Chapter - 2

Introduction of the Project/Back Ground Information

2.1 Identification of Project and Project Proponent

The proposed project is to establish one 75 KLD capacity Common Effluent Treatment Plant (CETP) at Industrial Area Lakhanpur in Khasara No. 151/1 & 151/2, Agra District of Uttar Pradesh State. This CETP will be established and operated by “Industrial Area Lakhanpur Small Electro Plating Association”. The industrial effluents from its member units will be treated in the proposed CETP. The treated effluent after conforming to the specified/notified standards will reused and recycled to the maximum extent. The remaining treated effluent will be used for tree plantation for green belt development and sprinkling. If any quantity is left over, it will be evaporated by installing an evaporator to achieve Zero Liquid discharge (ZLD).

The Industrial Area Lakhanpur Small Electro Plating Association as a Society was registered in 2015 vide registration no 861/2015-2016 under the Society Act, with Registrar of Society, Uttar Pradesh. The Registered Office of the Society is at 34/390, Khatipara, Lohamandi in the district of Agra, Uttar Pradesh. The Society comprises of 22 (Twenty two only) Members at present.

The main objective of the Society is to facilitate various business units providing technical support for business development, security and to open Research Centre for the advancement and growth of different small scale industries for the welfare of the Society.

Presently the Society is facilitating its members and others;

1. In providing charitable and other allied services for the promotion and help of the Business Units.

2. In providing Rules & Regulations, information etc. for the development of the Business Units.

3. In providing the solution for any disputes relate to business units.

4. In providing the information regarding legal matters.

5. In providing help for any natural calamities.

6. In providing technical support to small scale industries while dealing wit various Govt. Departments.

All the members of the Managing Committee are financially sound. They are actively engaged in the business and different types of reputed professions and other activities. So, there is regular inflow of funds.

2.2 Brief Description of Nature of the Project

The proposed project is to establish one 75 KLD capacity Common Effluent Treatment Plant (CETP) at Industrial Area Lakhanpur in Khasara No. 151/1 & 151/2, Agra District of Uttar Pradesh State. This CETP will be established and operated by “Industrial Area Lakhanpur Small Electro Plating Association”. The industrial effluents from its member units will be treated in the proposed CETP. For the proposed CETP, 30 numbers of Units are considered. The treated effluent after conforming to the specified/notified standards will be reused and recycled to the maximum extent. The remaining treated effluent will be used for tree plantation for green belt development and sprinkling for dust suppression in the surroundings. If any quantity is left over, it will be evaporated by installing an evaporator to achieve Zero Liquid Discharge ( ZLD).

2.3 Need for the Project and Its Importance to the Country and or Region

Until recent past in general the effluent generated from all most all small electroplating units are being discharged directly to land, streams, river, nalla and/or public sewer existing in the immediate vicinity of the process plant.

As the number of such units increased, load of pollution on the water bodies also increased causing water pollution problem and badly affecting the aquatic life. At the same time such small units could not afford for individual treatment facility or ETP to treat the effluent at individual plant site. As a result almost all small electroplating units have been closed down.

Agra Development Authority has put a condition for operating small electroplating units for Treatment of effluent water or waste water generated from the proposed electroplating units is to be treated in a common facility (CETP), to make the treatment process economically viable and also achieve zero discharge.

Thus, the Association decided to take the responsibility of installing and operating a Common Effluent Treatment Plant (CETP) to treat the waste water of all its member units in a common facility.

As the said CETP will be operated and maintained by the Association, the cost of operation will be minimum as compare to other commercially operated CETP. This will help the small electroplating units to treat their effluent at a much lower cost.

By implementing this project, water environment will be protected against water pollution caused by small electroplating units. Also, in the region, such small industrial units can be operational with pollution control system and conforming to the environmental laws.

The proposed CETP will be established for small Electro Plating Units proposed to be installed by the members, to control water pollution and to achieve Zero effluent

discharge in compliance to the condition of Agra Development Authority and Monitoring Committee of TTZ constituted by Hon’ble Supreme Court of India.

2.4 Demand – Supply Gap

As on date, no such facility exists to provide the service of waste water treatment to the small electroplating units in Agra. Recently, a number of such units have to face closure, due to not having effluent treatment plants. It is, therefore, there is requirement of such common facilities to take care of such small electroplating units in Agra.

2.5 Imports Vs Indigenous Production

CETP has to be locally designed, installed and operated. To minimize the cost of operation the indigenous facilities will be preferred.

2.6 Export Possibility

There is no export possibility in this project. The project proponent will be treating the effluent for its small electroplating member units.

2.7 Domestic / Export Markets

There is need for such CETP for small electroplater both in India and in abroad.

2.8 Employment Generation (Direct and Indirect) Due to the Project

Approximately there will be employment of about 10 persons at ultimate operative phase of the project. There will be indirect employment generation for transportation sector (During construction) and disposal of Sludge to common facility for HW, during operational phase.

Chapter - 3

Project Description

3.1 Type of the Project Including Interlinked and Interdependent Project if any

The proposed project is to establish one 75 KLD capacity Common Effluent Treatment Plant (CETP) at Industrial Area Lakhanpur in Khasara No. 151/1 & 151/2, Agra District of Uttar Pradesh State. This CETP will be established and operated by “Industrial Area Lakhanpur Small Electro Plating Association”. The industrial effluents from its member units will be treated in the proposed CETP. There is neither any interlinked nor interdependent project.

The Common Effluent Treatment Plant (CETP) is listed at Serial No. 7(h) of the Schedule of EIA Notification dated 14th September, 2006 and it is a ‘B’ Category Project.

3.2 Location (Map Showing General Location, Specific Location and Project Boundary & Project Site Layout) with Co-ordinates

The land has been purchased by the members of the Society named Industrial Area Lakhanpur Small Electro Plating Association. It is located at Industrial Area Lakhanpur in Khasara No. 151/1 & 151/2, Agra District of Uttar Pradesh State. The proposed CETP will be established there for small Electro Plating Units proposed to be installed by the members, to control water pollution and to achieve Zero effluent discharge in compliance to the condition of Agra Development Authority and Monitoring Committee of TTZ constituted by Hon’ble Supreme Court of India.

The Project area bounded by Latitude and Longitude are given below.

3.3 Details of Alternate Sites Considered and the Basis of Selecting the Proposed Site, Particularly the Environmental considerations gone into should be Highlighted

No alternatives sites are considered as the site for the proposed project has to be within the complex of the site of the members units (Electro Plating Units) approved by Agra Development Authority.

3.4 Size or Magnitude of Operation

The proposed project is for 75 KLD capacity CETP. At present there are about 22 members (proposed electroplating unit), which have obtained the membership for the proposed CETP.

3.5 Project Description with Process Details (a Schematic Diagram / Flow

The proposed project is to establish one 75 KLD capacity Common Effluent Treatment Plant (CETP) at Industrial Area Lakhanpur in Khasra No. 151/1 & 151/2, Agra District of Uttar Pradesh State. This CETP will be established and operated by “Industrial Area Lakhanpur Small Electro Plating Association”. The industrial effluents from its member units will be treated in the proposed CETP. As the said project is for treatment of waste water of Electroplating Units.

The brief description of electroplating process is given below:

Electroplating: To prevent corrosion of certain metal on long exposure to atmosphere and also for improving the surface finish, shining and glaze and giving a look of a precious/ semi-precious metal to a ordinary metal created demand for the electroplating process in the market.

Certain metal reacts with the gases or moisture present in the environment to form undesirable compound by oxidation and causes corrosion on the surface.

Several methods for protecting metals from these reactions by painting, electroplating etc. The electroplating process is mostly performing in single metal layer or as multiple layers also to make it cost effective and to increase the life and the surface finish depending upon the requirement. The surface is cleaned before electroplating by acid wash called pickling and after plating proper rinsing of object is perform in two or three stages to remove the chemical from the surface of the objects. Water rinsing prevents cross contamination of plating solutions and gives a chemical free final finish.

Electroplating Units to Feed Effluent to CETP: The land proposed to be used in the proposed electroplating zone has already been approved by the Agra Development Authority for setting up the small electroplating units, which were earlier operating in the residential areas and have been closed for shifting to the ADA approved area. As proposed maximum 30 numbers of industries could be set up in this area. The electroplating unit will be engaged in plating nickel, copper, silver and lacquer coating etc. over various types of articles of mild steel, brass etc., especially the artificial jewellery. The processing capacity of units will be around 400-500 kg/day. These will be generated about 1500-2000 litters effluent per day from one unit. So that the total effluent will be generated approximately 60 KL/day for 30 units, but the common effluent plant will be designed to take a load of 75 kl/day from safety point of view, so that. it can take the load in case of the fluctuations.

Process: Electroplating is a process in which metallic or plastic goods are coated with layer of other or same metal. Any metallic & non metallic surface cannot be coated directly. Electroplating is done with the help of electric current. The electric current is passed through the electrolyte and the job is placed on the cathode and the metals whose coating is to be done is placed on anode. Then electric current is passed through the solution and the deposition will start from anode to cathode, the process is known as electroplating process. The electro deposited metals are always crystalline in structure and the finer these crystals are better is the deposit.

Electroplating is generally employed for the following reason.

1. Metals like iron, brass and copper process certain very useful qualities but cannot stand atmospheric corrosion and articles made out of them are liable to be destroyed in this way, their life and surface finish can be considerably increased by coating with a permanent deposit of superior metals like nickel, silver, chromium, gold etc. which not only protect them from corrosion but also take a very good surface finish, polish and surface shine.

2. For decoration, the gold and silver are deposited over lower cost metals like copper, brass etc. in order to enhance the beauty of surface. Low cost jewellery tableware, gift articles and number of jobs of novelties are obtain in this process. Generally electroplating process is used by the following industries:

Treatment: The cyanide is oxidized to cyanate by adding some oxidizing reagent such as Sodium Hypochlorite, Calcium Chlorite & Hydrogen Sulphite. Mostly metals are precipitated & settled with the help of flocculants. Hexavalent chromium is converted to trivalent, a low toxic compound.

Cyanide Treatment

H2SO4

1. Raise pH to 8.0 – 9.0 ranges.

2. Oxidize cyanide to cyanate using caustic / lime with chlorine to sodium hypochlorite.

Reagents for Neutralization

1. Sodium Hypochlorite, Sodium Carbonate, Calcium Hydroxide

Sodium Hypochlorite is the preferred reagent due to rapidly and readily soluble.

2. Sodium Carbonate is less costly and effective neutralizer but reaction is slower and great quantity is needed and more difficult to dissolve.

3. Calcium Hydroxide is cheapest but used in the form of slurry – not easy to handle it. It can also cause blockage of pipe work and valve in the reaction tank.

There are two processes for the Treatment such as;

Process – A (Two Streams)

Process – B (Two Streams)

2. Pickling Acid Treatment

Process Details:

1. Screening: Raw effluent is collected in equalisation tank. The effluent is passed through the bar screen, which is provided at the inlet and effluent is to be further screened in the screen chamber & all floated matter, settled solid are removed completely.

2. Oil Removal: Screened effluent is passed through oil separator. The principle of a rectangular separator is based on gravity settling of oil drops under reduced velocity of phases & the floated oil can easily be collected & clear effluent is transferred to equalization tank & trapped oil is sent for storage in drums.

3. Equalization: In the tank the effluent is hold for approximately 8 to 10 hours for proper mixing by agitation and to achieve proper concentration of the raw effluent.

4. pH Adjustment : As we are using oxidation method to remove cyanide here the pH has to be increased 10 by adding of lime.

5. Chlorination: Cyanide is oxidized to cyanate by dosing of chlorine the optimum pH for reaction is 10.5. Using of sodium hypochlorite helps to increase the pH and reduce lime consumption. This method is more commonly used because the Ferro- cyanide sludge is a problem & has to be incorporated into the treatment & zinc also precipitate in this process.

6. Flocculation: As the pH of the effluent is 10-11, hence the heavy metals like Ni, Fe etc will precipitate; polyelectrolyte is used as a flocculent to create proper flocks to facilitate settling.

7. Clarification: The Clarifier is designed for higher surface area by using if tubes for proper settling of flock. The flocks will start to settle on inclined PVC rectangular tubes and is settled on bottom the clarifier by gravity. The sludge will be rain into sludge pit, the retention time in the clarifier is 1.00 hr. to ensure the clear water is formed at the top.

8. pH Adjustment: Now the pH of clarified water is 10-11 to be decreased to 8-9 by adding Hcl for proper precipitation of Chromium from the effluent.

9. Flocculation: In this process the polyelectrolyte is dosed to enlarge the size of the flocks for fast settling.

10. Final pH Adjustment: As the clarified water pH is 8-9 and alkaline in nature hence the pH is to be reduced to the neutral pH 7.0 by adding hydrochloric acid.

11. Clarified Water Storage Tanks: Clarified water storage tank is provided with a holding capacity of 10-15 minutes to protect the treated water pump for dry run.

12. Filtration 1st: Now the water is passed through dual media filter plant. Dual media filter is having different kind of filter i.e. pebbles, gravel sand etc. It is used to remove suspended Particles / Turbidity up to 100 mg/l to remove suspended solids to below 100 ppm.

13. Filtration through A/C Filter: Now finally the filtered water is passed through the activated carbon filter for further polishing of the water. Activated carbon filter is having activated carbon with the supporting media of pebbles and gravels etc. It will remove odour, colour, reduced and excess chlorine.

Pickling Acid Treatment / Purification: The following method is used for acid purification.

From the pickling area acid is transferred through PVC pipe into the separate storage tank of a holding and flocculent is added to make proper flock after settling the supernatant acid is filtered through micro filtration with the help of Pump.+

14. Ultra Filtration System: Treated water is fed to Ultra-filtration system .It is a unique physical process in which two stages are carried out simultaneously. This filtration technique involves passing water through porous membranes. These membranes are in form of long hollow fibres. The wall acts as a filter for all parasites larger than 0-0.1 micron: pollen, algae and parasites, bacteria, viruses, germs and large organic molecules. The result is perfectly clean water.

15. Reverse Osmosis System: In Reverse Osmosis System we remove ions molecules and larger particles from treated water to uses a semi-permeable membrane. It removes many types of dissolve and suspended species from water, including bacteria.

16. Sea Water Reverse Osmosis System: In SWRO to remove the total suspended solids dirt iron and reduce silt density index, which can foul the membrane. A method of producing pure water by forcing High TDS saline or impure water through a semi permeable membrane.

17. Evaporation System : The theory of the evaporator is to mechanically expose more quantum of water mixed with compressed air in to the atmospheric air and to keep that water particles aloft long enough to evaporate them naturally. To achieve this performance we have designed Bipolar nozzles in which Air and water feed simultaneously to produce and send water droplets in to the air for long time to keep them aloft for long distance to evaporate them naturally.

3.6 Raw material required along with estimated quantity, likely source, marketing area of final products, mode of transport of raw material and finished product.

The raw material required for the proposed project will be ETP Chemicals namely Caustic Soda, Polyelectrolyte, Alum, Sodium Hypochlorite etc. There chemicals will be purchased from the local market.

3.7 Resource Optimization / Recycling and Reuse Envisaged in the Project, if any, should be briefly outlined.

Operation will be carried out strictly as per the detailed Project Report with a view to optimize all resources available. Reuse and recycling of the treated effluent will be carried out to the maximum. The remaining treated effluent will be utilised for tree plantation for green belt development and the remaining quantity of effluent, if any, shall be evaporated to achieve ZLD, as required by ADA, as per SPCB norms.

3.8 Availability of Water, Its Source, Energy / Power Requirement and its Source

Water: Total fresh water requirement will be only for domestic purpose and it will be about 200 litres per day maximum. It will be supplied by the Industrial Area Lakhanpur, Agra.

Power: Around 25 KVA of connected load will be required for ultimate capacity, out of this about 80 % will be operative requirement. For emergency operation, there will be one number of 50 KVA capacities DG Set will be used in case of power failure only.

3.9 Quantity of Wastes to be generated (Liquid and Solid) and Scheme for Their Management / Disposal

Soil will be generated during construction and the generated soil will be reused for land levelling and as subsurface material during road making inside the premises.

Septic tank-soak pit system will be used and has been envisaged for domestic waste

water (sewage water). The Hazardous waste around 800kg per day is anticipated to

be generated from the project, is in the form of sludge cake from filter press and it

will be stored, transported and managed as per the HW, Rules 2016.

The treated waste water will be partly reused in the said small electroplating units,

plantation development for green belt and balance quantities will be evaporated to

make Zero Discharge.

Purpose of preparation of EIA is for environmental clearance required as per EIA notification dated 14th September, 2006 and amended thereafter. The proposed project is the establishment of 75 KLD capacities Common Effluent Treatment Plant.

Chapter – 4

Site Analysis

4.1 Connectivity

The proposed project is to establish one 75 KLD capacity Common Effluent Treatment Plant (CETP) at Industrial Area Lakhanpur in Khasra No. 151/1 & 151/2, Agra District of Uttar Pradesh State. This CETP will be established and operated by “Industrial Area Lakhanpur Small Electro Plating Association”. The industrial effluents from its member units will be treated in the proposed CETP.

The proposed site is accessible from road and rail transport.

4.2 Land Form, Land Use and Land Ownership

The total land of the proposed CETP project is 201 m2, will be treating the waste water of maximum 30 numbers of small electroplaters. The land has already been acquired and is owned by the project proponent. The land available for the project is sufficient for the proposed project. The site has already got an approval for setting up the small electroplating units and a CETP, by Agra Development Authority.

4.3 Topography

The Project area bounded by Latitude and Longitude are given below:

Point A: 770 55’ 22.16” E and 270 12’32.27” N

Point B: 770 55’ 22.03” E and 270 12’32.07” N

Point C: 770 55’ 22.73” E and 270 12’31.72” N

Point D: 770 55’ 22.89” E and 270 12’31.97” N

The elevation of the area is in the range of 169 m MSL to 173 m MSL. There is no forest, National Park, Eco- sensitive are and Wildlife Sanctuary located within the 10 kms periphery of the proposed project site. Though Taj Mahal and river Yamuna is located within 15 km radius from the proposed site. The Environmental settings surrounding the proposed project site are mentioned in the below Table No. 4.1.

4.4 Existing Land Use Pattern (Agriculture, Non- Agriculture, Forest, Water Bodies (including area under CRZ)), shortest distances from the periphery of the Project to the periphery of the Forest, National Park, Wild Life Sanctuary, eco-sensitive areas, water bodies (distance from the HFL of the River), CRZ.

Existing land use is Industrial.

Distance of Various Physical Features from the Boundary of the Project

There is no national park/wild life sanctuary/biosphere reserve/ tiger reserve/ elephant reserve in the core (project area) and buffer zone (5 km radius of the project area).

Yamuna River is at 2.63 Kms from Project Site and the Taj Mahal is at a distance of 12 Kms from the project site.

4.5 Existing Infrastructure.

Key infrastructure such as hospitals, schools, bank, places of worship and social /community facilities such as park, market, playground etc. healthcare, community development, income distribution, employment, & social welfare are available in nearby area of proposed project site.

The proposed project site is connected with road, rail and air transport. Waste transportation & personnel during construction and operation phase, shall be done by mean of existing transportation facilities.

4.6 Soil Classification

The soil mostly comes from the Indo-Gangetic Plains and mostly consists of the quaternary sediments. The recent unconsolidated fluvial formations are a part of this soil and the soil also contains sand, silt and clay. It has a very fine texture.

4.7 Climate data from Secondary Sources

The climate of the area is semi-arid which borders the humid subtropical climate.

The temperature during summer season (March to May) are generally around 15.8oC to 41.8oC. The temperature during monsoon season (June to August) are generally around 25.7oC to 40.6oC. The temperature during post monsoon (September to November) ranged from 12.9 oC to 33.7oC. The temperature during winter season (December to February) ranged from 7.2 oC to 25.7oC. Some times in winter temperature goes below -4 0C.

The annual rainfall in the area averages to 776.5mm. The relative humidity varies from 24 % in April to 82 % in August.

4.8 Social Infrastructure available

Social infrastructure such as Road, rail, air transport, hospitals, schools, bank, places of worship, park, market, playground etc. healthcare, community development, income distribution, employment, & social welfare are available in nearby area of proposed project site.

Chapter – 5

Planning Brief

5.1 Planning Concept (type of industries, facilities, transportation etc.) Town and Country Planning / Development Authority Classification

The said proposal is a new proposal. The project does not have any plan for construction of its own town ship for its employees. Mostly local people will be employed. They will be commuting from local areas. Public and self transport facilities will be used for commuting from their residence to the project site.

The proposed project will completed within 12 months. The construction activities will be started after obtaining Environmental Clearance from SEIAA, Uttar Pradesh and Consent to Establish from State Pollution Control Board, Uttar Pradesh and other Statutory Clearances, if any.

5.2 Population Projection

According to the 2011 Census of India, the city of Agra is a home to 1,775,130 people. Agra Cantonment and Agra district house 50,968 and 36,20,436 respectively

Present Population in the study area will be given in detail EIA report along with other demographic information. Approximately 15 numbers of construction worker will be hired from the local area, which will be temporarily in nature. During operational phase 10 numbers of persons will be engaged.

5.3 Land Use planning (breakup along with green belt etc.).

5.5 Amenities / Facilities

Criteria are suitably met at this location.

Nearest Populated place is Agra which is at 8.7 kms from the project site.

Nearest railway station at Agra which is about 8.7 kms from the project site.

Nearest town is also Agra at a distance of 8.7 kms from the project site.

Necessary infrastructure such as transportation, communication, roads, water etc. is also available.

The proposed location is having proximity of raw material.

Skilled and unskilled manpower is easily available.

Nearest Road is NH-2 at a distance of 1.5 Kms running from Kanpur to Lucknow.

Hospitals, Schools, Colleges, Police Station, Fire Station, Temples, Forests, Fishery, banking, Revenue, Judiciary Local bodies are also available in the area.

Chapter – 6

Proposed Infrastructure

6.1 Industrial Area (Processing Area)

The proposed project is to establish one 75 KLD capacity Common Effluent Treatment Plant (CETP) at Industrial Area Lakhanpur in Khasara No. 151/1 & 151/2, Agra District of Uttar Pradesh State. This CETP will be established and operated by “Industrial Area Lakhanpur Small Electro Plating Association”. The industrial effluents from its member units will be treated in the proposed CETP.

The total land of the proposed CETP project is 201 m2 with 30 numbers of small electroplaters in the area.

6.2 Residential Area (Non – Processing Area)

No residential facilities envisaged in the project.

6.3 Green Belt

Plantation will be carried out over an area of 618 Sq. m. Mixed and local species, will be selected for plantation.

The green belt is planned to be completed in two years. Plantation will be carried out from the outer zone followed by the middle zone and finally the inner zone will be planted.

Maintenance of green belt

The green belt will be protected by barbered wire or natural fence.

Any dead plants will be regularly removed and replaced.

Proper watch and ward arrangement will be done.

Regular watering at appropriate intervals will be done and wastewater from the industry shall be utilized

6.4 Social Infrastructure

The existing social infrastructure of the vicinity will be utilized for the proposed CETP Project. The details of social infrastructure have been describe under Clause No. 4.5 & 4.8 of Chapter -4.

6.5 Connectivity (Traffic and Transportation Road / Rail / Metro / Waterways etc.)

The proposed project is to establish one 75 KLD capacity Common Effluent Treatment Plant (CETP) at Industrial Area Lakhanpur in Khasara No. 151/1 & 151/2, Agra District of Uttar Pradesh State The site is well connected with road, rail & air transport. No new transportation rout is not required.

6.6 Drinking Water Management (Source & Supply of Water).

Total fresh water requirement will be only for domestic purpose and it will be around

200 liters per day, maximum. It will be supplied by the Industrial Area Lakhanpur

units, Agra.

6.7 Sewerage System

No residential facilities envisaged in the project. However, septic tank with soak pit will be provided for the employees of the project, which will be designed as per BIS specification.

6.8 Industrial Waste Management (Liquid Effluent)

The treated waste water will be partly reused in the said small electroplating units, plantation development and balance quantities will be evaporated to make Zero Discharge.

6.9 Solid Waste Management

1. Soil will be generated during construction and the generated soil will be reused for land levelling and as subsurface material during road making inside the premises.

2. Hazardous wastes such as ETP sludge and Use Oil are anticipated during operational phase. The generated wastes will be stored, transported and disposed off as per the Hazardous and Other Wastes (Management, handling and Transboundary Movement) Rules, 2016.

3. Solid waste like waste cottons, empty bags, rejected gaskets, empty bottles, discarded jerry canes, steel structures and rejected spares of process equipments etc, generated may have scarp value and shall be disposed off with price realization.

4. Used oil will be disposed to authorized reprocessing units having valid authorization from State Pollution Control Board, Uttar Pradesh. Hazardous waste will also be disposed of to the authorised agency having valid authorisation from State Pollution Control Board, U.P.

6.10 Power Requirement & Supply / Source

Around 25 KVA of connected load will be required for ultimate capacity, out of this about 80% will be operative requirement. For emergency operation, there will be one number of 50 KVA capacity DG set, which will be operated during power failure only.

Chapter – 7

Rehabilitation and Resettlement (R & R Plan)

7.1 Policy to be adopted (Central / State) in respect of the project affected person including Home Oustees, Land Oustees and Land Less Labourers

No settlements exist within the project area. However, R & R Policy of Govt. of Uttar Pradesh will be adopted wherever applicable and CSR activities will be adopted by the Project Proponent as per the need.

Project Schedule & Cost Estimate

8.1 Likely date of Start of Construction and Likely Date of Completion (Time Schedule for the Project to be given).

It is expected to commission the CETP within six months from the receipt of the all regulatory approvals.

8.2 Estimated Project Cost along with Analysis in terms of Economic Viability of the Project.

The project cost is budgeted at Rs.358.54 Lacs (Rupees Three Crores fifty eight lacs and fifty four thousand) and will be funded by financial institutes and contribution of the members. The detail break up the project cost is given in Table No. 8.1.

Chapter – 9

Analysis of Proposal (Final Recommendations)

9.1 Financial and Social Benefits with Special Emphasis on the Benefit to the Local People including Tribal Population, if any, in the area.

Most of the work force required for construction and operation of the proposed project will be employed from the surrounding areas. No rehabilitation and resettlement issues are involved in the proposed project.

The project is mainly for the purpose of pollution control from electroplating industries. Some impact on economic growth of the area in terms of employment generation and market-growth are the expected outcomes of the project. The project is not a production unit. The project has an employment generation impact on skilled/ semiskilled/ unskilled category of manpower.

The direct employment potential of the project is estimated as 10 persons for the proposed project. However, indirect employment potential will have major share in the regional economy, which is expected to be of high order. It is assumed that the generation of indirect employment would be multiple of direct employment.

Improvement in Socio-Economic Conditions

Employment: During operation, plant will generate direct employment. The preference will be given for local population for employment in the semi-skilled and unskilled category. Indirect employment is created by the plant for supply of daily domestic goods.

Health and Safety Measures: The workers engaged in pollution generation area will be equipped with appropriate protective equipment.

Following measures will be adopted in the plant to keep check on the safety measures and health:

A periodic health check-up camp will be arranged for the workers in the plant for occupational diseases. All the employees will have to undergo medical check- ups at regular time interval to determine any impact on the health of employees due to the plant atmosphere.

Inspection and maintenance of pollution control systems regularly

All safety measures such as provision of safety appliances, imparting training, giving-of safety awards, display of posters with slogans related to safety will be taken.

The workers exposed to noisy sources will be provided with ear muffs/plugs.

Adequate facilities for drinking water and sufficient toilets will be provided for the employees.

Social Welfare Measures: The Association will earmark funds of 5 % of the total project Cost towards social development and welfare measures in the surrounding areas.
