PORTS & HARBOUR SECURITY

The massive growth of shipping internationally, and the globalization of the container business has brought its own security and threats to Ports & Harbours throughout the world. The threat of attacks on Ports, Naval bases, harbours, oil platforms, terminals, underwater pipelines, shipping and coastal facilities remains a real, and growing concern for all Countries. Terrorist Organizations are now training operatives on diving techniques and the risk of attacks on facilities through diver teams has become a very real threat.

McWhit distributes a wide range of security and defence solutions which can be deployed to both detect and respond to such threats.

Increased threats to Ports & Harbours throughout the world also include the trafficking of people, weapons, explosives and narcotics. McWhit distributes a range of Metal Detectors, Baggage Scanners, Portal Scanners, Mobile X-ray vehicles, and Explosives and Narcotics detection.

We also distribute a range of Turnstiles, Gates, Barriers, Bollards and Rising Vehicle Ramps. As well as Access Control Solutions, including cutting edge ID verification, Biometric Security, and advanced door locking systems, while shipping can be monitored by Radar & Long Range Thermal Camera’s and Ship Security Alert Systems in accordance with SOLAS regulations,

THE PROPOSALEngage in a Build Operate Transfer (BOT) agreement with McWhit Holding (Pty) Ltd; providing:

Port & Harbour security, Perimeter security, Sonar & Radar detection, Implementation of fire,

safety and security systems

All passenger, Baggage cargo and Container screening

equipment.

The proposal will address two major issues:

Importance of Maritime Security to the economy (with constantly increasing international maritime security regulations and advances in technology there is a growing burden associated with funding the investment required to meet these issues);

Worldwide pressure on government funding (where BOT projects can play a major role in funding growth).

THE OBJECTIVES

To create World-Class Maritime Security Operations at no cost to the Authorities; To ensure well managed and professionally run port & harbour security operations in

accordance with international and ISPS standards; To assess, train, improve, monitor & manage the civilian port & harbour security teams

to a high standard; To assess, improve, enhance and expand physical and electronic security systems and

equipment, including maintenance, replacement and upgrade of security equipment during the life of the contract;

To equip the ports / harbours with the latest screening, surveillance and detection technology;

To collaborate with stakeholders and state security agencies to provide a network of security services designed to prevent act of unlawful interference; To enable vessel and cargo operators to conduct their operations via the port / harbour in a safe, secure and profitable manner;

To develop a regular revenue stream to the Authorities via concession fees; To encourage new operators to use the port / harbour due to higher security levels.

THE BENEFITS

Build Operate Transfer (BOT) opportunity to significantly improve and enhance security at Ports & Harbours at NO COST to the Government or Authorities;

McWhit will provide, through our affiliations, the investment and expertise required to improve and enhance security and infrastructure;

The Authorities / Governments receive an ONGOING INCOME STREAM via concession fees and enhanced tax revenue;

We will ensure ongoing compliance with ISPS and International requirements; McWhit invests in the local community providing employment and local purchases; We enhance the efficiency of security operations;

Ensure quality of services to the Authorities and port / harbour operators; Potentially Increase the port / harbour capacity ; Improved security attracts further operators and passengers to the country.

FINANCIAL CONSIDERATIONS

A significant investment of millions is likely to be required to develop the necessary security infrastructure and enhance the standard of the security teams in order to bring and maintain Ports & Harbours to the required standards!

McWhit would enter into a BOT agreement with the Government / Authorities to achieve the Objective under which we will provide all the investment and expertise required;

The service will be paid for by a Security Fee charged on container and other traffic passing through the Port / Harbour facility after installation & setup (no upfront payment required);

The Government / Authorities would pay nothing for the service and would receive a percentage of the monthly cash received as a concession fee;

The Government / Authorities would also achieve a significant saving in the removal of the staff costs which would be taken over by our affiliates and increased tax revenue from their local operations;

TECHNOLOGIES & SERVICES:The project may consist of the implementation and roll out of the following technology solutions and services:-

Cargo & Container Screening Equipment; Passenger & Baggage Screening Equipment; Security Screening Operations; Perimeter Security – Physical & Electronic; Sonar Diver Detection & Disruption Systems; Radar Detection & Tracking Systems; Site Security Solutions; Surveillance Systems including Long Range Marine

Thermal Cameras (ISPS Code Compliant); Fire Detection Systems; Life Safety Systems & Persons On Board Monitoring; Control & Command Facilities; Security Management; Risk Assessments & Vulnerability Reviews; Complete Security Training.

TRAINING PROGRAMME:As part of the roll out an “in country training centre” will be developed providing certified training to international and ISPS standards for all security staff and all persons having access to secure areas on an on-going basis. Such training to include but not limited to:-

Ensuring the development and maintenance of the PSP; Implementing and exercising the PSP; Undertaking regular security inspections of the port facility to ensure the continuation security

measures; Recommending and incorporating, as appropriate, modifications to the PSP in order to correct

deficiencies and to update the plan to take into account relevant changes to the port facility; Enhancing security awareness and vigilance of the port facility personnel; Ensuring adequate training has been provided to personnel responsible for the security of the port

facility; Reporting to the relevant authorities and maintaining records of occurrences which threaten the

security of the port facility; Co-ordinating implementation of the PSP with the appropriate Company and Ship Security

Officer(s); Co-ordinating with MLTS and control authorities; Ensuring that standards for personnel responsible for security of the port facility are met; Ensuring that security equipment is properly operated, tested, calibrated and maintained; Assisting Ship Security Officers in confirming the identity of those seeking to board the ship when

requested; and Attending Port Security Committee meetings as appropriate.
