“We are devas-tated. Theworld doesnot care for

us. The girl whom he tried tosave is safe and would not eventhink of us. My boy lost his life.We are the only losers,” says aninconsolable Sadiq Ali Khan,father of Imran Khan who waskilled by eve-teasers a few daysago.

Imran’s family, that includeshis aged parents, two sisters anda brother, have not observed Eid-Ul-Fitr. It was on last Sunday,Imran, 24, who earned for hiswhole family by making andrepairing sofas, was cruelly doneto death by three hoodlums forhis objecting to teasing a girl(Postnoon Aug 15).

On Sunday, Imran and hisfriend Asif, were returning homefrom Golconda Qila after work.At Langerhouse, Imran, a consci-entious youth, was outraged atseeing a hapless girl being sobrazenly harassed in public bythree men on a scooter. Imranasked the trio to stop it and gotheir way. The three turned theirire on the youth and closed in onhim. Seeing the scene turning

violent, locals gathered and sep-arated the two. Imran and hisfriend resumed their journey.

When they reached KarwanPanch Bhai Alawa, a vehicle hittheir bike from behind. Theimpact of this sent the two flying.While Ashif was getting up, hesaw the same trio hitting Imranwith a blunt weapon. He raisedan alarm and used his mobilephone to inform his parents and

the police. The attackers escaped.Imran, in a serious condition,

was shifted to Nims but the doc-tor attending him said the boyhad little chance of survivingsince his liver was badly dam-aged. After struggling for life, hedied by evening.

“He was our bread winner,”said Zahida Begum, his mother.“Look at him,” she points at herhusband, “He was a tailor but isnow in ill health and unable towork. Our son was a kind boy.

He had only studied upto highschool but was a responsible per-son. Who will care for us?” shedabs her eyes with her shawl.Imran’s sister is married and hisbrother, who is 12 years old, is inschool. Their hutment is just infront of the Toli Masjid. “No,” hismother said when asked if theyknew anything about the girl herson had saved. “Nobody contact-ed us. Not even a word of sym-pathy. This thankless world!”

Later, the police arrested thethree attackers — Chennaih,Jagdish and Mohit —Langerhouse inspector, NGRatnam said. Chennaih andJagdish belong to Ziaguda andMohit to Nalgonda District.Police inquiries revealed that thethree are part of a bootlegginggang.

Except for a cursory visit bythe MLA, nobody, not even thecommunity members, extendedany help to the hapless family. Asthis reporter comes out, Imran’s12-year-old brother runs up tohim and say he will take revengeon those who killed his brother.An elderly in the neighbourhoodasked, “who will bother to inter-vene when helpless people, maythey be girls or boys, get attackedon the road? Our society doesnot deserve such heroes.”

In contradiction to what theofficials of entomologydepartment maintained this

year, that fogging was not aneffective method to controlmosquitoes, the GHMC hasprocured and officially inaugu-rated 20 new machines, in addi-tion to 91 which were alreadydistributed to various circleoffices.

Proven to be unscientific,this rather bizarre technique,

which may attract diseases hasbeen availed for several years.But with the recent statementsby senior officials of the ento-mology department, it was

widely believed that the GHMCwould not procure more ofthese machines and controlmosquitoes using other proce-dures. However, with themayor, deputy mayor and the commissioner formallyinaugurating them, severalquestions are being raised.

The new machines wereprocured at the cost of `58,000each. According to some offi-cials, even though these mightbe ineffective, people believethat fogging is helpful for controlling mosquitoes.

Imran, a conscientious youth,was outraged at seeing a hapless girlbeing so brazenlyharassed in public.

A perpetual dump yardLast year we had reported how the

once pristine Gunrock area hadturned into a dump yard, with peopledumping garbage on street cornerswithout a care. The GHMC closing adump yard in the area only led tomore problems. A year later, the situa-tion has barely improved as peoplestill covering their nose everytime theypass the makeshift dumping ground.

The GHMC is now in theblack (under draft).With `70 crore underdrawn, the corporators

at the helm take credit for this asproof of performance, while theopposition term it as ‘unspentmoney’ on works. Even as theofficials are mum lest this startsa new controversy.

Until June last year, the

GHMC was running an over-draft of `350 crore and in 2012the trend has suddenly reversed.Unlike last year, this year’sfinancial assessment revealedthat the Corporation was work-ing on a positive note in terms ofbalance in the coffers.

The positive change mostlyattributes this to efficiency inproperty tax collection this year.With almost doubling of the taxrates recently after property taxwas revised, the Corporation is

poised to be termed as a self sus-tainable entity, depending lesson the State government for itsfunding. However, rumour isripe that the GHMC does notwish reveal that it has prospered, as the funds sup-ported by the State governmentwould stop.

Some officials point out thatthe GHMC has also resorted to‘cost cutting’ in terms of waste-ful spending. While some in thedepartment of finance say thateffective fund flow manage-ment, field collections, constantmonitoring with efficient meth-ods of IT and good day-to-dayoperations are behind the suc-cess story. A senior official how-ever doesn’t find this surprising,as once the GHMC onceengages itself in projects therewill be a shift in the balancesheet again.

Although the juniorsattribute this to the ‘efforts ofthe commissioner’, MT KrishnaBabu does not want to speak onthe issue, as it may kick start arow. When Postnoon tried toseek an answer on this subject,the GHMC commissioner avert-ed the query.

While mayor Md MajidHussain is taking credit for thecurrent ‘financial stability’, thecorporators from theOpposition parties directlypoint out that this was onlybecause of ‘non release offunds’.

“When work is not beingdone and there is a completehalt, what can be expected?”questions, a floor leader.According to him, the GHMChas not released a single pennyfor work. “Several works arepending and the Corporation isnot releasing funds, how canone expect development, whenthis is the scenario?” he asks.

Is it financial stability ornon-release of funds?While the GHMC seems to be raking in the moolah and its coffers show a positivebalance, corporators allege that this is because funds are not released for work.

The Congress high com-mand, which has summonedChief Minister N Kiran KumarReddy to Delhi may advise himto hold on for some more timeto take a final call; at least till thedust over the coalgate settlesdown. Thus far, the coalgatescam seems to have come as ablessing in disguise toDharmana Prasada Rao,accused by the CBI in its fourthchargesheet filed in the dispro-portionate assets (DA) case.

Added to the delay in takinga decision by the CM, there isalso a stiff resistance from asmany as 22 of his Cabinet col-leagues demanding to challengethe CBI, which named two min-isters so far, includingDharmana Prasada Rao, besidesa number of bureaucrats, for theissuance of the 26 GOs during

the late YSR’s regime as a collec-tive decision of the Cabinet. Itwas Vatti Vasanth Kumar, min-ister for Tourism, who arguedthe other day that under Article163, none can challenge thedecisions taken by the Cabinet.He had also referred to pastSupreme Court directions in thisregard.

Many of Kiran KumarReddy’s cabinet colleagues,who were also members of erst-while YS Rajasekhara Reddygovernment, were of the firmopinion that all the 26 GOs werea collective decision of the thenCabinet, and if the governmentallows to prosecute DharmanaPrasada Rao, it would be open-ing a ‘can of worms’ putting

many of them in a dangeroussituation. They argued that thegovernment had already madethe mistake for not ‘saving’Mopidevi Venkataramana Rao,who is already cooling his heelsin the Chanchalguda jail.

As if this was not enough,the Supreme Court, respondingto a PIL in regard to the 26 con-troversial GOs had also slappednotices on as many as six minis-ters and eight IAS officers. Andthe Kiran Kumar governmenthad agreed to provide legal aid,barring to jailed ministerMopidevi Venkataramana Rao,leading him to face the flak frommembers of the BC community,to which the minister belongs.

Pushed onto the back-foot,

the chief minister chose to delaytaking a decision onDharmana’s resignation, fearinga possible fall-out among hisCabinet colleagues. As a result,the chief minister and PCC pres-ident Botsa Satyanarayana,decided to leave Dharmana’sresignation issue to the partyhigh command. The PCC chiefis already camping in NewDelhi apprising the senior partyleaders as well the State in-charge core group appointed byUPA chairperson Sonia Gandhi,of possible repercussions thatwould follow if Dharmana’s res-ignation is accepted.

Dharmana is not only asenior Congress leader, but alsoinfluential in north coastalAndhra and also belongs topowerful community, which ispre-dominant in that region.Already, the party had lost itsgrip in the Telangana region dueto the separate State agitationspearheaded by the TRS and didnot won even a single seat in theby-elections that were held after2009.

However, the party couldmanage to win two Assemblyseats of 18 for which by-elec-tions were held recently on eachin East and West Godavari dis-tricts. NSS

Poets of The Fall, a Finnish rockband, will be playing inHyderabad on Sunday as part

of their Temple of Thought tour. Theband is famous for its alternative,melodic rock sound and is hailed asone of the best bands from Finlandtill date.

Secondary education ministerK Parthasarathy filed a peti-

A South Korean court ruled on Fridaythat US tech giant Apple andSamsung Electronics had infringed oneach other's patents, ordering dam-age payments from both firms. From time to time,Algorithmic Trading(AT) or High FrequencyTrading hits the head-

lines, mainly due to regulatoryconcerns. The main concerns ofthe regulators being transparen-cy, fairness and systemic stabili-ty.

A couple of days back, theywere back in the news as theDelhi High Court issued noticesto the regulator, SecuritiesExchange Board of India (SEBI),the exchanges: NSE and BSE,the finance ministry and theRBI. The notices were sent as aresult of the plea ofIntermediaries and InvestorWelfare Association, which hasalleged that AT "discriminatesbetween rich and influentialbrokers and commoninvestors/retail investors andcreates inequality and finallycasts a deceptive data to com-mon investors and retailinvestors while trading inshares and securities on onlinetrading platforms of BSE andNSE".

DEFINITIONAccording to wikipedia, AT,also called automated trading,

black-box trading, or algo trad-ing, is the use of electronic plat-forms for entering tradingorders with an algorithm decid-ing on aspects of the order suchas the timing, price, or quantityof the order, or in many casesinitiating the order withouthuman intervention.

A special class of algorith-mic trading is (HFT), in whichcomputers make elaborate deci-sions to initiate orders based oninformation that is receivedelectronically, before humantraders are capable of process-ing the information theyobserve.

In India too, in the last cou-ple of years, there have beeninstances where the marketshave lost a large amount ofmoney in a very short span oftime and then recovered quick-ly. Once such instance hap-

pened during the MuhuratTrading on Diwali day of 2011.

These events brought tolight the highly correlatednature of trading strategiesusing AT. This means that themarkets can quickly becomeone-sided. AT also results inhigh short-term volatility whichcould be detrimental to retail,non-algorithmic traders.

AT enhances the speed ofinformation dissemination andits supporters claim that it helpsin making the markets moreefficient. Large and multipletrades can be processed andcarried out quickly. omplicatedstrategies can be implementedthrough algorithms. 75% to 80%of total trades in the US and UKcan be attributed to AT.

These are also the very rea-sons why the Intermediariesand Investor WelfareAssociation has accused theregulators of being "silent spec-tators". AT gives unfair advan-tages to institutions or brokerswho have of co-location facili-ties and high-speed computerprowess which are not availableto the common man or ordinaryretail investors. SEBI, exchangesand the Ministry clearly need toput some thought into theadvantages of speed over fair-ness to all.

NEW DELHI: In a huge relief toUnion finance minister PChidambaram, the SC dismisseda plea for making him a co-accused in the 2G case, sayingthere was no prima facie materialagainst him of criminal conspira-cy of any pecuniary gain.

“No case is made out againstP Chidambaram and the specialleave petition filed against thejudgment of the special CBI courtis not liable to be entertained,” abench said.

The petition was filed byJanata Party chief SubramanianSwamy seeking a direction for aprobe against Chidambaram andfor making him a co-accusedalong with former telecom min-ister A Raja.

Dismissing his plea, the

bench said, criminal conspiracycannot be inferred merely on thesuspicion that there was a meet-ing for taking decision betweenthe officials of department of

telecom and two ministers —Raja and Chidambaram, whowas then also finance minister.

The bench said there was “noprima facie material” that

Chidambaram got any pecuniarybenefit nor was there any materi-al on record to prove that he, asthe then finance minister, abusedhis official position.

The judges said that the poormanagement in allocation ofspectrum cannot be said to be aproduct of criminal conspiracy.

This is the second time a judi-cial relief has come forChidambaram after a Delhi courton February 4 this year had dis-missed a plea of a co-accused inthe 2G case. Special CBI JudgeOP Saini had held thatChidambaram had not indulgedin any criminal conspiracy orderived any pecuniary advan-tage in the decisions.

Saini had said Chidambaramwas party to only two decisions

— keeping spectrum prices at2001 level and dilution of equityby two companies — which “arenot per se criminal”.

The identity of the fourthperson was not available.

Four computers, a printer,some CDs and maps were seizedfrom Rehan Shaikh’s house inKazi Nagar area of city.

The investigating teams alsofound `26 lakh cash and about250 photographs of youths alongwith their biodatas from Shaikh’shouse and have been question-ing him about it, police sourcessaid. During the last two days,NIA officials raided four housesin different areas of the city andseized some passports and otherdocuments, police sources said.

MUMBAI: Brikesh Singh(right) is getting ready to climbanother tree, this time inside atiger reserve, and stay there fora month — not for fun or toavoid the big cats but to drawthe young generation’s atten-tion to saving the environment.

On September 1, the 32-year-old Gr eenpeace campaigner,born and brought up in theslums of Mumbai, will climb atree on the site of a proposedpower plant inside the bufferzone of the Tadoba tiger reservein Maharashtra’s Chandrapurdistrict.

Singh, a cyclist and climber,has already built a tree houseand equipped it with a solarcharger and a laptop — his win-dow to the outside world.

He will be perched atop thetree throughout September andwill climb down only October 1— the day the Convention onBiological Diversity takes off inHyderabad. The conventionbrings together countries for thedevelopment of national strate-gies for conservation and sus-tainable use of biological diver-sity.

WASHINGTON: US militaryplanners are studying contin-gency plans for a potentialmission in Syria withoutprecedent — securing theregime’s chemical weapons inthe midst of a raging civil war,officials and experts said.

No military action is immi-nent at the moment, accordingto officials, but the Pentagon isgrappling with an array ofhellish scenarios that couldemerge as the conflict esca-lates, with the Damascusregime possibly losing controlof its chemical arsenal.

While US military plan-ning in the past has focused onsearching out weapons of massdestruction in the hands of ahostile government, the situa-tion in Syria raises the possibil-ity of stockpiles falling into thehands of militant groups ordesperate members of a threat-ened regime.

“This is totally new territo-ry historically. Never in historyhas a WMD-armed countryfallen into civil war,” saidCharles Blair of the Federationof American Scientists. “Thishas never happened,” he toldAFP. The US experience inIraq, in which an American-ledforce failed to secure some sen-sitive conventional weaponssites after the 2003 invasion,serves as a cautionary talegiven the complexities inSyria, where reliable intelli-gence is even harder to comeby, Blair said.

President Barack Obamahas suggested the use of chem-ical or biological weaponscould trigger US military inter-vention.

But for the moment, theadministration says PresidentBashar al-Assad’s regimeretains control of the chemicalarsenal and that there are noindications it is about to usethe lethal weapons.

US special operationsforces would likely play a cen-tral role in any plan to securechemical weapons, though alarger conventional force couldbe required to provide enoughmanpower to safeguard the

sites, the official added. “It’spossible it would not be SOF,depending on what the situa-tion is.”

As the US monitors thechemical arsenal with the helpof spy satellites, officials haveto take into account “whetherthe regime intends to use it,whether it falls into the wronghands and whether there’s acollapse of security around thesites,” according to the official.

Jayant Patel’sconvictiondismissedSYDNEY: An Australian courton Friday quashed an Indian-born surgeon’s manslaughterconvictions over the deaths ofthree patients, saying there hadbeen a miscarriage of justice inhis trial.

Jayant Patel, dubbed “DrDeath” by the Australian media,was jailed for seven years in July2010 after a jury found himguilty of criminal negligenceresulting in the deaths of threepatients and permanent injury toa fourth.

But the High Court on Fridaydismissed the convictions andordered a retrial, saying prosecutors radically changedtheir case on the 43rd day of the58-day trial in a way which ren-dered much of the evidence irrel-evant.

“The prejudicial effect on thejury was not overcome by thedirections given by the trialjudge,” the High Court said.

“A substantial miscarriage ofjustice occurred.”

Patel was convicted inQueensland’s Supreme Court ofthree counts of manslaughterand one of unlawfully doinggrievous bodily harm over surg-eries he conducted at theBundaberg Base Hospitalbetween 2003 and 2004.

At the time, prosecutors suc-cessfully argued the operationswere either unnecessary or inap-propriate.

14HIGH-FLYING THOUGHTSEven with an international convention on biodiversity round the corner,the City continues to neglect the most basic public amenities. While theroutes the VIPs are expected to take are being spruced up, the rest of theCity is ignored. A denizens’ conference... Someone?

call centre in this city across theborder from Texas. She says thatthe company, Genpact, and oth-ers like it are thriving in north-ern Mexico’s Ciudad Juarez —the same place that at one time

seemed to be ground zero forMexico’s brutal cartel war.

“There’s a lot of life in the busi-nesses here, but [people] only

talk about the negative,”Messina says. More than 10,500

killings since 2008 in Juarez — acity of about 1.3 million people— made it one of the deadliestcities in the world. The murder

rate has fallen substantially since2010, but the bad reputation is

not likely to fade fast. Juarez,however, is not an economic

ghost town. MultinationalsJohnson & Johnson, Delphi,

Siemens and Foxconn all havemajor manufacturing operations

here. McDonald’s, Chili’s,Arby’s and other chains have

opened up restaurants, cateringto the working population. Even

as Mexico’s cartels smuggledrugs across the US border and

local turf-battling gangs prey onsmall business owners, big com-panies and factories continue toexpand their operations. Majorbusinesses, including multina-

tionals and outsourcing offices,appear unthreatened by the

drug war violence. It’s anuncomfortable coexistence. Now

as the killings have slowed inrecent months, local executives

hope the city’s economy willhave a chance to flourish. That’s

part of a complex story inMexico, Latin America’s second-

largest economy, after Brazil.

Two weeks ago, I wroteabout an extraordinarywoman who had been

beaten and abused her entirelife, ended up a housekeeperand then, with a bit of externalnurturing, blossomed into a suc-cessful marketing executive in alocal company.

I wrote then that often,sadly, we don’t want to help acook or driver to rise in life. Wejustify our unwillingness to helpthem assuming there is nothingwe could do for them anyway,that there is no way to changethe status quo, as the person inquestion lacks the education,the desire, the ambition, maybeeven the intelligence to do so.

I also said that if you are oneof those who make theseassumptions, I’m here to proveyou wrong. I made a strongcase for this two weeks ago.This week, I make it again.

Meet Rajesh. When I methim, some six years ago, he wasperhaps 30 years old and wasmy driver in Mumbai — a goodsafe driver. But he had lots offlaws: coming late to work,using the car for personal usewithout permission, etc. and Istarted to feel he wasn’t theright man for the job. Yet he wasso deferential — so shy, soscared of my authority; it washard to tell if there was anythingelse in him but the ability todrive.

One day he was driving meto work and I asked how mykids behaved towards him

when he was driving themsomewhere when my wife nor Iwould not be in the car (I try toteach my kids to treat everyonewith respect and wanted tomake sure that those courtesiesextended to our driver, too).Rajesh said they treated himpolitely. Then I asked him abouthis kids. He confessed his kidsweren’t doing so well: his eldestson was drifting, not gettinggood grades. His daughter wasa bit distant from him. He askedme for advice, and I gave some,and a week or two later he saidthe advice had helped him, andhis kids were doing better.

From that point, we startedto talk more. It turned outRajesh hadn’t always been adriver, but a series of events hadpushed him into it years earlier,and he saw no way out. But Idid see a way out for him.Rajesh, it was becoming clear,was a man of high intelligenceand exceptional ethics. He wasjust lost: he had no one to men-

tor him, and hadn’t a clue howto behave professionally, or howto treat his wife or kids.

I asked him if he was inter-ested in becoming somethingmore than a driver, and he saidyes. I told him I was willing tohelp him if he agreed to stick tofour things, and that if he did, Iwould, after my three-yearemployment contract was up,help him get a job outside ofdriving where he could moveup and build a real career. Thefour things were read and dis-cuss a series of books I wouldbuy him; spend an hour everynight learning to use a computerI would get him; discuss on ourdrive home business issues Ihad at work, and how I resolvedthem; and, spend all his freetime with his wife and kids,instead of his friends. Heagreed.

I asked him what kind ofbook he would like for his firstread: “a love story”, he said. Igot him Charlotte’s Web, a love

story between a pig and a spi-der. He read it, and his insightsinto it were spot on. Next wasHemingway’s A Farewell toArms. He consumed it in aweek. Over the years, the booksgot more sophisticated; ourtalks about business more in-depth; his computer proficiencyexcellent; his command ofEnglish stronger; his relation-ship with his family better.

When I left the company, Igot Rajesh a job in a company.Unfortunately, the companyfolded and I was 10,000 milesaway and unable to help himget a new job. But when Ireturned to India two yearslater, and tried to locate Rajesh, Iwas sure I would find him in adriver’s job. I guess I ended upguilty about making sillyassumptions about people:Rajesh hadn’t just gotten him-self a new job, he had movedup... and up... and up. Today,he manages some 40 people,and makes six times what I usedto pay him. He is no longerpoor: he is middle class. And hiskids are excelling, and will not, Iassure you, be among India’simpoverished when they growup.

This weekend, I am meetingRajesh to discuss investing in acompany he now plans to start.And I think he’s going to makeme a lot of money. Maybe, justmaybe, your next investmentshould also be in your driver, or cook. The returns are astro-nomical.

Disruption of Parliament, a fruitless waste of public money

The business of the Parliament has been stalled as the government and theOpposition are at odds about how the ‘coalgate’ should be dealt with.

Crucial Bills and hundreds of amendments are stuck in the stalemate. Crores are spentevery day on the logistics and security to ensure the exalted representatives show up at

their respective houses, only to see them trooping out after going through the proce-dural charade of making their ‘presence felt’ in the chaos. Several government depart-

ments are tied up doing research and analysis work for their ministries so that Housequeries can be answered — all to go waste. Other than wasting time and resources,

what purpose does disruption of Parliament serve? For all the might the MPs assume,they are nothing but employees of public who are paid from exchequer to safeguard

public interests. In their cheap scramble to claim moral high ground and hog limelight,it is this fundamental duty that is being neglected.

The fall of Lance Armstrong

Yesterday, the legendary cyclist LanceArmstrong decided not to fight a case

brought against him for doping. He decid-ed that “enough was enough” and afteryears of fending off probes he would giveup the fight to concentrate on bringing uphis kids. That’s all very admirable, butLance is also being stripped of his sevenTour de France titles, and is leaving thebattered sport of cycling in tatters.Whether the sport will survive the loss ofits most iconic figure remains to be seen.

Locked in for lifeWhen Tony Nicklinson’s plea for euthanasia was turned

down, the locked-in syndrome patient gave up on life.We speak to City experts on whether euthanasia should

be granted in extreme cases like Tony’s.

Imagine a life where you hadno power or control to doanything. Not even speak,let alone move about. All

you could probably do is moveyour eyeballs. You can’t run, youcan’t walk, you can’t voice youranger, cry out in pain or evensay “I love you” to your wifeand kids. Sounds terrible, right?That is exactly what TonyNicklinson had to deal withsince 2005. A once successfulbusinessman who led an activelife and loved spending timewith his wife and two daugh-ters, Tony suffered a stroke on abusiness trip to Athens, whichleft him with the locked-in syn-drome. For the last seven yearsthe British citizen was forced tolead life in a vegetative statewith him being completely inca-pable of performing even basictasks. All he could do was com-municate with his family using acomputer that he could controlwith his eye movements.

Unwilling to lead life anylonger in such a state of indigni-ty, Tony requested the court togrant him the right to euthanasia(mercy killing). However, he losthis legal battle and expectedlywas devastated at being forcedto continue a life of misery.

When the court ruled againstTony it was like he gave up onlife itself. He stopped eating andeven refused treatment for thepneumonia he had contractedwhich ultimately led to his deathon Wednesday evening.

His life might have had atragic end, but there are several

other people out there who aredealing with a similar situation.Another British man ‘Martin’ toolost his legal battle for euthana-sia for the same reasons on thesame day as Tony. Life with thelocked-in syndrome is tough, tosay the least. “The locked-in syn-drome occurs when there is a

stroke to the pons area of thebrain. This is a crucial area andwhen blood supply to this partof the brain is reduced it resultsin locked-in syndrome. A patienttypically will find that he cannotmove his limbs, can’t breathe onhis own initially and will needventilator support for a whileand can’t talk but can under-stand what is being said. Hisbrain will be functioning nor-mally but he will only be able tomove his eyeballs,” says DrSudhir Kumar, senior consultantneurologist at Apollo Hospital.

In the event of brain death itis permitted to take a patient offlife support as it is accepted asdeath. “But in the case of locked-in syndrome with the brainfunctioning normally the patientis completely conscious. Manypeople who are independentand have a lot of self-respecthate being dependent and preferdeath. However, I don’t thinkeuthanasia is right. It is like sui-cide. Locked-in syndrome mightbe a severe ailment but the per-son is still alive. If we allowparalysed people to choosedeath, then where are we head-ing? It’s like saying that theworld is only for healthy peo-ple,” opines Dr Sudhir.

He goes on to add, “In TonyNicklinson’s case he might havebeen depressed. Such patientsshould be provided emotionaland physical support. Peoplemight feel euthanasia is alright,but I don’t agree.”

WASHINGTON: It wasn’t abigger brain but a more sophisticated wiring that gavehumans the edge to evolvebeyond their closest cousins, thechimps, says a new study.

A University of CaliforniaLos Angeles (UCLA) study pin-points the unique human patterns of gene activity in thebrain that could shed light onhow we evolved differently thanour closest relative, the journalNeuron reports.

These genes’ identificationcould improve understanding ofhuman brain diseases such asautism and schizophrenia, aswell as learning disorders andaddictions, according to aCalifornia statement.

“Scientists usually describeevolution in terms of the humanbrain growing bigger andadding new regions,” said prin-cipal investigator DanielGeschwind, professor of humangenetics and neurology at theDavid Geffen School ofMedicine at UCLA.

“Our research suggests thatit’s not only size but the risingcomplexity within brain centresthat led humans to evolve intotheir own species,” he said.

children.But a study published in

Nature today points the finger atolder fathers.

An Icelandic company hasfound that men who father chil-

dren later in life pass on morenew genetic mutations to theiroffspring than younger dads,possibly increasing their child’srisk of mental disorders suchautism and schizophrenia, theLos Angeles Times reported.

Researchers studied thegenomes of 78 families inIceland and found that the num-

ber of mutations in a child wasrelated to the age of the father,according to US News.

“Society has been veryfocused on the age of the mother.But apart from (Down’sSyndrome) it seems that disor-ders such as schizophrenia andautism are influenced by the ageof the father and not the moth-

er,” Dr Kari Stefansson, ofDecode Genetics, who led theresearch, was quoted by the BBCas saying.

According to Bloomberg, a20-year-old man hands about 25mutations to their offspring,while a 40-year-old man passeson about 65.

in red wine may preventseniors from taking falls.The chemical compoundresveratrol, an antioxidantfound in red wine andlinked to many health ben-efits including anti-aging,can now claim to helpimprove balance.

While this statementmay bring a cheer to many.There is just one catch tothis study. It is said that

in order to achieve thesame effect as the study,someone would have todrink 700 bottles of wine.

That said, the studybasically suggests that the compound could be con-centrated and made into a supplement form which inthe correct dosage can beused in the future.

“Our study suggests anatural compound likeresveratrol, which can beobtained either throughdietary supplementationor diet itself, could actual-ly decrease some of themotor deficiencies seen inour aging population,”said Jane Cavanaugh, anassistant professor of phar-macology at DuquesneUniversity, told the

Telegraph.“And that would,

therefore, increase anaging person’s quality of life anddecrease their risk of hospitalisation due to slipsand falls.”

The study was con-ducted on two groups ofmice, one younger, theother older.

Researchers had bothgroups walk a tight bal-ance beam. At first, the oldmice were seen strugglingto cross but after receivingmega doses of reveratrol,the older mice were just asnimble as their youngercounterparts, said UPI.

The researchers alsosaid that the antioxidantwould be likely blockingcompounds that producecell death.

“We believe thatresveratrol is either remov-ing the byproducts ofdopamine metabolism,which are harmful to neu-ral cells, or increasingresistance in the cellsthemselves,” Cavanaughtold Wine Spectator.

This discovery hasbeen presented at theAmerican ChemicalSociety national meetingthat was heldin Philadelphia.

full spoof film, it is ‘the mother ofall spoofs’ ever made in Telugu

cinema. It’s been years sincesomeone has attempted anything

like this and BheemineniSrinivasa Rao, the director of the

film, does a terrific job in fillingthe film with so many spoofs thatone will lose track of the numbersof references in the film. The bestpart about it is that nothing feels

awkward.Allari Naresh stars as Shiva,

the quintessential Telugu cinemahero, who’s both brave and lucky

right from his birth. When he‘suddenly’ grows old enough to

save Hyderabad from severalatrocities, he goes on an under-

cover mission to eliminate thegang of a don named ‘D’. In thisprocess, he meets Priya (MonalGajjar) and ends up going on along adventure in search of his

parents. How he manages to do itforms the rest of the story.

Sudigadu is a worthy remakeof C S Amudhan’s Tamil Padam

and kudos to BheemineniSrinivasa Rao for coming up withinnumerable whacky lines whichtake potshots at clichés in Telugucinema and even television. One

such instance is a scene where weare transported to the sets of a

popular TV show Challenge.Those five minutes are worth

whatever you are going to spendon the film. The film’s first half isa laugh riot and it sets the bar so

high that the second half fallsjust short of sending you on

a laughter-crazed trip as muchas the first half does.

Nevertheless, the film is a breezyentertainer and a complete paisa

vasool film.Allari Naresh does

a terrific job with his role whichgives him the license to go

berserk. The confidence withwhich he delivers even the mosthilarious lines with a poker faceis noteworthy and he carries the

entire film on his shoulders.Music by Sri Vasanth is alright

and Vijay Ulaganath’s cinematog-raphy is good. This is not the filmwhere you should raise questions

about the logic behind a scene.It’s a spoof. All you need to do issit back and tell yourself ‘OMG!That’s so true’. Two thumbs up

for the film.

How to play kakuroKakuro is a popular game similar to sudoku insome ways. But is also suitably different. The keyquestion: ‘How do you play kakuro?’, well hereare the rules of kakuro. The answer: The kakurogrid, unlike in sudoku, can be of any size. It hasrows and columns, and dark cells like in a cross-word. And, just like in a crossword, some of thedark cells will contain numbers. Some cells willcontain two numbers.

However, in a crossword the numbersreference clues. In a kakuro, the numbers are allyou get! They denote the total of the digits in therow or column referenced by the number.

Within each collection of cells — calleda run — any of the numbers 1 to 9 may be usedbut, like sudoku, each number may only be usedonce.

Let’s have an example to explain this conceptmore clearly:

In the image above, which shows a section ofa kakuro puzzle, you will see the numbers ‘26’and ‘14’ in the top row. Look at the 14. Thismeans that the total of the three cells under-neath must sum to 14. Therefore 9, 4, 1 could bethe answer, or perhaps 7, 4, 3 and so on...

So, how do you work out the actual combi-nation? Well, this is done through eliminationand cross-referencing. For instance, as you workout the answers for other kakuro clues, this willnaturally limit the valid combinations, and hencethe answer for this particular run.

Note the second cell in row two — it con-tains two numbers, 30 and 11. The 30 refers tothe vertical run underneath the number 30 andthe 11 refers to the two cells to the right, hori-zontally, of the number 11.

Armstrong, while maintain-ing his innocence, made hisdecision after a US federal courtdismissed his lawsuit againstUSADA, paving the way for theagency to continue its probe intothe retired American cyclist.

Armstrong accused USADAof launching a “witch hunt”against him and said they wereplaying with a loaded deck.

“Today I turn the page,”Armstrong said in astatement on his

“I will no longer address theissue, regardless of the circum-stances. I will commit myself tothe work I began before everwinning a single Tour de Francetitle.”

The 40-year-old said he wasgrowing weary of the fight andthe strain it had put on his per-sonal and professional life.

PARIS: Athletes with intellec-tual disabilities are competingat the Paralympics for the firsttime in 12 years, after anembarrassing scandal involv-ing Spain’s basketball team.

Three sports at the Gamesin the British capital are open tointellectual disability (ID) ath-letes — athletics, swimmingand table tennis — followingthe introduction of stricter cri-teria for participation.

The categories weredropped for the last two Gamesin Athens and Beijing after 10members of the gold-winningSpanish basketball team inSydney in 2000 were told tohand back their medals becauseseveral players had no intellec-tual disability.

A journalist who played forthe side claimed afterwardsthat “at least 15 of the 200-strong Spanish [Paralympics]team had no physical or mentalhandicap” and that many par-ticipating countries had alsoselected non-disabled athletes.

The president of theInternational ParalympicCommittee, Philip Green, saidhe was satisfied with new eligi-

bility criteria drawn up by theInternational Sports Federationfor Persons with IntellectualDisability (INAS-FID) to pre-vent a repeat.

“It’s already been used in anumber of competitions and Ihave confidence in that sys-tem,” he told AFP in a recentinterview.

The re-introduction is aboost for ID athletes and thefederations that representthem, who have struggled togain as much recognition —and funding — as other para-sports.

Of the 4,200 athletes expect-ed at the Games, there will besome 200 ID athletes.

Despite the return of thecategories, the director-generalof the French Paralympic andSporting Committee (CPSF)Gilles Johannet is disappointedthat there are only 200 placesfor ID athletes.
