Soaring oil prices are on everyone’s

mind these days. Here’s a look at

what’s behind the rise in prices

and how they impact the economy.

Q: Why have oil prices risen so sharply?

A: It’s easy to point to geopolitical

events, but the general perception is that

global demand is outstripping supply.

Emerging economies like China and India

are demanding more oil to fuel their

growth – at a time when the world’s oil-

producing regions are producing less oil.

According to 2011 IRS fi ling statistics, the average tax refund this year will be about $3,000

– enough to make some positive changes in your fi nances if you choose!

PAY DOWN DEBT. The lower your debt payments, the better your cash fl ow and the more

you’ll have to build for the future. If you’re paying 18 percent interest on a debt, paying it off

with your tax refund would be like earning the 18 percent, tax-free and risk-free!

BUILD AN EMERGENCY FUND. If you don’t already have one, use your refund to start an

emergency fund. This fund should cover three to six months of expenses. Without a rainy

day fund, you may fi nd yourself constantly dipping into your long-term savings to cover

unexpected expenses.

GENERATE A TAX CREDIT. If you’ve absolutely got to spend your refund, at least buy

something with a payback. An energy-effi cient air conditioner or appliance might set you

back initially, but it will save you on your electric bill every month for years to come. If you

invest in things like a solar water heater or geothermal heat pump, you could qualify for a

tax credit of 30 percent of the cost (with $4,000 spent on a solar water heater, next year’s

tax bill will be $1,200 lower!). To learn more, visit www.energystar.gov.

FUND YOUR IRA. By putting your refund into an IRA now and giving it years of growth

potential, you could end up with a sizable amount at retirement. You can contribute up to

$5,000 to your IRA for the 2011 tax year. And if you’re 50 or older, you can contribute up

to $6,000.

Financial liquidity refers to how easily assets can be accessed and turned into cash ... money that can be used easily and quickly. Obviously, money in a checking or savings account is much more liquid than money tied up in real estate or the stock market.

Why Liquidity Matters

Liquidity in your personal fi nances is important. Financial experts recommend that you have enough liquid assets to cover three to six months of expenses.

Some consumers mistakenly consider credit cards and home equity lines of credit to be their emergency fund. If tough times hit, they’ll just “put it on the card.” Unfortunately, credit cards and home equity lines of credit can be impacted if you lose your job or have an accident.

A better idea is to keep funds in truly liquid accounts such as these:

• Savings and checking accounts • Money market accounts• Certifi cates of deposit (short-term)

Plain and simple, liquidity gives you fl exibility. That means you have options!

THE PRICE OF GAS AND THE ECONOMY

Q: Can’t we get oil-rich nations to

produce more oil?

A: Not necessarily. Most of the world’s

oil producers are already working at full

capacity. Only one country, Saudi Arabia,

has excess production capacity (although

we don’t know exactly how much).

Q: How high can oil prices get?

A: In a market economy, there is

technically no limit. But even if at some

point oil prices climb to $120 or even

$150 per barrel, the law of supply and

demand will eventually kick in and

prices will fall as consumers begin

to cut back on oil consumption.

Q: Will higher oil prices put the economy

back into recession?

A: Every dollar spent on petroleum

leaves less to be spent on products and

services that create jobs. Still, most

economists point to the shift in the U.S.

economy away from energy-intensive

manufacturing to our current service

economy, which requires less energy (as

a percentage of gross domestic product).

Q: What about the South Florida economy?

A: Since Florida is heavily dependent

on tourism, rising oil prices are not

good news for our state. Still, a rising

tide lifts all boats, and if the recovery

of the U.S. economy accelerates

as expected, the economy of South

Florida should recover as well.

After coming to the United States, Chavez

went on to study at California’s Fashion

Institute of Design & Merchandising, where

she enjoyed her first taste of designing for the

stars after winning the Nolan Miller/”Dynasty”

Contest and creating an outfit worn by Linda

Evans on the blockbuster TV series.

She then began Lourdes Chavez Couture

with no more than a computer, a sewing

machine and an ironing board. Chavez made

her own patterns, cutting garments on the floor

of a cramped 500-square-foot studio. Relying

on part-time help, including a niece who came

in after high school had finished for the day, she

created her first collection.

Fast-forward a few years later. Chavez now

has 24 full-time employees and creates her

stunning designs in a 9,000-square-foot facility

financed by City National Bank. “As my small

business grew, I needed financing and City

National saw my potential,” she says.
