Implementation Plan

PMAY in Madhya Pradesh

State Vision 2018 – 5 Lakh DUs for urban poor.

All 379 cities included under the Housing For All Mission

Demand Survey completed in all cities and Total Demand assessed

is 11,51,809.

Annual Implementation Plan (AIP) for FY 2017-18 and

HFAPoA of 124 cities submitted and HFAPoA for all cities will be

submitted by 31st July, 2017.

Approval for all the DUs as per Demand will be accorded by 2018-

19.

Construction of all the DUs proposed to be completed by 2021-22.

Nagar Uday Abhiyan initiated to promote awareness of PMAY.

Adhikar Patra distributed to 2.80 Lakh beneficiaries of PMAY under Nagar

Uday Abhiyan.

Hon’ble CM has made an announcement to provide an additional grant of Rs.

1.00 lakh for the beneficiaries registered with Labour Welfare Board.

Timely collection of beneficiary share is essential for implementation of

projects under AHP vertical as per scheduled timelines.

Maximum beneficiary share @ Rs. 2.00 Lakh per beneficiary for slum

dwellers.

For timely collection of beneficiary share:

Pre-allotment of dwelling unit is done by local body

Stage-wise beneficiary share is collected from the very beginning of construction.

To ensure timely loan linkages of EWS beneficiaries, State

Government issued a Model Tripartite Agreement.

The Salient features of tripartite agreement are:

Beneficiary contribution at the time of pre-allotment is 10% of his/her share.

ULB to bear the lump sum charges of Rs. 5500 for Stamp Duty, registration

charges, insurance, SARFAESI charges etc.

ULB to act as an intermediary Guarantor.

In case of NPA, ULB empowered to cancel the allotment of existing beneficiary

and re-allot the dwelling unit to a new beneficiary of the same category.

Outstanding balance of loan amount is adjusted from the contribution received

from new beneficiary.

45,921 DUs are in Tendering process and Work Order shall be issued in July,

2017.

Beneficiary Led Construction (BLC)

Total Approved DUs – 1,61,091 DUs,

70,000 DUs grounded till date.

Credit Link Subsidy Scheme (CLSS)

Loan of 2,261 beneficiaries sanctioned and disbursed.

Data of 1,20,886 potential beneficiaries shared with SLBC and CANs.

permission and layout approval on the basis of

pre-approved lay outs and building plans.

Achieved, Pre-approved building permission has been adopted

for plot sizes up to 300 square meters, as per amendment issued

in Madhya Pradesh Bhumi Vikas Niyam. 2012 on 27th

November 2015

Amend or legislate existing rent laws on the

lines of the Model Tenancy Act.

The provision of Rent Control Act of Madhya Pradesh is in

lines of the Model Tenancy Act circulated by MoHUPA, Gol

and is being reviewed by the State.

Additional Floor Area Ratio (FAR)/Floor Space

Index (FSI)/ Transferable Development Rights

(TDR) and relaxed density norms.

Achieved, An additional FAR of up to 0.50 is allowed in

addition to the permissible FAR for redevelopment of slum as

per provision under Clause No. 61 of Madhya Pradesh Bhumi

Vikas Niyam, 2012.
