    RPG Enterprises. The new cogen plant fires tail gas

    from the carbon black manufacturing process.

    Surplus power is sold to CESC.

    Meritorious Productivity Award for 20 consecutive

    years. The plant was renamed after former APSEB

    Chairman Dr N T Rao in Dec 2007.

    developed by Enron and budgeted at $2.8bn with 3 X695-MW CCGT blocks an an LNG terminal. After7yrs of development, Unit-1 was dedicated in May1999, about 2yrs behind the original schedule. The$1.8bn Phase-II financing closed in Apr 1999 and inJun, a $300mn order was placed with GE for two CC

    209FA blocks. From Jan to May 2001, the fourPhase II GTs were progressively synchronized and

    steam blows completed on the HRSGs. The Dabhol-2 steam turbine was rolled in April and the Dabhol-3steam set was nearly ready for testing when workwas halted on 17 Jun 2001. In May 2001, MSEBunilaterally rescinded the DPC PPA and Dabhol

    Phase I was shutdown. Finally, the stategovernment and other parties took over the project,which gradually returned to service during 2006/07,

    first on naphtha and finally on natural gas asoriginally designed.

    HPL Cogen

    EPC: L&T/S&LQuick facts: In Aug 1997, the engineering contractfor this CCGT at the HPL works in Midanpore Dist

    was awarded to L&T. This integrated naphtha-basedpetrochemical complex is at Haldia, a major river

    port town about 60km from Kolkata at theconfluence of Hugli and Haldi Rivers. The crackerand associated process units produce ethylene,

    propylene, and other materials. HPL CogenerationLtd was set up as a 49:51 power generation joint

    venture between HPL and L&T, but in May 2008,HPL bought out the L&T stake and also began

    preparations to partially switch the plant to naturalgas. Two auxiliary boilers and duct-firing sys temsallow for the production of up to 480 tph of process

    steam. In 2006, Evonik obtained a 6yr O&Mcontract for the HPL plant.

    EPC: Hyundai, TCEQuick facts: In Oct 1999, Hyundai won a $160mncontract to build the Tanirbavi barge-based CCGTplant. Financing closed in September 2000 and inApr 2001 the American ExIm approved $5.1mn insupport for the $207mn project, which at the time,was owned by PSEG Global and GMR in a 49:51

    joint venture. The 106m barge was built in Ulsan andmoored in the Gurupur River in Mangalore. MetsoAutomation supplied its maxDNA digital controlsystem. Simple-cycle operations started in Jun2001 when it was considered the largest single-

    barge, generating facility in the world. In Oct 2002,

    PSEG sold its stake in Tanirbavi for $45mn. In Jun2008, the original PPA expired and, in Sep 2009,GMR announced it would move the barge power

    plant to Kakinda in Andhra Pradesh starting in Jan2010. The 1,200km move and dredging on the

    Godavari River upstream from Kakinda cost aboutR245cr. Fuel at the new site will be LNG and

    operation is expected in April 2010. GMR plans toretain the 30ac Mangalore site plus associated

    infrastructure for possible future use.

    Hirakud smelter, set up by Indal in 1959, was thecountrys second aluminium smelter operating onpower sourced from the hydro power station of theHirakud Dam. In 1993, Indal built Indias first CFBcaptive power plant. Three more steam sets were

    added starting about 10yrs later, each supplied bythree CFB boilers.

    cooling towers and two 275m stacks. SterliteEnergy is a subsidiary of Sterlite Industries, India'slargest non-ferrous metals and mining company,

    and in turn a subsidiary of Vedanta Resources plc.

    O P Jindal

    EPC: BHEL, Punj LloydQuick facts: This is the largest coal-fired IPP in

    India. A second phase with 4 X 600-MW units is onorder. The plant is named after Om Prakash Jindal,

    the late founder of O P Jindal Group. The associated

    mine is the largest in the private sector and it has a6mn tpy coal washery, also the largest in the

    country. The facility has a 7km overland coveredconveyor from the mine facility, the longest in India.

    The tie-line to the grid is a 258km, double-circuit400kV installation built in 1.5yrs. It was built without

    any joint-venture with PowerGrid Corp.

    the $750mn plant was Gujarat Torrent Energy CorpLtd (GTEC), a consortium initially consisting of

    PowerGen (20%), local pharmaceutical companyTorrent Group (30%), Gujarat Power Corp (12%),

    and Siemens (10%). In Jul 1999, PowerGenannounced that it was buying out Torrents interest,

    the first such transaction in India. In Dec 2000,PowerGen sold most of its stake in Paguthan toCLP Power and the plant is now 100% owned by

    CLP Holdings. The gas turbines are capable of firinggas and naphtha independently as well as

    simultaneously. Gas is received by a pipeline fromthe Gandhar gas fields. The plant is connected to

    the gird with 220kV and 400kV switchyards. Watersupply from the Narmada River is delivered by a24km pipeline to onsite reservoirs. Mee fogging

    systems for each GT were ordered in Jan 2000 andcommissioned by mid-year. A 1,000-MW extension

    is planned.

    (OMZ) is under contract to supply the reactors.Russia has granted a state credit to India to cover85% of the cost of equipment supply. Completionwas originally scheduled for 2007 but has been

    delayed by a variety of factors.

    other banks extended a term loan of Rs 50.34 crore

    and MNRE provided an interest subsidy of Rs 1.83

    divesting the stake. Low sulfur fuel oil is providedunder a 15yr contract with Hindustan PetroleumCorp Ltd. Vasavi is connected to the local 110kVgrid and operated by Hyundai O&M staff. A MetsoAutomation MAX 1000 + PLUS system is used to

    control and monitor the engines and BOPequipment and the plant has an innovative system

    that uses wastewater for engine cooling.

    The foundation stone for the first phase was laid on

    16 Jan 1977 and Unit-1 was commissioned in Aug

    1983, followed by Unit-2 in Jul 1984. The station

    was dedicated to the nation on 8 Oct 1984 by PM

    Indira Gandhi. The plant is the terminus of a 400kV

    double-circuit line from NTPCs Korba STPS andoriginally the Chandrapur station had 3 X 400kV

    circuits delivering up to 1,200 MW of power to

    Mumbai. ABB and BHEL subsequently built a

    1,500-MW, 500kV HVDC line on the route

    Chandrapur-Padghe. The 753km link was

    commissioned in 1999 thereby allowing more

    efficient utilization of Chandrapur and facilitating the

    development of two more 500-MW sets now in

    planning.

    and Unit-2 a year later. Construction of Unit-3 was

    started in 1986 and completed in Mar 1991 while

    Unit-4 was started in 1989 and completed in Sep

    1994 These four units cost about Rs 13,860mn. In

    1996, three more units were started and these cost

    Rs 15,450mn. Unit-7 was completed in a then-

    record 25mos at the end of 2002. An eighth 250-

    MW set is under construction and two 500-MW

    units are planned. About 7mn tpy of coal is delivered

    from Singareni Collieries, Western Coalfields Ltd.

    and Mahanadi Coalfields Ltd and station output is

    about 10 TWh/yr, up to 40% of the states electricityrequirement. Unit-4 was financed by Japans ODA.

    of the worlds longest earthen dam, the 25.8km

    Hirakud Dam spanning the Mahanadi river. The

    Hirakud smelter, set up by Indal in 1959, was the

    countrys second aluminium smelter operating on

    power sourced from the hydro power station of the

    Hirakud Dam. In 1993, Indal built Indias first CFB

    captive power plant. Three more steam sets were

    added starting about 10yrs later, each supplied by

    three CFB boilers.

    400kV substations at Kirori and Fatehabad to

    evacuate power from the new plant. The line to

    Fatehabad was charged in January 2010.
