BACKGROUND
1. Port Klang*Net – evolved from PKCS project since 1995.
2. Since 1995 EDI was introduced, not much progress.
3. Urgent calls by many key stakeholders to have a dynamic
electronic system in Port Klang instead of only PKCS.
4. The first step - initiate a discussion among key stakeholders.
5. First meeting – 18-May-2010. Meeting agreed to proceed.
6. Port Klang Net Steering Committee was formed comprising
of representative from key stakeholders in Port Klang.
7. Eight IT vendors were asked to provide RFP.
8. RA was selected – appointed by LPK/MOT on 19-Dec-2011
9. Had the 1st TWG meeting – 12-July-2011
10.On 22-Oct-2012 PKN SC decided to proceed with User
Registration+Vessel-ID+SCN modules.

2. Approval by FZA/LPK is subject to ‘Terms &
Conditions” stipulated in therein.
3. Registration by online application via LPK

processing is approved.
5. Approval process within 5 working days
subject full submission of documents.
6. Email alerts are provided by Port Klang*Net
7. Approval is valid for a period of 2 years.
Renewal is required but system will notify you.

You are required by LPK procedures to submit the following supporting documents to the
service counter at Port Klang Authority within 3 working days before your application can
be processed and approved:
• Duly completed and signed original ZB4 form.
• Form 9 and/or 13 or Form B
• Form 49 & 24 or Form 32A
• Copy of Approval Letter from Customs for Agency
• Copy of Warehouse Lease/Rental
Upon receipt of the above supporting documents, your application will be processed by
an assigned officer and a respond will be forwarded to you within 5 working days.
The approval be dispatched to you via this registered email address providing all relevant
details.

Registered User, you are automatically registered in the Port Klang*Net System and you are
required to use the system to update any changes that may take place in your Company/
Firm/Directors/Shareholders profiles.
This User Registration Approval as a USER in Port Klang Free Zone is only valid for
two (2) years. You would be notified one (1) month prior to expiry date to renew your

BACKGROUND
1. Since introduction of EDI, the issuing authority of Vessel ID
and SCN was North Port – on behalf of LPK.
2. Vessel-ID was semi-manual by way of the P5 form.
3. Details of P5 not checked nor verified. Sometimes changes
to Vessel Profile was never reported.
4. Periodic reporting is rather cumbersome, thus accurate
reporting is always a challenge.
5. Vessel-ID & SCN are important to both Shipping Agents as
well as Forwarding Agents.
6. Currently, SCN when issued cannot be changed; thus
creating operational problems when vessels are delayed,
rotation changed and sometimes omitting the call.
7. Any changes to vessel schedule cannot be handled by
current mechanism. Thus ‘hanging-SCN” is now an issue.
8. CUSREP is only adequate for reporting voyage. Thus
CALINF is now introduced to overcome inadequacies.

When to apply for Vessel-ID
1. Generally application for Vessel-ID is made when
vessel is making a maiden call at Port Klang.
2. Application must be made at least 14 days prior to
ETA.
3. Vessel that has changed agency is required to
submit a fresh Vessel-ID application.
4. Vessel having any major changes in the ownership/
nationality/ particulars like name/call-sign or
changes in structural dimensions must have these
changes notified via the system.
Issues to Discuss on SCN
1. Application for SCN by PSA must be applied at least
7 days before scheduled arrival date.
2. Feeders must apply for their SCN at least 14 days
before their scheduled arrival date.
3. Any change of ETA must be amended in PortKlang
Net System not later than 48 hours prior to actual ETA.
4. SCN applied and if used must be cancelled via
PortKlang Net System. System will check every issued
SCN on ETA with ATA. If there is no ATA after ETA
date, system will prompt user by email. Cancellation
must be submitted within 14 days after notification.
