I have enclosed two options labeled liN' and 118/1 of which Option A would make the property more
appropriate for appraisal.
I have moved to St Louis, MO and will be returning to Wenatchee to attend the Pre-Application Meeting
and complete requirements determined necessary for the Short Plat. I would like to request a meeting

At your request we have made an evaluation of the above property to detennine suitability for subdivision ofthe existing parcel. Three houses are already located on the property. A septie system was placed for 3319 in 1994. The septic system for 3321 was placed in 1957. There are no records for the septic system at 3317. The soil type was detennined for the permit in 1994 by the Chelan Douglas Health District and the following are the results.
SOILS
Test Hole #1: 0-24" - fine sand 24-96" - tinea-medium sand 96-120" - gravelly, medium sand
slope == 5..1()OJ{, towards the southwest
This soil type would be presumed to extend over the entire parceL
It is your intention to split the residence at 3317 from the rest ofthe parcel. The minimum lot size required by WAC 246--272A would be 18,,000 square feet in the observed soil type (most restrictive soil observed) and with a public drinking water source (East Wenatchee Water District). The size ofthe entire parcel is only 33,384. In order to meet the minimum lot size requireme~ a method II determination must be done.
There is adequate area to replace the existing septic systems at the back ofthe property. This is shown on the attached site plan. In order to replace the systems as sho~ pressurized systems would be required. .
As mentioned beforelt this property is suitable for subdivision under the requirements ofWAC 246-272A with a method II detennination. Ifthe method II determination is used, the minimum
lot size can be reduced to 12,500 square feet/lot The following is requirement.
METHODll
The predominant soil type observed was type 3-4. This is the soil intended for disposal and treatment for the on-site sewage disposal systems when the existing systems fail. The replacement area for all of the buildings is up-gradient ofthe buildings, so pressure distribution will be required.
There should be no significant impact on ground or surface water quality from this subdivision since septic systems currently are in use for all ofthe houses. -The existing septic systems for 3319 &3317 were conforming systems when they were installed. The replacement systems will all be confonning.
All ofthese homes are served by East Wenatchee Water District.
The property sli>peS to the south west, with atotal drop of 15·20 feet across the property. The predominant drainage for this proposed subdivision is to the west towards the Columbia River. The soils observed in the soil profile are primarily derived from falluvial (stream) deposition. A water table would not be expected in this area.
Stann water enters the ditch along NW Cascade St. and will not affect the existing septic systems. This property has been residential for many years.
The annual precipitation ofthe area is 10-15"lyear.
East Wena:tchee is primarily a bedroom community, with primarily pennanent residents. Public sewers are not available to this property; however they are within several blocks on Northwest Cascade.
On the attached map~ a replacement drainfield is shown for 3319 & 3321 that is located behind those bw1ding and is sized for the total of 5 bedrooms currently within those buildings (1000 square feet total). Additionally!> a replacement drainfield is shown for 3317 that is sized for 2 bedrooms (10' X 40'). These drainfield areas are a minimum of5~ from all property lines and 10' from all buildings. These drainfield areas are intended to be fer demonstration purposes only and may be altered when the replacement area is needed.
~onhow this ~ is split, some issues exist concerning the existing septic systems and replacement septic systems. The existing dJ:ainfield for 3319 willlike1y be located on the lot for 3317. A drainfield easement will need to be shown 103319 for this drainfield. Access to
repair the systems for 3321 and 3319 will need to be provided via the lot that 3317 will be on since that is the only access to the back ofthe property. Depending on the final lot lines,. the drainfield areas shown for 3319 &, 3321 must be within the lot for these addresses or drainfield easements will be required. These issues will need to be addressed on the final mylar. When the system for 3321 fails, it will need to be decided whether it will be repaired andjoined with 3319 or will continue to have a separate system. This can be decided when the system (s) fail.
This project is in compliance with current planning and zoning requirements for this portion of Douglas County. The actual lot size allowed on these lots will be detennined by the zoning requirements ofthe Douglas COWlty Planning Department.
