DESCRIPTION OF LEVEE DISTRICT AREA

The upstream limit on the Mississippi River for the Pontchartrain Levee District is

approximately three-tenths of a mile below (downstream) the Baton Rouge I-10 Bridge at levee

station 00+00 and extends down river to the St. Charles-Jefferson Parish line at levee station

5914+00 all on the east bank of the Mississippi River (115 miles of main line levee). The District is

comprised of six parishes - East Baton Rouge, Iberville, Ascension, St. James, St. John the Baptist

and St. Charles. Administration of levee district affairs is vested in the Board of Commissioners,

composed of nine (9) members.

The Mississippi River relief system, the Bonnet Carre Spillway, is located within our District,

in Norco, Louisiana, although maintenance, upkeep and operation are the United States Army Corps

of Engineers. The decision to operate the Bonnet Carre Spillway is made when existing conditions,

combined with predicated stages and discharges, indicate that the mainline levees in New Orleans

and other downstream communities will be subjected to unacceptable stress from high water and

thus this system allows the Mississippi River flow to be diverted into Lake Pontchartrain and into the

Gulf of Mexico.

In addition to the Pontchartrain Levee District’s maintenance and administrative staff, there is

also a Pontchartrain Levee District Police Department that plays a vital role in the daily operations of

the District. Pontchartrain Levee District Police are very important, not only because they are

enforcing the laws of the State of Louisiana, but because these officers monitor the levee on a daily

basis. Because the levees are constantly being monitored, any change and/or hint of change is

reported to the U.S. Army Corps of Engineers immediately for further inspection.

PLD MISSION

The overall mission of the Pontchartrain Levee District is: To maintain the existing levee

systems in a condition that will ensure integrity and capability to safely withstand the river stages and

hurricanes tidal surges anticipated by their design and condition; to improve by construction or

support the construction by others, of new or enhanced levels of protection as design parameters

change or higher levels of protection are authorized; and to anticipate weaknesses in the system

before and as they develop and actively respond with necessary emergency measures when the

levees are being subjected to river stages or hurricanes tidal surges that would cause flooding within

the jurisdiction of the Pontchartrain Levee District all with the regulations, approval and consent from

the Louisiana Department of Transportation and Development and the U.S. Army Corps Of

Engineers. The U.S. Army Corps of Engineers is particularly important in the consultation process

because as designers and constructors of these federal levee systems, the U.S. Army Corps of

Engineers has the ultimate authority over such a system that they created.

The Board of Commissioners believes this Emergency Operations Plan is essential in order

to achieve overall coordination and proper cooperation with other Agencies for efficient conduct of

activities during periods of emergency. It is our sincere desire to continue the process of improving

flood protection, maintenance and preservation of flood control works, and emergency operations.

The Board of Commissioners and all employees of the Levee District are dedicated to successful

accomplishment of these broad objectives.

EMERGENCY OPERATIONS PLAN

PURPOSE

During each year all or substantial portions of the Pontchartrain Levee District are subject to

the potential disasters of major proportions which require planned emergency operations to protect

people and developments located within impact areas. In addition, this plan is vital for proper

maintenance, protection and preservation of the Mississippi River levees and flood protection

facilities.

These potential disasters result from Mississippi River, Lake Pontchartrain and Lake

Maurepas high water(s), hurricane(s) and large scale accidents of industry and transportation. Thus,

the Pontchartrain Levee District must be prepared to respond immediately to disaster occurrences

with appropriate emergency operations suitable to each instance.

The purpose of this report is to present a plan to guide those activities. However, it must be

recognized that emergency situations are not predictable, and due to circumstances of each (i.e.,

flood stages, degree of severity, hazardous impact, life threatening, etc.) plan elements will be

adapted to fit conditions.

FLOOD FIGHT OF THE MISSISSIPPI RIVER LEVEE

The National Weather Service and the U.S. Army Corps of Engineers monitor the river and can

predict the water heights against the Pontchartrain Levee District mainline Mississippi River levees

usually 10 days in advance. There predictions are utilized to determine the severity of the high water

event. The Pontchartrain Levee District monitors the river gages daily at www.rivergages.com for

the most updated gage information throughout the New Orleans District Basins. Generally, “Flood

Fight” on the Mississippi River can be assumed to start when the river gage at Carrollton reaches 11’

and rising. At this point, the river begins to overflow its natural banks and comes against the man-

made levees. Activity increases; diligent surveillance, inspections and high water reports begin. The

businesses along the batture are notified of the increased river stages and precautions are made for

the potential of the river to continue to rise. If there is a continued rise in the river stages, at 15’ on

the Carrollton gage, the Corps of Engineers will halt any and all work within 1500’ of the mainline

Mississippi River levees. An emergency operation activity includes Phase I and Phase II Flood Fight

activities as declared and carried out by the Corps of Engineers. Ordinarily the Corps of Engineers

enters Phase I prior to a river stage of 12 feet on the Carrollton Gage and Phase II at 15 feet.

MISSISSIPPI RIVER HIGH WATER PROCEDURES 1. HEADQUARTERS OFFICE STAFF - EXECUTIVE DIRECTOR

a. After receiving notice from Corps of Engineers, President will direct, confer and coordinate with the Executive Director and/or Emergency Coordinator, and declare phases. Emergency Coordinator will then work in conjunction with the Corps of Engineers, Louisiana DOTD, GOHSEP and local EOCs on a daily basis, or as appropriate. A daily summary of activities will be presented to President as directed.

b. After consultation with the PLD President, orders will be delegated to the Levee Maintenance and Equipment Maintenance Units and Police Department into emergency operations for high water conditions.

c. Monitor river gages, particularly Baton Rouge and Carrollton (New Orleans). d. Establish a stand-by personnel team for working overtime as may be needed and as

directed. e. Advise President of the Board of Commissioners regarding revenue resources vs.

expenditures with projections, on a frequency as ordered by President. f. Direct Levee Maintenance to designate personnel and vehicles to assist Police

Department for levee inspections and communications. g. Provide assistance and cooperation to all Levee District units, Corps of Engineers,

Louisiana DOTD, GOHSEP, local EOCs and all other affected agencies. h. Coordinate, handle, and designate responses to inquiries from news media and

public.

2. LEVEE MAINTENANCE - LEVEE MAINTENANCE SUPERINTEN DENT

a. Provide continuing maintenance support as directed by Executive Director and/or Emergency Coordinator.

b. Confer daily with President and/or Emergency Coordinator and respond promptly to

requests for action. c. Submit a daily report to President, Executive Director and Emergency Coordinator of

major and special activities to include information input from Levee Foreman III, Mobile Equipment Shop Superintendent, Police Department and other sources, including notes on sandbags, rip-rap, shells, embankments, drainage efforts, etc.

d. Check stock of various materials, sandbags, supplies, parts, other items on a regular

basis and replace or expand as needed. e. Consult with Shop Foreman to verify all equipment, especially Heavy Equipment, is in

“ready condition” to provide assistance as may become necessary. f. Designate essential personnel to assist Police Department for levee inspections and

communications, as directed by President and/or Emergency Coordinator. 3. EQUIPMENT MAINTENANCE - MOBILE EQUIPMENT SHOP SUPE RINTENDENT

Mobile Equipment Shop Superintendent and Captain of the Police Department. f. Dispatch mechanics to provide field maintenance to equipment as required. g. Submit a brief, daily report to Emergency Coordinator and/or Executive Director of

major and special activities, making note of equipment not in working condition and mitigation plans.

4. POLICE DEPARTMENT - CAPTAIN, LEVEE DISTRICT POLI CE

a. Perform daily inspections of the entire levee system. b. Any violations and potential detrimental activities shall be promptly dealt with and

reported to Emergency Coordinator.

STORM/HURRICANE OPERATIONS OVERALL : From the time a storm (potential or actual

hurricane) is reported to possibly enter the Gulf of Mexico, the storm/hurricane path and forecasts

are carefully monitored. When a storm/hurricane moves into or is spawned in the Gulf of Mexico its

path is plotted from official reports and bulletins. Due to abilities of storms to change rapidly and

quickly become dangerous, the Pontchartrain Levee District must be prepared to respond promptly to

protect the levee system and minimize potential damages in the levee district area to the greatest

extent possible. Three different levels of Hurricane Emergency Operations have been established to

accommodate a phased increase in Levee Board activity. It is possible that a storm/hurricane could

form within any of the three phases described herein, and actions would be undertaken as described

under the applicable phase. Initiation of these activities will be determined by Executive Director after

consultation with the President and Emergency Coordinator. Those three phases are:

Phase I - Hurricane Threat—storm appears to be tracking as if it will enter the

Gulf of Mexico and potentially be a threat (H-72 hours out)*

Phase II - Hurricane Watch—storm poses a potential threat concerning the

safety and welfare of the citizens within the Pontchartrain Levee

District jurisdictions (H-48 to H-40 hours out)*

Phase III - Hurricane Warning- storm poses an actual threat and major impact

concerning the safety and welfare of the citizens within the

Pontchartrain Levee District jurisdictions (H-30 to H-24 hours out)*

*Depending on the actual circumstances of the storm, there may be more or less time

available; these phases were created based on history and reasonable justification.

hurricane or its movement to more than 250 miles away from New Orleans, when reasonable

recovery is realized from flooding and/or wind damages, and normal operation can be resumed for

Maintenance, Equipment Maintenance, Police Department and other sources. e. Provide President with a daily summary of activities or as directed by the President. f. Assign personnel to operate and monitor the base radio and handle communications

and pass along information to the Emergency Coordinator during office hours. g. Establish a stand-by personnel list for working overtime, as authorized and required,,

including office support and/or communications. h. Coordinate, handle, and/or designate responses to inquires from news media and

public. 2. LEVEE MAINTENANCE – SHOP SUPERINTENDENT

a. Assign personnel to operate and monitor the base radio and handle communications and pass along information to the Emergency Coordinator during office hours.

b. Provide continuing support as required, and carry out requirements of normal

operations to the maximum extent. c. Consult daily with Emergency Coordinator and/or President to determine action

requirements. d. Check stock of various materials, sandbags, supplies, parts, other items and replace

or expand as needed. e. Submit a brief, daily report to Emergency Coordinator of major and special activities.

a. Consult and coordinate with Headquarters Office Staff for adequate support of radio, telephone and message communications.

b. Consult with Emergency Coordinator and/or President to determine requirements,

needs and alternate plans. c. Check supplies and replenish if necessary. (portable lights, flares, caution lights,

barricades, first aid kits, portable radios, rain gear, etc.) d. Contact Sheriff Office and Police Jury/Parish Council office in each parish impacted

and acknowledge cooperation, set up procedure as needed. e. Complete A through D of sequence within 12 hours. f. Conduct security checks, inspections, and safety patrols as required. g. Submit a brief, daily report to Emergency Coordinator and President of major and

special activities requested and performed.

advised of status. d. Assemble all employees, including Equipment Maintenance and Police Department

and conduct oral review of methods, potential tasks, tentative assignments, crew changes, overtime schedules, etc.

e. Re-contact Corps of Engineers and Louisiana DOTD to ascertain cooperation and

likely action alternatives. f. Maintain a daily log of major and special activities with information input from the

three Levee Board departments and other sources. g. Provide President with a daily summary of activities as directed. h. Initiate and continue overtime work as appropriate and required.

2. LEVEE MAINTENANCE / SHOP SUPERINTENDENT

a. Suspend normal maintenance, except items which must be continued for efficient operations.

b. Move all power equipment to a safe shelter and in strategic locations within the

District. c. Prepare to issue special tools. (rain gear, flashlights, rain boots, other equipment,

etc.) d. Finalize plan for overtime work schedules and develop rosters with crew

assignments, including all employees. Notify each employee to be on "stand by" basis.

e. Assign personnel, as required, to attend headquarters base radio, emergency

telephone and communications. f. Consult daily with Emergency Coordinator and/or President to determine action

requirements. g. Submit daily reports to Emergency Coordinator and/or President of major and special

activities.

assignments, including all employees. . f. Consult daily with Emergency Coordinator and Executive Director and/or President to

determine action requirements. g. Submit daily report to Emergency Coordinator and President of major and special

activities.

4. POLICE DEPARTMENT - CAPTAIN, LEVEE DISTRICT POLI CE

a. Consult and coordinate with Headquarters Office Staff and Levee Maintenance for adequate support of radio, telephone and message communications; and direct E.O.C. activities.

b. Consult with Emergency Coordinator and/or President to determine requirements. c. Finalize plans for overtime work schedules and notify each person involved to be on

"stand by" basis. d. Keep in current contact with local EOCs, Sheriff and Police Jury/Parish Council

offices, each parish affected. e. Submit daily report to Emergency Coordinator and President of major and special

activities.

c. Continue to monitor and plot hurricane positions and advise each working unit at

regular intervals. d. Perform and provide office support activities to all units of the Levee Board, as

authorized e. Continue overtime work as appropriate and required. f. Maintain a daily log of major and special activities with information input from Levee

Board Departments and other sources. g. Contact all board members to confirm contact numbers and availability.

2. LEVEE MAINTENANCE / SHOP SUPERINTENDENT

a. Consult with Emergency Coordinator and President to determine action requirements.

b. Coordinate activities with headquarters, Equipment Maintenance and Police

Department to assure best operations. c. All or parts of personnel are subject to being placed on overtime schedules. d. Dispatch work crews on as needed basis. e. Submit daily reports to Emergency Coordinator and President of major and special

activities.

CANADIAN NATIONAL RAILROAD SWING GATE OPERATION INFORMATION

Prior to closing the Canadian National Railway Swing Gate, the Canadian National Railway Chief Dispatcher should be notified to halt train traffic and notify them of a track obstruction. (Refer to the Canadian National Railway Floodgate contact information sheet) There are locks on the gate, and there is a railing that needs to be removed prior to closing the gate. The gate must be tethered at all times to prevent a free swing. The railroad swing gate could be especially difficult to close in windy conditions. The City of New Orleans has developed a plan to use the Canadian National Railway as an evacuation route. The City Assist Evacuation Plan goes into effect at “54 hours out,” which means 54 hours before tropical storm force winds of 39 mph reach coastal Louisiana. Between 54 hours and 30 hours out, the railroad would be used as a potential evacuation route. Evacuation by rail could continue until 12 hours out if needed. All railroad traffic should be west of the Canadian National Railway Swing Gate by 12 hours out. At this point, the Pontchartrain Levee District will have contacted all parties (refer to contact information at the front of this report) to notify them that the swing gate will be closed.

PONTCHARTRAIN LEVEE DISTRICT OPERATION PROCEDURES

FOR THE CANADIAN NATIONAL RAILROAD SWING GATE IN ST. CHARLES PARISH

The Canadian National Railroad Swing Gate, located at the eastern edge of the St. Charles Parish Hurricane Protection Levee at the St. Charles Parish/Jefferson Parish Line, is a 16 ton gate which closes the gap on the Hurricane Protection Levee in St. Charles Parish. The Pontchartrain Levee District (PLD) has trained personnel on staff to open and close the gate following the procedures described herein.

Since the operation of the gate will typically take place during extreme weather events, and since the gate is in place to contain floodwaters from entering the Parish from Lake Pontchartrain, main concerns include maintaining total control of the gate during the opening/closing procedures and achieving the proper seal adjustments once the gate is closed. Routine maintenance, lubrication, and visual inspections of the locking mechanisms, jacking screw, pivot points and hinges, seal, winches, cables and supports will be performed by the PLD on a quarterly basis. The CNR is responsible for maintaining their alarm and electro-lock. An annual inspection will be performed by representatives of the PLD, the CNR and the US Army Corps of Engineers. Listed below are the operation procedures for the swing gate:

1) If a storm, and/or rising waters from storm surge, poses a threat to St. Charles Parish within 24 hours, the Pontchartrain Levee District (PLD) will contact the ICCN Railroad to inform them of the need for the potential closing of the railroad swing gate by calling the Chief Dispatcher at 800 585 4967. Due to the City of New Orleans’ City Assisted Evacuation Plan (CAEP) which includes evacuation by rail, other emergency contacts are needed prior to the closing of the gate. These include, but are not limited to, the City of New Orleans, Department of Homeland Security, Amtrak, State of Louisiana, Department of Transportation and Development (LDOTD) and the Federal Railroad Administration. Please see the Emergency Contact List attached.

2) Just prior to the scheduled closing time, railroad personnel should arrive at the site to

disengage the alarm and electro-lock . If RR personnel are not on site at the scheduled time or if, for some reason, the PLD is directed to disengage the alarm and electro-lock, the

procedure is as follows:

A. Remove the locks that open the control switch B. Lift handle in the direction shown C. After 15 seconds, you will hear a “sound” D. Move the handle all the way up

This will alert all train traffic to the impending closure of the gate, and disengage the RR device which informs the RR if the gate moves from its locked, open position. While this is being done, PLD personnel will be removing the handrails from the walkway. They are in the swing path of the gate and need to be removed before closing and opening the gate.

3) Once the RR systems are disengaged, lower the jacking screw, remove the lock and

disengage the locking mechanism attached to the gate. At this point, the cable on the winch located on top of the floodwall is preventing the gate from swinging freely. This cable is attached to the gate at all times.

4) Run the cable from the airport side winch through the tackle block located on the southwest

side of the tracks and attach it to the pull eye on the Swing Gate.

5) Release the braking system on the winch located on top of the floodwall and apply resistance. Begin closing the gate by turning the winch on the airport side of the tracks. Be sure to maintain tension on the winch that is mount ed on the floodwall as this will keep the gate from swinging freely.

6) Once the gate reaches 90° and is directly above the support to which the tackle blocks are

attached, place the cable connected to the winch on top of the floodwall through the tackle block and remove the cable connected to the winch on the airport side of the tracks from the tackle block. This will allow the gate to continue to be closed while maintaining tension on the opposite side.

7) Proceed with the gate closure.

8) After the gate is closed and mechanically secured, begin turning the handwheels on the top

of the gate to lower the seal. Be sure to have someone monitor the dropping of the seal to make sure it is being lowered evenly. If the sea l is lowered at differing rates, it may tear and / or not seal properly.

9) Place the plywood templates, as designed by the PLD Heavy Equipment Department, and

the sand bags in all four areas of the track opening. At this point, the Swing Gate is locked and sealed in its closed position. Before leaving the site, make sure that all winching system cables are properly rewound. Do not leave the cables across the tracks. It gives false signals. Also, replace the handrails to the walkway.

Once there is no longer a need for the Swing Gate to be closed, these procedures will be reversed to open the Swing Gate.

INDUSTRY, TRANSPORTATION AND OTHER EMERGENCY OPERAT IONS: Major industrial

development, railroads, highways waterways and ship channels located throughout the Levee

District pose a continuous potential for extensive, serious emergencies to occur at any time, either in

the vicinity of the levee or in other areas of the District. Tornadoes and storm damages are

additional sources of emergency situations. Activities during these periods of emergency operations

will be determined at the time for each incident; and may include such basics as furnishing some

equipment and personnel, providing traffic control and security measures, and other appropriate

procedures.

HEADQUARTERS

a. At the time of being notified of an emergency situation, the President and resident Commissioner(s) shall be promptly advised for the purpose of seeking instructions and/or authorization to extend assistance.

b. Supervisory personnel and Police Department staff may be directed to make on site

assessments of various emergencies at any time. c. Direction and instructions will be given to each unit of the Levee Board organization

regarding the role of Levee Board personnel and extent of activity or assistance. d. Daily or more frequent reports as appropriate, will be made to the President and

resident Commissioner(s), or as otherwise directed. e. Each organizational unit will divert activities as may be required to support and carry

out the role or active areas of the Levee Board for the purpose of assisting governing authorities industries, businesses or other entities during emergency operations and recovery periods.

f. Each unit will submit a daily report to the President and/or Flood Fight Coordinator

regarding progress, overall status, additional needs, and other details.

APPENDIX I POLICIES FOR EMERGENCY OPERATIONS

1. A person from the Levee Board Staff shall be selected and appointed to serve as

"Emergency Coordinator" who will during Emergency Operations:

a. Assist President and act for him during periods of absence. b. Coordinate activities of the Levee Maintenance, Equipment Maintenance, and Police

Department, with direction from the President. c. Act as the primary contact representative to the Corps of Engineers Sector

Commanders during designated Phase I and Phase II periods and likewise to the Department of Transportation and Development.

d. Perform overall duties as instructed and authorized.

2. During periods of Emergency Operations, all request and plans for annual leave and other

types of leave shall be canceled or delayed until the emergency period has been concluded.

Exceptions may be granted by endorsement of the resident Commissioner(s) and President.

3. All employees are expected to respond to overtime schedules as may be assigned.

4. At the conclusion of each Emergency Operations, an expeditious and orderly transition will

be promptly executed to return staff activities to normal operations.

5. Commissioners will be provided with information regarding policies, rules, regulations, and

requirements of the Levee District, State and Federal for flood control, levees, and related

facilities/operations. All Levee District Personnel will be trained to be knowledgeable of this

type of information.
