Six (6) Affirmative Steps (or Six (6) Positive Steps), which are steps that must be undertaken by DC Water and contractors to

inform MBEs/WBEs and encourage their participation. These steps include the following:

A. Ensure DBEs were made aware of contracting opportunities to the fullest extent practicable through outreach and

recruitment activities.

B. Make information on forthcoming opportunities available to DBEs and arrange time frames for contracts and establish

delivery schedules, where the requirements permit, in a way that encourages and facilitates participation by DBEs in the

competitive process (including posting solicitation information for a minimum of 30 calendar days before the bid date).

C. Consider in the contracting process whether firms competing for large contracts could subcontract with DBEs. This

included dividing total requirements when economically feasible into smaller tasks or quantities to permit maximum

participation by DBEs in the competitive process.

D. Encourage contracting with a consortium of DBEs when a contract is too large for one of these firms to handleindividually.

E. Use the services and assistance of the Small Business Administration (SBA) and the Minority Business DevelopmentAgency (MBDA) of the Department of Commerce.

F. Require prime contractors, when subcontracts are being let, to undertake the affirmative steps A through E listed above.

a. Payment of subcontractors: Within 30 days from the date the prime contractor is paidby DC Water, the prime contractor must pay its subcontractors for work adequatelyperformed.

b. DBE Termination: A prime contractor must notify DC Water (in writing) beforeterminating a DBE subcontractor for failure to complete work under a subcontract forwhatever reason.

c. Replacing a subcontractor: A prime contractor must implement the Six Good FaithEfforts when replacing a DBE subcontractor, even if the prime contractor has achievedthe fair share objectives.

Fifty-One (51%) of the total contractor workforce will be local residents.

Sixty percent (60%) of new jobs created by contracts or procurements entered into by DC Water with contractors will be filled by local residents.

Section 01 15 21 – Confined Space Entry

• Permit Safety Program

• Lock Out/Tag Out, entry, operating, and emergency procedures

• DC Water Pump Station Operators shall be notified before and after each entry according to the approved lock out/tag out procedures. Contact personnel shall be established at the pre-construction meeting.

• Double shutdown required for manned entry of water main. Main requires a full shutdown to maintain a dry pipe interior condition for any work requiring manned entry into the pipe to perform work or inspect the pipe.

• Enhanced Confined Space is required at any location where the Contractor will cut a pressurized water main which is not protected by a double valve shut down.

Brentwood Reservoir shutdown

Project schedule coincides with reservoir shutdown scheduled for January 2019. Double shutdown cannot occur prior to reservoir coming off line.

Single shutdown – Only project section from Station 16+00 to Station 83+00 can accommodate single shutdown prior to January 2019, to allow for installation of 66-inch butterfly isolation valve and 7 additional access manholes.
