Chapter - 1

Executive Summary

Introduction:

This project of manufacturing and sale by retail of mahua flower based country liquor (spirit) under Out Still system is proposed by Sri Bikram Kishore Sahoo S/o: Late Damodar Sahoo, Village Karadagadia, PS: Angul, Dist: Angul, Odisha

The unit Banarapal OS Shop of the Licensee Sri Sri Bikram Kishore Sahoo is located at village Nuahata, PO: Nuahata, Tehsil: Banarapal, Dist: Angul, Odisha.

Banarapal OS Shop was operating since 2003 with valid Excise License granted by the District Excise Department, Angul District. The said license is being renewed on yearly basis. The present licenses of the E. P. holder granted vide number 07/2018-19 dtd.31.03.2018 and valid up to 31.03.2019.

Out still system is a system under which certain number of Stills for the manufacture of liquor made from mohua flower are allowed within certain area and the holder of an Out Still license pay certain sum per month for manufacturing Out Still Liquor in his Out Still and sell it by retail in his premises.

Mahua flower based country liquor manufacturing with retail sale unit under out still system is a small scale industry and the said unit is always remained under the control of the State Excise Department in terms of capacity creation, distribution and taxation. Since long the industry possesses a dilemma to the State Government, due to temptation of large revenues, on the one hand, and the other hand to supply quality liquor to the people of the locality. The State Government has started a new initiative to check and control of the illegal country liquor production business and accordingly throughout Odisha state Mahua Flower based Out Still Country liquor manufacturing and sale by retail units were established under the full control of the Excise department.

As per Order No. 15889/Ind-I-Con-(M) 1204 dtd.31.10.2016 issued by the Odisha State Pollution Control Board, Bhubaneswar, Fermentation Industry including manufacturer of Yeast, Beer, Distillation of Alcohol (extra neutral alcohol) (waste water discharge up to 100 KLD) is listed under Orange Category.

Further, Hon’ble NGT, EZB, Kolkata has issued an Order in 2017 regarding requirement of obtaining Prior Environmental Clearance from competent authority for Fermentation and Distillation units in the matter of number of cases of Manufacturing of Country Liquor.

Considering the magnitude of the unit and quantity of waste water generation which is less than 100 KLD the said proposal may be considered as B2 Category for appraisal of the project for grant of Environmental Clearance at SEIAA, Odisha. As per the notification, we have submitted our application at SEIAA, Odisha and subsequently it was appraised at the State Level Expert Appraisal Committee, Odisha.

During the presentation, it was observed by the Hon’ble Committee that, the location of our unit is inside the Critically Polluted Area of Angul-Talcher and SEAC decided to return the proposal to SEIAA, Odisha with a request to ask the proponent to apply for EC at MoEF&CC, Govt. of India as category ‘A’ project as the unit is located within Critically Polluted Area of Angul – Talcher As per General Condition due to proximity of 5 Kms from Critically Polluted areas as identified by the Central Pollution Control Board from time to time, the proposal is to be appraised at Central Level (IA Division II of MoEFCC, New Delhi) for grant of Environmental Clearance.

Therefore, the application along with Form –I, Pre Feasibility Report, Brief Summary, proposed TOR and Copy of Current License is being submitted at MoEFCC, Govt. of India, New Delhi for grant of NOC / Environmental Clearance of our above mentioned project.

Chapter - 2

Introduction of the Project/Back Ground Information

2.1 Identification of Project and Project Proponent

Manufacturing of Mahua Flower Based Country Liquor with Licensed Deck capacity of 18,900 Liters or 18.900 KLD Consisting of 10 numbers of 1.890 KL capacity Stills at Banarapal OS Shop located at village Nuahata, PO: Nuahata, Tehsil : Banarapal, Dist: Angul by the license holder Mr. Bikram Kishore Sahoo Sahoo as permitted by the Excise Department, Government of Odisha.

Nature of license: License being issued by the Superintendent of Excise, Dist. Excise Office, Angul, Odisha for Country Liquor manufacturing unit at Nuahata as per their endorsement OS-1 (Main Out Still Liquor Shop) for Banarapal OS Shop. The license is valid for the manufacture and sale by retail of country spirit / liquor in a shop on the out still system and branch shops at other locations. The said license is in force till 31st March, 2019 which is being renewed on yearly basis since 2003. The current renewed License No. is 07/2018 – 2019

Monthly consideration of money fixed for 2018-19: Monthly consideration of money fixed by the Excise Department, Odisha in favour of the unit is Rs.25,11,663.00 (Rupees twenty five lavs eleven thousand six hundred sixty three) only for the year 2018-19.

Amount of four month’s advance fees paid: The unit’s license holder has deposited in advance four months fees (Consideration money) of Rs.1,00,46,652.00 (Rupees One core forty six thousand six hundred fifty two) only to the Excise Department, Odisha for running of the country liquor manufacturing/production business under Out Still System.

2.2 Brief Description of Nature of the Project

The unit is for manufacturing of Mahua flower based country liquor through normal distillation process. A mixture is prepared with dry mahua flower and water for fermentation. As starter leaves of Asan or Sahaju (in Odiya) or Botanical name Terminalia Elliptica Willd is used. And portion of fresh spent liquor is added in the mix to help fermentation. The mixture or the fermented wash is ready for distillation when it has stopped producing air bubbles. Fermentation normally takes 4 to 5 days.

There are 10 numbers of stills of 1890 Liters capacity at Banarapal manufacturing site. The stills are charged @ of 200 ltrs of fermented wash in a typical 270 ltrs capacity still. In this rate 1890 liters capacity of still is charged with 1400 liters or say 7 numbers of barrel containing fermented wash.

Each barrel of 200 liters capacity fermented wash contains 37.0 kgs of Mahua flower, 70.0 ltrs of portable water, 80 liters of fresh spent liquor and around 500 gms of chopped Asan leaves. The still or the pot is made with copper base. The distillation takes 3 to 4 hrs for completion of one batch. In an average 4 numbers of distillations can take place in a day for each still.

The condensate steam collected as Mahua liquor. The concentrate product of Mahua liquor is being diluted if the need be with water as per the permitted guideline of the Excise Department.

Then the concerned in-charge Excise Officer collects the product sample for chemical examination. If it is found fit for human consumption thereafter the said Mahua liquor has been transferred to the retail shop of the licensee for sale.

The said country liquor is packaged in an earmarked poly pack for sale. The packaging is done in the premises of the unit and then taken to the shop for storage and sale.

2.3 Need for the Project and Its Importance to the Country and or Region

As for liquor, mahua is a sacred drink for adivasis, and one of the world's best when distilled properly. Mahua flowers are rich in sugar (68-72%), in addition to a number of minerals.

Various local alcoholic drinks meet upto 5 -10 % of the daily nutritional requirements, playing supplementary role in the nutrition of tribal people. The Mahua alcoholic beverage is also used to treat dysentery by Baiga, Gond, and Kol tribes. Mahua (Madhuca indica) has been used for liquor production, for centuries, by the tribals. The liquor produced from the flowers is largely colorless, with a whitish tinge and not very strong. The taste is reminiscent of sake with a distinctive smell of mahua flowers. It is inexpensive and the production is largely done in home stills. In 19th century, the British government identified the potential of mahua and went a step forward to help the Jaiswal family in Ranchi to come up with the first mahua distillery of the country named Ranchi distillery in 1875. English anthropologist and visiting professor at Institute of rural management, Anand (IRMA) Felix Padel a descendant of Charles Darwin during a visit to Jharkhand had tasted Mahua and expressed his surprise over government not picking it up to develop as an industry and also expressed his anxiety why people in India would prefer French wine and English scotch when something fresh and rejuvenating like mahua and salpo are available. British administrators interfered with this, alternately making its manufacturing illegal and placing a heavy tax on it. In effect mahua become a 'low-caste' drink that respectable people in a town will not drink. With good reason, since you can't get good quality in a town. Padel also identified it as one of the reasons that illegal brewing and spiking the drink with battery fluid and other toxic substance to give a kick has made it worse. The then excise commissioner and secretary to government of Jharkhand Satyendra Singh agrees that mahua has a great potential and could be developed into an industry like the Maharashtra government has used grapes for wine or Goa has used cashew nuts for Feni. However a legalised framework is needed. India is one of the major alcohol producing countries. Production of alcohol has gone up from a meager 100 million liters in the fifties to the current level of more than 600 million liters. The Russia, USA, Brazil, India, the UK, Japan and West Germany, are the leading alcohol producing countries. India, has been exporting alcohol in substantial quantities. According to a survey conducted by a UK-based trade magazine in liquor, three Indian brands figured in the "TOP 25 Fastest Growing Brands in the world in 1994". While the survey is for both local as well as foreign sales, it takes into account only those brands which "export or produce more than 10 percent of their sales volumes overseas"- in other words, Indian-made Foreign liquor (IMFL) could actually be well on its way to becoming a preferred foreign liquor. Indian Consumption of whisky has grown at an average 14% annually for the past eight years, climbing to 30 million cases (of 12 bottles of 750 ml each) per annum. That makes India the hottest whisky market in the world.

Mahua based alcohol can fetch a good international market if distilled with following international standards. So there is definitely the need for proper distillation of Mahua under the banner of Make in India project of our Hon’ble Prime Minister at par of any foreign liquor. This could be less expensive and better quality.

2.4 Demand – Supply Gap

Change in the situation with a sharp increase in demand for alcohol following the implementation of expansion and new schemes by SM Dyechem and Chemplast, which were increasing the output of ethylene oxide, specialty chemicals, PVC resins and Mono ethylene glycol in a big way.

The output of alcohol-based chemicals would increase at a faster rate in future with the independent units taking up new projects and sugar mills having their own distilleries establishing downstream projects. The calculations in this regard have been upset largely by the sharp increase in the cost of molasses and alcohol.

The present availability of alcohol cannot meet the entire demand. Alcohol production is directly linked with sugar output and availability of molasses.

To meet the needs of the growing population, sugar production will continue to maintain this trend and as a result, alcohol availability will improve. However, a disturbing factor is the diversion of a large proportion of alcohol for potable use.

Further, demand for mahua based liquor at tribal belt has also increased as the tribals themselves reduced making mahua liquor in-house but their consumption of the said liquor has increased.

2.5 Imports Vs Indigenous Production

The mahua based liquor is mostly indigenous. Many foreign companies have tried making mahua based liquor but could not get remarkable success. It is not imported.

2.6 Export Possibility

Production of country liquor is not meant for export marketing. It is produced for sale in the local market under the terms and conditions of the license issued and fixed by the Excise Department, Govt. of Odisha. However, export of said product can only be thought of once it is of international quality and within the provision of existing law of the country.

2.7 Domestic / Export Markets

There is a good demand of mahua flower based country liquor in the domestic market mostly in the tribal belt. However, if the distillation takes place with international standard then it can fetch a good export market as was commented by many foreign delegates during their official visit to India.

With the government is planning to showcase “Wines of India” across the globe, the Agricultural and Processed Food Products Export Development Authority (APEDA) is working out the strategy. Mahua, being an indigenous tree of high economic value has vast potential for good quality mahua flower wine which may find extensive export market.

2.8 Employment Generation (Direct and Indirect) Due to the Project

The manpower requirement for running this unit is around 10 (Ten) numbers including administrative, managerial and skilled / unskilled staffs.

3.1 Type of the Project Including Interlinked and Interdependent Project if any

The license holder has been permitted for Manufacturing of Mahua Flower Based Country Liquor with Licensed Deck capacity of 18,900 Liters or 18.900 KLD Consisting of 10 X 1.890 capacity Stills of Banarpal OS Shop at Nuahata, Tehsil: Banarpal, District Angul, Odisha.

3.3 Details of Alternate Sites Considered and the Basis of Selecting the Proposed Site, Particularly the Environmental considerations gone into should be Highlighted

No alternative site is applicable for the unit as it is an existing permitted site approved by the Excise department.

3.4 Size or Magnitude of Operation

Mahua Flower Based Country Liquor with Licensed Deck capacity of 18,900 Liters or 18.900 KLD Consisting of 10 X 1.890 KL capacity Stills of Banarpal OS Shop at Nuahata, Tehsil: Barapal, District Angul, Odisha.

And approved raw material storage capacity is 3140 Quintals per month or 314000 kg per day as

MGQ fixed by the State Govt. of Odisha. But total flower requirement is 10360 Kg Per Day or

3108 Quintals per month.

3.5 Project Description with Process Details (a Schematic Diagram / Flow Chart Showing the Project Layout, Components of the Project etc.)

Utility of Mahua flower: Mahua (Madhuca indica), found in mixed deciduous forests of central India, Maharashtra, Andhra Pradesh, Madhya Pradesh, Chhattisgarh, Jharkhand and Odisha, is also commonly planted in the plains of northern India and Deccan Peninsula. It is also known as Kalpavriksha, and is one of the most valued trees among tribal communities whose every part is of service to the people of central India. Its succulent cream-colored corollas fall to the ground in showers during March and April which are collected and dried.

These are a rich source of sugars and contain appreciable amounts of vitamins and calcium. Production of liquor from mahua flower is a traditional process being explored since past number of centuries by the tribal.

Mahua flowers are also considered good for cooling, and are used as a tonic and demulcent. However an estimated 90 per cent of the production goes into brewing beverages. Seventy five per cent of the tribal households in our country are engaged in Mahua flower collection meaning a population of around 7.5 million is into this livelihood activity. Various studies indicate that a household gets between Rs 2500-5000 in a normal Mahua year. An estimate says that 28,600 person years of employment are generated.

Mahua flower collection every year (FGLG India, 2008):- The income for the primary collectors/processors in this transaction is very low. This is often attributed to an unorganized market and little access of the primary collectors to the market. Another feature of this sub sector is that the producers and the consumers are essentially the same group of people, the tribal. In the National Context Chhattisgarh, Madhya Pradesh and Odisha account for nearly 80 % of Mahua trees in India.

Processing of Mahua occurs at three levels:

1. Drying : Collectors dry the flowers before they sell

2. Stocking : Traders stock in cold storages

3. Brewing : Brewing of liquors takes place at household/bhatti/large brewer level.

Drying is done immediately after collection. It is rarely observed that the flower is sold without drying. Hence this is generally put as part of production sub-system. Stocking, technically, is not a processing activity. The most important processing done with Mahua flower is brewing. However commercially it is undertaken by Bhattis or large scale brewers. Processing of Mahua flower into brew large scale brewing by licensed bhatti is permitted in whole of Odisha.

Mahua flower processing for brewing: Mahua flowers are taken in drums filled with water for fermentation. Fermentation takes four to five days. After the bubbles are seen on the top of the drum, that drum of flowers is then considered ready for further processing in the furnace. Fermented mixture is then transferred to the brewing copper pot. The brewing chamber has a hearth/furnace with one pot. The bucket placed near the furnace is connected to the brew which is situated in the middle of the chamber pot with a pipe. The process often takes four to five hours.

Land requirement: An area of 0.287 Ha or 0.71 acres is used for the said project. The detail of the land use break up is given below in Table no. 3.1.

3.6 Raw material requirement along with estimated quantity, likely source, marketing

area of final product/s, mode of transport of raw material and finished product.

Mahua flower: Mahua flower is collected from different parts of the State of Odisha by the license holders as per the license endorsed by the State Excise Department, Odisha. The total MGQ of Mahua Flower for the unit is 3140 Quintals per month fixed by the State Government of Odisha.

Water Consumption: Ground water requirement to the tune of 30,440 liters or say 31 CuM /day is maximum requirement for the total production capacity. However, the total water requirement is 92.243 or say 93 CUM per Day.

Source of Water: The source of water is Dug well for ground water for the present consumption. The permission for drawl of water will be obtained for 31 CuM /Day from CGWA for use of ground water through deep bore well for the total capacity production.

Fuel: Rice Husk: Maximum 4000 kg per day or 4.0 TPD will be required

The estimation of consumption of various raw materials such as mahua flower, portable water, spent wash and rice husk as fuel and generation waste water and solid waste such as residue of mahua flower and ash from burning of rice husk are done in the following method.

METHOD OF ESTIMATION

Mahua Flower = 3140 Quintals/Month

= 314000 kg/month

= 10467 kg/day (30 Days a Month)

In 1890 ltr. Capacity Still (1890/270) = 7.0 nos of Barrels with fermented wash load will be charged. Considering the still or deck capacity and limit of consumption of mahua flower as 10467 Kg per day, consumption of various raw materials at Banarpal OS Shop is as detailed below. Flower requirement per distillation per still = 7 X 37 kg = 259 kg. Fresh water requirement per distillation per still = 7 X 70 ltrs. = 490 ltrs. Spent wash /liquor collected from distillation pot for distillation per still = 7 X 80 ltrs. = 560 ltrs. Therefore, Total water consumption = 490 X 10 X 4 = 19600 ltrs/day Total spent wash consumption from Waste water steam = 560 X 10 x 4 = 22400 ltrs/day Total flower consumption = 259 kg X 10 X 4 = 10360 kg/day

Market for the Product: Mahua flower based country liquor produced in this unit to meet the public need in the locality i.e. Banarpal of Angul district. The endorsement for this area in the license is made by State Excise Department Odisha.

Transportation of Raw Material: The basic raw material Mahua flowers are being transported to the project site by road. Various local vendors are regularly supplying the material at site. The Licensee also purchases the flower from different licensed holders. The NOC endorsement is made in the license of the State Excise Department Odisha.

Transportation of Finished Product: - Vehicular transportation of finish product Mahua Liquor from bhatti area to branch OS Shop at Banarpal of Angul district will be by road transport. Whereas to the OS Shop at Nuahata within the same premises of the Bhatti is not required as the shop and Bhatti are in the same premises.

3.7 Resource Optimization / Recycling and Reuse Envisaged in the Project, if any, should be briefly outlined.

Management shall envisage optimum utilization, recycling and reuse. These resources include mahua flower, land, paddy husk, water and electricity. Optimum use of mahua flower is ensured. It is regularly checked that no disposal of used flower takes place those having any sugar content or juice left in the flower. Waste water generated from distillation process has been collected in a pond for use in plantation / gardening. Waste water from the cooling area is recycled in the system for condensation. The land available is used as per design requirement. No wastage or inappropriate use of land in the project. The paddy husk as fuel is used as per requirement. Wastage is not permitted. Waste residue of mahua flower mix is used as manure. Electricity is also used very economically and as per need.

3.8 Availability of Water, Its Source, Energy / Power Requirement and its Source

Water source: The source of ground water is Dug well for the present consumption. The permission for drawl of water will be obtained for 31 CuM /Day from CGWA for use of ground water through deep bore well for the total capacity production.

Power: Electricity consumption is not required for Mahua flower based Country liquor distillation process. But Electricity is required for domestic/general purpose of the unit. The required power is taken from State Grid.

3.9 Quantity of Wastes to be generated (Liquid, Solid and Gaseous) and Scheme for their Management / Disposal

Source of Waste Water: In this unit total requirement of water is Total Water requirement is

92.243 KLD or say 93 KLD. Out of which Ground water of 31 KLD and Waste Water with

treatment and without treatment is 61.803 KLD or say 62 KLD for the total production capacity.

Water is used for cooling, mahua flower wash preparation, and floor cleaning, for potable use

and for plantation. Source of waste water generation is mainly from floor, pot / still washing and

from portable use. Cooling water circuit is 100 % recycling. Waste water from potable use is

mainly from toilets which are treated through Septic Tank followed by Soak Pit.

Quantity of Waste Water Generation: It is estimated that during the process of liquor distillation maximum 61.803 CuM / Day of waste water will be generated. However, after reuse of untreated waste water in fermentation process, use of treated water for floor washing and plantation & water sprinkling there will be ZERO DISCHARGE.

Waste Water Treatment Measure: The license holder has proposed for taking full-fledged waste water treatment measures. Required quantity of waste water as spent wash is/will be taken directly for wash preparation. Thereafter the wastewater will be streamlined through a pipeline from the distillation unit, fermentation / wash preparation room and utensils cleaning area to an Artificial Wet Land (AWL) using Chrysopogon zizanioides. Chrysopogon zizanioides is a perennial grass with deep root and has high biomass system. Chrysopogon zizanioides have extraordinary ability to with stand extreme environmental conditions such as elevated levels of salt, acidity, alkalinity, sodicity as well as whole range of heavy metals, nitrogen (N), and

phosphorous (P). Clear Water drained out from this AWL will be taken to a clear water sump for use in floor washing, plantation and ground water recharge.

A reference of the work of Alex Donaldson, Lily Grimshaw, College of Engineering, University of Washington, USA is given here under regarding use of Vetiver grass for wastewater purification. In the last ten years, considerable research and numerous projects have demonstrated the success of using Vetiver to treat various forms of wastewater including landfill leachate, domestic sewerage, and industrial wastewater. Some specific traits of Vetiver grass are particularly applicable towards wastewater treatment. Most notable, is Vetiver’s ability to uptake and remove nitrogen. In Australia, five hedgerows of Vetiver were able to achieve a 99% reduction in total nitrogen when fed a sub-surface source of septic tank effluent (Truong and Hart, 1991). Furthermore, Vetiver achieved 85% phosphorousuptake which indicates that this method is at least partially effective in acting as a secondary wastewater treatment system. Vetiver is highly effective at creating an overall reduction in wastewater volume. This reduction is linked to the high transpiration rate of Vetiver grass, which is 6.86 L/day under ideal conditions. This water is either stored within the plant or evaporated. An overall reduction in wastewater is best for applications such as landfill leachate elimination, or the reduction of industrial effluent, particularly in more remote areas. These characteristics of Vetiver Grass: Total P and Total N reduction, filtration and disinfection in the roots, and overall reduction in the total volume of wastewater, suggest a high potential for effective wastewater treatment.

The said ETP of capacity 10.5 KL is proposed mainly for removal of color, sediments and pH adjustment. This water contains a good amount of nutrients so can be used for watering the plants.

Waste water from toilets is treated in septic tank OF CAPACITY 7.5 KL followed by soak pit.

A 30.0 KL capacity Cooling Water Recirculation Tank will be made for supplying cooling water for condensation of vapour. This will prevent discharge of whole lot of hot water outside once in every 4to 5 days leading to Zero Discharge. ETP Flow Chart is shown in Drawing No. – 3.6.

Solid Waste Generation and it’s Management: It is estimated that solid waste such as Residue of Mahua Flower Maximum 3108 kg per day or 3.108 TPD per day will be generated. Ash: It is estimated that solid waste such as ash is maximum 4000 kg per day or 4.0 TPD will be generated.

Intermittently it is disposed to local Brick manufacturer. Thus, it prevents Air, Water and Soil pollution. It also can be used along with cement during concreting to give better strength.

The other solid wastes from the unit are empty cartoons, poly pack, drums and barrels which are used for product packing. These are sold or disposed to authorized buyers.

Gaseous and Fugitive Emission and it’s Control Measures: During the process of brewing of Mahua flower paddy husk is used as fuel. During burning inside the Still / Bhatti smoke is generated and emitted through the chimney. This smoke cause the air pollution as it contains various gaseous and trace elements and dust. While handling paddy husk dust is created as fugitive emission. The emissions from the distillation unit are passed through air filter before being released into the atmosphere through a stack. The stack height of 6.0 metres has been

provided for better dispersion and to avoid pollution to the immediate surroundings. Husk is handled with lots of care to avoid any fugitive emission to prevent pollution in the work zone.

Chapter – 4

Site Analysis

4.1 Connectivity

The said country liquor manufacturing unit is located at village Nuahat, PO: Banarpal, Tahasil: Banarpal, District: Angul, Odisha The project site is well connected to roads and rail network.

The project site located at a distance of 1.0 km away from the village Nuahata. The site is also situated at a distance of 0.7 kms from Cuttack – Sambalpur National High Way No. 42. Burhapanka Railway station at around 3.85 Kms NE of Project Site. JSPL Airport at around 22 Kms from the project site. The site is also a distance of 12.0 kms from the district HQ Angul.

4.2 Land Form, Land Use and Land Ownership

Land of the project site is 0.71 acres. It is own patta land. It is not a forest land. The land of the project vide plot no. 846 and 844 relating to Khata no. 1128/1451and 1056 measuring 0.71 acres has been declared as ‘Gharabari” as per the land documents. The area does not form part of any National Park, Wildlife Sanctuary and Natural / Biosphere Reserve.

4.3 Topography

The topographical map of the study area reveals that the area is a combination of plain, hilly undulating terrain. The contour of the study area varies from 53.33 meter aMSL to 146.06 meter aMSL. There are open jungle, Dense jungle, open ponds, wells, perennial rivers and its tributaries, etc., are the main physical or the topographical features in the area.

There is no Ecologically Sensitive area as per Hon’ble Supreme Court Civil writ petition No.460 of 2004 within 10 kms of the project site.

4.4 Existing Land Use Pattern (Agriculture, Non- Agriculture, Forest, Water Bodies (including area under CRZ)), shortest distances from the periphery of the Project to the periphery of the Forest, National Park, Wild Life Sanctuary, eco-sensitive areas, water bodies (distance from the HFL of the River), CRZ.

Distance of Various Physical Features from the Boundary of the Project Area

There is no such Ecologically Sensitive area as per Hon’ble Supreme Court Civil writ petition No.460 of 2004.

River Brahmani is flowing at a distance of 6.47 kms from north to east towards east of Project site.

Nandira Jor is flowing at a distance of 5.34 kms towards North east of Project site.

Lingara Nadi is flowing at a distance of 7.11 kms towards South east of Project site.

Nearest CRZ area is at Paradeep, which is more than 300 kms from the project area.

The area and its vicinity are well electrified. There is no dearth of drinking water in the locality. In the adjacent villages drinking water is made available from dug wells, tube wells and open pond. The area falls under safe zone of ground water table as per CGWA survey. Local market places are available. Hospitals, schools, colleges, police station, fire station, temples, banking, revenue, judiciary, local bodies are available in Banarpal and Angul.

4.6 Soil Classification The soil characteristic of the district is variable in nature with a range of colours from high gray and pale yellow to deep gray and the textures from coarse sand to silt. The major soil types are red (alfisol), laterite and lateritic (ultisol and oxisol) with limited patch of forest soil (humous). Angul is coming under mid central table land and broad soil group is alluvial, red, lateritic, mixed red and black. The soil is mostly acidic in nature. The available nitrogen in soil is low where availability of phosphorus and potassium are medium.

4.7 Climate data from Secondary Sources

The project area experiences tropical and humid climate with three distinct seasons i.e. the Summer season, the Rainy Season and the Winter season. The Summer starts from March and extends up to May, the Rainy season starts from Mid June to Mid October and the Winter Season from November to February. The south-west monsoon breaks in the middle of June and continues till the end of October.

Daily maximum temperature is 40.20 C and daily minimum temperature is 13.80C. Where the annual mean temperature is 32.60 C (Max) and 21.00 C (Min). The average relative humidity is 75 %. The average annual rainfall is 1287.0 mm.

4.8 Social Infrastructure Available

Existing infrastructure in the Angul district and the Banarpal Tahasil can be used by the project in case required.

This unit is giving employment opportunity to the 10 numbers of people. In future more people will get employment. People of the buffer zone are mostly engaged in agriculture, business and services. The workers of the project will be from the nearby villages so there will be no permanent increase in population. The human settlement in the buffer area is more than 50,000 thousand

Land use for the site: It is an existing unit. No more construction will be required. However, the present land use is as follows;

Existing green belt details: More than 100 numbers of plants are already planted. Additional plantation and gap filling will be planted in each monsoon season.

5.4 Assessment of Infrastructure Demand (Physical & Social)

The infrastructures such as land, roads, power, water, transportation, raw material and paddy husk is sufficiently available locally. This has been using for green belt development and other uses in the unit and it is easy and low cost for the project proponent.

Chapter – 6

Proposed Infrastructure

6.1 Industrial Area (Processing Area)

The said country liquor manufacturing unit is located at village Nuahat, PO: Banarpal, Tahasil:

Banarpal, District: Angul, Odisha The project site is well connected to roads and rail network.

The total land is 0.71. The total land has already been taken as per lease agreement with the land of the owner. The land available for the project is sufficient for the said project. About 25% of the total land is developed as plantation area. No additional infrastructure is proposed.

6.2 Residential Area (Non – Processing Area)

No residential facilities envisaged in the project.

6.3 Green Belt / Plantation

About 25% of the total land is developed as plantation area. Mixed and local species are selected for plantation.

Gap filling in the Plantation area is planned to be carried out in each monsoon season.

Maintenance of green belt

The green belt will be protected as plantation is within the compound wall of the unit.

Any dead plants will be regularly removed and replaced.

Proper watch and ward arrangement will be done.

Regular watering at appropriate intervals will be done and wastewater from the unit shall be utilized

6.4 Social Infrastructure

Social infrastructure such as road, rail, hospitals, schools, bank, places of worship, park, market, playground etc. healthcare, community hall, etc. are available in nearby area of project site.

6.5 Connectivity (Traffic and Transportation Road / Rail / Metro / Waterways etc.)

The project area is located at village Nuahata, Tahasli Banarpal and District of Angul, Odisha.

The site is well connected with road and rail transport. No new transportation rout is required.

6.6 Drinking Water Management (Source & Supply of Water).

Water Consumption: The total water consumption for different purposes is 93 KLD considering total installed capacity including portable use. Out of which 31 KLD is ground water. And balance 62 KLD is treated and untreated waste water.

6.7 Sewerage System

About 10 persons are employed in the said project. No residential facilities envisaged in the project. Septic tank with soak pit of capacity 7.5 KL has been provided for the employees of the project, which is designed as per BIS specification.

6.8 Industrial Waste Management (Liquid Effluent)

Source of Waste Water: In this unit total requirement of water is 93 KLD. Out of which 31 KLD (Maximum) is from Ground Water. Waste Water both treated and untreated is 62 KLD.

Water is used for cooling, mahua flower wash preparation, floor cleaning and for potable use. Source of waste water is mainly from floor, pot / still washing and from portable use. Cooling water circuit is 100 % recycling. Waste water from potable use is mainly from toilets. .

Quantity of Waste Water Generation: It is estimated that during the process of liquor distillation maximum 61.803 or say 62 KLD of waste water will be generated. However, after reuse of untreated waste water in fermentation process, use of treated water for floor washing and plantation & water sprinkling there will be ZERO DISCHARGE.

Waste Water Treatment Measure: The license holder has proposed for taking full-fledged waste water treatment measures. Required quantity of waste water as spent wash is/will be taken directly for wash preparation. Thereafter the wastewater will be streamlined through a pipeline from the distillation unit, fermentation / wash preparation room and utensils cleaning area to an Artificial Wet Land (AWL) using Chrysopogon zizanioides. Chrysopogon zizanioides is a perennial grass with deep root and has high biomass system. Chrysopogon zizanioides have extraordinary ability to with stand extreme environmental conditions such as elevated levels of salt, acidity, alkalinity, sodicity as well as whole range of heavy metals, nitrogen (N), and phosphorous (P). Clear Water drained out from this AWL will be taken to a clear water sump for use in floor washing, plantation and ground water recharge.

The said ETP of capacity 10.5 KL is proposed mainly for removal of color, sediments and pH adjustment. This water contains a good amount of nutrients so can be used for watering the plants.

Waste water from toilets is treated in septic tank followed by soak pit.

A 30.0 KL capacity Cooling Water Recirculation Tank will be made for supplying cooling water for condensation of vapour.

6.9 Solid Waste Management

Solid Waste Generation and it’s Management: It is estimated that 3108 kg per day of solid residue of mahua flower as solid waste will be generated for production of 18,900 liters of liquor as per proposal.

Ash: It is estimated 200 kg per day of solid waste such as ash will be generated. Intermittently it is disposed to local Brick manufacturer. Thus, it prevents Air, Water and Soil pollution. It also can be used along with cement during concreting to give better strength.

The other solid wastes from the unit are empty cartoons, poly pack, drums and barrels which are used for product packing. These are sold or disposed to authorized buyers.

Gaseous and Fugitive Emission and it’s Control Measures: During the process of brewing of Mahua flower paddy husk is used as fuel. During burning inside the Still / Bhatti smoke is generated and emitted through the chimney. This smoke cause the air pollution as it contains various gaseous and trace elements and dust. While handling paddy husk dust is created as

fugitive emission. The emissions from the distillation unit are passed through air filter before being released into the atmosphere through a stack. The stack height of 6.0 metres has been provided for better dispersion and to avoid pollution to the immediate surroundings. Husk is handled with lots of care to avoid any fugitive emission to prevent pollution in the work zone.

6.10 Power Requirement & Supply / Source

Electricity consumption is not required for Mahua flower based Country liquor distillation process. But Electricity is required for domestic/general purpose of the unit. The required power is taken from State Grid.

For emergency operation, there will be one number of 50 KVA capacity DG set, which will be operated during power failure only.

Rehabilitation and Resettlement (R & R Plan)

7.1 Policy to be adopted (Central / State) in respect of the project affected person including Home Oustees, Land Oustees and Land Less Labourers

The said project area does not involve any settlement or do not need any rehabilitation. So, R & R Plan is not required as per R & R Policy of Central or State Government. However, in case any such issue arises in future, the Licensee will abide by all rules and regulations thereof.

Project Schedule & Cost Estimate

8.1 Likely date of start of construction and likely date of completion

It is an existing unit.

8.2 Estimated Project Cost along with Analysis in terms of Economic Viability of the Project.

The project cost is approximately Rs.96,00 Lacs (Rupees Ninety six Lacs) only inclusive of environmental pollution control and protection measures. It is from own finance. . The Investment details of the unit are as follows;

1. Capital Investment

(including rent for the unit) : Rs. 26,00,000.00

2. Building : Rs: 30,00,000.00

3. Plant and Machinery : Rs: 20,00,000.00

The cost towards Environmental Management Plan is Rs.20.00 lac per annum

Analysis of Proposal (Final Recommendations)

9.1 Financial and Social benefits with special emphasis on the benefit to the local people including Tribal Population, if any, in the area.

Most of the work forces required for operation of the said project are employed from the surrounding areas. No rehabilitation and resettlement issues are involved in the project.

The Country liquor manufacturing unit is a small scale industry and it has been operating under the guidelines of the Odisha Excise department. The present licensee holder is law abiding citizen of India and he is trying to his maximum to protect the Green Environment in the premises of the unit and also the nearest area of the said location.

The undersigned license holder has taken suitable measures to prevent the Air, Water and Soil pollution as per the norms and guidelines of the State Pollution Control Board.

Improvement in Socio-Economic Conditions

Employment: During operation, plant is generating direct employment. The preference is given for local population for employment in the semi-skilled and unskilled category. Indirect employment is created by the unit for supply of raw materials and daily domestic goods.

Health and Safety Measures: The workers engaged in pollution generation area are equipped with appropriate protective equipment.

Following measures are adopted in the plant to keep check on the safety measures and health:

A periodic health check-up are arranged for the workers in the plant for occupational diseases. All the employees will undergo medical check- ups at regular time interval to determine any impact on the health of employees due to the distillery operation.

Inspection and maintenance of pollution control systems regularly.

Adequate facilities for drinking water and toilets are provided for the employees.

Social Welfare Measures: The project proponent has earmarked funds of 5 % of the total project Cost towards social development and welfare measures in the surrounding areas.
