Stamp OverviewIn 2009, the U.S. Postal Service® continues its Flags of

Our Nation stamp series with 10 more stamp designs. The stamps, arranged alphabetically in strips of 10 and sold in coils of 50 (five strips of 10 designs in each coil), feature the states of Kentucky, Louisiana, Maine, Maryland, Massachusetts, Michigan, Minnesota, Mississippi, Missouri, and the USA (Waves of Grain) flag. The first-day-of-issue dedication ceremony takes place August 6 at the American Philatelic Society Stamp Show in Pittsburgh, Pennsylvania.

In addition to the flag art, each stamp design includes artwork that provides a “snapshot view” of the state or other area represented by a particular flag. In most cases, an everyday scene or activity is shown, but occasionally the view is of something less commonplace — rare wildlife, perhaps, or a stunning vista. Unlike some previous multi-stamp issuances, this series is not limited to official ani-mals, flowers, or products, nor is it meant to showcase well-known buildings, landmarks, or monuments.

This Publicity Kit has been developed to support your efforts to promote these stamps. The kit provides informa-tion about the stamps, postmarks, event planning, and publicity.

Design BriefThese se-tenant stamps (a philatelic term describing an

attached pair, strip, or block of stamps that differ in design, color, or denomination) are arranged alphabetically in strips of 10 and sold in coils of 50 (five strips of 10 designs in each coil). Individual stamps will be twice the width of standard definitives.

Artist Tom Engeman, a resident of Bethany Beach, Del-aware, created the detailed flag portraits on the stamps, reproducing as accurately as possible — considering the stamp-size format — such complex elements as intricate state seals and coats of arms. Over the years, the artist’s colorful and imaginative designs have appeared on many Postal Service™ products, including the National World

War II Memorial stamp (2004) and the nation’s first Forever Stamp™ (2007).

Engeman also created the background artwork that appears on the stamps. In most cases, an everyday scene or activity is shown, but occasionally the view is of some-thing less commonplace such as rare wildlife or a stunning vista. Unlike previous multi-stamp issuances, this series is not limited to official animals, flowers, or products, nor is it meant to showcase well-known buildings, landmarks, or monuments.

Stamp Art References — Set 3

Kentucky This is a navy blue flag with the state seal in the middle;

the seal shows two friends with the words “United We Stand” above them and “Divided We Fall” below them. Snapshot art features horses and the state’s Bluegrass region.

Louisiana The state coat of arms at the center of the flag depicts

the state bird, a pelican, feeding its young. Snapshot art shows brown pelicans in flight.

Maine The coat of arms on the Maine flag includes a “husband-

man, resting on a scythe” and a “seaman, resting on an anchor” on either side of a shield featuring a moose and a pine tree. Snapshot art also includes a moose.

Maryland The colors and patterns on this state flag are from the

coats of arms of two of Maryland’s founding families: the Calverts (yellow and black) and the Crosslands (red and white). Snapshot art shows a red-winged blackbird in a cat-tail marsh.

Massachusetts The flag holds the state coat of arms, which features a

Native American man holding a bow in his right hand and an arrow in his left hand; the arrow points downward as a symbol of peace. Snapshot art shows seabirds in flight, with sailboats in the background.

Michigan At the center of the flag is the state coat of arms; the

word “TUEBOR” can be translated as “I will defend.” Snap-shot art shows vessels commonly seen on the Great Lakes.

Minnesota The flag design incorporates the state seal, state flower,

state name, and important dates in state history. Snapshot art features a grain elevator on a riverbank with swans in the foreground.

Mississippi In the flag’s red union is “a broad blue diagonal cross”

emblazoned with 13 stars and bordered with white; the field has three bars of blue, white, and red. Snapshot art shows black bears in a wooded area.

Missouri The flag has three broad horizontal stripes of red, white,

and blue; centered on the white stripe is the state coat of arms, surrounded by a blue band containing 24 stars. Snapshot art features a paddle wheeler on a river.

Stars and Stripes The 13 horizontal stripes represent the 13 original colo-

nies; the 50 stars represent the 50 states. Snapshot art depicts the “amber waves of grain” of “America the Beau-tiful,” by Katharine Lee Bates.

First Day of Issue and First Day of Sale Postmarks

The Postal Service has authorized a first day of issue postmark design for the first day of issue ceremony in Pitts-burgh, Pennsylvania, where all 10 stamps in the coil will be dedicated on August 6, 2009. The Postal Service has also authorized a first day of sale postmark for dedication events held on August 6 in cities other than the officially designated first day of issue city. Customers have 60 days to obtain the first day of issue and the first day of sale post-marks by mail.

First Day of Issue PostmarkCustomers desiring the first day of issue postmark

should affix the stamps to envelopes of their choice, address the envelopes to themselves or others, and place them in a larger envelope addressed to:

After applying the postmark, the Postal Service will return the envelopes through the mail. There is no charge for the postmark. All requests must be postmarked by October 7, 2009.

Pictorial PostmarksStamp dedication events held on days following the first

day of issue or first day of sale events are known as special dedication ceremonies. The first day of sale postmarks, shown in this section, may be modified for special dedica-tion ceremonies. To use the first day of sale postmark art-work for a special dedication event, the “First Day of Sale” wording must be replaced with the name of the “Station” where the special dedication event will be held. The post-master’s city, state, and ZIP™ Code must also appear in the postmark, just under the banner.

Post Offices can offer these postmarks through mail-back service for 30 days. The Postal Service must make all postmarking services known to collectors through advance

publicity in the Postal Bulletin. Therefore, all first day of sale and special dedication pictorial postmarks must be reported to Stamp Services 2 weeks before the events using PS Form 413, Pictorial Postmark Announcement/Report.

First Day of Sale State Postmarks

Guidelines for Finalizing First Day of Sale and Special Dedication Pictorial Postmarks

To finalize the first day of sale and special dedication pictorial postmarks, insert the date and the city, state, and ZIP Code of the postmaster of the city where the event will be held within the postmark banner.

Customers who want a copy of a singular postmark should affix the stamps to envelopes of their choice, address the envelopes to themselves or others, and place them in a larger envelope addressed to:

First Day of Issue, First Day of Sale, and Special Dedication Events

A first day of issue ceremony for the complete third set of the Flags of Our Nation stamps will be held in Pittsburgh, Pennsylvania, on August 6, 2009.

First day of sale ceremonies for the individual Flags of Our Nation stamps will also be held on September 2. Special dedication events will be held after September 2, and pictorial postmarks may be created using the first day of sale artwork, provided the word “Station” is depicted in the postmark.

First Day of Sale and Special Dedication Event Planning Checklist

When planning Flags of Our Nation first-day-of-sale and special dedication events, keep the following suggestions in mind:

a. Begin planning immediately. Start by ordering suffi-cient stamps and products from the Stamp Distribu-tion Office.

b. Coordinate with your Government Relations repre-sentative as you reach out to the state governors, or other state officials, to determine the location of your event, and to invite participation by the local Travel Industry Association (TIA) representative (www.tia.org). You should secure Postal Service par-ticipants and other non–Postal Service participants including the head of the local Chamber of Com-merce and local politicians.

c. Launch a local publicity campaign using the materi-als in this kit.

d. Draft a time line and remarks for speakers.

e. Furnish a final briefing sheet to all ceremony participants.

f. Plan retail opportunities encouraging sales of the stamps.

g. Prepare local invitations to the event.

h. Send news clippings to your area Corporate Com-munications local contacts.

First Day of Sale and Special Dedication Event Tips

Before the eventSend a written invitation 2 weeks before the event to

the mayor of your community and any other local elected officials you feel would be appropriate. The local postmas-ter or district manager should sign the invitations.

Follow up on the written invitation with a telephone call to the elected official’s scheduler within a week if you have not received a reply. You may need to call more than once.

Keep in touch with all elected officials who respond. If asked, provide updated information to the elected official’s staff as it becomes available (such as who else is partici-pating, where and when to meet, what his or her role will be, etc.). Stress that remarks should be brief and limited to the unveiling of the Flags of Our Nation stamps and recog-nition of the role of the U. S. Postal Service in celebrating the state’s majestic flag, our nation’s natural features and cultural diversity, and our mission to bind the nation together through affordable, universal service.

If you create a program, include names of all partici-pating elected officials on the program as honored guests, and mention them in all media advisories.

After the eventSend a written thank you letter to all elected officials

who participated in the ceremony, expressing your appreciation.

Provide copies of any newspaper articles about the event to their offices. Even though they might see those articles on their own, you can take the opportunity to remind them of the press coverage the event received.

Provide a small supply of extra cachets or coverswith the special cancellation, if applicable, to elected offi-cials, even to those who could not attend. These make great giveaways and serve as a positive reminder of the event.

Obtain and frame a photo of the elected official posing beside the stamp image and make an appointment to present it in person, if possible. A matted, well-framed photograph stands a good chance of being hung on the wall of the official’s office, again serving as a positive reminder of the event.

Keep in touch with your elected officials. Good relation-ships are built over time.

Publicity IdeasThe release of these stamps offers an ideal opportunity

for postal communities in each state to celebrate their flag and connect with residents and community leaders. There are many ways to generate local media interest in the stamps.

Host a Flags of Our Nation celebration of the diversity of your local community. Invite community members to display ethnic foods, arts, and crafts and perform music and dance. Invite caretakers of local historic and scenic venues (e.g., historic buildings, light-houses, state forests, large parks, and lakes) to have displays at the celebration.

Host a press conference announcing the issuance of the Flags of Our Nation stamps. Participants might include the postmaster and the head of the local Chamber of Commerce.

Develop a state flag display at your Post Office™ and invite operators of local historic houses, renovated factories, riverboats, lighthouses, etc., and local Chambers of Commerce to contribute images for a colorful patriotic display.

Plan an event at the local library or other public loca-tion and include a display of an enlargement of the new stamp for your state flag. Invite appropriate speakers including congressional, civic, and commu-nity leaders.

Invite groups of children — children of postal employees, Boy Scout and Girl Scout troops, 4H Clubs, etc. — to write and illustrate letters about “What My State Flag Means to Me” to be displayed on the Post Office bulletin board and published in the local newspaper.

Invite groups of children to write “Letters about Our State Flag” to be displayed in the local library or com-munity center, written to a real or imaginary friend about “Great Things to See and Do in [insert your state name here].”

The stamp is one of 10 designs in Set 3 that is available as a coil of 44-cent, self-adhesive stamps highlighting flags and scenes from each state or territory.

The Flags of Our Nation [Insert State] stamp event was held at the [Insert City] Post Office™ and was one of many ceremonies held across the country saluting the new stamp series.

“With the release of these impressive stamps, we pay homage to the majesty of our state’s flag. This stamp series marks the first-ever issuance of all the state, territory and District of Columbia flags,” said [Insert Name and Title] of the Postal Service™.

The Flags of Our Nation coiled multi-stamp series features the Stars and Stripes, the 50 state flags, five territorial flags and the District of Columbia flag. Twenty stamps, Set 1 (Alabama through Delaware) and 2 (District of Columbia through Kansas) were issued last year. Set 3, issued today, features 10 additional stamps — Kentucky through Missouri, plus a Stars and Stripes stamp. Ten more will be issued each year through 2012 to complete the 60-stamp series. Four of the six groups of 10 will include a Stars and Stripesstamp.

In addition to the flag art, each stamp design includes artwork that provides a snapshot view of the state or other area represented by a particular flag. In most cases, an everyday scene or activity is shown, but occasionally the view is of something less commonplace — rare wildlife or a stunning vista. Unlike some previous multi-stamp issuances, this series is not limited to official animals, flowers or products, nor is it meant to showcase well-known buildings, landmarks or monuments.

Artist Tom Engeman, a resident of Bethany Beach, Delaware, created the highly detailed flag portraits on the stamps, reproducing as accurately as possible — considering the stamp-size format — such complex elements as intricate state seals and coats of arms. Over the years, the artist’s colorful and imaginative designs have appeared on many Postal Service products, including the National World War II Memorial stamp (2004) and the nation’s first Forever Stamp™ (2007).

Engeman also created artwork for the U.S. flag stamp designs, which were inspired by the opening lines of “America the Beautiful,” written by Katharine Lee Bates (1859–1929).

Flag SeriesFor nearly 140 years, the American Flag has been a

perennial stamp favorite of the American people. Our flag was first featured in 1869 on the Shield Eagle and Flagsstamp. And it has been making highly applauded curtain calls ever since.

We love our flag as a symbol of our country’s unity and pride and the values we hold dear. We revere our flag as a potent reminder that we are one nation, united and indivisible.

Our flag also tells a story. In the 13 stripes, we are reminded of the heroic actions taken by the 13 colonies to form a new nation dedicated to the principle that all people are created equal.

Against a field of blue, we see 50 shining stars — one for each of the 50 states. And each of those states has its own unique history and traditions. Each state brings something very special and important to our national union.

Today, we are here to celebrate one of those shining stars. Today, it is our privilege to pay tribute to the great state of [Insert State Name]. We are here to honor [Insert State Name] history, her beauty, and her contributions to our union. And what better way to do that than with the sovereign symbol of our state, the proud flag of [Insert State Name].

Like the stars in our Star Spangled Banner, the stamp we are about to unveil is part of something greater. Over the next three years, the Postal Service will continue unveil-ing the rest of the 60-stamp series including the Stars and Stripes, and the remaining state and territorial flags.

Alabama is a great place to live. And it is filled with won-derful places to visit. Like:

The wiregrass fields of Landmark Park in Dothan.

ManualsDMM Revision: Expanded Eligibility Criteria for the Saturation Mail Volume Incentive Program for Standard Mail

Effective August 3, 2009, the Postal Service™ will revise Mailing Standards of the United States Postal Service, Domestic Mail Manual (DMM®) 243.1.9 and 343.1.7 to expand the eligibility criteria for the Saturation Mail Volume Incentive Program. This program is designed to provide price incentives for mailers to increase the volume of satu-ration Standard Mail® letters or flats during the May 11, 2009, to May 10, 2010, program period.

Initially, the Saturation Mail Volume Incentive Program, announced in the article “Saturation Mail Volume Incentive Program for Standard Mail” in Postal Bulletin 22257 (4-23-09, pages 53–54), required that participants pay sat-uration postage through a permit imprint advance deposit account, and that each account be established at a Postal Service facility having PostalOne!® capability.

In response to customer requests, we are revising the applicable DMM sections to allow mailers to participate in the program with saturation Standard Mail volume through the authorized use of precanceled stamps, meter imprints, or permit imprints. Mailers will also be eligible to participate in the program through non-PostalOne! locations provided they are the owner of at least one permit imprint advance

deposit account at a postal location with PostalOne! capability.

Mailers wishing to enroll in the Saturation Volume Incen-tive Program must submit a letter requesting participation to their district manager, Business Mail Entry (Go to http://pe.usps.com; click Postal Links, then, under “Postal Loca-tor”, click Business Mail Entry) no later than August 1, 2009. Requests must be completed and submitted by an autho-rized official of the business or nonprofit entity that owns the mail.

Participating mailers must be able to demonstrate satu-ration mailing activity in both the 2007 and 2008 calendar years with a minimum of six saturation mailings in the 2008 calendar year.

We will incorporate these revisions into the printed ver-sion of the DMM and into the next online update of the DMM available via Postal Explorer® at http://pe.usps.com.

IMM Revision: International Reply CouponsEffective August 3, 2009, the Postal Service™ is revising

Mailing Standards of the United States Postal Service, International Mail Manual (IMM®) section 381.3b to codify that international reply coupons purchased in foreign coun-tries are exchangeable at U.S. Post Office™ facilities toward the purchase of postage stamps and embossed stamped envelopes at $0.98 per coupon.

Consistent with Article 13 of the Universal Postal Union (UPU) Convention and Article RL142.3 of the UPU Letter Post Regulations, inbound international reply coupon ser-vice allows customers in member countries of the UPU to prepay for a reply sent by mail by purchasing reply cou-pons that are exchangeable for U.S. postage stamps. The regulation provides that one coupon is exchangeable for a

stamp or stamps representing the minimum postage of an unregistered airmail letter, regardless of the country desti-nation. For this purpose, and in order to satisfy the UPU requirement, the equivalent exchange value is that of a 1-ounce First-Class Mail International™ letter, which is cur-rently priced at $0.98.

We will incorporate this revision into the next printed ver-sion of the IMM and into the monthly update of the online IMM, which is available via Postal Explorer® at http://pe.usps.com.

743.41 Using Guidelines

Selections are to be made in line with the philosophy and methods described in Personnel Selection Methods Web-based Training (Course 21553-00), available on the Postal Service Intranet. This course is required for selecting offi-cials and review committee members. Individuals who have been certified on the instructor-led EAS Selection Methods Training (Course 21553-00) do not need recertifi-cation; however, review of the Intranet-based training course is recommended.

743.42 Process and Documentation Requirements

Applicants are evaluated based on their demonstration of the knowledge, skills, and abilities (KSAs) relevant to the position’s requirements. The KSAs to be considered are specified on the vacancy posting. Applicants’ qualifications are assessed in the manner described in 743.43, Assessing EAS Applicants.

Assessments must be recorded on a Requirement by Applicant Matrix. Each vacancy package must have one completed, dated, and signed matrix listing ratings for all of the applicants. When using a review committee, the chair-person is responsible for completing a matrix that docu-ments the committee’s consensus ratings. If a review committee is not used, the selecting official must complete the matrix.

If the committee chairperson makes any notes in the con-sensus discussion, or the selecting official makes any notes regarding any of the applicants, while reviewing applications or conducting interviews, these notes are con-sidered official documentation of the assessment process. Such notes must be preserved in their original state regard-less of the format and medium used for recording. The notetaker must date and sign all notes taken.

Rate the applicant’s demonstration of KSAs for each requirement on the vacancy posting, and record the ratings on the Requirement by Applicant Matrix.

Use the following scale:

a. 0 points — Not demonstrated at minimum level.

b. 1 point — Minimally acceptable.

c. 2 points — Strong.

d. 3 points — Excellent.

743.432 Completing the Matrix

Instructions for completing the matrix:

a. Entering names and KSA requirements. Spaces for entering specific requirements for the position are across the top of the matrix. Spaces for applicants’ names are on the left. All applicants must be listed on the matrix. If a review committee is used, the chair-person is responsible for recording the consensus ratings. If a review committee is not used, the select-ing official records his or her ratings on the matrix.

b. Evaluating requirements other than KSAs. Most Postal Service jobs only have KSA requirements. However, if a job does have requirements other than KSAs (e.g., education or test), you should first determine if the applicant meets the requirement(s). In the appropriate space on the matrix, record YES if the applicant meets the requirements, NO if the ap-plicant does not meet them. This is the only rating for such requirements; do not assign points to them.

Exercise caution when reviewing education or test requirements, taking care not to disqualify an appli-cant if the posting indicates that the requirement can be met at a later date.

c. Evaluating KSAs. Indicate the applicant’s demonstra-tion of the KSAs on the matrix. For an applicant who:

(1) Is clearly deficient in demonstrating one or more KSAs, record a zero (0) on the Requirement by Applicant Matrix for the requirement(s) that the applicant failed to demonstrate.

(2) Does not demonstrate any KSA at the minimum level, or who fails to meet a mandatory education requirement, no further consideration or rating is required. Record a zero (0) as the total KSA point score on the matrix.

(3) Meets a KSA, enter the number of points earned (1, 2, or 3) in the respective space.

d. Compiling scores for applicants who meet ALL the requirements. Total the number of points achieved for the KSA requirements and enter the total KSA point score on the matrix.

e. Using conversion tables. Refer to the conversion ta-ble for a job with the same number of KSAs as the va-cancy. Conversion tables are located in Appendix F, Conversion Tables for EAS Positions. Locate the applicant’s Raw Score (total KSA points) and read across the chart to the converted score. This is the Basic Score. For external applicants, the person completing the matrix has responsibility for entering the Basic Scores into the eCareer system. (See Exhibit 743.432.)

Verifying U.S. Postal Service Money OrdersFollow these steps to cash a Postal Service™ money

order:

1. Check that the amount does not exceed the legal limit: $1,000 for domestic, and $700 for international postal money orders.

2. Check that the proper security features are present:

When held to the light, a watermark of Benjamin Franklin is repeated from top to bottom on the left side.

When held to the light, a dark line (security thread) runs from top to bottom with the word “USPS” repeated.

There should be no discoloration around the dollar amounts, which might indicate the amounts were changes.

These appear in Postal Service Notice 299, U.S. Postal Money Order Reference Card, or online at http://www.usps.com/missingmoneyorders/security.htm.

3. If the money order seems suspicious, call the U.S. Postal Service Money Order Verification System at 866-459-7822.

Please provide this information to local banks and retail-ers, as they also receive Postal Service money orders for cashing.

Known mailers are exempt from providing customs documentation on non-dutiable letters, and printed matter weighing 16 ounces or more. (A known mailer is anyone who legally applies a permit imprint to a mailpiece. Mail with meter postage is not considered to be from a known mailer.)All federal, state, and local government agencies are exempt from providing customs documentation on mail addressed to an APO, FPO, or DPO except for those APOs/FPO/DPOs to which restriction B2 applies.Prepaid mail from military contractors is exempt, providing the mail-piece is endorsed “Contents for Official Use — Exempt from Cus-toms Requirements.”

B1. PS Form 2976 or 2976-A is required. Articles are liable for customs duty and/or purchase tax unless they are bona fide gifts intended for use by military personnel or their dependents. When the contents of a parcel meet these requirements, the mailer must endorse the customs form, “Certified to be a bona fide gift, personal effects, or items for personal use of military per-sonnel and dependents,” under the heading, Description of Contents. Exceptions: All other exceptions listed in restriction B above are applicable to this restriction.

B2. All federal, state, and local government agencies must complete customs documentation when sending mail addressed to or from this APO, FPO, or DPO weighing 16 ounces or more.

C. Cigarettes and other tobacco products are prohibited.C1. Obscene articles, prints, paintings, cards, films, videotapes, etc.,

and horror comics and matrices are prohibited.D. Coffee is prohibited. E1. Medicines or vaccines not conforming to French laws are prohibited.E2. Any matter depicting nude or seminude persons, pornographic or

sexual items, or nonauthorized political materials is prohibited. Although reli-gious materials contrary to the Islamic faith are prohibited in bulk quantities, items for the personal use of the addressee are permissible.

E3. Radio transceivers, cordless telephones, global positioning sys-tems, scanners, base stations, and handheld transmitters are prohibited.

F. Firearms of any type are prohibited in all classes of mail. See defini-tions of firearms in DMM 601.11.1.1c. This restriction does not apply to fire-arms mailed to or by official U.S. government agencies. The restriction for mail to this APO/FPO/DPO ZIP Code does not apply to firearms mailed from this APO/FPO/DPO ZIP Code, provided ATF and USPS regulations are met. Antique firearms are a separate category defined in DMM 601.11.2 and ATF regulations; they do not require an ATF form.

F1. Privately owned weapons addressed to an individual are prohibited in any class of mail.

F2. Importation of firearms is restricted to one shotgun and one single shot.22 caliber rifle per individual.

G. Only letters, flats, and Periodicals are authorized. Parcels of any class are prohibited.

Appendix F Conversion Tables for EAS Positions

This appendix provides tables to be used for converting an applicant’s Raw Score to a Basic Score for positions with a minimum of three knowledge, skills, and abilities (KSA) requirements to a maximum of 13 KSA requirements. A requirement other than a KSA (such as education or a test) is not counted as a KSA for locating the appropriate con-version table.

How to determine an applicant’s Basic Score:

1. Rate the applicant’s demonstration of the KSA for each requirement on the vacancy posting, and record the ratings on the Requirement by Applicant Matrix, as described in 743.43, Assessing EAS Applicants.

2. Once you have rated the applicant’s qualifications, use the conversion tables to determine the Basic Score earned by the applicant.

How to read the conversion tables:

1. The first column in each table represents the Raw Score (total KSA points earned by the applicant).

2. The last column is the converted rating.

3. The converted rating is the Basic Score, which does not include veterans’ preference (VP).

4. Locate and use the conversion table that has the same number of KSAs as the vacancy.

5. An applicant who meets all of the vacancy require-ments earns a Basic Score ranging from 70 to 100.

Effective July 1, 2009, Bill Me Later was added as a new payment option to Click-N-Ship® service. Bill Me Later pro-vides Postal Service™ customers with an easy and secure way to print shipping labels and pay for postage without using a credit card.

Both consumers and business customers are able to take advantage of the new Bill Me Later payment option by selecting Bill Me Later at checkout, answering two quick questions from Bill Me Later, and accepting the Bill Me Later terms. Some USPS® customers may already have an existing Bill Me Later account, which they can use. For approved Postal Service customers, Bill Me Later will instantly authorize purchases online at checkout, and then customers will receive regular monthly statements. There are no account numbers to enter, just top-of-mind informa-tion such as date of birth and the last four digits of the cus-tomer’s social security number. This information is easy to provide and helps to protect against fraud. Bill Me Later will be added as a payment option to other USPS.com® appli-cations in the future.

Is the Postal Service issuing credit to customers? No, the lender is CIT Bank in Salt Lake City, Utah. Bill Me

Later is a credit account that customers can use to make purchases. The lender, in a matter of seconds, will review

and consider the credit report and other credit-related infor-mation prior to approval to determine creditworthiness.

How do consumers benefit from Bill Me Later?Convenience: No credit card to carry or 16-digit account number to remember — just ship and go!

Security: Zero fraud liability protection, the same as most major credit cards. This means customers are not responsible for unauthorized charges. Addition-ally, there are no credit card numbers that can be lost or stolen.

On August 21, 2009, in Honolulu, Hawai’i, the Postal Service™ will issue a 44-cent, Hawai’i Statehood com-memorative stamp in one design in a pressure-sensitive adhesive (PSA) pane of 20 stamps (Item 464200). The stamp, designed by Phil Jordan of Falls Church, Virginia, will go on sale nationwide August 21, 2009.

The U.S. Postal Service® commemorates the 50th anni-versary of Hawai’i’s statehood with the release of this 2009 stamp. Artist and historian Herb Kawainui Kane of Captain Cook, Hawai’i, who has dedicated much of his life to study-ing Hawaiian culture and history, created the painting on the stamp. In the art, a surfer rides a wave on a longboard, a popular choice among surfers for centuries. Next to him, two people paddle an outrigger canoe to shore.

How to Order the First Day of Issue PostmarkCustomers have 60 days to obtain the first day of issue

postmark by mail. They may purchase new stamps at their local Post Office™, at The Postal Store® website at www.usps.com/shop, or by calling 800-STAMP-24. Sales PolicyAll Post Offices must acquire and maintain a supply of

each new commemorative stamp as long as customer demand exists, until inventory is depleted, or until the stamp is officially withdrawn from sale. If supplies run low, Post Offices must reorder additional quantities using their normal ordering procedures.

Pictorial Postmarks AnnouncementAs a community service, the Postal Service™ offers pic-

torial postmarks to commemorate local events celebrated in communities throughout the nation. A list of events for which pictorial postmarks are authorized appears below. The sponsor of the pictorial postmark appears in italics under the date. Also provided are illustrations of these postmarks.

People attending these local events may obtain the postmark in person at the temporary Post Office™ station established there. Those who cannot attend the event but who wish to obtain the postmark may submit a mail order request. Pictorial postmarks are available only for the dates indicated, and requests must be postmarked no later than 30 days following the requested pictorial postmark date.

All requests must include a stamped envelope or post-card bearing at least the minimum First-Class Mail® post-age. Items submitted for postmark may not include

postage issued after the date of the requested postmark. Such items will be returned unserviced.

Customers wishing to obtain a postmark should affix stamps to any envelope or postcard of their choice, address the envelope or postcard to themselves or others, insert a card of postcard thickness in envelopes for sturdi-ness, and tuck in the flap. Place the envelope or postcard in a larger envelope and address it to: PICTORIAL POST-MARKS, followed by the NAME OF THE STATION, ADDRESS, CITY, STATE, ZIP+4® CODE, as listed below.

Customers can also send stamped envelopes and post-cards without addresses for postmark, as long as they sup-ply a larger envelope with adequate postage and their return address. After applying the pictorial postmark, the Postal Service returns the items (with or without addresses) under addressed protective cover.

How to Order the First Day of Issue Digital Color or Traditional PostmarksCustomers have 60 days to obtain the first day of issue

postmarks by mail. They may purchase new stamps at their local Post Office™, by telephone at 800-STAMP-24, or at The Postal Store® website at www.usps.com/shop.

Traditional PostmarksCustomers should affix the stamps to envelopes of their

choice, address them to themselves or others, or provide a self-addressed return envelope with sufficient postage large enough to accommodate the canceled item. Mail the request to the corresponding city of issuance. There is no charge for the first 50 postmarks. There is a 5-cent charge for each additional postmark over 50. Customers should submit a check, money order, or credit card for payment. After applying the first day of issue postmark, the Postal

Service™ will return the envelopes to the customer by U.S. Mail.

All postmark requests should go to the first day of issue city. The first day of issue city Post Office will then forward in bulk all postmark requests to Cancellation Services, Stamp Fulfillment Services, PO Box 449992, Kansas City, MO 64144-9992 by respective Post Offices.

Digital Color PostmarksOnly select stamp issues offer a digital color postmark.

Customers may submit #6 or #10 envelopes constructed of paper rated as “laser safe.” The Postal Service recom-mends envelopes of 80-pound Accent Opaque, acid-free, 9/16" side seams with no glue on the flap. The maximum size of all digital color postmarks is 2" high x 4" long. Allow

sufficient space on the envelope to accommodate the postmark. Do not use self-adhesive labels for addresses on the envelope. Two test envelopes must be included. There is a minimum of 10 envelopes at 50 cents per postmark required at the time of servicing. Customers should submit a check, money order, or credit card for payment.

The Postal Service reserves the right to not accept hand-painted and other cachet envelopes that are not compatible with our digital color postmark equipment. The Postal Service also reserves the right to substitute tradi-tional black rubber postmarks if use of nonspecified enve-lopes results in poor image quality or damage to equipment.

Customers should affix the stamps to the envelopes and address them to themselves or others for return through the mail. Or, they may include an additional self-addressed return envelope, large enough to accommodate their can-celed items, with sufficient postage affixed for return of their postmarked items. Mail the request for a first day of issue digital color postmark to the corresponding city of issuance. Post Offices will then forward all customer requests for digital color postmarks to Cancellation Services, Stamp Fulfillment Services, PO Box 449992, Kansas City, MO 64144-9992.

RetailPO Boxes — Convenient Payment Options

As a reminder, customers can manage a full range of PO Box transactions online at usps.com/poboxes. This online option enables existing PO Box customers to make one-time payments with a credit card or sign up for automatic renewals, view their payment history, and receive e-mail payment reminders. New customers can search, select, apply, and pay for a new PO Box online. And there’s more — customers can even add their name to a wait list if the PO Box of their choice is not available at a particular Post Office™ location.

As an added convenience, existing customers can renew their semi-annual or annual PO Box payments

(excluding caller service) at any of our 2,500 Automated Postal Center® (APC®) kiosks. Located in Post Office lobbies, many APCs are open 24 hours and accept credit and debit card payments.

Accepting PO Box payments online and at the APC adds another level of convenience for PO Box customers. Go to www.usps.com for additional information regarding these payment options.

Supply ManagementW. W. Grainger and MSC Industrial Supply Will Ship Supplies Using USPS Parcel Select

W. W. Grainger and MSC Industrial Supply made a com-mitment to ship maintenance repair and operations (MRO) supplies using USPS® Parcel Select® service. Beginning June 1, 2009, W. W. Grainger implemented the use of Parcel Select service in delivery of MRO and custodial products at the Niles Distribution Center (DC). The remain-ing DCs will be on a weekly schedule until 100 percent are using Parcel Select service to deliver products to Postal Service™ facilities. MSC Industrial Supply’s implementa-tion of a new delivery method is still in progress. We will publish an additional notice when details are finalized.

Parcel Select service is provided by a third-party con-solidator that picks up and transports the mail to one of three destination entry points. USPS then delivers the mail to its addressee or “the last mile.” Expect a 2–3 day deliv-ery window from the time the order is received with Parcel Select service. Adequate planning will be required to receive orders when needed with this new delivery method. All orders will have a Delivery Confirmation™ barcode and will be traceable via USPS.com®.

The Parcel Select option brings revenue for delivery of products back to USPS. Mail processing changes may be needed to ensure that USPS orders from W. W. Grainger are delivered correctly within our plants and postal facili-ties. Mail processing operations will need to ensure that maintenance shipments from W. W. Grainger that are com-mingled with other mail are properly directed within the plant or Post Office™ facility to the correct internal addressee as shown on the label.

Maintenance managers should be aware of how these Parcel Select orders are handled within their facilities to ensure that these products are delivered to the end user in a timely manner. These products are critical for repair of equipment, and untimely delivery could result in delay of operations.

Cleanwise Offers Incentives for Large OrdersCleanwise LLC, one of our custodial products’ suppli-

ers, has offered a 1 percent rebate for all orders $2,000 or more. All postal facilities can participate in this program beginning July 1, 2009, through December 31, 2009. If par-ticipation is high, Cleanwise has agreed to negotiate the extension of this program after December 31. The purpose of this program is to consolidate orders placed with Cleanwise, which will reduce order processing time as well as Postal Service™ transaction costs associated with pro-cessing multiple eBuy or eMARS orders.

How can you participate in this program?Evaluate your ordering process: Do you place one order for all your custodial products requirements on a regularly scheduled basis (efficient), or do you place an order every time you run out of products (inefficient)?

Evaluate your overall spending: How often do your orders for custodial products exceed $2,000, and how can you plan your orders to take advantage of the 1 percent rebate?

Evaluate your employee resources: How many per-sons within your facility order custodial products

using the same FEDSTRIP number, thereby minimiz-ing your ability to hit the magic number of $2,000?

Once you begin placing your consolidated orders of $2,000 or over with Cleanwise, you can apply for your rebate by accessing the online rebate form. Log onto www.cleanwise.com, use your FEDSTRIP number as the user name (any letters must be capitalized), and use your nine-digit ZIP™ Code (without the dash) for the password. Click on the Account Management tab, select survey, and fill in the required information (FEDSTRIP number, eBuy purchase order number, date of order, and dollar amount of order), then watch your Monthly Billing Summary Report for your credit. These incentive rebates will be processed quarterly.

USPS Headquarters Managers and Field Installation Heads: Semi-annual Capital Property Reviews

The next Semi-annual Capital Property Review will com-mence on August 3, 2009, and be complete by August 14, 2009. “Materials, Customer Service — Topeka, KS” will e-mail the list of items to be verified by the selected finance numbers.

The Semi-annual Capital Property Reviews are a Sarbanes-Oxley (SOX) requirement. A list of finance numbers that receive a Semi-Annual Capital Property Certification Report but do not submit the report on time will be escalated for further action.

The district material management specialists (DMMSs) will provide instructions and guidelines on how their dis-tricts should conduct the Semi-annual Capital Property Reviews; the Material Service Centers (MSCs) will provide similar support for the Headquarters groups. Handbook AS-701, Material Management, is under revision; instruc-tions and guidelines provided by the DMMSs and MSCs will supersede Handbook AS-701 where there are conflicts.
