Recreation Director’s Message
Dear Reader,
The Niverville Recreation Department enjoyed a tremendous year of exciting changes,
growth and success throughout 2015 and I am proud to share our accomplishments in
this Annual Report.
Some of the highlights from 2015 are of particular note:
- We held our 7th Annual Recreation and Wellness Showcase in September
- Many programs that ran this past year were running at full capacity with increased
use of the Niverville Recreation facilities.
- Summer camps were well attended, 2016 will be a new year with in house summer
staff to plan and run summer camps.
- Recreation Director, Chantel Gadient, has been in the position for over a year
- Public Skating for Fall 2015 and Winter 2016 has been sponsored by six local
businesses, allowing public skating to be Free
- Applied and received grants from Community Places Program for the Highlands Park
Development, Canada 150 Funding for the Splash Pad Washroom and Canteen
building, Enabling Accessibility Fund for the Curling Rink Bathrooms, received
Healthy Together Now funding from Southern Health.
It has been a busy and exciting year for the Niverville Recreation Department!

Our Mission
The Niverville Recreation Department is the community connection for sports,
recreation, health and leisure, arts, programs and entertainment. Niverville Recreation
seeks to promote and encourage programs that benefit all ages - children, youth, teens,
adults and seniors; programs that promote personal growth, self-esteem and health
awareness and that significantly contribute to the quality of life enjoyed by all Niverville
Residents.

In 2015 we successfully ran 14 Children’s Programs, 25 Fitness Programs, 6 Spring Break & Summer Camps,
and 10 Workshops. We were unsuccessful with 2 Children’s Programs, 10 Fitness Programs, 4 Spring Break &
Summer Camps and 5 Workshops. Overall 2015 was a successful year in programming, 2016 is looking to be
another full year of programs.

2015 Parks & Facilities In 2015, there were numerous projects happening in Niverville within Hespeler Park, NEW Highlands Park
development, Niverville Centennial Arena and the Niverville Curling Rink.
Hespeler Park:
Hespeler Park was the star of upgrades in 2015, receiving funding from Building Manitoba Fund to build a
large parking lot off of Hespeler Park Circle Drive, to allow more visiting guest to park within Hespeler Park.
The next large project in Hespeler Park was the upgrades to the Baseball Diamonds. The Town of Niverville
Public Work’s department dug up two of the diamonds infields and replaced it with new dirt/clay, in 2016 the
plan is to complete the other two diamonds infields.
The largest project in Hespeler Park is the new
development of the Splash Pad. In Early 2015,
the process started with Request for
Proposals, with awarding Shelmerdine Ltd.
Summer 2015, the construction began of the
splash pad, including the building of
maintenance shed with storage. The Splash
Pad was almost completed by the end of
October 2015. Shelmerdine Ltd. will be
returning in spring 2016 to test the systems
and train staff. Niverville Recreation also
received funding from the Canada 150 Fund
to add onto the Splash Pad to include female and male washrooms with change rooms and a
canteen area to serve healthy snacks for splash pad users, along with soccer and baseball
participants. The building of the washrooms/change rooms and canteen will be tendered out
and awarded early spring 2016 and completed no later than fall 2016.

NEW Highlands Park Development:
The Highlands Park development has finally taken off with the great help of the Community Places Program
Funding in 2015. The Highlands Park is currently the only park in the Highlands residential development. It is
located off of Krahn Road and Tweed Lane, and will consist of green spaces for free play, a play structure,
swing set, walking paths connecting to existing paths along Krahn
Road through to Tween Lane, which then connects paths to Main
Street, connecting the Highlands Development with the rest of
Town.
The Community Places Program funding helped with the beginning
stages of the park; rough landscaping, berm development, top soil,
walking path development and the installation of the in-ground
sprinkler system which will be installed in 2016. The next phase of
park development is the play structure, swing set, benches and
waste receptacles to be installed after phase one is completed.

Niverville Centennial Arena:
Every year the Niverville Centennial Arena gets a fresh coat of paint in the lobby and change rooms, however
in spring 2015 the Public Works staff took on an extreme task of painting the rafters above the ice surface. The
end result has been breath taking, the change from brown wood to white has brightened up the ice surface
drastically. Users of the arena had noticed from the get-go of the changes in the ice surface area and
complemented staff of the brightened change. Things have really changed in the past three years at the
Niverville Centennial Arena for the better.
Niverville Curling Rink:
The Niverville Curling Rink has been through two major changes in 2015, upgrading from the 1970’s
washrooms to current modern and accessible washroom facilities with the help of the Enabling Accessibility
Fund (EAF), and the upgrade of the basement to better suit programming and Curling Club activities.

Parks and recreation opportunities are essential for
strengthening and maintaining a healthy community. Positive
impacts are evident throughout the community. Recreation
brings neighbours together, encourages safer, cleaner
neighbourhoods and creates a livelier community atmosphere.
Parks and recreational facilities also help improve a
community’s image, socioeconomic status and enhances the
area’s desirability.

Annual Recreation Plan for 2016Focus areas in the Annual Recreation Plan 2016 are as follows; Programming, Leadership Development,
Volunteer Development and Public Education and Awareness.
ACTION PLAN Planning Area #1: Programming Goal: To encourage the development of public recreation which will include physical recreation, social recreation, artistic and group’s recreation, intellectual recreation and audience entertainment based on identified need.
OBJECTIVE ACTIONS TIMELINES
Increase use of partnership opportunities in order to develop special events and programs that are accessible to all community members.
Collaborate with organizations targeting specific age and demographic groups, including organizations that target: early childhood, child, youth and teen, seniors, people with disabilities, and low income families to develop a wider variety of accessible sport, recreation, leisure, art and cultural events and programs.

The Niverville Community Services Department does not have a joint use agreement in place with Hanover
School Division, but are working with Hanover school division to create one.
According to the most recent Statcan census (in 2011), Niverville had a population of 3,540 people. This represented 43.7% increase in population from the 2006 census, making it one of the provinces fastest growing communities. The
median age in Niverville is 30.9.
The Statcan 2011 census shows that Niverville has an area of 3.39 square miles [8.8 km²].
Using the above population and land area values, Niverville had a 2011 population density of 402 people per square kilometer.
