The  Offshore  Mediterranean  Conference  confirms  once  again  its  increasing  success  with  13,700  registered  participants!  

OMC   2013   reached   over   13,700   participants,   an   increase   of   31%   compared   to   2011,   from   32  countries   worldwide,   a   sign   that   both   the   conference   and   the   exhibition,   now   in   its   eleventh  edition,  confirms  itself  as  one  of  the  most  important  meeting  places  for  all  the  oil  &  gas  operators.  1,210  conference  delegates  participated  in  the  26  technical  sessions,  120  papers  from  22  countries  were   selected   for   oral   presentation,   from   over   200   submitted   abstracts.   In   addition,   8   Official  Delegations  attended  the  11th  OMC,  from  Algeria,  Egypt,  Ghana,  Iraq,  Libya,  Mozambique,  Norway  and  Pakistan.  The  exhibition  covered  over  20,500  square  meters  including:

OMC  2013  CONFERENCE  The  2013  edition  took  place  at  a  particular  poignant  and  exciting  time  for  the  industry.  After  several  years   of   relative   quiet   on   the   exploration   front,   great   attention   has   been   drawn   to   the  Mediterranean  Sea  with  the  discovery  of  giant  fields  in  its  Eastern  basin,  which  is  emerging  as  a  new  frontier  for  exploration  activity  and  is  generating  some  of  the  most  interesting  news  globally.  The  Opening  Ceremony  on  March  20th  saw  the  presence  and  participation  of  Ministerial  Authorities  from   the   Italian   Government   as   well   as   from   the   Governments   of   the  Mediterranean   Countries,  CEOs  of  NOCs  and  IOCs  and  Executives  of  the  major  Service  Companies.      The  Opening  Ceremony  was  introduced  by:

   The  Plenary  Session  theme,  “Charting  a  course  in  a  changing  sea”,  offered  a  deep  insight  into  the  world  energy  scenario,  with  a  focus  on  the  Mediterranean  and  its  expected  evolution  but  also  with  a  great  attention  on  how  the  Operators  are  getting  organized  to  face  the  global  problems.    The  keynote  speakers  included:  Paolo  Scaroni       CEO  eni,  and  Chairman  of  the  Session  Claudio  De  Vincenti     Under  Secretary,  Ministry  of  Economic  Development,  Italy    H.E.  Osama  Kamal     Minister  of  Petroleum  and  Mineral  Resources,  Egypt  H.E.  Abdulkareem  Luaibi   Minister  of  Oil,  Iraq  Hamed  Mecheraoui     Advisor  to  Minister  of  Energy,  Algeria  Abulgasem  Zwary     Advisor  at  NOC,  Libya  Mohand  Said  Malla     Director  for  Exploration  Sonatrach,  Algeria  Fituri  El  Hag,       Chairman  of  Mabrouk,  Libya  Bruno  Lescoeur     CEO  Edison  Jonathan  Lewis       Senior  Vice  President  for  Europe  Sub  Saharan  Africa,  Halliburton    Satish  Pai       Executive  Vice  President  Operations,  Schlumberger  Limited

Paolo   Scaroni,   CEO   eni   and   Chairman   of   the   Session,   just   back   from   the  presentation   of   the   eni   four-­‐year   strategic   plan,   opening   the   round   table,  touched  the   three   topics   that  were  of  greatest   interest   to   investors:   the  gas  issue,  geopolitics  in  North  Africa  and  the  Iraqi  scenario.  In  the  gas  market  a  lot  of   things   have   changed.   The   stable   gas   world,   where   everything   was  predictable,   is   now   prehistory.   New   facts   have   emerged:   shale   gas,   market  liberalization   in  Europe,   the  economic  crisis  and  the  unseen  dynamics  of   the  price  (they  vary  from  3,5  $/Mbtu  in  the  USA  to  11  in  Europe  and  up  to  17  in  the   Far   East).   The   new   contracts   must   be   based   on   new   methodologies  considering  the  issue  of  the  security  of  supply.  Scaroni’s  view  on  North  Africa,  based   on   eni’s   traditional   presence   in   these   countries,   is   quite   optimistic.  

About  Iraq  he  said  that  there  are  only  few  countries  in  the  world  with  a  potential  of  multimillion  of  barrels   per   day,   but   some   issues   are   still   present   and   must   be   addressed   like   bureaucracy,  permissions  and  profitability.      From  the  ministerial  side  there  were  the  contributions  of  Claudio  De  Vincenti,  Under   Secretary   at   the  Ministry   of   Economic  Development,  who   shared  Mr  Scaroni’s  view  on  the  deep  change  being  experienced  by  the  industry.  Europe  however   is  not   in  a  position,   for  many   reasons,   to  adopt   the   same  scenario  being  developed  in  the  USA.  EU  should  establish  a  unified  market,  diversifying  origins  and  routes  of  supply  and  establishing  strong  liaison  with  the  producing  countries.  The  road  map  to  2050  should  work  on  a  different  energy  mix,  on  better  efficiency  and  on  technologies  aimed  at  reducing  emissions.  All  that  is  in  the  framework  of  SEN,  the  national  energy  strategy,  prepared  by  the  Italian  Government  after  gathering  contributions  from  the  various  stakeholders.        

According   to  Osama   Kamal,  Minister   of   Petroleum   and  Mineral   Resources   of  Egypt,   in   a   world   full   of   uncertainties,   one   thing   is   certain:   aspiration   for  enhancing  standards  of  living,  and  population  growth  worldwide.  That  will  push  energy  needs  higher  and  higher  every  day.  Energy  demand  will  increase  by  one  third  during  the  coming  20  years.  Governments  and  financial   institutions  must  give   priorities   to   finance   strategic   energy   projects.   This   can   only   be   achieved  through   strengthening   the   dialogue   and   cooperation   between   producers   and  consumers.  Egypt  is  witnessing  an  unprecedented  awakening  that  has  opened  a  new  era  of  boundless  aspirations.  The  realization  of  these  aspirations  will  need  more   energy   to   fuel   economic   and   social   development   plans.   Despites   the  

challenges   Egypt   is   facing,   the   petroleum   sector   was   one   of   the   few   sectors   that   were   not  significantly   affected   during   the   past   period.   The  Minister   of   petroleum   is   ready   to   take   all   the  necessary  steps  to  further  encourage  the  international  companies  to  participate  in  the  development  of  oil  &  gas.

Abdulkareem   Luaibi,   Minister   of   Oil   of   Iraq,   presented   the   ambitious  development  strategy  of  his  country.  In  the  next  5  years  the  country  is  planning  investments   of   some   130   B$,   drilling   3000   wells   and   building   the   relevant  facilities  to  reach  a  production  target  of  9  Mbopd.  Moreover  the  government  is  placing  close  attention  to  the  development  of  gas  in  order  to  place  Iraq  among  the  major  gas  exporters.  At  the  same  time  a  big  boost  is  given  to  exploration.  So  far  75  fields  have  been  discovered  but  a  huge  hydrocarbon  potential  still  exists  in   the   country.  Within   this   year   a   new   exploration   bid   round   (the   5th)  will   be  launched  offering  to  the  IOCs  10  new  blocks  with  an  amended  contract.          

Ahmed  Mecheraoui,  Advisor  to  Algerian  Minister  of  Energy,  underlined   the  efforts   of   the  Country   to  meet   the  different  challenges:   to   remain   an   active   player   in   the   global   energy  market  while  meeting  the  growing  domestic  needs,  to  make  the   unconventionals   profitable   with   no   effect   on   the  environment,   to   guarantee   the   best   and   safest   working  conditions.   To   this   effect   new   amendments   have   been  adopted  and  published  in  the  hydrocarbon  law.    

   For  Bruno  Lescoeur,  CEO  Edison,  in  the  global  energy  scenario,  characterized   by   limited   and   concentrated   resources,  geopolitical   unbalance   and   financial   constraints;   the  Mediterranean   could   be   a   game   changer   with   its   high  hydrocarbon  potential.  This  represents  an  opportunity  for  Italy  that  has  not   to  be  wasted.  The  new  National  Energy  Strategy  (SEN)  is  an  ambitious  project  but  its  implementation  is  the  real  next  challenge.            A  deep  insight  into  the  energy  policies  of  the  NOC  came  from  Abulgasem  Zwary,  Board  Advisor  at  NOC  Libya  who  presented  an  overview  on  Libya  offshore  potential  (81  tcf  and  20  Bbbl)  and  Fituri  El  Haj,   Chairman   of   Mabrouk   Oil   Libya   entered   into   a   detailed   analysis   of   plans   and   strategies.  Mohand   Said   Malla,   Director   for   Exploration   Sonatrach   –   Algeria   offered   an   overview   of   the  Algerian  hydrocarbon  Industry  and  Sonatrach  development  plan  and  strategy  that  covers  the  entire  energy  sector  from  upstream  to  downstream  and  distribution.

Halliburton   and   Schlumberger   presented   the   contributions   of   the   Service  Companies.   Jonathan   Lewis,   Sr.   VP   for   Europe   Sub   Saharan   Africa   of  Halliburton,   discussed   the   subject   “Making   Unconventional…   Conventional”,  communicating   the   benefits   while   assuring   environmental   and   economic  sustainability.              

Satish   Pai,   Executive   VP   Operations   of   Schlumberger,   discussed   the   today  challenges:   Deep   water,   new   Frontiers,   improved   EOR.   They   require  technological  innovation  and  competent  personnel.    

 

TECHNICAL  SESSIONS    120  papers  were  selected  and  presented  through  26  technical  sessions  over  the  2,5  day  congress.      The  Programme  Committee  put  together  a  wide-­‐ranging  technical  programme  offering  a  broad  view  of  the  scientific,  technological  and  industrial  achievements  of  the  oil  &  gas  sector.    The   themes  of  major   relevance   focused  on   the   challenges   that  have   come  up   recently:   the  huge  discoveries  in  the  Eastern  Mediterranean,  a  subject  of  great  importance  to  the  oil  industry  that  will  certainly  be  of  vital   interest   in  the  coming  years;   the  production  from  low  permeability  reservoirs  (shale  oil   and   shale  gas)   including  methods   to   improve  productivity,  minimizing  at   the   same   time  their   environmental   impact;   the   new   frontier   of   emerging   technologies   discussed   in   the   session  “Technologies  for  the  Future”.      

                   

Technical  Sessions  and  Workshops    In  addition,  the  programme  offered  three  specialized  Technical  Workshops:  one  “Facing  the  Oil  &  Gas  Challenge:  The  Automation  Industry  Solutions  and  New  Technologies”  provided  an  overview  on  the  new  proven  technologies  to  improve  energy  management,  process  control  and  safe  operations  the   other   “Offshore   Service   Vessels:   Features,   Technology,   Innovation”   addressed   the   progress  made   in   the  design  and  operational   features  of  new  offshore  service  vessels.  On   the   last  day   the  MaRExMed   (Marine   Renewable   Energies   for   Mediterranean)   workshop   was   organised   by  OWEMES   to   promote   cooperation   between   the   international   Oil   &   Gas   industry   attending   OMC  2013  and  the  Italian  R&D  organisations  and  Universities  active  on  Marine  Renewable  Energies.

The  technical  programme  was  complemented  by  a  timely  Special   Session   on   the   topic   of   “Social   Responsibility   in  Frontier  and  Mature  areas”  which  served  to  reinforce  the  particular  attention  that  OMC  has  always  dedicated  to  the  issues  of  health,  safety  and  the  environment.    Eni,  Shell,  Total,  Assomineraria  and  Halliburton  presented  case   histories   of   projects   undertaken   in   the   countries  where  they  operate  to  promote  the  local  economy  in  full  respect   of   the   safety,   the   environment   the   local   culture  

and  tradition,  responding  positively  to  the  needs  and  concerns  of  the  area.    Besides   the   technical  programme,  OMC  fueled  dialogue  and  exchange  of  ideas  hosting  a  series  of  side  events:      -­‐  The   Italian-­‐Norwegian   Energy   forum   for   an  exchange  of  views  and  technologies  between  the  two  associations  of   offshore   contractors   INTSOK   and   ROCA.   The   Italian  ambassador  in  Norway  attended  the  forum.    -­‐  Assomineraria  held  its  workshop  to  debate  on  “O&G  in  Italy,  what’s  to  be  done  to  reach  the  industrial  targets  set  by  the  recently  approved  National  Energy  Strategy”.    Presentations  Arena  &  SPE  Contest    

University  students  had  a  privileged  meeting  place  within  OMC,  where  E&P  and  Service  companies  illustrated  what  the   energy   sector   is   about   as   well   as   the   career  opportunities.   In   addition,   the   2013   edition   hosted   the  “Student   Contest”,   a   competition   organized   by   SPE  Europe.    Students,   coming   from   different   European   Technical  Universities   were   selected   to   present   their   papers   and  research   on   all   the   different   aspects   of   petroleum  engineering   to   a   judging   panel   of   Industry   Professionals  

and   compete   for   a   cash  prize  and  a   guaranteed  place  at   the  SPE  Annual   Technical  Conference   in  October  2013  and  the  Annual  Student  Paper  Contest.    B2B  Meetings  Eurosportello-­‐Chamber   of   Commerce   of   Ravenna,   in  collaboration   with   the   Enterprise   Europe   Network   and  the   SIMPLER   consortium,   organised   a   b2b   event   in   the  framework  of  OMC  2013.  Over   2   day   activities,   almost   250   face-­‐to-­‐face  meetings  were  achieved!

OMC  2013  EXHIBITION  A  WORLD  OF  OIL  &  GAS  PRODUCTS  AND  SERVICES  ON  DISPLAY  AT  OMC!    For  the  2013  edition  of  the  OMC  EXHIBITION,  space  was  sold  out  2  months  in  advance  and  provided  an  even  larger  Exhibition  than  ever  before  with  this  record  edition.    Since  the  first  edition,  which  dates  back  20  years  ago,  the  OMC  Exhibition  has  continued  increasing  year  by   year:  over   20,500   square  meters   for   the   2013   edition   represents   15%   additional   space  compared  to  the  previous  event.    The  increase  in  the  number  of  exhibiting  companies   is  very  satisfactory  as  well:  a  total  number  of  570   exhibiting   companies   from   30   countries   (25%   increase),   and   over   1,000   square   meters   of  outdoor   exhibits   displaying   floating   equipment,   deck   equipment,   generators,   demonstrations   of  corrosion  prevention  technology,  pigs  and  pig  equipment.
