POSITION PAPER NO. 1: WATER, SANITATION & HYGIENE
BUILDING DISASTER RESILIENT COMMUNITIES IN CAMBODIA II
Why do we need more DRR mainstreaming
• Floods are the primary cause of disaster-related deaths (53%: 1,091 reported deaths since 1996)
• The floods in 2013 alone damaged 12,094 wells and boreholes across 18 provinces hampering access to clean water to nearly 2.2 million Cambodians.
What are the position papers for?
• Speaking the same voice
• Advocating for the same actions
• Resources mobilization
Recommendation I: Community Water Supplies
• Elevate at least one functioning handpump, well and/or borehole per 500 residents above historic flood levels (minimum 1 metre).
• Safe sites should be equipped with reliable water sources to provide a minimum of 15 litres per person per day.
• Support pre-positioning of spare parts and chlorine in PDRDs for immediate repairs and cleaning of the most affected infrastructure.
• Support mapping of water supply infrastructure.• Improve sustainability of household water treatment systems. • Ensure effective operation and maintenance of critical WASH
infrastructure in flood-prone areas.
Recommendation II: Sanitation and Hygiene
• Provide sanitation at safe sites.• Mapping and inventory of safe sites.• Support development of and training for low-cost flood-proof
sanitation solutions.• Introduce safe sites environmental planning.• Scale up hygiene promotion during flooding.• Desludging service for latrines prior to flood season
