It takes almost two hours to travel from South Mumbai to Navi Mumbai. In order to reduce the travelling distance, the City and Industri- al Development Corporation (CIDCO) and the Maharashtra Maritime Board (MMB) had planned to introduce hovercraft services in the year 2018, which was to become a reality in February, 2019. Hovercraft service to become a reality in 2020 Project was planned 2 years back However, all did not go as per the plan and hovercraft services failed to take off.     Myopic educational policyAn illiterate nation cannot progress. This universal truth is

    all the more visible in our country, which in spite of all the re-sources still appears amongst the list of the developing nations.Unfortunately in spite of the sound vision of the stalwarts whodrafted our constitution and gave the education sector the dueimportance, even after more than five decades the country islargely illiterate and is lagging far behind. Enough attention hasnot been given so far to the education sector. Every govern-ment since independence has viewed spending on education asexpenditure rather than as sound investment for future. Due tothis hindsight policy what we developed is a pool of illiterateman power which is being viewed more as a liability rather thanan asset in this machine age.

    After achieving independence, the first step should have beento transform the teeming millions, largely illiterate, into edu-cated lot as it would have strengthened the nation. In spite ofclearly laid down fundamental right for education in the consti-tution, various governments both central and states failed mis-erably in providing education to most of the children on ac-count of poor vision and lack of will. Incidentally the privatesector could realise the enormous commercial opportunity inthis vital field, which the governments failed to comprehend.To do their bit, the governments treaded the easier path byformulating policies which apparently indicated government’scontribution to this sector like making available plots at nomi-nal costs to the trusts for running educational institutions. Thisturned out to be doubly beneficial for the trusts generally head-ed by some politician, who not only commercialized this oncenoble profession to their gain, but also started dictating termsand conditions for admission to these institutions, thus indi-rectly controlling the education sector. However, this was pos-sible only due to the connivance with the educational depart-ment of the government. Since the avenues for education didnot grow commensurate to the population, these institutionscame in demand and they started the policy of auctioning theseat in the institution by way of donations. Since the demandcould be met only by the privileged few, the gap between thelearning opportunities for the poor and socially disadvantagedand the effluent lot, has widened. The absence of educationalinstitutions run by government has made the matter worse.

    In Navi Mumbai too, although in the past few years, a num-ber of good educational institutions have come up, but still thereis a scarcity. More institutions should be developed so thatthere is opportunity for all. It shall be ensured that the institu-tions permitted on concessional plots follow the fee structurecontrolled by the government and that they do not resort todonations and have transparency in the admission procedure.

    It is time that government realizes the importance of curb-ing illiteracy by making due investments in the education sec-tor besides effectively controlling the private institutions. Thisway it can convert huge human resource, which is being viewedmore as a liability into asset, as is being visible in the IT sec-tor. Most of the countries of the world are today selling theireducational assets to foreign students for revenues besidescross subsidizing education for the students of their country.With educational institutions like IITs and IIMs having madetheir presence felt on the global map, we can also establisheducational institutions of repute and lure foreign students forrevenue, for cross subsidizing the education cost for studentsof our country.

    Union Government announcesnew Public Provident Fund Rules

    Yesterday, Decem-ber 17, 2019 the UnionGovernment had noti-fied new Public Provi-dent Fund (PPF) rulesunder which theamount in the PPF ac-count will not be liablefor attachment. Thenew rules called, Pub-lic Provident FundScheme 2019, have re-placed all the previousPPF rules with imme-diate effect.

    An individual canopen an account bymaking an applicationin Form-1. An individ-ual can also open oneaccount on behalf ofeach minor or a personof unsound mind ofwhom he/she is theguardian.

    Only one accountshall be opened in thename of a minor or aperson of unsoundmind by any of theguardian. No jointPPF account is al-lowed.

    The maximum de-posit limit is inclusiveof the deposits made inthe subscriber’s ownaccount and in the ac-count opened on behalfof the minor.

    Key features

    Protection of PPF Bal-ance From Attachment:Amount in PPF Ac-count will not be liableto attachment underany order or decree ofany court in respect ofany debt or liability in-curred by the accountholder.

    PPF Deposit Limit:Not less than Rs 500and not more than Rs1.5 lakh in a financial

    year. The maximumdeposit limit is inclu-sive of the depositsmade in the subscrib-er’s own account and inthe account opened onbehalf of the minor.

    Discontinued PPF Ac-count: Any account inwhich the accountholder, having deposit-ed five hundred rupeesin the initial year, failsto deposit the mini-mum amount in the fol-lowing years, shall betreated as discontin-ued.

    PPF Account Revival:Discontinued accountcan be revived duringthe maturity period bypaying Rs 50 alongwith arrears of mini-mum deposit of Rs 500for each year of default.

    The balance in a dis-continued account notrevived by the accountholder before its matu-rity will continue toearn interest at therate applicable to theScheme from time totime.

    The account holderof a discontinued ac-count will not be eligi-ble to open a new ac-count before closure ofsuch discontinued ac-count after maturity.

    PPF InterestCalculation: To be cred-ited to the account atthe end of each year.The applicable interestrate (7.9 per cent perannum at present) willbe eligible for a calen-dar month on the low-

    est balance at the creditof an account betweenthe close of the fifthday and the end of themonth. Interest will becredited at the end ofthe year irrespective ofthe change of the ac-count office due totransfer of the accountduring the year.

    PPF Withdrawal FromAccount: To be allowedany time after the ex-piry of five years fromthe end of the year inwhich the account wasopened, the accountholder may, avail with-drawal by applying inForm-2, from the bal-ance to his credit, anamount not exceedingfifty per cent of theamount that stood tohis credit at the end ofthe fourth year imme-diately preceding theyear of withdrawal orat the end of the pre-ceding year, whicheveris lower.

    Extension of PPF Ac-count with Deposits AfterMaturity: The accountholder on the expiry offifteen years from theend of the year in whichthe account was opened,may extend his accountand continue to makedeposit for a furtherblock period of fiveyears by applying to theaccounts office in Form-4. The option of exten-sion of account shall bemade by the accountholder before expiry ofone year from the ma-turity of the account.

    The tumor was producing a hormone - adrenocorticotropic hormone (ACTH) that stimulated

    the adrenal gland to produce more cortisol, he also developed Cushing’s disease

    MUMBAI: Pancreaticneuroendocrine tumors(PNETs), is a group ofendocrine tumors aris-ing in the pancreas, arethe rarest representing1-2% of all pancreatictumors. A team led byDr Rajesh Joshi, Pro-fessor, Division of Pedi-atric Endocrinology, BJWHC gave a newlease of life to a 14-year-old boy from Titwala,Thane district, who suf-fered from this rare tu-mor, with the help ofsurgery, chemo, andradiation. Now, the pa-tient who was unable togo to school wishes toresume school after 7months.

    At 14, when otherchildren of MandarAnant Waghmare’s agewould go to school, Man-dar would just be athome owing to hyper-pigmentation. Soon, itbecame a matter of con-cern for his family ashe stopped venturingout of the house. Thisshook him and result-ed in low self-esteemand anxiety. Moreover,his health deterioratedfurther when he alsoexhibited other alarm-ing symptoms like ab-dominal pain. His fam-ily ran from pillar topost to help me getback on track, and for-

    tunately, the patientwas referred to BJWHCwherein the doctorssaved his life.

    Dr Rajesh Joshi,Professor, Divisionof Pediatric Endocrinol-ogy, BJWHC, said,“Mandar was admittedin April 2018 with com-plaints of hyperpig-mentation, abdominalpain, high blood pres-sure, and headache. Af-ter examining him, itwas thought to be aproblem with the adre-nal gland (these aresmall glands in the ab-domen). But, hormonalchanges were notedand his cortisol washigh (49 ug/dl). Usual-ly, when a child visitsthe hospital with theproblem of skin pig-

    mentation, the cortisolis low. Further, his CTscan revealed that hesuffered from Pancreat-ic Tumorlater con-firmed on biopsy asPNET”.

    Dr. added, “It was arare poorly differentiat-ed grade 3tumor of thepancreas. Due to the aggressive nature ofthis tumor, the two-year survival rate isapproximately 60% andthe five-year survivalrate is only 16%.”Thetumor was producingone hormone calledadrenocorticotropic hor-mone (ACTH) whichstimulated the adrenalgland to produce morecortisol. The ACTH isnormally produced inthe pituitary gland. But

    If only these riders observed restraint and fol-lowed traffic safety rules, the number of casual-ties on our roads could be drastically cut down.

    Misinterpretation ofCitizenship Amendment Act

    The entire students’ fraternity across Indiais seemingly up in arms against the controver-sial Citizen (Amendment) Act with the policehaving to resort to extreme measures to controlthe situation, especially in the National Capi-tal, New Delhi. A day after the police and pro-testers opposing the amended Citizenship Actclashed in Jamia Millia Islamia and the areassurrounding it, students from various institu-tions across the country took out rallies in sup-port, including those from Indian Institute ofScience in Bengaluru, TISS in Mumbai and the

    Bombay University. Violence had erupted in thearea surrounding Jamia in which scores were in-jured as the police was forced to resort to lathi-charge and firing of teargas shells. Students havethe right to protest. But violence of this nature isnot justified,

    Why are the protesters protesting? The CAAdoesn’t affect them. They are just opportunistsbeing led by opposition leaders who want to createchaos. These leaders should be taught a lesson ortwo. It is unfortunate that adolescents are beingdrawn to unholy arenas of protest and violence,at the beck and call of unscrupulous politicians.The distraught leaders are concerned with mak-ing trouble, but students should not be made theirpawns. Misinterpreted secularism of the countrydeprive intelligentsia in open category for sevendecades. We earnestly wish for redressal of apart-heid in reverse gear.

    Paying price for protestsProtests in Delhi and other parts of the coun-

    try had less to do with the Citizenship Amend-ment Act and more to do with the alleged policehigh handedness on Jamia Millia Islamia cam-pus and it is possibly a sign of the times we livein in this country. What started as a spontane-ous student protest in the national Capital hasspread like a wild fire, across the country, cityafter city, university after university.

    Thousands of incensed students hit thestreets yet again. Unemployment has toucheda new high and that has given scope for pro-tests and more and varsities join the bandwag-on. It is time to have an unilateral view on pro-tests as we pay very high price for protests with-out wishful thinking.
