AbOuT THIS DOCumENTOvERvIEW

This document is the Concept Design Report for the Port Lincoln Wharf prepared for the City of Port Lincoln, Flinders Ports and SA Tourism Commission by Oxigen Landscape Architects + Urban Designers. Its purpose is to present the design ideas and concept plan that will guide future strategic implementation and development of the wharf precinct.

The preparation of the concept plan has included workshops and design testing with various stakeholders including Flinders Ports and SA Tourism Commission.

This document aims to bring together the required layers and functional requirements and understand what needs to happen to ensure the wharf precinct effectively integrates the high volume international tourism within the working harbour and better connects the wider foreshore and city centre precincts.

bRIEF + SCOPE

bRIEF

The intent of Port Lincoln wharf concept plan is to provide design solutions for the integration of high volume international tourism within a working harbour precinct.

KEy DESIGN CONSIDERATIONS

> Working wharf

> Safe movement of passengers and crew

> Enjoyable and memorable visitor experience of Port Lincoln

> Improvements to wharf amenity for visitors and local residents

> Opportunities for value-adding to tourism – not just cruise ship passengers – eg. markets

> Integration with the foreshore precinct

> Robust and durable materials for coastal location

> Coastal/maritime/industrial theming

> Building on the existing assets and maritime ‘artefacts’

> Opportunities to improve appearance of existing infrastructure – eg. colour, screening, etc

> Flexible layout to adapt to changes in operations at wharf

> Safety – from working harbour and waters edge

The wharf has shaped the development of the town since the early 1800’s and continues to support and sustain the local community.

8PORT LINCOLN WHARF CONCEPT DESIGN

INTEGRATION OF uSES

The primary design and planning drivers for the development of the site have focussed on the operational requirements of the handling of outgoing bulk grain and the incoming fishing fleet which has created a blurred line within the public realm in the determination of public and private space. This project addresses the inclusion of a new layer of people movement whilst recognising the operational requirements and close interaction of multiple industries.

We recognise, value and understand the public interest and intrigue that is generated from the genuine nature of a working harbour, where large scale activity is publicly viewable and provides a changing daily landscape. It is the sights, sounds and smells of the wharf that typify the daily life of Port Lincoln.

The wharf precinct provides the physical location of the convergence of the town’s primary industries within an accessible and highly visible setting. It is the convergence of agriculture and aquaculture that has shaped the development of the town since the early 1800’s and continues to support and sustain the local community.
