1.0 EXECUSTIVE SUMMARY

This is a fresh mining lease for mineral Granite located near Village-

Chandma, Tehsil – Sarwar, District – Ajmer, Rajasthan. Lease is granted in

favour of Shri Shankar Lal Sahu S/o Shri Banshidhar Sahu, Village – Jaipur,

Post- Jaipur, Tehsil & District – Jaipur (Rajasthan). For mineral Granite over

an area of 1.6884 hectares by Suptdg Mining Engineer Mines & Geology

Department Government of Rajasthan Jaipur vide Letter no. v[kv @ t; @vt

@i&163@11@855 Date 5/9/2013 Copy of Letter is enclosed as annexure No-1).

This area is 1.6884 Ha. hence it come under jurisdiction of State Government

i.e SEAC (State Level Expert Appraisal Committee). The Granite mining

projects with mining lease < 25 ha will be categorized as 'B2'. So this is

Category “B2” mining project under office Memorandum of MOEF vide no. J-

13012/12/2013-IA-1I (I) dated 24 December 2013. Lessee applies for

environment clearance under aforesaid Office Memorandum dated 24

December, 2013.

The mining area is of 1.6884 Ha. Located near Villages – Chandma, Tehsil –

Sarwar, District – Ajmer, Rajasthan. Total land of mining lease comes under

Barani Khatedari land. No forest land is involved in this area. Topographically,

the area is flat. Khasra no 671/10 of revenue Village – Chandma, Tehsil –

Sarwar, District – Ajmer which is Barani Khatedari land, List of relevant Khasra

is given in table 1.1 below and forms the part of Toposheet, 45J/16.

2.0 Introduction of the project/background Information

(i) Identification of Project Proponent. In case of mining project, a

copy of mining lease /letter of intent should be given.

Project Proponent- Shri Shankar Lal Sahu is an individual, it is an

ownership project.

(ii) Brief Description of Nature of Project:

Mining lease is granted in khasra no. 671/10 in revenue village

Chandma of Tehsil Sarwar, District Ajmer, Rajasthan, lease area

1.6884 Ha.(Enclosed copy of LOI & Lease Agreement as annexure

no.1 & 2). Details of Khasra wise area proposed to be granted for

mining lease is enclosed as annexure no. 3). This mining Lease is

situated in Chandma of Tehsil Sarwar, District Ajmer (Rajasthan) over

an area of 1.6884 Ha. It is proposed for mining of mineral Granite.

Mining of Granite would be carried out by open cast benching method.

The bench height will be kept up to 6 meters the width of the bench

will be kept about 10 meters. The mining will start from top towards

bottom. Mining will be mechanized.

(iii) Need for the project and its importance to the country and region

With the growing use of Granite as decorative stone the mining of

Granite has received boom in last few years. There is good market for

Granite in India and abroad also. In overseas market Granite is also

exported in the form of blocks which are used as pillars in large

buildings beside decorative slabs.

The increasing mining of mineral Granite has uplifted the economy of

Granite producing localities which has resulted into upliftment of life

standard of the people in the adjoining area, besides contributing to the

exchequer of the State and Central Government.



(iv) Demand and Supply Gap

As mentioned above, the use of Granite as decorative stone is growing

constantly. Hence, despite of constantly increasing production of Granite

the whole production is consumed in the market and at present supply of

Granite is sufficient to fulfill the market demands.

(v) Imports v/s Indigenous Production

District has a number of Granite mines in the state of Rajasthan. There is

abundance of Granite in the area; it had become a major source of

economy in the area/region.

(vi) Export possibility

A sizeable quantity of Granite produced in the State of Rajasthan and in

other parts of the country is exported to Middle East and European

Country.

(vii) Domestic/Exports Markets

There is vast domestic and export market for raw and polished Granite.

(viii) Employment generation (Direct & Indirect) due to the project

By this mining project of Granite in the area, peoples will get

employment. The project directly generates the employment for the local

people and indirectly for the others. Also the marketing of the product

generates the employment for peoples. By this project, approximately 37

persons will get direct i.e one mines manager, one mining mate, 5

skilled, 10 Semi skilled & 20 unskilled persons; in addition to above

large number of persons will get indirect employment from the Granite

mining project.

3.0 Project Description

(i) Type of Project including interlinked and interdependent projects, if any. No other material is interlinked with this mining work.

The area has been marked on Toposheet No. 45J/16 including the mining

lease location. This comprises the mining location of near village

Chandma falling in Tehsil – Sarwar, District – Ajmer of Rajasthan state.

(iii) Details of alternate sites considered and the basis of selecting the proposed site, particularly the environmental considerations gone into should be highlighted.

No other site has been considered for the proposed project. The land has

been allocated by government for the mining only. Site is adequate for

granite mining.

(iv) Size and Magnitude of Operation

The proposed capacity of the project is as: The total amount of Granite is

506520 Tons under proved category reserves, 253260 Tons under



probable category reserves & 253260 Tons under possible category

reserves. Total reserves = 1063040 Tons recovery of Blockable granite

has been consider 40 % of the ROM & 60% Waste is 60%. Total area of

mining lease is 1.6884 Ha. Proposed maximum annual targeted

production of Granite from the mine will be 32636 TPA.

(v) Project description with process details (a schematic diagram/flow chart showing the project layout, components of the project etc. should be given)

(vi) Raw material required along with estimated quantity, likely source, marketing area of final products/s, Mode of transport of raw Material and Finished Product.

About 10 KLD water will be required for Granite mining which will be

arranged from nearby wells on payment basis. About 500 Lts. diesel will

be required daily for JCB & compressor which will be arranged from

nearby petrol pumps. Granite blocks mine out will be transported

through trucks & trolley.

(vii) Resource optimization/recycling and reuse envisaged in the project, if any, should be briefly outlined. Water use for cutting out granite blocks will be allowed to decent & will

be re-circulated again for cutting out granite blocks by wire – saw.

(viii) Availability of water its source, Energy/power requirement and source should be given. Total water requirement in the mine will be about 10 KLD for drinking &

domestic use, granite block cutting, dust suppression and plantation.



Drinking water will be brought by water tanker from nearby villages. Diesel

will be used in compressor, JCB and dumpers and tractors. About 500 liter

per day is assumed to be consumed. Diesel will be outsourced from nearby

diesel pumps. Nearby villages is well electrified.

(ix) Quantity of wastes to be generated (liquid and solid) and scheme for their management/disposal

Waste at mine site will be generated Topsoil 46175 Tons & Rock waste

156025 Tons with increase in production which will be staked separately

& dump will be provided with retention wall & drain channel along

periphery of dump

(x) Schematic representations of the feasibility drawing which give information of EIA purpose

Proposed project is of B2 category mining project in the light of MOEF

office memorandum no. J-13012/12/13-IA-II(1) dated 24th December,

2013. B2 category mining projects are required to obtain EC from SEAC

(State level expert appraisal committee) before commencement of the

project in lieu of MOEF, however half yearly monitoring of Air, Water &

Noise environment would be periodically carried out and monitoring report

would be submitted to MOEF & State Pollution Control Board

4.0 Site Analysis

(i) Connectivity

The applied lease area is located at a distance of 2.0 km towards NW of

village Chandma. Village Chandma can be approached from Goyla, Via

Surajpura, which is about 10 km.

Goyla, is located on state highway (Ajmer – Kota highway) about 30 km

from the applied lease area.

(ii) Land Form, Land use and Land ownership

The area of lease is 1.6884 Ha. Land is Barani Khatedari land. The lease

area forms part of G.T. Sheet No. 45J/16. No forest land is involved in

leased area. Details are given in table below:

(iii) Topography (Along with map)

The applied lease area is almost flat, sloping towards south-eastern side,

as shown in surface-geological plan, plate No-4. The highest RL of the

area is 380.50m and the lowest RL is 380m.

No other physiographical features are prevailing in and outside the

applied lease area, within 500m.

No habitation located in the lease area. Other landscape within 500m

peripheries is illustrated in environment plan, plate No. 7.

(iv) Existing land use pattern (agriculture, non-agriculture, forest, water bodies (including area under CRZ), shortest distances from the periphery of the project to periphery of the forests, national park, wild life sanctuary, eco sensitive areas, water bodies (distance from the HFL of the Bajri), CRZ. In case of notified industrial area, a copy of the Gazette notification should be given.

The lease area comes under Barani Khatedari land.

There is no eco-sensitive areas such as National Park, Wildlife Sanctuaries

etc. present around lease area.

(v) Existing Infrastructure

Presently there is no infrastructure in lease area.

(vi) Soil Classification

Soil of the region falls within moderate rainfall zone of 500-550 mm.

Soils of the district are reddish to yellowish red and yellowish brown



color. These soils are sandy loam to sandy clay loam in texture and well

drained. Fertility status of these soils is low in nitrogen, moderate in

phosphorus and potassium. Cultivation of crops in the soil is very much

restricted due to shallow nature of the soils and presence of Stone land

on the surface.

(vii) Climatic data from secondary sources

Climate is semi-arid type. Almost 95% of the total annual rainfall is

received during the southwest monsoon, which enters the district in the

last week of June and withdraws in the middle of September. However,

there is 10% probability that the average rainfall 500-550 mm. Drought

analysis based on agriculture criteria indicates that the district is prone to

mild and normal type of droughts.

January is the coldest month with mean maximum and minimum

temperatures being lowest at 22.70C & 7.60C. Temperature in summer

months during May-June, reaches up to 460 C. There is drop in

temperature due to onset of monsoon and rises again in the month of

September. Atmosphere is generally dry except during the monsoon

period. The humidity is highest in August with mean daily relative

humidity 80%. The annual potential evapotranspiration in the district is

1565.6mm and is the highest in the month of May (243 mm).

(viii)Social Infrastructure Available

The district is divided into four sub-divisions viz., Ajmer, Beawar, Kekri

and Kishangarh. The sub-divisions have further been divided into 9

Tehsils namely Ajmer, Beawar, Nasirabad, Kekri, Kishangarh, Masuda,

Bhinai, Pisangan and Sarwar and eight Panchayat Samities namely

Shrinagar, Pisagan, Jawaja, Masuda, Bhinai, Kekri, Silora and Arain.

The district supports various mineral industries in the area/region. It

promotes good industrial growth via provides better infrastructure

facilities.

(A.) Electricity

Power to the district/ tehsil is supplied from Ajmer Vidyut Vitaran

Nigam Limited (AVVNL), Ajmer. Nearby villages is well electrified.

(B.) Water

Water in the district is made available through wells. Main source of

drinking water in the area rely on groundwater to meet their needs.

Bisalpur is the major source of piped water supply in tehsil Sarwar

Nasirabad of the district and surroundings.

(C.) Road Transport

NH 79 passes 30 Kms NW of lease area through Nasirabad town from

Nasirabad onward NH 79 is bifurcated into NH 79 & NH 79A. NH 79

goes to Ajmer & NH 79A goes to Kishangarh from Nasirabad.State

Highway 26 passes North of the lease area & state Highway 7E passes

about 40 Kms SW of lease area through Sarwar.

(D.) Rail Transport

Nasirabad Railway station of Western railway (Nasirabad-Ajmer

Section) is 30 km in NW of Mining lease area.



(E.) Air Transport

Air transport facility is not available in the district. The nearest airport is

Jaipur at a distance of about 138 kms.

(ix) Health and Educational facilities

Tehsil Sarwar has well developed with educational and health facilities,

which serve both townspeople and inhabitants of surrounding villages

and towns in the hinterland. For higher education such as University,

Engineering colleges, polytechnics, ITI’s etc. located in District Ajmer.

Around 1467 primary schools, 266 secondary and higher secondary

schools, 22 general degree colleges, 9 professional colleges including

industrial training institutes (ITI) facilities are available in the district.

5.0 Planning Brief

(i) Planning Concept (type of industries, facilities, transportation etc.) Town and country Planning/Development authority Classification

Basically this is a mining project of Granite mining. Facilities includes

such as. Site Office, First Aid, Waster Hut, Rest Shelter are proposed in

the lease area. The infrastructures, which are available, will be used for



the entire life of the mine. Open cast methods of mining will be adopted.

Transportation of mineral shall be carried out through road by dumpers

and trucks. Other facilities such as power, transportation and

communication, social infrastructure facilities are locally available near

mine site. Nearest villages such as Tantoti etc. Facilitated with

dispensary, post office are available in some of the villages of tehsil

Sarwar.

(ii) Population Projections

Population of tehsil Sarwar is about 131231. Total population of Ajmer

is 2,584,913 as per latest provisional figure released by Directorate of

Census Operations in Rajasthan. This shows increase of 18.48 percent in

2011 compared to figures of 2001 census. The initial figures of data

shows that male and female were 1,325,911 and 1,259,002 respectively.

Ajmer District of Rajasthan comprises an area of 8,482sq.km. As per

census 2011, density of Ajmer District per square km is 305 compared to

257 per sq.km of 2001. Sex ratio of girls in Ajmer district per 1000 boys

was recorded 950 i.e. an increase of 19 points from the figure of 2001

census which puts it at 931. In 2011 census, data of Ajmer district

regarding child under 0-6 age were also collected. There were total

374,745 children under age of 0-6 against 373,686 of 2001 census. Of

total 374,745 male and female were 197,987 and 176,758 respectively.

Child Sex Ratio as per census 2011 was 893 compared to 922 of census

2001. Children's proportion in total population was around 3.77 percent.

This figure was around 3.86 percent as per 2001 census.

1. Total population is 2,584,913 compared to 2,181,670 of 2001.

2. Male and female were 1,325,911 and 1,259,002 respectively.

3. Population Growth for Ajmer District recorded in 2011 for the

decade has remained 18.48 percent. Same figure for 1991-2001

decade was 20.93 percent.

4. Total Area of Ajmer District was 8,482 with average density of 305

per sq. km.



5. Ajmer Population constituted 3.77 percent of total Rajasthan

Population.

6. Sex Ratio of Ajmer District is now 950, while child sex ratio (0-6) is

893 per 1000boys.

7. Children below 0-6 age were 374,745 which forms 14.50 of total

Ajmer District population.

8. Average Literacy rate for Ajmer District is 70.46 percent, a change

of from past figure of 64.68 percent. In India, literacy rate is counted

only for those above 7 years of age. Child between 0-6 ages are

exempted from this.

9. Total literates in the Ajmer District increased to 1,557,264.

(iv) Assessment of Infrastructure Demand (Physical & Social)

The road facility is already available which shall be used and properly

maintained. Preference will be given to local labor from nearby villages.

Other requisite infrastructure as transport of mine labours is available by

way of jeep; two-wheelers. Medical facility will be available for first aid

at project site. Govt. dispensary is available nearest to ML area in nearby

villages.



(v) Social Infrastructure

Proposed project will provide employment for about 37 people directly

and indirectly providing for about 100 which are Shopkeepers,

Mechanic, drivers and transporter.

(vi) Amenities/Facilities

Basic amenities/facilities available in nearby villages and towns are such

as road, power supply, communication, water supply, medical and health

etc. Site is well connected with road and other infrastructure facilities.

Communication facilities such as post office, telecommunication

available in near Sarwar, Tantoti etc. Nearby villages are electrified.

Medical facilities such as PHC available in some of the villages such as

Tantoti etc. Hospital and Dispensary facilities available in near town of

Sarwar.

6.0 PROPOSED INFRASTRUCTURE

A. Industrial Area (Processing Area)

Facilities includes such as. Site Office, First Aid, Waster Hut, Rest Shelter are

proposed in the lease area.

B. Resident Area (Non Processing Area)

No residential area is proposed.

C. Green Belt

To improve the environment of the area it is proposed to plant along the lease

boundary, as shown in Plate no 6 i.e conceptual.



D. Social Infrastructure

In social infrastructure, house is made of pucca and kaccha both of type. Tar

road is available in near villages. Due to scanty and uneven distribution of

rainfall in the district, people are less dependent on agriculture. People of the

area moves towards other places in search of employment. By this proposed

Granite mining in the area, provides employment opportunities in the area and

this helps to control migration of people of one place to other.

E. Connectivity (Traffic and transportation Road/Rail/Metro/Water ways etc.)

Area is well connected with road and rail facilities. All the important

places in the district are connected with bus services. NH 79 passes 30

Kms NW of lease area through Nasirabad town from Nasirabad onward

NH 79 is bifurcated into NH 79 & NH 79A. NH 79 goes to Ajmer & NH

79A goes to Kishangarh from Nasirabad.State Highway 26 passes North

of the lease area & state Highway 7E passes about 40 Kms SW of lease

area through Sarwar.Tehsil headquarter Sarwar is located South East of

District headquarter Ajmer at a distance of 61kms. Nasirabad Railway

station of Western railway (Nasirabad-Ajmer Section) is 30 km in NW

of Mining lease.

F. Drinking Water Management (Source & supply of water)

Water requirement of 10 KLD will be met from nearby villages.

G. Sewerage System

No sewerage shall be generated from the project area.

H. Industrial Waste Management

No Industrial waste will be generated from the project.

The quantity of waste likely to be generated during the next five years period

The waste will be dumped outside the lease area, in the area of 10000 Sqm

having height of 10m.

J. Power Requirement

Nearby village’s area is well electrified, mining machinery will be driven by

diesel power for which estimated requirement of diesel will be about 500 liters

per day which will be procured from nearby petrol pumps.

7.0 REHABILITATION AND RESETTLEMENT(R&R PLAN)

A. (Policy to adopted (Central State) in respect of the project affected person including home oustees, land oustees and landless labour (A brief outline to be given).

Mining will be carried out in lease area only so no need of rehabilitation and

resettlement plan so far.

8.0 PROJECT SCHEDULE AND COST ESTIMATES

A. (Likely date of start of construction and likely date of completion (time schedule for the project to be given)

Project will commence within 30 days after getting the environmental clearance.

It is estimated that about Rs. 50 lac will be required for mining machineries,

vehicle and infrastructure development etc.

B. Estimated project cost and along with analysis in terms of economic viability of them project.

Cost Analysis of Economic Viability of Mineral

VALUE OF MINERAL

Total Mineable reserve in the area: 82528 Tonne

Mining Cost incurred on excavation of Granite blocks = 2308 Rs. per tone

Total Granite proposed to excavate = 82528 (from 1 to 5 year)

Total Mining cost incurred on excavation of Granite = 82528 x 2308 =

190474624 Rs.

The average sale value is about Rs. 3461 per tone

Total Sale value of mineral is = Rs. 3461 x 82528 = 285629408

Profit = Sale Value – Total Mining Cost

= 285629408 – 190474624 = 95154784

The profit will depend upon the actual production obtained from the mine,

which may vary due to demand in market.

POPULATION BENEFITED

About 37 peoples including labours directly and 100 persons will be benefited

indirectly.

GOVERNMENT REVENUE

The State Government will get revenue as royalty from selling of mineral,

Land Tax/surface rent, Sales Tax/VAT; Income Tax etc. will be addition.

9.0 ANALYSIS OF PROPOSAL (FINAL RECOMMENDATION)

CONCLUSION

The project of river sand mining of Shri Shankar lal shau at near village

Chandma Tehsil–Sarwar, District–Ajmer, Rajasthan is of utmost importance



to the area for interest of mineral development and improves the socio-

economic conditions of the local habitants. The operation of the proposed

project of Granite mining will pass on various social and economic benefits to

the local communities of the area in addition to the existing benefits due to

provide better employment opportunities and improvement in social

infrastructure of the area, apart from increased financial benefits accruing to

state and central agencies by ways of taxes, royalty, cees etc.
