Section-III : ENGLISH LANGUAGEDIRECTIONS (Qs. 101-114) : Read the following passagecarefully and answer the questions given below it. Certain wordsare given in bold to help you locate them while answering someof the questions. The wakeup call that China represents to India is not limited to itsshowpiece urban centres or that New Delhi hopes India willexperience the benefits that the Olympic games have brought toBeijing. More pertinent is the comparison of the agricultural sectorsof the two countries. Why and how has China managed to outstripIndia in agriculture when 25 years ago the two countries were onpar on most parameters? Both have traditionally been agrarianeconomies and over half their populations continue to depend onthe land for their livelihood. With large populations and historiesof famine, India and China share concern on issues such as food

Page 9: PRACTICE SET 2 FOR IBPS PO MAINS - SARKARI NAUKRI€¦3 (c) 61 (d) 57 (e) 45 17. 20% of the people from village D have banana as their favourite fruit and 12% of the people from the

9security. However, while India’s agricultural sector is projected togrow by about 2.5 per cent this year – a slide from the previousyear’s growth–, China’s has been steadily growing at between 4per cent and 5 per cent over the last fifteen years. The widestdivergence between India and China is in the profitable horticulturalsector with the production of fruits and vegetables in Chinaleaping from 60 million tonnes in 1980 compared to India’s 55million tonnes at the same time, to 450 million tonnes in 2003ahead of India’s corresponding 135 million tonnes. China’s addedadvantage lies in the more diversified composition of its agriculturalsector with animal husbandry and fisheries which account forclose to 45 per cent of growth compared to 30 per cent for India.

According to the latest report by the Economic AdvisoryCouncil, the traditional excuses for India’s substandardperformance in the farm sector are inadequate since India is placedfavourably when compared to China in terms of quantity of arableland, average farm size, farm mechanisation etc. The reasons forChina having outperformed India are threefold: technologicalimprovements accruing from research and development (Chinahas over 1,000 R&D centres devoted to agriculture), investment inrural infrastructure and an increasingly liberalised agriculturalpolicy moving away from self-sufficiency to leveraging thecompetitive advantage with a focus on “efficiency as much asequity”. Investment in rural infrastructure, roads, storage facilities, marketing facilities are also crucial but government support inIndia has mainly been through subsidies, not investment. Therehas been much debate about subsidies and their utility; theopposing view being that subsidies are against the market reformsand distort the market as well as reduce resource efficiency. Incontrast to the 2,046 applications for the registration of new plantvarieties in China over the past few years, data reveals that despiteIndia having the largest number of agricultural scientists in theworld India’s current research track record is abysmal, equivalentto what China achieved in the 1980s. Far from developing newstrains, the number of field crop varieties fell by 50 per centbetween 1997 and 2001 despite the fact that there was sharp andsustained increase in funding. One reason is that majority of thebudget is eaten up by staff salaries with only 3 per cent beingallotted for research. In contrast, most agricultural research centresin China must use Central government funding purely for research.Funds relating to salaries and other administrative incidentalsmust be generated by the centres themselves. The centres andscientists are thus encouraged to engage in joint ventures withprivate sector companies to form commercial signoffs from theirresearch. In fact, research staff are now being hired on a contractbasis with pay based on performance and salaries raisedproportionately for those who perform well. India needs to learnfrom China’s example and adopt a pragmatic approach if it has tomeet its targets of the Eleventh Five Year Plan.101. What has been the major area of difference in the

DIRECTIONS (Qs. 111-120) : Read the following passagecarefully and answer the questions given below it. Certain wordsare given in bold to help you locate them while answering someof the questions.Nearly 6000 years ago, man took a giant step forward in hisevolution on this earth when, giving up a nomadic type of life, hetook to agriculture. This memorable event happened in certainriver valleys of India, China, Mesopotamia (modern Iraq) andEgypt. The reason was that the conditions in these areas werefavourable for the cultivation of grains like wheat, rice etc becauseof plenty of rich soil and water. Consequently, the farmer was ableto produce more grains than he required for his needs. This helpedin the development of settled cooperative living and villagesappeared where some people could make a living using somespecialised skills or take up other jobs useful to the society insteadof tilling the soil.

As time passed more and more families started living togetherfor the sake of security against barbarians and wild animals. Theybuilt big buildings and cities sprang up. Such developments tookplace in many parts of the world where conditions were suitablefor agriculture, trade and commerce. Since it was not hard to makea good living, men had spare time for the development of arts and

crafts and engage in other activities which characterise a culturedlife.

The ancient civilizations, though quite far removed fromeach other, did not develop in complete isolation. There was sometrade and commerce accompanied at times by sharing ofknowledge. It was not uncommon to have from time to time smallor big wars and mass exodus of people for greener pastures. By1000 BC, with considerable intermingling of races, several well-developed and prosperous civilisations had come into existence.Their borders of course were not well defined but kept on shiftingdue to wars. Here we shall be concerned essentially with some ofthe fundamental contributions of the ancient Indian and Greekcivilisations to human knowledge. One may like to know whythese two could make more important and enduring contributionsthan other civilisations. The answer briefly is that by and largeboth in India and Greece conditions for free, sober and intelligentthought were an integral part of the social structure. Furthermore, the philosophers were highly respected and they could without acare

Follow knowledge like a sinking starBeyond the utmost bound of human thought. To begin with, the philosophical developments in the two

civilisations started along similar lines, with attempts to answersome basic questions like : Who am I? How was the world created? Is there life after death? And so on. This is not surprising sincethe forefathers of the Indo-Aryans and the Greeks lived togetherin Central Asia before mass migration. But in due course, around500 BC, the effects of different environments and some intermixingwith other races began to have their effect and change in emphasisin the pursuit of knowledge was noticeable. The Greeks, becauseof their rugged surrounding and contacts with other seafaringpeople in trade and commerce, had to be practical. They turnedmore and more to the study and understanding of the ‘outer world’.So successful were they in their endeavour and so basic weretheir contributions that it is now quite generally accepted that theentire modern intellectual education of the West, bothphilosophical and scientific, originates from the Greeks. The Indo-Aryans, on the other hand, once they had settled downcomfortably in different parts of India did not have to face manychallenges from the outside world. Consequently, they turnedmore and more towards religion and the study of man’s ‘innerworld’. The degree of success and the mastery they achieved isbest summed up by Schopenhauer, a German philosopher.Commenting about Upanishidic knowledge, he remarked,“Thinking was finished on the banks of river Ganges.”111.
