1 Introduction to the Project
The Yunnan Pu’er Regional Integrated Road Network Development Project (the
“Project”) aims to improve regional cooperation and trade development in Pu’er City,
and traffic conditions in rural and frontier areas of Pu’er City. The Project has three
outputs: 1) Regional Roads Development; 2) Rural Access Improvement; and 3)
Institutional Development.
Rural Access Improvement will provide administrative villages with access to
higher-class highways in all seasons. This output comprises: (i) upgrading to class IV
standard of 600 km of village earthen or gravel roads selected in accordance with the
rural road assessment criteria, (ii) spot improvements on up to 1,200 km of connecting
lower level village roads, (iii) introduction of five new village bus service routes on a
pilot basis, and (iv) a gender focused rural road maintenance program.
2 Construction Progress
According to the Resettlement Due Diligence Report and the Abbreviated
Resettlement Plan of the Project in July 2016 (the RP), among the 30 proposed rural
roads, only 3 in Zhenyuan County involve permanent LA, which are Shanjie Highway,
Wenxing Highway and Chang’an Highway. Zhenyuan subproject will acquire 9.09 mu
collective land that is dry land. In 2018, the land acquisition for the 3 roads in
Zhenyuan County had been completed.
3 Resettlement Progress and Related Issues
The first monitoring and evaluation of resettlement in July 2018 found that the affected
persons had waived compensation for land with the following reasons: 1) this is a
long-established local practice, i.e., village roads are not subject to compensation
unless in special cases; 2) road construction is important in promoting village
development; and 3) most APs suffer negligible impacts. In addition, the affected
persons signed the commitment letter for land contribution without compensation. See
details in the first monitoring and evaluation report. Therefore, the compensation for
land use is not compliant with the RP.
In the ADB review mission of December 2018, the mission expressed the
concerns on the non-compliance practice and requested Pu’er PMO to coordinate
with Zhenyuan County Government to take prompt corrective actions to make the
subprojects on the track1.
In the ADB review mission of November 2019, the mission requested that
detailed information on the kind compensation and survey on satisfaction of affected
villagers should be provided in the second monitoring and evaluation report, and this
report should be submitted before 1 January 20202.
Due to Covid-19 pandemic, the resettlement monitoring and evaluation survey

was delayed to August 2020, and then the second resettlement monitoring and
evaluation report was delayed to October 2020 accordingly.
4 Corrective Actions taken
In terms of advices proposed by the ADB review missions, Pu’er PMO,
implementing agency (Zhenyuan Transport Bureau) and Zhentai township
government have taken the following actions which are: 1) cash compensation for
land acquisition, 2) skill training, and 3) construction of rural infrastructure and public
service facilities.
4.1 Cash Compensation
The implementing agency, Zhenyuan Transport Bureau, Zhentai Township
Government and affected villages examined and verified land acquisition (LA) again in
2019 and compensated the affected persons in light of the resettlement policies and
compensation rates set in the RP.
The subproject acquired 9.09 mu dry land, and the compensation rate was 33741
Yuan/mu, which is same to those in the RP. The total compensation was
311485.69Yuan, which had been paid to affected persons.
The land acquisition and compensation are shown in Table 4-1, and the
land acquisition breakdown and receipts are attached in Appendix 1.

4.2 Skill Training
During subproject implementation and resettlement, local governments and
related departments have been offering training on farming and outside employment
skills every year. In terms of features of local economic and labors, Zhentai Township
Government and related government departments have organized the trainings on
repair of micro-tiller, tealeaf processing and appliance repair in Wenxing Village,
Shanjie Village and Chang’an Village respectively in 2020. 127 person-times in total
participated in the trainings. Through such trainings, the skill capacities and
employment capacities of villagers have been enhanced effectively.

In addition, guidance on general knowledge on working and living in town, legal
knowledge, safety, health etc. has been offered to villagers.

4.3 Construction of Rural Infrastructure and Public Service
Facilities
In order to build a moderately prosperous society in all respects, Zhenyuan
County Government actively uses various funds to develop rural infrastructure and
public service facilities, improve the pavement coverage of village roads, improve
basic production and living conditions in rural areas, and narrow the disparities
between urban and rural areas.

Since 2018, the Zhenyuan County Government raises funds for the construction
of rural infrastructure and public services, including road construction, dilapidated
house renovation, and environmental improvement, and the like. In addition,
Zhenyuan County Government has also arranged funds to support the development
of local special industries and skills training to promote the income growth of farmers.
The total investment in such projects related to the affected villages of by ADB’s
project is about 33.7 million Yuan; see Table 4-3 for details.

5 Conclusion
According to the survey. the affected villages and villagers think that road conditions have
improved significantly, and they will benefit from the Project, including:
1) Safer and more convenient traffic;
2) Shorter trip times, e.g., 30~40 minutes of travel from Shahe Village to Zhentai Town,
instead of 3 hours;
3) More convenient transport and marketing of farm products, where vendors can purchase
farm products in village groups directly, promoting local villagers’ income increase.
In addition, through the rural infrastructure construction and industrial development support
implemented by the government every year since 2018, the production and living standards of
villagers in the project area are being greatly improved, and their income is being increased year by
year.
In summary, villagers in the project area are relatively satisfied with the implementation of the
project and compensation for land acquisition.
