    Population is everywhere. It's more than just a number: it's a measure of presence, of

    interaction, and of the fabric of society. Every individual added to a household affectseverything, and in turn, impacts a community, a city, a country. Understandingpopulation isn't just about counting heads. It's recognizing how everything isinterconnected and identifying the causes and effects that come about.

    Development is also everywhere. It is advancement and evolution, and a measure ofhow a system comes to be. Applied to society and culture, it is a benchmark of whatpeople have been doing to improve their collective welfare. Understandingdevelopment is as complex a process as that for population: it's about analyzing thefacts, and providing concrete solutions to real-life concerns.

    Mulat Pinoy is a social media initiative of the Probe Media Foundation, Inc. (PMFI), incollaboration with the Philippine Center for Population and Development (PCPD).Originally created as both a new media witness to the 2010 Philippine electoralcandidates and a cross-media venue for the discussion of population and developmentissues, it is now a watchdog entity that seeks to continue its mission to presentrelevant social matters to the online Filipino public.

    Under the auspices of Mulat Pinoy, concerned citizens have reached out to politicalpersonages, government agencies, non-profit organizations and media practitioners,encouraging them to learn more about the state of our population and ourdevelopment as a nation. We believe in the value of free information, and in thedissemination of such to everyone who wishes to have it. Mulat Pinoy maintains its

    own website, and has a presence on major social networking sites. Offline eventshave augmented the initiative's efforts, bringing the call for open awareness to aneven broader audience.

    The Pop-I Video Contest

    Mulat Pinoy has been actively engaging the publicdiscerning youth voters in particularabout populationdynamics and its impact on various economic and

    social concerns. After the elections, the Pop-I VideoContest was Mulat Pinoy's next major step towardsenabling the public to pursue knowledge forthemselves, and to make their opinions heard.

    "Social media and accessible digital technology havebrought about the rise of citizen journalism," saysYasmin Mapua-Tang, Executive Director of PMFI. "Thispast election has seen an unprecedented level ofcoverage and participation from the Filipino onlinecommunity, and we hope to encourage our localbloggers and social network users to continue onlineconversations about key issues like population and

    development."

    Mulat Pinoy recognizes the compelling nature of onlinevideo, and aims to continue harnessing the viral natureof sites like Youtube, where the contest entries wereuploaded by participants. The contest invited citizensfrom all walks of life to submit short videos thatanswered two questions:

    Round One: "Masusunog ka ba sa impyerno kunggumamit ka ng condom (Will you burn in hell if you usea condom)?"

    Round Two: Paano ka makakahanap ng trabaho kungang dami mong karibal? (How can you find a job ifthere are so many applicants?)

    A panel of expert media practitioners and populationand development advocates evaluated all the entries,assessing them based on how well they maximized theopportunity to speak their minds using contemporarytechnology.

    THE JUDGES:

    Cecilia Cheche Lazaro is founding President of Probe Productions, Inc. and anchor of The ProbeTeam the first Filipino investigative newsmagazine for television that has won both local andinternational recognition. Cheche has won several awards for her achievements as a broadcaster anda Filipina. For her outstanding contribution to the TV industry, she was cited by the Cultural Center ofthe Philippines, awarded the Gawad Plaridel given by the UP College of Mass Communications,recognized as TV Journalist of the year by the Rotary Club of Manila, and awarded as one of theOutstanding Women in the Nations Service for Broadcast Journalism.

    On the international front, Cheche has been invited as speaker or lecturer to various internationalconferences of UNESCO, AIBD and Deutsche Welle.

    THE JUDGES:

    Felicitas Rixhon is the Executive Director of the PhilippineCenter for Population and Development, a grantmaking non-profit that promotes a better understanding of the relationshipbetween population and development. She was previously theexecutive director of the youth, women and family-orientedConsuelo Foundation. She is currently the president of theAssociation of Foundations, and is a board member of theCaucus of Development NGO Networks (CODE-NGO) and thePhilippine Council of NGO Certification.

    Fely majored in journalism at the University of Santo Tomas andhas a Masters degree in Communication from the Ateneo deManila University. Her initial career forays in secondaryeducation and the public sector exposed her to issues such aseducation, childrens rights, and nutrition, which ultimately ledto pursue a career in the development sector.

    Ruben Benc Canlas, Jr. is a teacher at the Ateneo GraduateSchool of Business (AGSB) and the Ateneo School of Medicineand Public Health (ASMPH). He teaches MBA, particularlyLeadership and Human Resource courses. He has conductedcreativity and innovation workshops for San Miguel Corporation,Intel Philippines, the National Water Resource Board, AmnestyInternational, etc. He also has given knowledge management(KM) workshops to various organizations.

    Benc is an IT and management consultant at the AsianDevelopment Bank and has provided strategic advice for theDepartment of Health, the Department of Justice, Bureau ofInternal Revenue and the Provincial Government of Bohol. He

    was co-founder and former CEO of Dig It All Solutions Inc, acompany that provides web-based solutions and strategic ITadvice to businesses and organizations. He has worked withProbe Productions to produce award-winning shows like TheProbe Team and Agri-Link. He still occasionally writes TV scriptsfor shows that he likes.

    Daphne-Tatiana Data Tolentino-Canlas is a projectmanager, media practitioner, trainer and a teacher. She hassolid, extensive background and expertise in broadcast mediaproduction; skilled in all major aspects of broadcast online andoffline production and broadcast management. Armed with aBachelors Degree in Broadcast Communication and a MastersDegree in Media Studies, both from UP Diliman, her media andproject management work have taken her to Probe Productionsand the Asian Development Bank to Intel and back to her almamater as a lecturer on radio and TV production.

    Data has received various awards for her TV work, and hasconducted numerous workshops on various aspects of mediaproduction for agencies such as Sunlife, Meralco, ECPAT, UNICEFand Intel.

    Mulat Pinoy:Priming the Public for PopDev

    Since its launch in 2009, Mulat Pinoy has beenorganizing awareness-raising activities to help the

    public view current affairs from a population anddevelopment (popdev) perspective.

    The campaign kicked off with the launch ofmulatpinoy.ph, an online portal for popdev articles,videos, and forums. Mulatpinoy.ph would eventuallyhost presidential profiles and candidate scorecardsidentifying their popdev track record.

    To complement the website and initiate virtualdiscussions, Mulat Pinoy invited bloggers and othersocial media enthusiasts to a day-long workshopfeaturing popdev advocates, investigative journalists,

    even a game developer! The workshop's objective wasto help participants identify and analyze the popdevcomponent of news reports and research findings,making it easier to produce stories though a popdevlens.

    As the 2010 elections drew near, Mulat Pinoy turned itseye on the national candidates' campaign platformsand how these addressed demographic challenges. TheSaturday Kapihan sessions provided a venue for lively- sometimes heated - debate on the interrelationshipsbetween population, development and other majorsocial issues. Government officials, nationalcandidates, and representatives of local andinternational NGOs joined the Mulat Pinoy team foreight sess ions anchored on these themes:Environment, Government Resources, Housing,Healthcare, Education, Employment, Religion, andGender. Live updates of the session were madeavailable on Mulat Pinoy's various social networks, andselected video clips uploaded on the homepage.

    Aside from organizing its own initiatives, Mulat Pinoyraised the popdev profile by participating in variouselection-related activities and establishing partnerships

    with other like-minded organizations. And with thenew administration set to take office in the comingdays, Mulat Pinoy is gearing up for an exciting newchapter.

    Looking Forward

    With the conclusion of the Kapihan Sessions and the Pop-I Video Contest, Mulat Pinoy has morein store for concerned citizens and netizens:

    Nonpartisan Political WatchdogThe elections may be over, but they were just the beginning. A new political landscape isforming, with the elected officials preparing to make their own mark on the Philippines. Willthey stay true to their campaign promises? Mulat Pinoy will join other nonpartisan watchdogentities, keeping an eye on the people we have selected to lead our nation into a new decade.

    Online DiscussionsThe Mulat Pinoy presence on Facebook, Multiply and Twitter continues, and so do the updateson each social network. The public will be invited to keep the issues alive through the regularupdating and reposting of critical issues being covered in mainstream media, concerningPhilippine society, population and development.

    Youth CaravanIn partnership with the Kabataan News Network's (KNN) "Youth Stories on PopDev" project,Mulat Pinoy will be touring at least six areas all over the Philippines to enrich the discussion onthe youth's role in balancing population and resources. Aside from conducting screenings ofthe "PopDev for YOUth" documentary, a mini-concert, talks and discussions will also be held in

    schools and communities. Gifts and prizes will be given to active participants of the caravan.

    Media FellowshipAs part of Mulat Pinoy's agenda to foster better awareness of popdev issues, we will be invitingprint, photo, radio, television and online media practitioners to participate in a media fellowshipfor training on the balanced and diverse coverage of the issues. The fellowship will also provideselected practitioners with financial grants to support intensive stories in media that further theoverall public awareness of population and development issues.

    PopDev for YOUth!

    The Kabataan News Network (KNN) is a network of about 160 young video journalists, aged 14 to20, from ten different areas from all over the Philippines. Since 2003, KNN reporters have beenproducing episodes and video segments about issues that concern the youthfrom cool trends to

    politics and societywith just a little help from their adult managers.

    This time, reporters from Baguio, Camarines Norte, Capiz, Cebu, Davao, Dumaguete, Manila,Mindoro, North Cotabato, and Sarangani Province focused on the topic of population anddevelopment. Each bureau produced segments on the issue of PopDev in their locality, and teamedup with Probe Productions to produce a special documentary entitled PopDev for YOUth.

    PopDev for YOUth is an 18-minute documentary that tackles the relationships between populationand environment, education, fertility rate and reproductive healthall told from the youth'sperspective.

    To prepare for their stories, the reporters had to go through an intensive workshop about populationand development organized by the Philippine Center for Population Development and Probe Media

    Foundation, Inc. During the workshop, they also had to produce mini-segments and infomercialsabout the issues.

    Kabataan News Network (KNN) produces Kabataan X-Press, a show that offers a unique window intothe world of the Filipino youth. The show chronicles more than just what's hip and what's cool, italso looks into major issues that concern young people aged 14-20. Teen prostitution, girl to girlrelationships, election issues, the state of the juvenile justice system, mining in Camarines Norte,and the life of Muslims in Manila are just some of the hard-hitting stories that have been featured onthe show.

    These young journalists are not only given technical training on television production but are alsonurtured to become good, ethical and well-rounded citizens. KNN is implemented by Probe MediaFoundation, Inc., with the support of the United Nations Children's Fund (UNICEF) Philippines.

    The KNN reporters do all the hard work with a little help from their adult bureau managers. Theythink of the topics for their reports and research about them. They shoot, interview, transcribe andwrite the scripts. This makes KNN's Kabataan X-Press a first of its kind, a show that is truly for theyouth and by the youth.

    The Probe Media Foundation, Inc. (PMFI) is a non-stock,

    non-profit organization committed to improving the qualityof media in the Philippines and Asia-Pacific through theeducation and training of media professionals and students.

    PMFI was established by Probe Productions, Inc. (PPI),which has crusaded against corrupt, irresponsible andsensationalist journalism by producing shows of substance,with good production values and ethical and responsibleconduct of business. As a way of fulfilling PPI's mission to

    spur positive social change, PMFI goes beyond the business of producing educational televisionprograms and going into the education of media practitioners.

    PMFI believes in media and communication for positive social change. Its programs promote socialjustice and democracy, and child and youth development, and encourages healthy dialogue throughmedia. The foundation implements programs and projects that encourage the production ofresponsible and ethical media programs and media related activities for children and adults from allsectors of society.

    Initially known as Population Center Foundation (PCF), theFoundation started operations in 1973. Its first mandatewas to serve as a resource institution for the Philippine

    Population Program whose major concern then wasmanaging the growth of the countrys population throughfertility reduction or family planning.

    The PCF was renamed the Philippine Center for Population and Development (PCPD) on February15, 1991 to reflect the change in its mission. As an operating foundation, it expanded its scopebeyond traditional population concerns. Still in the context of population management, itsprograms addressed the social and human development of rural and urban communities in thePhilippines.

    In 2000, the Board of Trustees decided to shift the Foundations role from implementing to grant-making. In this capacity, it provides financial support to policy research and action programs thatpromote a close linkage between population and development.

    PCPD is committed to promoting a better understanding of the relationship between population anddevelopment, empowering Filipino families to make informed decisions and actions that will resultin an improved quality of life. Collectively, they are working towards building a nation that is able tobalance its population and resources.

    PCPD supports initiatives to influence peoples' views and promote actions toward long-term humandevelopment and an appropriate balance between population and resources.
