Formulário de candidatura
Com estas notas, tento descrever um
Estudo de Caso bem sucedido que se
iniciou seguindo passos semelhantes a
uma produção cinematográfica.
História do desenvolvimento
A história inicial e ideia, começou quando
eu, como membro da GEDA (Gauteng
Development Agency), senti-me
perturbado com o facto de Portugal não
estar no radar do Governo Provincial como
um dos destinos e fontes de potenciais
investimentos.
Escrever o roteiro
A escrita do roteiro começou em volta de
uma estratégia para motivar ou influenciar
uma mudança na linha de pensamento
dos personagens mais relevantes.Para que
a estratégia fosse corretamente
implementada, era necessário um elenco
de alto desempenho. Foi então que o
primeiro contato foi efetuado junto da
aicep Portugal Global, que durante a
primeira abordagem, foi muito receptiva
para participar na produção do "Filme".

With these notes, I am attempting to
describe a successful case study that was
initiated, following similar steps of a
“filmmaking production”.
Story development
The initial story and idea, started when
myself, as a member of the GEDA
(Gauteng Development Agency), felt
“disturbed” by Portugal not being on the
radar of the Provincial Government as one
of the main destinations or source for
potential investments.
Writing the screenplay
The scriptwriting started, involving a
strategy to motivate or influence a
change of the line of thought from the
relevant characters.
To be able to implement the strategy a
high performance cast was necessary. It
was then that the first contact was made
with aicep Portugal Global which during
the first approach, was very receptive to
take part in the “Movie”.

Com o apoio do Dr. Jorge Salvado Moreira
da aicep Portugal Global, o roteiro foi
escrito e a estratégia pronta para ser
testada.
Financiamento do filme
Como forma de atrair a atenção de
candidatos relevantes, foi estabelecido
um esforço conjunto de ambas as
organizações (que não assusta-se o
Departamento Financeiro) e com grande
entusiasmo por parte do produtores a
primeira fase foi agendada, ensaiada e
pronta para ser colocada em ação.
Detalhes do roteiro
Mantendo os princípios de que “falhar
não significa fracasso” mas “desistir sim”,
sabiamos que o impossível poderia ser
apenas uma questão de tempo, e
finalmente em 2010, com muito orgulho,
recebemos as notícias do CEO da GEDA a
autorizar a finalização do memorando de
entendimento e apresentação de uma
proposta para consideração da aicep
Portugal Global.
Re-writing the screenplay
With the support of the Mr. Jorge Salvado
Moreira from aicep Portugal Global, the
screenplay was re written, and the
strategy ready for the first tests.
Financing the movie
To be able to have the attention of the
relevant characters, a combined effort of
resources from both organisations (that
did not frighten the finance department)
was established and with great
excitement from the producers, the first
phase was scheduled, rehearsed and
ready to be put into action.
Script breakdown
Sticking to the principals that “failing
does not make you a failure” but rather
“quitting does” we knew that the
impossible could only take a bit more
time and finally in 2010, with great pride
we received the news from the CEO of
GEDA, that a MOU should be finalized
and proposed to aicep Portugal Global
for consideration.

By the middle of the year, every producer and
cast members were ready to proceed to the
chosen location; Lisbon, Portugal.
The reception by aicep Portugal Global left
such a positive mark, that the South African
delegation led by the GEDA CEO, after
consulting with the principals at the base, was
given the green light to ensure full support to
this initiative and secure that this MOU would
serve as an example of a success story.

A meio do ano, todos os produtores e
membros do elenco estavam prontos a
prosseguir para o local escolhido, Lisboa,
Portugal.
A recepção da aicep Portugal Global deixou
tamanha impressão positiva, que a delegação
sul-africana liderada pelo CEO da GEDA
(após a consulta dos princípios base) deu luz
verde e foi assegurado todo o apoio à
iniciativa, garantindo assim que este
memorando de entendimento sirva como
exemplo de uma história de sucesso.

Every step of the plan was followed with great
motivation, and the results were showing that the
recipe and implementation was moving in the
right direction.
With the arrival of Mr. Joao Pedro Pereira, as the
head of aicep Portugal Global, and the re-
structuring that was in progress to merge GEDA
(IPA) and Blue IQ (Public–private partnership),
both agencies of the Department of Economic
development of Gauteng, the Production design
was revised and after our first introduction it was
clear that a new phase was to be born.
The opportunities and follow up from 2010, were
displaying positive results, and the support by our
principals secured.
Portugal was now in the radar as a main
destination of Gauteng to source investments and
expand local business.
Mr. Joao Pedro Pereira, with his knowledge and
experience in Portugal as a country, the handling
of business, legal frameworks, and motivation
have encouraged all involved even further and by
2013, after the completion of all new structures,
the new GGDA (Gauteng Growth and
Development Agency), embarked on a new
mission to Portugal to renew the MOU.

Bank (CGD), was included in the partnership and
during the visit of 2013
Cada passo do plano foi seguido com grande
motivação, e os resultados indicaram que a
receita e implementação estavam a seguir a
direção certa.
Com a chegada do Dr. João Pedro Pereira,
Director da Delegação da aicep Portugal
Global na Africa do Sul e com a
reestruturação que estava em progresso para
a fusão da GEDA (IPA) e Blue IQ (parceria
privada e pública), duas agências do
Departamento de Desenvolvimento
Económico de Gauteng, o desenho da
produção foi revisto e depois da nossa
primeira introdução ficou claro que uma nova
fase estava pronta a nascer.
As oportunidades e o acompanhamento
desde 2010 estavam a mostrar resultados
positivos e o apoio pelos nossos princípios
assegurado.
Portugal estava agora no radar como principal
destino de Gauteng para atrair investimentos
e expandir áreas de negócio.
O Dr. João Pedro Pereira, com o
conhecimento e experiência de Portugal,
como país, operações de negócios, quadros
jurídicos e a sua motivação, encorajou todos
os envolvidos a irem mais adiante. Em 2013,
completadas todas as suas reestruturações, o
novo GGDA (Gauteng Growth and
Development Agency), embarcou numa nova
missão a Portugal para renovar o memorando
de entendimento.
Como parte do novo desenho de produção e
estratégia do Dr. João Pedro Pereira, o
Mercantile Banks (CGD) foi incluído nesta

aicep Portugal Global, and after visits to the
Portuguese system “Janela unica”, GGDA took the
next step, and created in Gauteng a new “one stop
shop” concept, modelled in the Portuguese
system.Today operational and known as GIC,
Gauteng Investment Centre. Between 2011 and 2013
about 10 new investments materialised in Gauteng
from Portugal, with a value of over 100 million Euros
and with more than 300 new jobs generated. It is also
important to note that during 2013 the first visit to
Cabo Verde was also undertaken, with the view at
looking of new ways of cooperation and investments
with an African country (Portuguese speaking) 10
Gauteng companies, through this work and
cooperation between GGDA, aicep Portugal Global
and Mercantile Bank, expanded with the creation of
over 1300 new jobs and a Rand value of 760 million.
During 2014 and after a number of successful
interventions, mission and visits, growth is being
experienced by the initial investments and new ones
are in progress. This includes an investment of a
South African company at present in Portugal, by
setting up a new manufacturing plant, creating in the
first phase approximately 43 new direct jobs in
Portugal. New companies have been attracted to visit
Portugal and have started imports to South Africa. The
case studies developed during 2014 will be available
after the financial year end (2015, March 31) GGDA is
at present receiving many requests from other
countries wanting to “copy, paste” or duplicate this
successful story of which I am very proud and have no
words to express the gratitude of all that have
dedicated so many hours and effort to make this
“Movie” the reality that it is. Presently new missions of
high level are being planned to Portugal and all
countries where Portuguese is the official language as
a main target for Gauteng to source investments and
motivate local companies to invest in.

parceria e durante a visita a Portugal em 2013 foi assinado
um acordo de cooperação em Lisboa na Sede da Caixa
Geral de Depositos. Com o incentivo da aicep Portugal
Global, e após as visitas ao Sistema Português Janela
Única, a GGDA tomou o passo seguinte e criou em
Gauteng o novo conceito “one stop Shop” modelado no
sistema Português. Hoje completamente operacional e
conhecido como GIC, Gauteng Investment Centre. Entre
2011 e 2013 cerca de 10 novos investimentos portugueses
concretizaram-se em Gauteng no valor de mais de 100
milhões de euros e mais de 300 novos postos de trabalho
foram criados. Também é importante mencionar que
durante o ano de 2013 foi realizada uma primeira visita a
Cabo Verde com o objectivo de encontrar novas formas de
cooperacão e investimentos com um país africano de
língua portuguesa. Através do trabalho e cooperacão entre
GGDA, aicep Portugal Global e Mercantile Bank, 10
empresas em Gauteng expandiram e criaram mais 1300
novos postos de trabalho no valor de 760 milhões de
randes. Durante o ano de 2014 e após um grande número
de intervencões de sucesso, missões e visitas, observou-
se um crescimento de investimentos iniciais e o
surgimento de novos. Isto incluí um investimento de uma
empresa sul-africana em Portugal através da construção
de uma nova unidade de produção, criando numa primeira
fase aproximadamente 43 novos postos de trabalho em
Portugal. Novas empresas têm interesse em visitar
Portugal e começaram a importar produtos portugueses
para África do Sul. Os estudos casos desenvolvidos em
2014 estarão disponíveis no fim do ano financeiro (2015,
Março 31). Atualmente a GGDA está a receber vários
pedidos de outros países que querem fazer o “copy paste”
ou duplicar esta história de sucesso da qual me sinto muito
orgulhoso e não tenho palavras para expressar a minha
gratidão a todos os que dedicaram muitas horas do seu
tempo e esforço para fazer deste filme uma realidade.
Atualmente novas missões de alto nível estão a ser
planeadas para Portugal e todos os países de expressão
ofical portuguesa tornaram-se alvos para Gauteng atrair
investimento e motivar as empresas locais também em
investir nesses mercados.

According to IMF, it is expected that this
year SA’s economic growth will reach 2.1%,
if more power will be added to the national
grid to boost production. The lack of
reforms to cope with labour and energy
issues and the slow economic growth of
SA’s main trading partners (EU and China)
will prevent SA of overcoming this forecast.
Despite the fact that weak rand will benefit
local exporters, there will be lower demand
of SA’s products and commodities as well
as the fall in prices (specially iron ore and
coal) adding to this, the recent Greek
political situation and the possibility of
European Central Bank (ECB) to start
quantitative easing (weakening the euro)
will make SA’s exports less competitive
(but facilitate EU exports into the market)
and deteriorate the current account deficit.
This will add more pressure to SA
struggling economy, as it already faces
budget deficit, high public/external debt,
dysfunctional public and private
institutions and collusion scandals in
board rooms. And structural problems (
such as strikes, high labour cost per unit
of product produced, unreliable electricity
supply, increasing electricity prices) that
make SA expensive destination for FDI,
particularly manufacturing sector, and
lowered business confidence levels. This
year, SA will also face higher political
stress driven by the approaching of
government elections, in 2016, which will
cause further labour disturbances,
formation of new political parties. The
pressure of labour market will crowd out
public spending in other priority areas.
The state offered a 5.8% in line with
inflation but unions are demanding 15%
increase in one year. The provincial wage
bill is expected to increase 61% in the
seven years, between 2010-2011 and
2016-2017, above-inflation rate. IMF
warned that above-wage inflation wage
increase will risk economic growth. All
these aspects will be approached in 1st
meeting of monetary policy committee as
well as Budget Speech in February.

Isto irá também aumentar a pressão na
economia sul-africana que já se depara
com défice orçamental, dívida
pública/externa, disfunção de
instituições públicas e privadas. E
problemas estruturais (como as
greves, elevado custo de mão-de-obra

de energia irregular, aumento do preço
da eletricidade) que fazem da África do
Sul um destino caro para o IDE,
particularmente no setor industrial, e
que também tem baixado os níveis do
índice de confiança empresarial. Este
ano África do Sul também irá deparar-
se com maior stress político movido
pela aproximação das eleições do
governo local (2016), que irá causar
mais distúrbios laborais e criação de
novos partidos políticos. A pressão no
mercado laboral irá absorver o
investimento público em outras áreas
prioritárias. O Estado tentou oferecer
um aumento de 5.8%, conforme a taxa
de inflação, mas o sindicato exige 15%
de aumento em um ano. É previsto que
o encargo salarial aumente 61% em
sete anos, entre 2010-2011 e 2016-
2017, acima da taxa de inflação. FMI
avisou que uma subida salarial acima
da taxa de inflação irá pôr em risco o
crescimento económico. Todos esses
aspetos serão abordados na 1º reunião
do Comitê de Politica Monetária e
também no discurso orçamental em
Fevereiro.
No ano anterior of crescimento económico
da África do Sul foi inferior a muitos
países africanos, respetivamente 1.4% e
acima de 5%. Este ano começou com a
desvalorização do rande e a queda do
preço do petróleo que ajudaram a manter
a taxa de inflação dentro do intervalo
target estabelecido pelo South African
Reserve Bank (SARB), por este se um
importador significativo de petróleo e
trigo. É previsto que a taxa de juro
mantenha-se estável, o que resultou da
combinação da flexibilização global da
politica monetária e da baixa taxa de
inflação, assim aliviando o IPC. De acordo
com FMI, é previsto que neste ano o
crescimento económico sul-africano
alcance 2.1%, partindo do princípio que
será adicionado mais energia a rede
nacional estimulando a produção. A falta
de reformas para fazer face as questões
laborais e energéticas e o fraco
crescimento económico dos principais
parceiros comerciais (UE e China) irá
impedir que África do Sul ultrapasse os
2.1%. Apesar de que a desvalorização do
rande venha a beneficiar os exportadores
locais, haverá uma baixa procura de
produtos e commodities sul-africanos
como também queda do preço do carvão
e minério de ferro. Acrescentando a isto,
a recente situação política na Grécia e a
possibilidade do Banco Central Europeu
(BCE) começar com a flexibilização
quantitativa (que enfraquecerá o euro)
tornará as exportações sul-africanas
menos competitivas (mas facilitando as
exportação da UE no mercado) e

Previous year South Africa’s economic
growth was lower than many African
countries which was 1,4% and above
5%, respectively. This year started with
weak rand and the fall in oil and food
prices that help to remain SA’s inflation
rate within SARB target range, as it is a
significant importer of oil and wheat.
The Interest rate is also expected to be
kept on hold as a result of the
combination from easy monetary
policy globally and low inflation, thus
relieving the CPI.

the revised 2014-15 annual revenue

The Organization for Economic Co-
operation and Development (OECD) has
published 15-point action plan to ensure
companies pay their taxes. In SA, the Davis
Tax Committee has recommended
potential changes in tax laws in order to
limit erosion of SA’s tax base through
profit shifting (BEPS). Some of the
recommendations will likely increase the
red tape, such as: Tax Clearance certificate
for high value gifts; change in exchange
control regulations to treat BEPS as invalid
from the outset; pro-active collaboration
between SARS and Reserve Bank’s financial
surveillance department as well as among
countries; and the disclosure of schemes
used by corporate such as hybrids, foreign
tax generalization to the bank financial
surveillance department. Additionally, the
South African Institute of Business
Accountants (Saiba) called for stricter
financial reporting standards of large
companies to ensure transparency. Davis
Tax Committee also suggested the
Finance Minister Nhlanhala Nene on how
to find extra R15bn of tax revenue in order
to reduce budget deficit. Which may likely
to be through the increase of wealth taxes
(estate duty, capital gains tax and VAT on
luxury goods) and 1% increase in normal
VAT. However with the recent fall in oil
price there will be an opportunity to raise
tax revenue rather through the increase on
fuel levy. These recommendations are
likely to appear in the 2015/16 national
budget speech (February) as well as the
non-strategic assets to be sold, likely to
be Telkom and Vodacom, in order to raise
R20bn for Eskom. It is important to note
that SA has the 10th highest tax to GDP
ratio in the world, currently is 26,5% which
is way above the world average of 14,5%
making this destination expensive and
drive companies and individuals to tax-
friendlier countries e.g: Mauritius.

combustível. Estas recomendações
provavelmente irão aparecer no
orçamento nacional 2015/16 (Fevereiro)
como também a venda de ativos não-
estratégicos, que poderão ser Telkom e
Vodacom, a fim de recolher R20bilhões
para Eskom. Importante saber que a África
do Sul tem 10º maior rácio impostos/PIB
no mundo atualmente é 26.5%, que esta
acima da média mundial de 14.5%
tornando este destino caro aumentado o
fluxo para países com politicas fiscais
mais favoráveis .

Agência Nacional de arrecadação fiscal
sul-africana (SARS) apresentou perdas de
receitas fiscais, indicando como principal
problema a recolha do IRC. A revolução
tecnológica criou a oportunidade para as
multinacionais descentralizarem as
linhas de serviços/produções como
também permitiu o uso de Profit Shifting
de um jurisdição de elevada tributação
para mais baixa de forma a diminuir
obrigações fiscais. Isto tem vindo a
contribuir para o financiamento
insuficiente de investimentos públicos e
paraestatais que são fundamentais para
o crescimento económico com e.x:
Eskom. Os negócios online também têm
vindo ameaçar perdas receitas fiscais
devido a falta mecanismos
implementados que possam encontrar
esse tipo de atividades e aplicar taxas.
Contudo, arrecadação fiscal melhorou
marginalmente no final de Novembro de
2014 face ao ano anterior, o que levou ao
um défice orçamental inferior ao
esperado. Mas como apresentada na
tabela abaixo, só foi arrecadado 59%
(R565 bilhões) da receita fiscal anual
2014-15 anunciada na revisão intercalar
do orçamento de 2014.

has consequently resulted in under-
funding of public investments and
parastatals which are crucial for SA’s
economic growth such as Eskom. Online
business has also been posing threat of
tax losses due lack of mechanisms to trace

taxes. However tax collection has
marginally improved in end of November
2014 in comparison with previous year,
which led to a smaller budget deficit than

Such downgrades also indicate the need
for the Department of Trade and Industry
(DTI) to revise two importante pieces of
legislation, which have undermined
foreign investments, such as: the
Promotion and Protection of Investment
Bill, that in practice does the opposite
from its own name as well as the logic
behind of Industrial Development Zone
(IDZ) which is to industrialize and attract
FDI; and the Licensing of Business Bill,
that forces all businesses (from to small
to big) to be registered/licensed by
municipalities, this way increasing red
tape and costs in doing business in this
market. On the other hand, the regulatory
bodies that fall under DTI are currently
facing restructuring in order to increase
their effectiveness in decision-making as
well as accountability.
However, the death of Saudi Arabia’s King
Abdullah may bring some uncertainties in
the energy markets. In South Africa the
inflation rate has slowed from 5.9%
(October) to 5.8% (November) leading to a
slower increase of the cost of intermediate
manufactured goods from 6.2% (October)
to 5.4% (November), specially regarding
chemicals, rubber and plastic and metals.
During these months the PPI for final
manufactured products remained
unchanged and increased moderately
from 6.7% y-o-y in October to 6.5% y-o-
y in November, specially F&B products,
metals, machinery, equipment and
computing. However, transport costs are
not the only influential factor for prices
but also electricity and labour costs which
will be higher this year therefore fall in
prices will not be that significant. In
addition to the impact of weak rand on
imported goods.

A combinação da excessiva oferta do
petróleo (devido ao aumento de
produção no Norte da América) e baixa

também abrandou o aumento do custo de
produtos intermédios fabricados de 6.2%

From 13th -15th of January, President Jacob
Zuma made working visits to Guinea, Angola
and Mozambique in order to stimulate SA
economy and promote business interest in
those mineral rich countries. Guinea has 30%
of the world bauxite used in the SA’s
production of aluminum, Angola has oil,
diamonds and other minerals and also offers
many opportunities for SA’s construction
companies and Mozambique which has large
offshore gas deposits essential to boost SA’s
energy sector. These two PALOP countries
have signed many of bilateral agreements.

hubs provinciais para dar assistência

The South African Chamber of Commerce
and Industry (Sacci) reported a recent fall
in business confidence (local, FDI and
trading partners). The unreliable supply of
energy, weak rand and slow economic
growth outweighed the positive impact of
credit extension to private sector and
lower oil price, therefore the reason for
the fall. Last year, the average was 90
compared to 91,4 in 2013 and this year is
expected same scenario. SA’s electricity
issue was exposed World Economic Forum
(WEF) which took place in Davos from 21-
24 January, as the main concern of
international investors. Another issue that
emerged recently, was truck hijacking that
increased up to 10% in 2014 resulting in a
loss of R1.2bn to the road freight industry.

strong y-o-y growth in total sales of new
vehicles by 10,7% in December, which was
the result of sales incentives. That gave a
