ABOUT THE TBCSA
• Tourism Business Council of South Africa is the umbrella body for organised business in the South African Travel and Tourism industry.
• It formed to establish a unified platform for the private sector to engage with the public sector and other stakeholders, to develop and grow the industry.
• We are the ONLY TRAVEL AND TOURISM VOICE recognised by Government
• The organisation is membership driven, with currently 51 members that which include16 national sector associations and individual businesses.

• Collaborated with National Department of Tourism (NDT) to develop :- Tourism BEE Charter,- National Service Excellence Strategy and - National Sector Strategy (NTSS)

Who is already collecting TOMSA levies?
WHAT AND WHY ?
• TOMSA LEVY is collected by tourism businesses and assists the marketing agency, South African Tourism to profile our country as a preferred tourist destination locally and globally, through various marketing activities.
ABOUT THE TOMSA LEVY • The TOMSA levy is 1% of each confirmed booking. This is paid to the
TBCSA on a monthly basis
• TOMSA levy collection is voluntary, the amount paid does not constitute a tax to the business as it is added to the bill paid by the guest
• Currently TOMSA Levy is collected in the Accommodation, Tour Operator , Travel agency and Car rental sectors. Desire to expanding into other tourism sectors such as business tourism, attractions, etc
• The levy Collector base is currently over 550 levy collectors
• We have engaged with local tourism associations, national sector associations , to expand the number of levy collectors
TOMSA ASSOCIATION INITIATIVE
• The above are piloting a partnership to increase the TOMSA levy collector base
• The associations are to encourage their members to sign up to collect TOMSA levy
• Each association will receive 10% commission of the monthly levies paid by the members of the association

has its own dedicated Board of Directors of levy collecting businesses has its own bank accounts is audited separately 93% of TOMSA funds are transferred to SA Tourism on quarterly basis has a 3 year MOU governing its relationship with SA Tourism and TBCSA representatives meet with SA Tourism Board and Executives

TOMSA levy collectors who are graded establishments receive • 10 % discount on Meetings Africa and Indaba Exhibition rates ( main stand holders
only). • 10% discount on grading fees if you are TOMSA levy collector in good standing
• TOMSA collectors whose products have never been graded from 1 May 2012 receive:
• Year 1 – 25%• Year 2 – 15%• Year 3 – 10%

• TOMSA collectors are offered an opportunity to provide input and receive feedback about the SA Tourism’s annual performance planning process
• SA Tourism gives preference to TOMSA levy collectors when selecting product owners to participate in trade shows and services provided to overseas visitors and SAT sponsored familiarization trips
• SA Tourism conduct workshops prior to exhibitions and events to provide guidance and support to TOMSA levy collectors

• SAT provide assistance in scheduling meetings with buyers and industry players at trade shows including WTM, ITB, IMAX corporation and other global meetings and events
• SAT give preference to TOMSA levy collectors to take part in speed marketing workshops
• SAT make available their offices and infrastructure abroad to TOMSA levy collectors when conducting business abroad in these markets
• TOMSA levy collectors receive an automatic 3% for BEE rating
