    1.0 EXECUTIVE SUMMARY

    1.1 Company Profile

    Introduction

    Shree Sulphurics Pvt Ltd is having a plant to manufacture sulphuric acid, oleum, liquid SO3, CSA, liquid SO2,

    thionyl chloride, Sulphur dichloride, Sulphur monochloride and sulphuryl chloride in GIDC, Ankleshwar.

    The Company has subdivided their existing plot in two parts - Unit 1 and Unit 2.

    The required approval (regarding subdivision of the plot) has been obtained from GIDC.

    The existing plants are located in Unit 1 and as a part of diversification, the Company has proposed to install

    project for manufacturing Acid Chloride, Benzene Sulphonyl chloride, Sodium Meta bisulphite, Sodium

    Sulphite and Liquid SO2 in their Unit 2.

    1.3 Green Belt Development

    Company will develop about 3236 m2 green belt within the factory premises and on periphery of the factory.

    Company will also develop green belt outside the project premises. In addition to this, majority of the vacant

    land shall be planted with trees, shrubs and grasses.

    1.4 Power & Fuel Requirement

    Power requirement = 3000 KVA

    1.5 Water Requirement and Effluent Generation & Treatment

    Source of water: GIDC Water Supply.

    Total water requirement:

    Domestic: 25 KL/day

    Industrial: 908 KL/day (Fresh: 636 KL/day + Recycled: 272 KL/day)

    Total: 933 KL/day (Fresh: 661 KL/day + Recycled: 272 KL/day)

    Total effluent generation:

    Domestic: 18 KL/day

    Industrial: 94 KL/day

    Total: 112 KL/day

    Treatment of effluent:

    Domestic waste water will be treated in proposed 20 KLD Sewage Treatment Plant (STP). The treated sewage

    shall be further used in plantation and reused in toilet flushing.

    Industrial effluent shall be segregated and shall be treated in Effluent Treatment Plant (ETP – Primary,

    Secondary & Tertiary) followed by RO.

    The RO permeate and condensate of boiler shall be recycled to achieve Zero Liquid Discharge (ZLD).

    The High TDS stream from washing, scrubber, Filter washing, RO reject etc. shall be sent to common MEE

    for further treatment & disposal.

    2.0 INTRODUCTION OF THE PROJECT/BACKGROUND INFORMATION

    2.1 Identification of the project and project proponent. In case of mining project, a copy of mining

    lease/letter of intent should be given.

    Identification of the project:

    Propose project is for manufacturing of Acid chloride, Benzene Sulfonyl Chloride, Sodium Meta Bi Sulfite,

    Sodium Sulphite and Liquid SO2.

    Identification of the project proponent:

    The project proponent of the proposed project are as under. The proponent are already having a

    manufacturing unit adjacent to the proposed project for manufacturing of sulphuric acid, oleum, liquid SO3,

    CSA, liquid SO2, thionyl chloride, Sulphur dichloride, Sulphur monochloride and sulphuryl chloride in GIDC,

    Ankleshwar.

    2.2 Brief description of nature of the Project

    Propose project is for manufacturing of Acid chloride, Benzene Sulfonyl Chloride, Sodium Meta Bi Sulfite,

    Sodium Sulphite and Liquid SO2.

    2.3 Need for the project and its importance to the country and or region

    The present demand of ACID CHLORIDE for Polymers, pesticides, Bulk drugs, Dyes, Agrochemicals,

    Pharmaceuticals and other organic synthesis industries is being met with local installed capacity by 2 units,

    out of which 1 in Baroda (Gujarat) of Transpek Industry Ltd. and 1 plant at Dahej of Shiva Pharmachem Ltd.

    The proposed project shall fulfill the demand of Acid chloride products.

    2.4 Demands-Supply Gap

    Based on our informal survey of the market with our current customers and various traders, we have

    found that there is a big potential for the range of the products we are planning. These products will be an

    addition to the current range of our products of the group.

    Acid chloride: Though there is not Published data available in this respect our survey is as follows:

    Installed : 42000 TPA (in organized Private sector)

    Production: 35000 T. (2017-18)

    40000 T. (2018-19)

    42000 T. (Expected in 2019-20)

    Demand : 2500 T. (Local) and 32500 T. (Export), 2017-18

    2800 T. (Local) and 4000 T. (Export), 2018-19

    ` 3500 T. (Local) and 50000 T. (Export), 2019-20

    Some Major Consumers are as per below,

    Thus even if with the existing plants capacity 42000 TPA, an additional new plant of 15000 TPA is a viable

    proposition.

    SMBS, SS, BSCl:

    Production: SMBS: 5280 TPA

    Sodium Sulphite: 4200 TPA

    Benzene Sulfonyl Chloride: 3000 TPA

    Demand : SMBS: 8400 TPA

    Sodium Sulphite: 3120 TPA

    Benzene Sulfonyl Chloride: 8400 TPA

    Thus even if with the existing plants capacity, an additional new manufacturing plants for SMBS, SS and

    BSCl with proposed capacity is a viable proposition.

    2.5 Imports vs. Indigenous production

    Based on the current cost of indigenous raw materials and the non availability of some materials, we will

    have to import some of the key raw materials as they are not available indigenously. This will make us very

    competitive against imported finished products and we will be able to increase the export of our finished

    products.

    One major raw material for all the acid chloride products, Thionyl Chloride is also available at our existing

    unit which shall be our other advantageous factor.

    2.6 Export possibility

    90% of acid chloride products shall be exported. Other products also have demand in local as well as abroad.

    So that there shall be potential to export our other products also.

    2.7 Employment Generation (Direct and Indirect) due to project.

    Employment would be as per prevailing norms of state government for skilled, semi-skilled and unskilled

    people for the proposed project. Total 85 skilled & unskilled man power shall be employed for the proposed

    project.

    3.0 Project Description

    3.1 Type of Project including interlinked and interdependent projects, if any.

    Propose project is for manufacturing of Acid chloride, Benzene Sulfonyl Chloride, Sodium Meta Bi Sulfite,

    Sodium Sulphite and Liquid SO2.

    3.3 Details of alternate sites considered and the basis of selecting the proposed site, particularly the

    environmental considerations gone into should be highlighted.

    The proposed project site is in proximity of Bharuch district of Gujarat state. The site is having all the

    necessary facilities like infrastructure, communication, medical facilities, power, raw material

    availability as well market for the finished products, water availability, road network, unskilled,

    skilled manpower etc.

    Other supporting site specific criteria are briefly summarized here under,

    Availability of raw materials of proper quality and in adequate quantity;

    One Major raw material named Thionyl chloride is available in our adjoining plot plant unit-I

    which will be captive use.

    Availability of suitable and adequate land;

    Availability of infrastructure facilities such as water supply, power, roads, social infrastructure

    and man power;

    Good communication and transportation facilities;

    Proximity of market;

    The nearest town & city Surat and Vadodara are 59 km and 90 km away from the project site,

    which is very well connected with other parts of the country by road & rail;

    Nearest railway station is at Ankleshwar about 05 km away and nearest airport of Surat is 50 km

    away.

    No R & R will be required;

    No national park or wildlife habitat falls within 10 km radial distance from proposed project site.

    The location of project is best suited for proposed activities. So no alternative for site is analyzed.

    3.4 Size or Magnitude of Operation

    3.5 Project Description with process details (a schematic diagram/flow chart showing the project

    layout, components of the project etc. should be given)

    3.6 Raw material required along with estimated quantity, likely source, marketing area of final

    products. Mode of transport of raw materials and finished products.

    3.7 Resource optimization/recycling and reuse envisaged in the project, if any, should be briefly

    outlined.

    The treated effluent from the proposed project shall be further treated and refused in cooling

    tower.

    The 60% of steam condensate shall be reused in boiler which shall improve the efficiency of boiler

    to save energy.

    Rain water Harvesting shall be provided. About 1700 KL rain water shall be harvested in monsoon

    season and shall be used as raw water.

    3.8 Availability of water its source, energy/power requirement and source should be given.

    6.3 Green Belt

    Company will develop about 3236 m2 green belt within the factory premises and on periphery of the

    factory. Company will also develop green belt outside the project premises. In addition to this, majority

    of the vacant land shall be planted with trees, shrubs and grasses.

    6.4 Social Infrastructure

    Depending on the growth of the company the required social infrastructure will be provided.

    6.5 Connectivity (Traffic and Transportation Road/ Rail/Metro/ Water ways, etc.)

    Site is very well connected by road & railway.

    6.6 Drinking water Management (Source & Supply of water)

    Water requirement will be met through GIDC water supply.

    6.7 Sewerage System

    Proper collection and disposal system for the sewage generated from domestic use shall be constructed

    and sewage shall be treated in STP.

    6.8 Hazardous Waste Management

    Please refer Annexure – VI of Form – I.

    6.9 Power Requirement & Supply/Source

    Power requirement: 3000 KVA

    7.0 Rehabilitation and Resettlement (R & R) Plan

    7.1 Policy to be adopted (central/state) in respect of the project affected including home ousters, land

    ousters and landless laborers (a brief outline to be given)

    There is no habitation on the proposed project area and it is industrial land which is purchased by

    company for development of Company, so that R & R policy is not applicable to this project. There shall

    be no displacement of any population in project area.

    8.0 Project Schedule & Cost Estimates

    8.1 Likely date of start of construction and likely date of completion (Time schedule for the project to be

    given).

    We shall start construction after getting environmental clearance and consent to establish. We shall

    start production upon making application for CCA.

    8.2 Estimated Project cost along with analysis in terms of economic viability of the project.

    Total capital cost of the proposed project shall be Rs. 30.89 Crore.

    Capital cost of Environment Management System (EMS) for air & water pollution control shall be Rs.

    5.34 Crore.

    Fund for CER Activities shall be Rs. 1.23 crore

    9.0 Analysis of Proposal (Final Recommendations)

    9.1 Financial and social benefits with special emphasis on the benefit to be local people including tribal

    population, if any, in the area.

    Employment would be as per prevailing norms of state government for skilled and unskilled people

    for the proposed project.

    Social Welfare shall be done.

    Cordial relation with the industry shall be established and representation shall be made to villagers

    for help for creation of facilities related to health, education, etc.
