attainment bands. National average Level 3 attainments are then calculated for each band).

OTLA
The Outstanding Teaching, Learning and Assessment (OTLA) programme, is an Education and Training Foundation (ETF) programme which aims to promote and enhance the quality of teaching, learning and assessment in post-16 education and training.
The project will run throughout 2017 and see 20 projects across England receive funding. It will focus on supporting the development of teaching practice and stronger links with employers with the aim of working towards outstanding provision in the sector for all students on technical routes.
ETF's programme in outstanding teaching, learning and assessment aims to progress the provision of post-16 training towards outstanding. It brings practitioners and managers together from across different providers to offer a powerful opportunity for shared learning and development.
Post-16 providers across the country will be able to access the funding, which is being delivered under contract by AoC on behalf of ETF. AoC is working in partnership with AoC London and emfec.
The project will run throughout 2017 and see 20 projects across England receive up to £70,000 funding.

The task: Develop a programme parallel to ETF’s OTLA activities that continues to grow the brand and impact of OTLA
Involve, on average, per project:
• 15 direct staff, with 50 indirect staff across the sector, impacting on
300 learners
• 7 education and training providers
• 3-5 partners, including 2 employers.
Example. Providers and employers collaborate in developing new
approaches to using assistive technologies in the health and social
care sector increasing take-up of adult learning loans to secure
sustainable investment models.

• 1 day a month support from Peer Advisor per project, likely to be
front loaded, with access to virtual network, to facilitate
collaborative approach
• Each Peer Advisor will have 2 projects
