O. 141 (E) Dt. 15.01.2016 as the lease area is <5ha and there is no Inter State Boundary, National Park, Wildlife Sanctuary and Critically Polluted area within 5 kms radius from the proposed lease area boundary and also there are no other quarry leases within 500m from the proposed lease boundary. It is proposed to extract Black Granite maximum production of 6602 m 3 annually by semi mechanized opencast mining by developing benches of 6m height with 1.5m bench width from top of the hillock with shallow drilling and blasting. Capital cost proposed for quarrying is Rs. 40.0 Lakhs.

PRE-FEASIBILITY REPORT

1. Executive Summary

M/s. Jayasree Industries proposed to conduct Black Granite quarrying operations in

Compartment No. 233 & 234 of Santhapeta R.F., Chittoor (West) Division, Chittoor Mandal &

District over an extent of 4.90Ha and applied for diversion of 4.90 Ha forest land. After

following the due process, the Ministry of Environment, Forests & Climate Change, Regional

Office, Chennai, Government of India has issued Stage-I approval to the above precise area.

Accordingly, Environment, Forest, Science & Technology (Section-II) Department,

Government of Andhra Pradesh has issued Stage-II approval to the above precise area for

10 years period or for a period co-terminus with the period of mining lease proposed to be

granted. Accordingly, an application was filed to Department of Mines and Geology for grant

of Quarry lease for Black Granite in the above said area.

Director of Mines and Geology, Ibrahimpatnam, Government of Andhra Pradesh vide

Notice No. 18270/R5-1/2017, Dt. 23.08.2017 in principle decided to grant quarry lease for 20

years period for the above precise area subject to submission of Forest Clearance for

remaining period of 10 years after expiry of the 1st 10 years period and subject to submission

of Approved Mining Plan, Environmental Clearance, Consent for Establishment. The mining

plan was approved by Deputy Director of Mines and Geology, Kadapa vide letter no.

3704/MP-CTR/2017, Dt. 07.10.2017.

Now, the proposal is submitting for environmental clearance to be obtain from District

Level Environment Impact Assessment Authority under B2 category as per EIA notification,

2006 and S. O. 141 (E) Dt. 15.01.2016 as the lease area is <5ha and there is no Inter State

Boundary, National Park, Wildlife Sanctuary and Critically Polluted area within 5 kms radius

from the proposed lease area boundary and also there are no other quarry leases within

500m from the proposed lease boundary.

It is proposed to extract Black Granite maximum production of 6602 m3 annually by semi

mechanized opencast mining by developing benches of 6m height with 1.5m bench width

from top of the hillock with shallow drilling and blasting. Capital cost proposed for quarrying is

Rs. 40.0 Lakhs.

2. Introduction of the Project / Background Information:

i) Identification of Project and project Proponent

Granite is a very hard crystalline, igneous or metamorphic rock primarily composed of

feldspar, quartz and lesser amounts of dark minerals. India has vast resources of granite with

about 200 varieties of different colours and textures such as black, grey, Colour, multi

coloured, etc. These varieties are used to produce monuments, building slabs, titles, surface

plates etc. However, popular varieties are mainly found in South India.

M/s. Jayasree Industries is having no. of granite leases in the district and operating the

leases without having any violations in terms of Forest Act, EP Act and MMDR Act. Now it is

proposed to extract black granite from the proposed area after obtaining statutory

clearances. For this reason, Forest Clearance was already obtained. The proprietor Sri A.M.

Vinodh is a 34 years older and Post Graduate holder with almost 10 years of experience in

this field and the other members of his family members are also in the same business from

past 15 years.

The proposed quarry lease area is located at 0.9 km SE of Mailagundlapalle hamlet which is

on Tirupathi to Kanipakam road. The quarry lease area falls in Survey of India Toposheet no.

57O/3 at the intersection of 13° 16’ 05.794” North latitude and 79° 04’ 44.555” East longitude.

The area is an elevated mound mostly covered by rock boulders, these boulders are irregular

in shapes and vary in size and shape. They may rise gently as continuously hills, presenting

a rugged topography.

ii) Brief description of nature of the project

The black granite is exposed as a boulder rock in the center portion with gentle slopes and

boulders are covering on top portion. The lease area is mostly consisting lot of big dolerite

boulders on surface along the trend of North west to South east. The quarrying operations

will be carried out by semi mechanized opencast method with shallow drilling and blasting for

breaking the black granite, using jackhammer drilling and wedge cutting. The excavation and

loading into tippers will be done with excavator.

iii) Need for the project and its importance to the country and or region

Granite has been extensively used as a dimension stone and as flooring tiles in public and

commercial buildings and monuments. With increasing amounts of acid rain in parts of the

world, granite has begun to supplant marble as a monument material, since it is much more

durable. Engineers have traditionally used polished granite surfaces to establish a plane of

reference, since they are relatively impervious and inflexible.

iv) Demand - Supply Gap

The project is envisaged to meet the demand supply gap in both domestic market and export

market, as granite demand is increasing day by day. It is proposed to produce 6,602 m3 per

annum of granite to meet their present required quantum of black granite for domestic and

international market. The total mineable reserves of granite are estimated by using cross

section method with 20% recovery is 282,371 m3 and the production proposed per year is

6,602 m3. Hence the life of the quarry with the proposed production is 43 years

approximately.

v) Imports Vs. Indigenous Production

The mine is being operated to meet the increased demand of Granite in the national and

international market. This is not for import substitution.

vi) Export possibility

The finished products shall be exported to the domestic and international market through the

exporters depends upon the quality and demand.

vii) Domestic/export Markets:

The project is expected to have 80% domestic sales and 20% export sales through

exporters. The area is surrounded by hillocks comprising valuable export quality granite.

viii) Employment Generation (Direct and Indirect) due to the project:

The Manpower requirement is around 22 no’s including Mines Manager/Foreman

competency certificate, Supervisor and other Staff. The Mine shall provide indirect

employment for 20 people. The working hours at the mines will be 8 hours/day for 250

days/year.

3. Project Description

ix) Type of Project including interlinked and interdependent projects, if any:

The project is for quarrying of minerals i.e. Black granite quarry and it is an individual project.

The quarrying operations will carried out by opencast method with the help of machineries

like Wire-Saw cutter, excavators, tippers and jackhammer drills. The proposed area is

surrounded by hillocks within the Santhapeta reserved forest except north side as the lease

area is proposed in NW side of the RF.

x) Location (map showing general location, specific location, and project boundary & project site layout with coordinates).

It is a mining/quarrying project and the proposed land is in Forest area, no alternative sites

examined. The site is geographically located between North Latitude 13° 16’ 05.794” and

East Longitude 79° 04’ 44.555”. The project site and 25% of its 10kms buffer zone falls in the

Survey of India Toposheet No. 57 O/3 and the remaining buffer zone area falls in Toposheet

no. 57 K/16, 17 & 57 O/4. The Lease area is an elevated mount located in Santhapeta

reserved forest area. The rock that is likely to be mined is exposed at ground level as

boulders. The area is devoid of any forest or tree cover. It comprises shrubs only. There are

no national parks, wildlife sanctuaries and critically polluted areas are observed in 10km

radius from the quarry lease area. Location map of the mine lease area is presented in figure

1. Lease boundary map is presented in figure 2.

xi) Details of alternate sites considered and the basis of selecting the proposed site, particularly the environmental considerations gone into should be highlighted.

No alternative sites considered, the proposal is mining/quarrying project consists of granite

rock boulders and it is site specific. However it is very far from the human habitation and

worship places but it is a forest. Also there are no water bodies or channels passing through

the lease area.

It is proposed to produce black granite average production of 4,764 m3/annum by semi

mechanized opencast method quarrying and or the maximum production of 6,602 m3/annum

by semi mechanized opencast method.

xiii) Project description with process details (a schematic diagram/flow chart showing the project layout, components of the project etc. should be given)

The quarrying operations will be carried out by opencast method with the help of machineries

like Wire-Saw cutter, excavators, tippers, compressors and jackhammer drills. Two

excavators will be used to remove the waste material, consisting of small float boulders &

defect material from working face. Two tippers of 15 Tons will be deployed to shift the waste

and secondary blocks from working face to stockyard/ dump yard. To cut the sheet rock in to

primary blocks, wire saw machine will be used and to cut primary blocks into secondary

blocks, jackhammers will be used. For loading the dressed & marketable granite blocks in to

trucks, the excavator will be used. Jackhammer drilling and blasting is used occasionally in

waste rock removal and for development of free-face.

xiv) Raw material required along with estimated quantity likely source, marketing area of final product/s, mode of transport of raw material and finished product

No raw material is required, project is for quarrying of granite. The extracted granite is

mainly sold in domestic market in Andhra Pradesh or surrounding states or for export

(contingent on the quality).

xv) Resource optimization/recycling and reuse envisaged in the project, if any, should be briefly outlined.

Waste material, under size blocks or defected material or shape less blocks generated from

the quarrying shall be dumped in the non mineral zone dump yard on NW side over an area

of 4,200 m2 to a height of 12m with 45° slope angle. A retaining wall will be constructed

around the dump for preventing the slanting of boulders. About 80% of the production or

approximately 95,280 m3 of material is going to be generated as solid (granite) waste in five

years plan period. This material can be utilized to fill the pits after quarry operations are over.

When the dumps reach their optimum height suitable greenery will be grown on these dumps

to stabilize them.

xvi) Availability of water its source, energy/power requirement and source should be given

Water Requirement:

Water requirement is mainly for drinking purpose, domestic purpose, green belt maintaining

and for sprinkling on Mine haulage roads the water shall be drawn from nearby village

through tankers. The domestic waste water shall be sent to septic tank followed by soak pit.

Rainwater Catch Pond of 50 KL capacity will be developed to collect the storm water for

reuse. This will ensure that the rainwater is effectively used and minimizes the drawl of

ground water resources. The required water shall be drawn from the local villages through

tankers.

Ground water and Surface Water:

The groundwater level in this area is at 50m BGL and the maximum depth proposed for

quarrying is 45m BGL from top of the hill which is about 130m height from the ground level.

There are no surface water structures within the proposed lease area.

Electricity:

Power facility is there in nearest villages and Mailagundlapalle village hamlet is located at a

distance of 0.9km from the QL area in NW direction. The power line is there up to lease area.

xvii) Quantity of wastes to be generated (liquid and solid) and scheme for their Management/disposal

About 80% of the production or approximately 95,280m3 of material is going to be generated

as solid (granite) waste in five years plan period. Waste material, under size blocks or

defected material or shape less blocks generated from the quarrying shall be dumped in the

dump yard on NW side over an area of 4,200 m2 to a height of 12m. The waste material will

be used for reclamation of the worked-out pits after completion of quarry workings and or will

be used for creation of bunds and local construction purposes.

4. Site Analysis

4.1 Plant Location

The proposed lease area of 4.90ha is located in Compartment no. 233 & 234 of Santhapeta

R.F., Chittoor (West) Division, Chittoor Mandal & District. The proposed lease area falls in

the Survey of India topo sheet no. 57O/3 between the co-ordinates of North Latitude 13° 16’

05.794” and East Longitude 79° 04’ 44.555”. The nearest village hamlet is Mailagundlapalle

located at a distance of 0.9km from the proposed lease area in Northwest (NW) direction.

Tirupathi – Kanipakam road is at 0.6 km in NW and Chittoor – Kanipakam road is at 1.3 km in

SW. Chittoor town is at 5.7km in SSE direction. The nearest railway stations are Muttirevula

RS (SC railway) at 3.6 km in ENE and Chittoor RS at 5.7km in SSE directions respectively.

NH-18 (Kurnool-Kadapa-Chittoor-Chennai) is passing through the study area at 4.0 Km in

East direction. The proposed area is located within the Santhapeta R.F., Other RF areas are

Vaviltota Reserve Forest at 3.2km in North direction, Putalapattu RF at 7.2Km in NE direction,

Chaseskonda RF at 6.9km in SE direction & Reddigunta RF at 7.7km in SSE direction.

Goddu Vanka (West – East) is at 1.0km in North, Ponnai Dry River (North – SE) is at 6.3km

in East, Goddu vanka joins into Ponnai Dry River is at 5.9km in ENE direction. There are no

interstate borders, national parks, wildlife sanctuaries and critically polluted areas observed in

10km radius of the proposed mine lease area.

5. Planning Brief

It is a green field proposed quarry located in forest land which is proposed to extract black

granite from the lease area. Now it is envisaged to be put into production or quarrying by

January 2018 and the production shall be initiated thereon. It is proposed to produce black

granite maximum production of 6,602 m3/annum by semi mechanized opencast method.

About 95,280 m3 of waste material will generate during the plan period and this waste will be

dumped in an area of 4200 m2 to a height of 12m in NW side of the proposed lease area.

Approach road within lease area, Retaining wall, Safety bunds and fencing will be provided

within 0.023ha. About 0.269ha area proposed for stock yard.

6. Proposed Infrastructure

The applied area is located at 0.9km towards SE of Mailagundlapalle Village hamlet. Pukka

road is available up to the village hamlet from the Chittoor town and Kutcha road is available

up to the quarry area from the village hamlet and it will be repaired regularly to mitigate the

dust generated due to transportation. The black granite will be transported through tippers of

15 Ton capacity and about 5 truck trips will be required per day. Regular water sprinkling on

haul roads will be done with water tanker provided with sprinkler arrangement to suppress

the air borne dust generated during transportation. It is proposed to provide the following

infrastructures within the proposed lease area.

6.3 Waste management

Liquid Effluents

There is no effluent generation from the mine operations. The effluent generated from the

accumulated in the working pits during rainy days will be pumped out to natural drains or rain

water collection pond to be used for water sprinkling purpose on haul roads, plantation

development and etc.

Air Pollution

The granite quarrying does not involve dust formations. The dust anticipated at drilling place

will be suppressed by putting cloth around the hole. Dust suppression systems (water

spraying) will be adopted at Faces/sites before and after blasting, Faces/sites while loading;

and Use of sharp drill bits for drilling holes and drills with water flushing systems (wet drilling)

to reduce dust generation. Regular water spraying on haulage roads during transportation of

granite and covering of loaded trucks through tarpaulin. Plantation will be developed to

control dust emission.

Solid waste

About 80% of the production or approximately 95,280m3 of material is going to be generated

as solid (granite) waste in five years scheme period. Waste material, under size blocks or

defected material or shape less blocks generated from the quarrying shall be dumped in the

dump yard on NW side over an area of 4,200 m2 to a height of 12m. The waste material will

be used for reclamation of the worked out pits after completion of quarry workings and will be

used for creation of bunds and local construction purposes. Retaining wall will be provided to

arrest the loose material split from the slope of the dump.

7. Rehabilitation and Resettlement (R&R) Plan

NA. It is a proposed project located within the Reserve Forest area and there are no

settlements and structures are located within the lease area. The area does not have any

wild animals. It is an elevated mound of Forest Land with rock boulders.

8. Project Schedule & Cost Estimates

i) Likely date of start of construction and likely date of completion (Time schedule for the project to be given)

It is a proposed quarry which is planned to start quarrying operations from the year

2018. The clearances procedure is initiated as per the target and will open the quarry

only after obtaining all statutory clearances.

ii) Estimated project cost along with analysis in terms of economic viability of the project

The estimated cost of the project is approximately Rs. 40 Lakhs.
