    >praxis | for students

ENCATC > PROMOTING STUDENT MOBILITYPRAXIS is an information service for ENCATC members ONLY.

ENCATC is a nongovernamentalorganisation with operationalassociate status to UNESCO

Is 20% youth unemployment in the western

world inevitable? Will generations of youngworkers be condemned to precarious workconditions in developed economies, orpersistent poverty in the emerging ones? Thisdoesnt have to be the new reality. If weconsider that just as the knowledgeeconomy defined the 20th century, thecreative economy will dominate the next.

We must accept that in a world wheretraditional skills and labor will be outsourcedand automated, logic will take us from a to b,but creativity will take us everywhere. The lure

of visual culture is pervasive fuellingphenomena like Facebook, Instagram, ViceMedia and the like. But the state of culture-based education is in crisis. The arts arebeing carved out from curricula, at the verytime...

When creative industries are growing at afaster rate than the world economy. When therate of joblessness in Americas creativesphere is half of what it is for otherprofessions. When music, fashion and designin Britain, so brilliantly showcased at the

Olympics, employs more people than itsfinancial sector. To stimulate innovation, wemust re-invent the way we study humanities. And to achieve that, museums must be put inthe picture, not just in the frame, such as: 1.That creativity will be a survival skill of thefuture; 2. That the props and people withinmuseums are essential resources for learning;and 3. That by embracing technology andforging innovative partnerships, museums willbecome the fiery muses that set the worldsinnovation alight, and not the mausoleumswhere art just goes to die.

You may already buy into the first idea, givenwidespread data from urban theorists likeRichard Florida, confirming that culture bringseconomic benefit in very measur-able ways.

Its not surprising that governments from

Singapore to Sao Paolo are racing to teachinnovation. China too has startedchampioning this premise; recognizing thatlong-term, being cheapest may carry too higha price. But can innovation be imposed? Cancreativity be taught in classrooms? Caneconomies built on perspiration shift to beingfuelled by inspiration? This is where I see thevital role of the museum.

For 2,000 years museums have held anexalted place in society, built on the belief thatthrough objects, they tell the history of how

humans shape the world and have beenshaped by it. In 2012, just over half of youth inthe UK attended a museum or public gallery thats more than go to football matches. Thesame is true in France. But how canmuseums stay true to the educational premiseon which they were conceived - in the face oftighter budgets and global recession? Howcan they teach record numbers of peoplephilosophy, history, literature and art, in a waythat leads to a greater understanding of theworld?

The answer lies in partnerships withentrepreneurs and industry to forge co-collaborative models and prototypes, likethose emerging in the sciences and maths. The spiraling cost of education has drivenuniversities and visionary educators topioneer massive open online courses such asin the past 12 months, Udacity and Ed-X havebeen accessed by over a million students. And since its launch five years ago KhanAcademy delivered over 200 million lessons. So why cant the pillars of arts education besimilarly reconstructed?

Almost every European country has its owncultural institute like the Goethe Institut(Germany), Instituto Cervantes (Spain), British

Council (UK), Institute Francais (France),Finnland-Institut (Germany) sterreich Institut(Austria), etc. as well as several foundationsand associations focusing on internationalcultural transfers. These institutes are veryimportant for creating a European culturalnetwork. Nonetheless, in this context it is verydifficult to define what kind of national culturalunderstanding should be presented and whatthe precise differences within these Europeanmeasurements to improve artistic exchangesare.

Therefore the 4th Kufstein Summer School forArts Management will focus on the questionwhether we have to reflect a conceivable end ofnational cultural identities to strengthen aspecial European approach or whether we haveto reformulate the tasks of national culturalinstitutions and artistic projects to understandthe value of national experiences, traditions andapproaches in a new way. The Summer Schoolwill gather experts from European and non-European countries as well as artists, politicians, arts managers and students fromdifferent fields to discuss this topic on a

theoretical as well as practical level. Animportant feature of the Summer School will beworkshops with active involvement of the

    participants.

Target Groups of the Summer School aregraduate students of arts management, culturalstudies, event management, tourismmanagement, political sciences and culturalheritage management. Interested students andprofessionals of other fields are also welcome.Every participant receives a certificate ofattendance. The language adopted will beEnglish. Also it is provided 490.00 fee whichincludes conference fee, papers, accommodation (shared rooms), breakfast,

dinner, travel costs during seminar, entrancefees (excl. travelling expenses for arrival anddeparture, optional excursions). Deadline forapplication is 31 March 2013.
