FOREWORD Agriculture is one of the major economic branches in the Republic of Tajikistan,

which provides the industry with raw materials and the population of food products.

At present, the transition to a market economy, structural changes occurred in

agricultural production have created new commercial forms such as private (dehkan)

farms, small farms and leased a large portion of output falls on households.

The existing statistics are not yet covered all agricultural producers and does not

meet the full scope of the questions concerning the possible production in agriculture.

Until now there has been no extensive or a sample survey in major cities (regional

centers and the city of Dushanbe) on the production of agricultural products.

In the whole country small holdings of the population is 181,5 thousand hectares,

including irrigated – 100,9 thousand hectares. Arable land is 105,6 thousand hectares,

including Irrigated - 71,4 thousand acres. In addition, by Decree of President were

allocated twice (50 and 25 thousand hectares) of land for private farming, which

helped to increase agricultural production. Accounting for agricultural production in

rural areas is based on household books of Jamoat dekhot. Population of urban areas,

certain types of cultivated crops, there are fruit-bearing trees, provides livestock for

future reproduction and animal products. However, in urban areas accounting of the

production of agricultural products was not performed.

Thanks to the organization and implementation of the project “Further

development of national statistics in the Kyrgyz Republic, Turkmenistan and

Tajikistan – statistics-11”, from 1 till 25 February, 2010, for the first time, was

conducted the survey of small urban households in 5 major cities of the Republic

(Dushanbe, Khujand, Kurgan-Tube, Kulyab, Khorog), Eurostat has been allocated

funds for this project.

The report is the result of analysis of urban households on agricultural production

on small holdings and rearing livestock. Key indicators were fixed land resources,

cultivated areas by types of crops in irrigated, rainfed land, harvesting and crop yield.

livestock productivity. In addition, information was collected on the availability and

condition of agricultural technology, access to micro credit, income, indicators of the

labor force.

Given the need for more rapid receipt of complete and reliable information on

agricultural production of households in the country expected to conduct a sample

survey of not less than once a year.

Agency on Statistics under the President of the Republic of Tajikistan would like

to express thanks to the management of the project "Further development of national

statistics in the Kyrgyz Republic, Tajikistan, Turkmenistan and Tajikistan – statisctics-

11" and special thanks to experts Mr. Lars Lundgren, Mrs. Irena Oresnik for

consulting services and recommendations for conducting the work, to prepare

questionnaire and the compilation of the schedule, an expert assessment of the survey.

In analyzing of the survey were included all experts' recommendations.

operation and the test results.

In agricultural production accounts for the largest share of agricultural production in the farms of the population. Following 2009, the share of gross agricultural output was 63, 4% of the population, including crop production - 51,4% and animal production - 92,0%. Of the total volume of major products of agriculture on the proportion of people have: grain - 35,1%, potatoes – 67,2%, vegetables - 64,5%, melons - 29,8%, fruits - 71,8%, grapes - 61,6%, meat - 92,5%, milk - 93,5%, eggs – 44,6% wool – 81,0%. In addition, the total number of livestock in all categories: 91,6% - cattle, the number of sheep and goats - 82,5%, the livestock of horses -72,1% and 67,7% - poultry accounts for individual farms.

However, this agriculture statistics currently available in Tajikistan does not cover all agricultural producers. Almost a third of households in urban areas produce agricultural products, however, in urban areas have never been any complete or a sample survey of agriculture. Under the project, the Agency on Statistics under the President of the Republic of Tajikistan has conducted a preliminary sample survey of households engaged in agricultural activities in urban areas. Sample size was 3000 households or 600 households in each survey the city.

The purpose of the survey – to provide a more detailed picture of the agricultural production in Tajikistan, which will serve as a basis for making the right political decisions.

Within the statistics of agricultural sector, the data recorded in this survey are used for a full accounting of gross agricultural output (GAO) and to calculate the System of National Accounts (SNA). Also serves as informational and advisory purposes in agriculture.

Thus, according to a survey results, underreporting of gross agricultural output in the five cities surveyed settlement amounted to 2, 7% of total gross farm population for 2009, or more than 135 million Somoni. For comparative analysis, and the inclusion of volumes in the gross output of agriculture, it is necessary to conduct a survey on a regular basis.

The survey allowed us to obtain data not only on production of agricultural products, as well as to explore the issues of income from agricultural activities, access to banking and other types of loans for the development of agricultural activities, as well as information on employment.

The annex to the report, first presented a report on data quality.We hope that this survey will give an overall picture of the development of

agriculture in Tajikistan.

Methodological explanation

Population economy is personal subsidiary economy of population, collective gardens and kitchen gardens, suburban parcels.

Housenold Household – is the family of persons living together and for whom the budget and place of residence (house, apartment, room, group rooms, room) are common. Household can consist of one person

Volume Gross Agriculture Output

represents the monetary value of crops and livestock produced for the year. Gross output is calculated at current prices

Gross Gathering of Crops

volume of produced (actually collected) products throughout the cultivated area of various crops. Takes into account both individual crops (potatoes, sugar beets, sunflowers, etc.) and by groups of crops (cereals and legumes, vegetables, fodderroots, etc.)

Crop production includes the cost of products derived from the harvest of this year, the value of young perennial plants, changes in the value of work in progress from the beginning to the end of the year.

Livestock product includes the value of livestock, poultry and other animals, milk, eggs, honey and others.

Agricultural land lands used for agricultural production. It is composed of arable land, land underpermanent crops, hay fields and pastures.

Sown area acreage is calculated by summing the area under safe winter, the area sown to spring crops.

Milk production characterized by the actual milk produced, regardless of whether it was sold or consumed on the farm for feeding calves and piglets. Milk sucked by calves suckling their content, the production is not included and not included in determining average yields of milk from one cow fodder.

Average annual milk yield per cow

is given in calculating the average number of cows at the beginning of the year. In the agricultural enterprises in the determination of milk yield per cow from a total herd of cows available in the household is excluded cows are fattening, cow beef herd and allocated to a group of nursing calves.

Eggs production includes their collection for the year from all kinds of poultry, including those used for incubation, production of egg powder and other purposes.

Population incomes labor remuneration of all categories of the population, pensions, scholarships and other social transfers, income from the sale of agricultural products, income from property as interest on deposits, securities, dividends, earnings of persons engaged in entrepreneurial activities, as well as insurance reimbursement, loan proceeds from the sale of foreign currency and other income.

To be occupied in economics

are those who served during the period of employment for compensation, as well as income generating self-employment on their own or with one or several partners, both involving, and without the involvement of employees.

Questionnaire

The seminar on survey interview and completing of questionnaires with

participation of all employees of the Department on Agriculture statistics, the regional

statistical offices of the Agency on statistics and the Ministry of Agriculture of the

Republic of Tajikistan was conducting according to the work plan. In the survey were

involved 5 supervisors, 25 interviewers, 6 operators and one programmer.

The questionnaire (Annex 1) is consisted of nine main parts. The first part of the

form of the survey was questions about the date of the survey, household addresses,

numbers of land sources.

Following section consisted of questions about the data on the use of land

resources and crop production:

• cultivated area of crops (square meters) in irrigated and rainfed

• gross yield from irrigated and rainfed land (kg)

• number of fruit trees (pieces), or garden area (square meters)

• the volume of fruit production (kg)

Section on livestock and animal products:

• livestock by type

• livestock production

• sale of livestock products

Section on the labour force:

• number of household members

• number involved in agricultural activities;

Also sectors on income from agricultural activities and access to the banking and

other types of loans for the development of agricultural activities.

During the workshop, attention was drawn to the following methodological issues:

1. Agricultural land, arable crops and fruitDuring the survey it is necessary to ensure that there are no missing data on the

area or the number of trees (if the above products, but there is no data on the area or number of trees). In addition it is required to make sure whether the cases of existence of the sales data in the absence of data on production, or when sales exceed production capacity.

2. Livestock and livestock productsIf a household has indicated that the farm has 50 head of cattle? In fact, cattle

raised on pasture lands, outside the city, where there are no buildings, no address. It was explained that such livestock does not fall under the scope of the survey, as are grown outside the city limits. Such livestock should be included in the register and investigated in the normal course of the regular surveys.

Since this household cultivates land and on urban areas, their income should be recalculated based on the data on arable crop area in the city

During the interview it is necessary to pay attention to the fact that when surveyed households responded that there was a production (sale) of milk or eggs, but does not indicate the presence of livestock or poultry, or otherwise - when there is a cattle and poultry, but there is no production, then it is necessary again to repeat the questions.

3. IncomeThe section on income, included questions about income in monetary terms and

costs of products produced and consumed by the household. In cases where cash income from agricultural activities is the value of products produced and consumed by the household, the data in the section "income" should not be present. In cases where no data on the value of the products which were produced and consumed by the household, it can be used such parameters as the total area used by agricultural land, the total number of fruit trees, livestock, etc.

In addition, it should to take into account that if you sell products, then it should be asked and the data on cash income.

Data confidentialityMuch attention was paid to confidentiality of data, there was explained the

importance of this issue. Confidentiality of individual data is provided in accordance with Article 18 of the Law of the Republic of Tajikistan "On State Statistics". Individual data can be transferred only in exceptional cases expressly regulated in Article 16, paragraph 4 of this Law.

Sample

In accordance with the organizational plan of the census 2010, the lists produced by sampling of households to be surveyed. Initially compiled a complete list of households of cities, for those of each city selected 600 households (excluding the city of Dushanbe and Khujand).

In the cities of Dushanbe and Khujand was made the two step sampling. In Dushanbe separately produced a sample of the central part of the city and the second sample around the city. In the central part of town is mainly multi-storey buildings, households which have a very small garden plots, and in a neighborhood of homes with garden plots and mainly engaged in the cultivation of vegetable crops, horticulture and livestock production. In the central part of the city those who are engaged in agricultural activities is less (multi-storey buildings) in the case for sample were established 100 households; on a neighborhood of homes that have private plots and have the conditions for cattle, the sample consists of 500 households.

According to the town of Khujand also performed two stage sample separately for left and right bank of the Syr-Darya River. The necessity of such sample was that on the right bank of the river is mainly built multi-storey buildings and the resident population pay little attention to arable farming, livestock, or do not have the capacity to produce agricultural products. On the left bank of the river in the main house with garden plots, and in this part of the city more involved in the production of agricultural products. On the right bank of the Syr-Darya and on the left bank were selected 207 households, where most are private homes the sample made from 393 households. Total selected overall in the city of Khujand - 600 households.

For the rest of the cities: Kurgan Tube, Khorog and Kulyab were the one stage sampling, or 600 households in each of these cities.

For the preparation of sampling frame initially determined the step of selection. For example: according to the provided list there are 24600 households in this city, to determine the step of selection should divide 24600 by 600 households, the result - 41 is the step of selection (24600/600 = 41).

Then, using the RAND function between the number 1 and the number Step 41 select the first household, this might be the 22-th household of the list. The first household is 22+41 = second household would be 63, the third households is 63+41 = 104 etc.

Survey conducting and data entry The survey was started on the 1st February, 2010 simultaneously in all planned

cities and it finished 25th February, 2010. The survey in urban areas on agricultural production carried out in a timely manner, the work of interviewers and supervisors monitored by the team leader.

During survey conducting there were questions related to the filling the questionnaire, i.e. some questions respondents could not answer, or during bypass the household was absent and other problems that were solved in time by the leadership of city departments on statistics.

Completed questionnaires were delivered to the central office and all material was checked for the accuracy and dubious figures have been revised. Then, after checking of the questionnaires selectively for data entry operators were tested with 15 – 20 questionnaires.

After testing the questionnaire there was created an application for data entry on the software product CS-Pro.

CS-Pro is a special product for collecting data based on hard logic control. This program not only allows you to enter data but also to receive timely information about the process of data entry. During the 15 days data entry has been carried out. Export data is produced using a special tool CS-Pro in the analytical program SPSS. With this program was made database cleaning and output tables.

Data entry and editing were centralized performed by the Agency on Statistics, special group, consisting of specialists from statistical departments on agriculture, using software CSPro. At the stage of data entry was performed only control codes, nor mathematical was neither logical control not performed. In the future, at the stage of data entry should be added the control of amounts, as well as warning of pairs of data (e.g. if there are data on crop production, there should be data on the sown area). After checking the data revealed that many errors were admitted exactly by specialist, in data entry, so in the future, special attention should be paid to organization of input data so as to avoid such a large number of such errors.

Data checking and analysis of the output tables

With a view to possible errors in the database were prepared by pre-analytical tables using the software SPSS. Data were cleaned and found no significant errors, except for the part related to income.

During checking of the output tables were revealed that some data are missing or insignificant. For example, the list of crops contained in the questionnaire and cereals, which, as it turned out, urban households are not grown. In addition, there were unnecessary the split-off of land on irrigated and rainfed, since almost all crops are grown on irrigated land, and almost all – as the main crops (only a small part - as a minor). In the cities are not grown some animals, such as horses. Urban households do not take credit for agricultural purposes.

The tables are containing data as in general in all cities and for each city separately. In addition to interesting data about each household was collected and some other data to determine the number of non-responding households. Such information is collected in the first question; refused to cooperate or temporarily absent from the respondents were classified as not responding. Number of non-responding households was very low. In one case, the city of Dushanbe households was not at home at Khorog in one case the respondent did not want to cooperate, and in two cases, the household was not at home in the city of Khujand, in one case did not want to cooperate, and in one case, the left bank of the household was not at home.

Report on survey results(This Report was prepared based on receiving survey results on the production

of agriculture products in urban area in 2009)

By the survey results was emerge that the population in large cities engaged in agricultural production, which is more where that a lesser degree. Thus, in the central part of the city of Dushanbe, where most multistory buildings – less than in the vicinity of the city. On the city of Khujand – on the right bank of the Syr-Darya, where multi-storey buildings were less than on the left bank.

In general, the results showed that in five cities of the republic, surveyed households engaged in agricultural production amounted to 1, 0% of the total number of households in urban areas.

However, by the individual cities, this proportion is much higher. Thus, the proportion of households in Khorog, which are farming, to the total number of households living in the city amounted to 7, 2%, by Kulyab – 3, 7%, and Kurgan-Tube – 3, 1%, which can be seen from Table 1.

Mostly in urban areas are engaged in crop production and animal husbandry is much less, due to limited availability of fodder, grazing animals, the requirements of certain sanitation in urban areas or lack of space for cattle.

Accordingly, the shares of households engaged in crop and livestock production and also significantly lower than the only crop, although the proportion is higher in Khorog and Kulyab cities than in other surveyed cities.

If to distribute the survey data on the general population, the proportion of the population engaged in agricultural production in the five surveyed cities and amounts to 66,4%, of which only the Crop - 61,7%.

Demographical characteristics of households with agriculture activity in 5 cities of Tajikistan

By survey data the population engaged in agricultural activities in urban areas amounted to 15,3 thousand people, of whom more than one third of the population under 16 years of age. Among the population in the age group 16 years and older, men are 48,9%.

According to the general totality, the population engaged in agricultural activities in urban areas are 1109,6 thousand persons, including people aged 16 and older - 69,1% and of these women – 50,1%. (Table 2)

1. CROP PRODUCTION1.1. Crop area in the surveyed cities

According to the survey results sown area of crops in five cities was 54,3 per hectare, according to the general population – 1887,9 hectares, or 0,2% of the overall total area of agricultural crops of the country.

Sown area of crops backyard farms of the population of the city of Dushanbe is 769 hectares, the city of Khorog - 162 hectares, the city of Kurgan-Tube - 202 hectares, Kulyab - 508 hectares and the city of Khujand - 246 hectares.

According to a survey of cities, the largest share of sown area accounts for household Kulyab - 37,4% and Khorog - 33,2%.

In all the cities marked small square plots. Thus, the greatest share of sown areas comprising the area from 0,05 to 0,1 hectares and the area from 0,2 to 0,4 hectares. Area more than 0,4 hectares of the total surveyed areas in the cities, is only 4,1%. (Table 3)

I.2. Crop area and production by type of cropCereals

The surveyed cities, the area (Table 4) sowing of cereals and grain legumes amounted to only 0,4 hectares of them (total area – 1.1%), and Khorog - 0,05 hectares, Khujand - 0,1 hectares and the city Kulyab - 0,3 hectares. The whole area of grain crops has been occupied by grain legume crops. Most of all crop grain legumes produced by Kulyab, where the proportion of farm population to the total sowing area of cereals and legumes is 1,6 and the city of Khujand - 3,3%. Such crops as wheat, rice, maize, which are the main crops in agriculture, in the surveyed cities are not grown.

According to a survey revealed that in 2009 the farms of the population of urban areas produced cereals and grain legumes 23,8 tons, of which 0,7 tons of wheat and 21,1 tons of grain legumes.

Of the total production of cereals and grain legumes fall on households of Khorog – 2,1% , of Kulyab – 65,1% and of Khujand – 32,8%.

Potatoes A significant proportion of agricultural production is the production of potatoes

in the backyards of the household. According to a survey area under potato was 14,6 hectares or 37,7% of the total surveyed acreage. However, the high percentage of potato production in Khorog - 46,7% and Kulyab - 36,4% of the total area sown to all cities, the lowest in Khujand - 0,3%.

If calculated on the entire population, the proportion of potato acreage in the backyards of cities is as follows:

Due to the fact that the city of Dushanbe has a large territory and has more number of households with high-rise buildings than in other cities, there is a possibility of error in the allocation of the general population.

Potato production of the survey was 36 tons, the total population is 833,6 tons and the share of the total production of potato populations in 2009 (463,965 tons) amounted to 0,2%.

Of the total potato production share of household population according to a survey in Dushanbe is 2,6%, Khorog - 47,2%, Kurgan-Tube - 13,8% of Kulyab - 36,1%, and Khujand - 0,1%.

Vegetables

The most common type of crops in urban households is tomatoes, cucumbers and other vegetables. According to a survey area of vegetable crops was 38, 9 hectares, according to the general totality 1,537 hectares, or to the total cultivated area (24,204 hectares) in the whole country farm population is 6,4%. In the structure of sown areas according to a survey acreage of cabbage is 2, 2%, cucumber - 5, 9%, tomato - 25,9%, onion - 7,4% and other vegetables (cilantro, dill, parsley, etc.) – 58,6%.

Gardening and winegrowing

Cultivation and production of horticulture and viticulture are playing the important role in the economies of the population. Almost every household’s garden plot has fruit trees and vineyards on the canopy. Also, fruit trees and vineyards have been recorded in the central part of the city of Dushanbe and the right bank of the Syr-Darya river in Khujand, where most are multi-storey buildings. 

According to a survey in the gardens of the total number of fruit trees was 7,6 thousand. The greatest share of fruit trees fall on households who grow apples - 25,1%, apricot - 29,5%, and plum - 15,5%. Respectively, produced products on these types of fruit trees: apples - 72 tons (39%), apricot - 61, 9 tons (33,4%) and plums - 11,7 tons (6,3%), 17,9% are manufacturing mulberry (40,3 tons). Besides the production of these products, the population in urban areas grows figs, mulberry,

lemon, raspberry and more. Most fruit trees fall on households in Khorog – 42,6% and 18,4% in Dushanbe,

Kulyab, 17,8% of Kurgan-Tube - 9,7%, Khujand - 11,5%.  In the urban areas usually cultivated vineyards in hinged manner in all homes

with garden plots and partly to the multi-storey buildings. In 2009 in the surveyed households of urban area were produced 100,2 tons of grapes, which is very important because by the general totality to the total production of grape farms of the population throughout the Republic is 8,3%. In the total production of the surveyed cities half of the grape production accounted for Kulyab, the share of household production. Kurgan-Tube is 24,1%, Dushanbe – 19,6%, Khujand - 5,6% and Khorog-0,7%. (Table 5) 

In a survey of crop production in the households was made for personal consumption.

2.1. Number of livestock and poultryAccording to a survey of cities there were found that the content of the

cattle involved 428 households or 14,3% of the total surveyed households, i.e. in private farms of the population contained cattle and from its deriving their income from sales of livestock (Table 6). The average household had at 1-2 heads of cattle and 3-5 sheep and goats. 

Basically, farm population in the vicinity of the cities in which there are gardens were engage in alimentation of livestock and livestock production. 

Total number of cattle by the results of survey was 512 animals, including cows - 251 head. If you distribute the data on the general totality in urban areas, the cattle population was 22484 head (including cows - 12,309 head, or 54,7%) or 1,3% of the total of cattle in the households of republic. 

The surveyed cities share the number of cattle was in the city of Khorog - 37,7%, Kulyab - 32,4%, Dushanbe - 10,4%, Khujand - 4,3%, Kurgan-Tube - 15,2%. 

Results of the survey showed that the city of Dushanbe not report the presence of sheep and goats in the households. In the remaining four cities on sheep and goats were 347 heads, in the general totality - 8,361 heads or 2,4% of the total number of sheep and goats in the whole country on farm population.

By share most contain sheep and goats in households of Khorog - 60.2%, Khujand - 19,6% and Kulyab - 17,9%, and in the Kurgan-Tube - 2,3%. 

The alimentation of poultry in the household brings additional income into the family budget. According to a survey the number of poultry in the surveyed cities was 1,1 thousand, but on the general totality amounted to 83,2 thousand. In Dushanbe in the central part of the city have been no presence of poultry in households, 235 heads of poultry have been reported only in households that are in the neighborhood of the city. The same situation was observed in the city of Khujand. Basically, the alimentation of the poultry was in households on the left bank of the Syr-Darya River, where populations reside in homes with garden plots.

By the share stock of poultry is in the households of the Dushanbe - 23,3%, Khujand - 15,3%, Kurgan-Tube - 27,9%, Kulyab - 22,6% and Khorog - 10,9%.

2.2. Livestock and poultry productionThe volume of meat production in general by survey results was 9,2 tons,

according to the general totality production is 416,5 tons, or 0,3% for meat production in the households of the country (table 7).

Household population of Dushanbe made one ton and from it half sold at the markets of the city, in Khorog produced 5,2 tons and sold 10,9%, in Kurgan-Tube, respectively, 0,9 tons and 70%, Kulyab - 1,2 tons and 80%, Khujand - 0,9 tons and 26,1%. In general, meat production for implementation falls on the Kulyab and Khorog.

According to the survey results, milk production in private farms of the population was 86 tons. The share of milk produced by farms of population of Dushanbe is 10,5%, Khorog - 36,2%, Kulyab - 44,5%, Kurgan-Tube - 8,5% and Khujand - 0,3%. 

Produced milk by households in Dushanbe has not been sold in the market and other sales, i.e. all produced milk was consumed by households. Of the total production of milk sold by households of Khujand - 64%, Kurgan-Tube - 0,1%, Khorog - 3,9% and Kulyab - 1,3%.

In 2009, households of surveyed cities produced 45, 4 thousand eggs (in the general population – 4, 9 million), or to the total egg production farms in the general totality of the republic is 5,8%. According to household surveys of the population of Dushanbe produced 15, 9 thousand eggs, or 35% of the total production in five cities. A large proportion of eggs in the vicinity of the city due to the presence of large poultry farms near the city, which marketed the city of young birds. The situation is similar to Kulyab, where the proportion of eggs was 42, 5%. In the other surveyed cities the proportion of egg production is much less.

As seen from the above table, the expenditures of household on agricultural production in all the cities constitute 22,5%. Of the manufactured products - 95,5% was consumed by households, i.e. 4,5% of the products were sold (households received income). 

Most were sold of own products and received income households are on the right bank of Khujand - 27,3%, in Kulyab - 6,5%, Kurgan-Tube - 5,7%, on the vicinity of the Dushanbe city - 2,1 % and in Khorog - 1,9%.

The only source of income from the sale of own products find only two households and the main - 13. And here as additional source of income from production and selling of agricultural believe more than half of households (56,4%) and only 19,3% of households responded that they have no income, and all manufactured goods consumed in the households themselves 

An additional source of income is generally considered household in Dushanbe - 98,2%, Kurgan-Tube - 95,9%, Kulyab - 87,8% and Khorog - 63%. Only in Khujand additional source is considered only 7,0% of households.

IV. CREDITSIn order to develop agricultural production in private farms of urban

population, according to the survey results, bank loans, borrowing money from friends and relatives in the country and abroad, and other types of loans to households are not received. Only tby he city of Kurgan-Tube registered the support from international organizations in the amount of 9064 Somoni.

Brief survey characteristic by separate cities

In the center of Dushanbe from 100 interviewed households 98 persons answered that they are not engaged in agriculture, 2 households answered that they are engaged in agriculture. In 2009 they cultivated potatoes, tomato and other greens for own consumption.

By the vicinity of the Dushanbe from 500 interviewed persons - 381 households answered that they are engaged in agriculture from them 375 households in 2009 produced agriculture products. 121 households had small holdings, others 260 households does not havd small holdings but produced products on fallow land, on alluvial river land and derelict land.

In the Khorog city from 600 interviewed households – 594 answered that they are engaged in the production of agriculture products, 3 – households answered that they are not engaged in agriculture, in 2 households were not persons and in one case household did nor want to cooperate. Heads of the households answered on 377 questionnaires, and rest 223 questionnaires were filled from the words of the households members. From the total number of respondents – 386 households, or 64,3% answered that in 2009 were engage in agrticulture. Number of households which had small holdings was 229 units, other 157 household were using other types of land (fallow land, on alluvial river land, hayfields, pasturies, not arable land). All interviewed persons do not have the Presidental lands and suburban plots. In general all households were engaged in the production of wheat, potatoes, green crop, tomato, cabbage, onion, cucumber, pepper and other vegetables and feed crops. Also were working with horticulture (fruiters: stone fruits and large fruits.) The specific place in horticulture is Spanish broom, which fruits are famous on the whole republic.

Outputs of 314 households was used for own consumption and in 280 households of the products was sold.

In addition, 110 households reported that during 2009 alimented and engaged in cattle breeding. The main types of livestock are cattle, sheep and goats, poultry and rabbits

honey. Part of products were implemented, the smaller part has been consumed by the household.

By Kurgan-Tube – Bu the homestead bypass were interviewed 600 households, from them were engaged in agriculture 12 households (didn’t have the Presidental lands and suburban plots), 184 households did not engage in agriculture. In general households produced potatoes, green crop, tomato, cabbage, cucumber, onion, Bulgarian pepper, other green crop and feed crop. In the interviewed households were high number of fruiter, especially pome fruits and stone fruits and vineyard.

Furthermore, 68 households were engaged in livestock farming and alimented livestock for further reproduction. Households produced meat, milk, eggs and wool. 395 heads of households answered that the production of agriculture products is the additional income source, 2 households answered that this is the basic type of income and 15 households produced agriculture products only for own consumption.

In Kulyab city - from 600 questionnaires answered all 600 households, from them answered on questions 308 heads of households, 281 – other households members and in 2 cases answered neighbors. 54 households answered that did not engage in land cultivation, 546 – households were concerned with sowing of crop plants. In 2009 agriculture products were produced by 534 households, 66 households did not produced agriculture products. From total number of households 35 households didn’t have small holdings, 565 households have small holdings. All interviewed 600 households didn’t have the Presidental land and suburban plots on the territory of city. On their small holdings in general were growing potatoes, green crop: tomato, cabbage, cucumber, onion, sweet pepper, other green crop (greens). Moreother, were taking into account fruiter, this basically pome fruits, stone fruits and bushs. The harvested crops mainly were used for own consumption. The smallest parts of products were sold - stone fruit - apricots. During the survey were revealed that almost in all households were vineyards. Were registered more then 27 thousand vineyards, or their production is 1, 2 thousand tons. The urban population growing vineyards on backyards, near the entrance, by a canopy.

Moreover in the own subsidiary husbandry were in the presence and reared livestock. In 2009 population were produced and sold cattle, sheep and goats, poultry, rabbit and other type of livestock, which is the basic or additional source of income for population. There were following answers during the interview: 5 households - the basic type of family’s income, 527 - additional source of income and 66 – did not have an income.

The urban population did not use bank or other type of credits. By the right shore front of Khujand city – from 207 of interviewed respondents

in 69 households were engaged in arable farming and produced the agriculture products, 137 households did not engaged in arable farming and in one case Agency on Statistics under the President of the Republic of Tajikistan 39

respondent didn’t want to cooperate. During the interview the information was receiving from following: heads of households – 21 questionnaires, other household members - 47 questionnaires and one questionnaire – from other sources. From 69 respondents, 67 persons produced agriculture products, 2 household didn’t produced agriculture products. Within territory of city weren’t stated suburban plots. In 2009 population grew potatoes and green crop, this generally cabbage, tomato, onion, cucumber and other greens. All produced products were used for own consumption. Moreover, in backyards of households were fructiferous trees, such as pome fruits, stone fruits, and fruit bush and high-angle vineyard. In interviewed households were cattle population, sheep (not goats), and poultry. For the reporting period were produced following products: meat, milk, eggs and wool. Separate households had income from selling of the livestock products and partly it was additional source of income. In 2009 interviewed households did not used with bank’s services for the development of livestock or crop production branch.

By the left shore front of Khujand city - According to the sample of households on the left shore front of the city were chosen 393 households, from which in 20 households during visit of three times weren’t any person, 143 households didn’t engage in agriculture and 230 households engaged in agriculture and produced agriculture products.

In 92 questionnaires were received the information from the heads of households, 133 questionnaires were filled by information from the other household members, 5 questionnaires from neighbors. 208 households had small holdings. 22 households didn’t have small holdings, but they produced the agriculture products on rented land, fallow lands and other land of supply of land. All 230 households did not have the Presidental land. In this part of the city were good conditions and possibilities for sowing of wheat and rice and interviewed households in general produced the sowing and ingathering of cereal crops. More other more then half of land were used for sowing of vegetables: tomato, cucumber, cabbage, onion and other green crop (greens).

Number of fruit trees and harvesting of fruit crops is significant - on average each household has 3-3,5 fruit-bearing trees, except vines. A vineyard on average, each household has 1, 5 bush.

According survey results in personal subsidiary plots of population were cultivated of cattle, sheep, poultry and rabbits, and were produced livestock products: meat, milk, eggs, wool and other products.

For agricultural development in personal subsidiary farming households surveyed in 2009 were not obtained bank loans.

The survey was conducted simultaneous; it was conducted the first time in February 2010 by data for 2009.

Collecting of all data is in the location of the household. In the survey of the minimum values are not set. Since there was no database for the survey in the general population includes all urban population.

Survey units are households. Household – is the family of persons living together and for whom the budget and place of residence (house, apartment, room, group rooms, room) are common. The survey covers the output of agricultural products produced during the reporting period by urban households.

Confidentiality of individual data is provided in accordance with Article 18 of the Law of the Republic of Tajikistan «About State Statistics». The individual data can be transferred only in exceptional cases clear regulated in Article 16, paragraph 4 of this Law.

2. Purpose of developing of statistical data

2.1 Content of survey

The program of survey includes data on the volume of agricultural production in urban areas. Obtaining data on sown areas, and production.

2.2 Target of production of the statistical data

For complete accounting of agricultural production, as these amounts were not considered before. Based on survey results compiled forecasts of production volumes of agricultural products by types of farms of population at the national level. Thus, theresults are the basis for policy decisions at the municipal, regional and national levels.

2.3 Main users

Main users are the Government of the Republic of Tajikistan, Ministry of economy and trade of the Republic of Tajikistan, Ministry of agriculture, and Center of strategic researches under the President of the Republic of Tajikistan, research institutes, and civil society.

Participation of users in this survey was not observed

3. Survey methodology

3.1 Type of data collection

The survey conducted by personal interview on the household production of agricultural products by single methodology. The account of the volume of agricultural production is carried out centrally. The objectives of the local statistical authorities are to organize data collection, using a single method of interview. The survey is based on the

mandatory provision of data, according to the Article 14 of the Law of the Republic of Tajikistan «About State Statistics». The household survey of urban areas for the production of agricultural products is an extremely basic statistical analysis of data on agricultural production in urban areas. Data are developed centrally at the Agency on Statistics under the President of the Republic of Tajikistan.

3.2 Sample procedure

3.2.1 Sample

The concept of a representative sample for the survey is a one- and two-stage random sample. As a sampling frame of households are urban areas according to the census of 2000, producing agricultural products.

3.2.2 Sample size, sampling fraction and sample units

For a representative survey provided the sample size of 600 households in each city, making a total of 3000 households in the country. In Dushanbe, the number of households amounted to 139,239 (-0,4% share of the sample), and similarly in Khujand -40,937 (1,5%), in Kurgan-Tube - 13,133 (4,6%), in Kulyab - 15000 (4,0%) and Khorog -5350 (11,2%).

3.2.3 Stratification of the sample   

In a survey of households in urban areas, agricultural production stratified sampling was not conducted.

3.2.4 Extrapolation

In households with temporarily absent persons on the date of survey, data on crop area and agricultural production were calculated. Then extrapolated the results were compared with data for rural areas

3.3 The method of seasonal adjustment

In a survey of small urban households seasonal adjustments were made.

3.4 Tools for data collection and transfer of accountability

As an instrument used a questionnaire survey and instructions for its completion. Questionnaires completed by interviewers on the basis of the respondents were transferred to the supervisor of the group for testing and logical data control. The resulting material was transferred to supervisor at the Agency on Statistics for computer processing and analysis.

Due to the fact that the questionnaire was simplified and the interview took 15-20 minutes, a special burden on respondents, were not observed.

3.6 Documentation of the questionnaire

Samples of the questionnaires used for household surveys in urban areas, agricultural production, together with appropriate explanations are in the annex to this document.

4. Accuracy4.1 Full qualitative assessment of the accuracy

The concept of a household survey of urban areas for the production of agricultural products designed so that errors can be minimized and manageable. Sample size and the small amount of precipitation responses meet the quality standards of official statistics. However, the results can be evaluated properly only if its accuracy is known or can be determined by appraisal.  In general, distinguish the errors associated with sampling, and mistakes not related to sampling. The results on the entire population of units (here - households), obtained by sampling, is usually associated with random errors, even if they were assembled with care. Errors associated with sampling, are due to the fact that not all units are covered by the study population, and the results of randomly selected households may deviate from the "true parameters" set. Therefore, the results obtained from sampling are required to assess the quality of survey estimates by calculating the statistical errors.

Results of non-sampling error may be due to shortcomings in the technique of the survey, determining the boundaries of the entire population of households and technology design data. Such errors are detected in both solid and in selected cases.

4.2 Sampling Errors

4.2.1 Standard error

The results of a survey of households in urban areas, agricultural production is processed development program with an integrated calculation of relative standard errors of representative results produced on the basis of individual values. The simple relative standard error is used as a determinant of the magnitude of random error. In order to maintain visibility of the material results of calculations of error for the sample survey figures published in the form of excerpts from the table.

The number of errors associated with coverage set can be reduced by proper differentiation of the population. For the formation of the general population in a survey of households in urban areas, agricultural production used data from the 2000 census, which can be a source of error coverage. The survey coverage error was minimized.

4.3.2 Depositions responses at the level of units (Unit-Non-Response)

Questionnaires which are not filled by the interviewer on the basis of the respondents, after the completion of the data in a survey of small households of urban areas are considered as missing responses. Rate of return of completed questionnaires is high enough amounts to 99,2%, due to the use of the method of interviewing.

4.3.3 Depositions answers to important characters (Item-Non-Response)

Missing information on the grounds of a household survey of urban areas on agricultural production was not observed.

4.3.4 Methods of imputation

Method of imputation in a survey of small households of urban areas has not been used.

4.3.5 More detailed analysis of systematic errors

Causes of errors, non-sampling are invalid data of the respondents. Such data, in most cases are detected and corrected in the survey interviewers, as well as in the logical control after receiving information the supervisor of the group. The program design and logical control survey of small households of urban areas used for this purpose numerous error codes. As part of the secondary statistical analysis of a database of agricultural production in urban areas can cause errors related to the evaluation of calculated attributes. Interviewers was initially attributed to the principle of confidentiality. Unreliability of the data are unlikely

The results of the survey of small holdings of urban areas provide the basis for various further calculations.

Within the statistics of agricultural sector, the data recorded in this survey are used for a full accounting of Gross Agricultural Output (GAO) and to calculate the System of National Accounts (SNA). Also serves as informational and advisory purposes in agriculture to grow.
