10. Power Requirement : The existing project, power is received from Uttar
Gujrat Vij Company Ltd. Contract demand is 200

Moreover, 2 Nos. D. G. set have been provided as
alternate source for electricity of capacity 65KVA,
125 KVA as per CPCB.

1.1. ABOUT BPCL
Bharat Petroleum Corporation limited (BPCL), a Maharatna Company, the project proponent, is
the highest ranked Indian company in the prestigious Fortune 'Global 500' listing, having 314th
position in 2017. BPCL is engaged in refining and marketing of petroleum products. The
company is India's one of the largest commercial enterprises.

M/s. Bharat Petroleum Corporation Limited (A Govt. of India Enterprise), working under the
aegis of Ministry of Petroleum is having an establishment for Receipt, Storage and distribution
of Petroleum Products (MS, HSD, SKO) at Navegaon TOP.
As per the Ministry of Petroleum & Natural Gas (MoPNG) notification (Gazette Notification
G.S.R. 4(E),dated 02.01.2013), oil marketing companies (OMCs) shall sell biofuel blended
petrol & diesel.
Bharat Petroleum Corporation Limited (Public Sector Enterprise under MoPNG) is taking the
initiative for augmenting the storage capacity to maintain a reserve of minimum stock cover of
15 days of biofuels and is upgrading the blending facility to ensure min. 10% blend in petrol and
diesel to comply the notification of MoPNG and National biofuel policy.
2.0 INTRODUCTION OF THE PROJECT
Navagam TOP of Bharat Petroleum Corporation Limited, a public sector organization, located
near Kanera Village is a storage and dispatch location for petroleum products. The products are
received through pipeline from IOCL, Bareja. Mode of transportation and dispatch to the end
consumers (Retail Outlets) is by road via Tank Lorries. The TOP Depot has been installed
mainly for receipt, storage and dispatch of Motor Spirit (MS), Superior Kerosene Oil (SKO), and
High Speed Diesel (HSD).
BPCL Navagam TOP, spread over an area licensed area 16 acres, non-licensed Area 8 acres.
Navagam TOP plant commissioned on 27.09.2003. It caters to the demand of a wide range of
essential petroleum products in the adjoining of Gujrat and various industries in these districts.
To meet the demand of the petroleum products to the surrounding areas BPCL TOP depot has
been installed mainly for receipt, storage and dispatch of Motor Spirit (MS), Superior Kerosene
Oil (SKO), and High Speed Diesel (HSD).
This is Petroleum product storage capacity enhancement project at Navagam TOP depot,
located near Kanera Village on NH-8 Highway BPCL Navagam, Gujarat. The present storage
capacity of TOP depot is 19,425 KL to 20,383 KL has decided to enhance the storage capacity
of the POL and storage facility for MS, HSD
MS and Ethanol fall under Class ‘A’ flammable Petroleum products while SKO and HSD fall
under Class ‘B’ flammable Petroleum product.
The project activities falls under Schedule 6 (b) “Isolated storage & handling of hazardous
chemicals” under the category “B” (general conditions apply)” as per the EIA notification
2006 and its amendments.
2.1 Identification of the Project and Project Proponent
This is storage capacity enhancement project of petroleum product at BPCL Navagam TOP
from 19425 KL to 20383 KL by constructing tanks of 1 X 858 KL Biodiesel tank, 1 X 100 KL
Biodiesel tank.
The expansion project being proposed is important in view of the consistent increase of demand
of Petroleum Product in market. This expansion project is has state as well as nationwide
importance for fulfilling fuel requirement of the end users/ consumers of the areas.

2.2 Brief Description of nature of the Project
This is storage capacity enhancement project of petroleum product TOP depot from 19425 KL
to 20383 KL by constructing tanks of 1 X 858 KL Biodiesel tank, 1 X 100 KL Biodiesel tank.
TOP depot has been installed mainly for receipt, storage and dispatch of Motor Spirit (MS), Superior Kerosene Oil (SKO), and High Speed Diesel (HSD).
2.3 Need for the Project and its importance
As per the Ministry of Petroleum & Natural Gas (MoPNG) notification (Gazette Notification

BPCL has proposed to enhance the biodiesel storage capacity of the TOP depot by constructing
tanks of 1 X 858 KL biodiesel, 1 X 100 KL biodiesel with existing storage tank in preoccupied
plant.
2.4 Petroleum Product receipt
At Navagam TOP the Petroleum oil is received by dedicated pipeline from IOCL Bareja Terminal.
2.5 Petroleum Supply At the TOP, petroleum products are dispatched by tank truck to retail outlets operated by BPCL
or dealers. Bharat Petroleum reaches precious petroleum products to millions of people every
day through a country wide network..
2.6 Employment Generation due to the Project
The proposed Expansion project will provide indirect employment to about 30-50 persons during
the construction phase only and also in transportation during construction phase.

3.0 PROJECT DESCRIPTION
3.1 Type of the Project
Navagam TOP Depot of BPCL is involved in the process of receipt, storage and distribution of petroleum products. There is no manufacturing process involved in the present activities of Navagam TOP Depot.
The products are received through pipeline from IOC Bareja. Mode of transportation and
dispatch to the end consumers (Retail Outlets) is by road via tank Lorries.

This is the petroleum product storage capacity enhancement project at existing Navagam TOP.
The present storage capacity of the TOP is 19425 KL. To meet the demand of the petroleum
product to the surrounding areas, BPCL has decided to enhance the storage capacity of the
TOP. After enhancement the total capacity of the TOP will be 20383 KL. At present BPCL
Navagam TOP is handling petroleum products such as Motor Spirit (MS), High Speed Diesel
(HSD), Superior Kerosene Oil (SKO), Superior Kerosene Oil (SKO), Ethanol. After expansion
Biodiesel product will be added in petroleum product storage. MS and Ethanol fall under Class
‘A’ flammable Petroleum products while SKO, HSD fall under Class ‘B’ flammable Petroleum
product.
3.2 Project Location
BPCL Navagam TOP, spread over an area licensed area 16 acres, non-licensed Area 8 acres.

3.3 Topography:
Nearest Railway Station Barejadi. Distance- 14 Km approx. The Navagam Top of BPCL is
surrounded in East by IOCL Ahmedabad terminal. West by NH-8 North, by agricultural land and
South by Anmol Laxmi Industrial Logistics Park. The site is situated at Latitude 220 49’ 26.3” N
and Longitude 720 36’ 34.2” E

3.4 Plant Operations and Process Description
At the depot, there is receipt of petroleum products via dedicated pipeline. These petroleum
products include Motor Spirit (MS), High Speed Diesel (HSD), Superior Kerosene Oil (SKO).
The depot then stores these products in storage tanks and distributes them by filling up road
tankers to different consumers spread over wide areas.
Pumping facilities
The depot has a number of pumps at the depot end as well as at the railway siding. These
pumps are used for Tank Lorry Filling (TLF) operations. The pumps used are centrifugal pumps
fitted with mechanical seals. All pumps are dedicated to a particular service. The major pumps
at the depot are as given below.

Distribution Facilities: 7 bays gantry for loading of MS/HSD/SKO/Speed in tank trucks.
Receipt Facilities: Receipt of product MS, SKO, and HSD from IOCL Bareja through pipeline.
3.5 Risk Analysis and ERDMP
Since plant is having Hazardous chemical inventory exceeding threshold quantity as per MSIHC
Rule-1989, amendment 2000”. Quantitative Risk Analysis and DMP report has been prepared
and updated regularly. Same shall be reviewed and updated with augmented facility. ERDMP
report has also been prepared and shall be in compliance with PNGRB regulations-2010.
3.6 Liquid Waste Management
There is no manufacturing process as it is only storage and filling plant hence there will be no
generation of effluent. Domestic sewage is treated in septic tank.
3.7 Noise generation and its management
The major source of noise pollution in the industry is the DG set for which acoustic enclosure is
proposed. Also ambient noise levels will be ensured within the ambient standards by inbuilt
design of mechanical equipment and building apart from vegetation (tree plantations) along the
periphery and at various locations within the industry premises.
3.8 Domestic Solid Waste
The domestic wastes generated will be segregated at source. Domestic sewage generated
disposed of via existing Septic tank.
3.9 Hazardous and solid waste Management
There will be no generation of any hazardous waste by the plant. Slop oil recovery system and
OWS are in place where slop oil generated during maintenance activity will be stored in slop
tank storage and recycled back to refinery process unit via road transport.
3.10 Hazardous waste Generation and Its Management During Operation Phase
The hazardous waste generated is petroleum tank bottom sludge. The type and quantities of
Hazardous waste generated from various processes are minimum. Depot has the authorization
from Gujrat Pollution Control Board (GPCB/CCA-KH-29/ID:17355/408161 for Tran’s boundary
movement (GPCB approved) for disposal/reutilization process based on quality of waste.
Fire Fighting Details
3.10.1 Fire Fighting System Description
Following are the type of fire protection systems for TOP Depot plant,
The Fire Fighting facilities available at Navagam TOP are Fire water network consisting of 29
nos double headed hydrants, 2 nos. Manual Call points, 63 nos. of 9 Kg DCP Fire extinguishers,
4 nos. of 25 Kg DCP, 2 nos. of 75 Kg DCP fire extinguishers, 19 nos. of 4.5 Kg CO2 and 13
nos. of 6.5 Kg CO2 fire extinguishers are placed in strategic locations of the TOP. Fire siren,
assembly point and wind socks are located in approachable locations. Besides arrangements
are there for keeping 37660 Ltrs foam compound in centralized foam system, tanks and foam

trolleys, Foam/ Spray Nozzles and Dry Chemical Powder / Carbon Dioxide Fire extinguishers
etc. to protect the installation from sudden fire break. Mock Fire Drills are conducted on regular
basis to assess the preparedness of the Navagam TOP employees in handling situations of
exigencies and regular training for the same is imparted to them. The TOP is duly aided by the
neighbouring Mutual Aid Member e.g. IOC Terminal, BPCL LPG Plant, ONGC.
In case of major fire, the TOP has a devised system of announcing emergency to the public and
nearby industries by way of sounding wailing siren. The siren is similar to the one used by civil
defence authorities to announce emergency to the public.
3.11 Power Supply
For the existing project, power is received from Uttar Gujrat Vij Company Ltd. Contract demand
is 200 kVA. The power requirement will remain same after the proposed expansion.
Moreover, 2 Nos. D. G. set have been provided as alternate source for electricity of capacity
65KVA, 125 KVA as per CPCB.
Water requirement
3.12 Surveillance system:
CCTV installed in the depot.
3.13 Communication System
Inside the Depot - Willkie talkie, Intercom system, verbal information to Chief Depot manager,
over phone to higher officer & intimation as per OISD format to competent authority including
factory inspector & concerned statutory departments.
Outside the Depot – Mobile phone, P & T phone, internet.
Communication facility available at plant for internal and external communication purpose is as
follows.

4.1 Connectivity
The BPCL TOP depot Navagam Plant site is located around the 19 km from Ahmedabad city
The connectivity of the site to airport, railway and road is as follows:
a. Airport connectivity- The nearest international airport is Sardar Vallabhai Patel
International Airport, Ahemdabad,28 KM in NNE direction
b. Rail connectivity- Barejadi. Distance- approx. 14 Km at NE direction.
c. The Navagam TOP of BPCL is surrounded in East by IOCL Ahmedabad terminal
d. West by NH-8 adjacent
e. North by agricultural land
f. South by Anmol Laxmi Industrial Logistics Park.
5.0 PROJECT SCHEDULE AND COST ESTIMATES
5.1 Project schedule
The company has proposed to enhance the storage capacity of the Petroleum Product at the
TOP. 1 x 858 and 1 x 100 Biodiesel tanks to increase the storage capacity from 19425 KL to
20383 KL along with product distribution network facility through truck tank road via Tank
Lorries. Implementation of the project after Receipt of Environmental Clearance
5.2 Cost estimates
The cost of the proposed expansion project is estimated to be approx. Rs. 254 Lacs
5.3 Corporate Social Responsibility (CSR) Policy
The company is operative within the overall ambit of CSR provisions of the companies Act 2013
(CSR policy) Rules 2014. Indian Oil shall constitute a Sustainability & CSR Committee
consisting of at least three Directors, out of which at least one Director shall be an independent
director. BPCL shall earmark 2% of average net profits earned during three immediately
preceding financial years for ‘CSR budget’ of the year, which will be non-lapsable.
