In addition to the increases in Competir + , investors with projects located or to locate on Terceira Island , could benefit (*) from:

Exemption from taxes and licensing costs for economic activities in Terceira;

50% reduction in the amount of airport charges civil air terminal of Lajes ( traffic charges, ground handling and occupation ) over the next six years;

Reduction in 75% of the rates applicable in Praia da Vitória Port, in the first three years and 50 % over the next 3 years;

Increase in non- refundable subsidy ( 10% to 20% ) for companies located in Praia da Vitoria for the purchase of regional products;

Increase of non-refundable incentive from the current 75 % to 90 % , through the sharing of the expenses eligible to operators established in the Island, for the promotion of products from Azores;

Tax breaks for investment projects in production units considered relevant;

50 % reduction of the minimum investment amount for the project be considered of regional interest (PIR );

Increase by 10 % the incentive non-refundable four sub-systems COMPETE + (Promotion of the Economic Export Base, Integrated Sustainable Urbanism, Qualified and Creative Entrepreneur-ship and Local Development) to projects undertaken on Terceira.

(*) This benefits result from the Plan of Economic Revitalization of Terceira Island, organized in response to the impact caused by the reduction of the US military presence at Lajes.

Environmental protection and the use of renewable energies are also permanent objectives of the development strategy of the Mu-nicipality of Praia da Vitória.

The Eolic Park of Serra do Cume (operated by public and private companies) is one of the evidences of such strategy, being presently responsible for more than 10% of the electricity consumed in the county.

The Energy Diagnnose Program for Local Businesses (promoted by the Municipality) is another evidence of our commitment to pro-mote the use of renewable energies.

The Municipality’s Strategy of Develop-ment has allowed for a balance between rural and urban areas in the county and in the city.

Praia da Vitória is the only city in Europe with a wetland inside its limits.

The Local Development Strategic Plan of Praia da Vitória is a document oriented to define the main priorities of the municipality for the next 5 years. It is, therefore, a document that specifies the course of action that the Municipality will follow in the future.Strategic planning seeks to define and implement a city project, enhancing competitiveness and improving the quality of life of all citizens of the municipality of Praia da Vitória. It should unify visions, coordinate public and private action and establish a coherent framework for mobilization and cooperation with relevant actors in the territory.

Support the creation of new businesses and the revitalization of existing ones, increasing the attractiveness and competitiveness of Praia da Vitória.To create new and competitive businesses, we have the Business Inno-vation Center. This, drives and mentors the whole amount of business process downstream from the creation of the idea, through the study of economic viability, to the materialization of the project. Newly com-panies or start-up’s also have the possibility to make use of a network of business parks spread over the county, which allows them to cre-ate clusters, innovation power and the establishment of international links, key success factor in an economy on a global scale.But never forgetting those who are here ... the Praia da Vitória county supports boosting their business environment, through the Tradition-al Trade Revitalization Program, in order to enhance the results of eco-nomic activity across the county. In order to increase and strengthen local economic competitiveness, areas such as management and en-trepreneurship will be the focus of a Business Training Program, which will be complemented with special workshops, seminars, conferences and the possibility of creating international partnerships.

Promote geographical protection and physical spaces with com-mercial source, recovery and conservation of the environmental heritage.There are physical and natural resources with a huge commercial po-tential, which led us to create an Empowerment Program’s Bay Beach, covering a range of opportunities to value, but also coordinated ac-tions in a perspective of heritage preservation and environmental sustainability.

Social support, promote quality of life.Social cohesion is one of the main vectors of the strategic plan of local development, together with the competitiveness of the economy, environment and resource efficiency and cultural heritage. Pillars such as education, solidarity and housing, are included in the social support program of the municipality of Praia da Vitória, in order to promote a better quality of life among the inhabitants of the municipality. For the purpose of streamlining programs will be developed, either the asso-ciation or community infrastructure.

Preservation of cultural heritage.Praia da Vitória county has a vast cultural wealth and historical collec-tions to be enhanced through the existing network of museum spac-es, cultural activities and festivals in the county, not bleaching their preservation through the Cultural Heritage Enhancement Programs.The following strategy is based on the conviction that it is possible to outline cultural conservation measures that run in parallel with the enhancement of local traditions and customs as tourist product and appreciation of the rural environment.

Actions:The strategy outlined for Praia da Vitória city benefits from a state of maturity that allows us to affirm the fea-sibility of the set objectives and goals. Benefits also a clear continuity of structural interventions face the inter-ventions that have already been implemented, and a cautious articulation, but determined between the pro-cess of planning and implementation process, which allowed him to incorporate some timing between setting process strategic (which ideally precede any intervention) and the start of some structural interventions (which in practice are governed by regulatory conditions, opening periods contests and decisions that go beyond the specific timetable of each municipality). It is important to underline the five Strategic Objectives underlying the development strategy advocated for Praia da Vitória County:

• Economic Promotion:Harnessing the local potential (particularly the logistical infrastructure) for the creation of new businesses and attracting foreign investment, oriented to external markets that value production “environmentally friendly” and deliver added value to local / regional production;Revitalization of the business / commercial existing local tissue, strengthening its supply to the domestic mar-ket and / or leveraging its action through exports;Support the Local Entrepreneurship, oriented to the high potential areas - Sea, Agribusiness and Technology - through the Business Incubation and Training for Entrepreneurship, signaling the County’s worldwide network of support and promotion of entrepreneurship.

• Sustainable job:The implementation of measures to investments able to absorb the hand labor available in the County / Island, either through direct hiring or first, through training and professional development, and then the entry into the labor market oriented new businesses;Measures that allow for self-employment and the implementation of innovative and sustainable projects in the medium / long-term, value-added generators and, in this way, the need to strengthen the cadres of human resources.

• Harnessing the Potential Locations:the Existing logistical infrastructure in Praia da Vitoria (Airport of Lajes and Commercial Port of Praia da Vitória) are crucial in the local development strategy, because on the one hand, are active with foreign investment at-traction potential and, secondly, allow leverage local production for export.

• Environmental Protection and Natural Resource Management:Praia da Vitória County contains a number of natural resources of high value that must be preserved, following up the development strategy initiated in 2006. Its management and conservation, whether from the viewpoint of future protection either from the perspective of tourism, are - and should be - priorities in the medium and long term. Similarly, the introduction of procedures, mechanisms and instruments that will enable more effec-tive and efficient use of natural resources / local is another line of action inherent in this objective.

• Tourist Promotion:The consolidation of Praia da Vitória in regional tourism, valuing local idiosyncrasies as a supplement to the offer Nature / Culture, is essential to the county development strategy. The appreciation of the Natural Heritage, Historical, Cultural and Community of the County, the realization of new tourist attraction elements and open-ness to innovative and contemporary designs, framed in regional / national artistic evolution, are factors to be taken into account in the pursuit of this goal.
