Abstracts No. 60 Espiral, Estudios sobre Estado y Sociedad 245 Vol. XXI No. 60 Mayo / Agosto de 2014 Politics, Democracy and Liberalism in the origins of the Modern Era IGNACIO MEDINA NÚÑEZ This article refers to leading authors on political theory dur- ing the sixteenth and seventeenth century, trying to show and reinterpret their contributions, because they are still important for the analysis of the problems in the contem- porary world. The idea of politics could recover its original sense of common interest over private groups is stressed, and also the one that points out that leaders and legisla- tors should remember the social pact. The purpose is to show how political theory was reborn at the beginning of modernity with some ideological currents: the conception of an authoritarian sovereign State through absolutism, the rebirth of democratic thought through popular sovereignty and a model of rational democracy as the highest form of government. In that time was born also the proposal for the separation of internal State powers by creating the concept of liberalism, which has, at its starting point, the freedom of citizens. Following Latour’s sci- ence studies suggestions, I stress how the material links and arrangements through the different settings of the fieldwork influence the nature of the resulting knowledge. I use the research experiences from fieldwork carried in high class gated communities in the Metropolitan Area of Guadalajara in order to highlight how my symbolic and material distribu- tion in the different settings conditioned the final findings. I conclude the article by assessing the potentialities derived

The political profile of Mexican federal representatives from pan and pri in the lxi Legislature: notes for a qualitative approach mónica montaño & marco antonio cortés guardado
Discontent towards democracy has prompted the study of the leadership in representative institutions from the point of view of human capital. The essay puts forward a qualitative method for the analysis of the political profile of 382 federal representatives from the National Action Party (pan) and the Institutional Revolutionary Party (pri), mem-bers of the lxi Legislature. The analysis takes into consider-ation, among other variables, their professional competen-cies, career and political experience. Main findings suggest a tight relationship between political careers and possible improvements in representative democracy. Neo-conservatism: model of the cultural policy of the State in the Guadalajara metropolitan areaeduardo plazola
Through the structural analysis of content, and the descrip-tion of the practices, the article explores the development plans and reports of Government during the period 2010-2012 of the municipalities that make up the metropolitan area of Guadalajara (ZMG). The purpose is to reveal the philosophy and practices which give form and meaning to the cultural policy of the State, which is an implicit and ex-plicit cultural model that is analogous to neo-conservatism.

Civil Society Organizations and Millennium Development Goals: The Case of pcs

This paper describes the contribution to the Millennium De-velopment Goals in the context of the social development of civil society organizations supported by the social co-in-vestment program in the period 2009-2012 through recur-ring projects. It is found that such projects foster focusing efforts, encouraging a greater specialization and attention to social problems, so that their contribution to the MDGs is potentially high.Key Words: mdg, cso, scp, Third Sector, social develop-ment.

This article presents the results of an ethnographic research into the ways in which the risks inherent to modernity shape subjectivities in the city of Guadalajara in different so-cial positions. The analysis focuses on the subjects’ relation-ship with State institutions, work and family; on the mean-ings and practices that appear in the context of urban daily life marked by the expansion of the ominous; and on the conceptions of community in the context of risk. Espiral: Estudios sobre Estado y Sociedad es una revista cuatrimestral de Investigación científica de la División de Estudios de Estado y Sociedad del Centro Universitario de Ciencias Sociales y Humanidades de la Universidad de Guadalajara. Está abierta a investigadores de ciencias sociales nacionales y extranjeros:
• Publica artículos inéditos que sean producto de investigaciones. No se aceptarán artículos previamente publicados, solo en casos excepcionales, por su oportunidad y calidad, se aceptará publicar artículos que aparezcan en revistas de otros países.
• Quien envíe un manuscrito se compromete a no someterlo simultáneamente a la consideración de otras publicaciones.
• De acuerdo con la política editorial de la revista y respecto a la autoría colectiva, solo se aceptaran como máximo tres autores.
• Todos los artículos serán sometidos al arbitraje del Consejo Editorial, a dictaminadores tanto externos como internos a la entidad que publica Espiral, quienes son investigadores y profesores con reconocido prestigio nacional e internacional, implementando así un sistema objetivo para sus evaluaciones.
• El sistema de dictaminación es doble ciego, por tanto deberá tener dos positivos para su publicación. Si hubiera un positivo y un negativo, se solicitará un tercero que definirá la situación del artículo, siempre respetando que sean un árbitro interno y otro externo a la entidad que publica.
• Una vez aceptado el escrito para su publicación, el autor cede automáticamente los derechos patrimoniales sobre su trabajo y autoriza su difusión impresa y electrónica.
• Los artículos deberán presentarse en archivo digital en cd en formato Word de preferencia y dos copias impresas, o bien por correo electrónico asegurándose de que el archivo fue recibido a través de acuse de recibo de la revista.
• La extensión del escrito deberá ser de 15 a 30 cuartillas o de 5000 a 10 000 palabras, incluidos cuadros, gráficas, notas y bibliografía. Deberá presentarse en cuartillas de 28 líneas (64 golpes por línea, separadas a doble espacio).
• El artículo se deberá acompañar de su resumen y un abstract (con una extensión aproximada de diez líneas), además de incluir la indicación de cinco palabras clave, así como el señalamiento del cargo que ostenta actualmente el autor, la institución a la cual está adscrito y su dirección electrónica, si la tiene.
• Cuando se cite o aluda a un autor, hágase la referencia en el mismo texto entre paréntesis, poniendo apellido del autor, año de la publicación citada y páginas citadas; por ejemplo: (Bowers, 1986: 90-95). Esto obliga a tener un apartado de bibliografía ordenada alfabéticamente. Las notas a pie de página se utilizarán para hacer comentarios y aclaraciones.
• Las gráficas deberán ser editables. De preferencia, importadas desde Excel a Word.
• Para su dictaminación, se aceptan artículos en inglés o francés; pero, de ser aceptados, para que puedan ser publicados deberán traducirse al español, lo cual será responsabilidad del autor.
• Las reseñas deberán tener una extensión de cinco a siete cuartillas. No se admiten presentaciones de libros.
