North India is the heart of our country. National policies are framed and the procedures are set in the region. The North has its own distinguished importance, provides inputs to the Government in settling the policies. The profession of Company Secretaries has its unique position in the country. Members of ICSI have multidisciplinary aptitude and have the capability of adaptation at every sphere of knowledge, work culture, if they are given an opportunity to establish themselves.

Indeed, the representatives of ICSI at various levels had done excellent to establish the profession not only in the country but globally also. However, there is always scope of betterment and change for achieving the best. Actually, spite of decade long establishment of our profession “many of us are well placed but many of our members are not getting that much recognition/reward for which they are worth deserving”. Now the time has changed and we all have to take a pledge that during this election process only such persons be elected at the respective level at ICSI including Northern India Regional Council, who are dedicated, sincere, keeps the interest of ICSI at Top than his personal interest.

There should not be any scarcity of work for company secretary whether employed or engaged in practice. Opportunities are tremendous and the prospects are bright but what is lagging is the regulatory recognition, required assistance, proper support and able guidance to the members who could not so far geared-up to take the challenge. With proper assistance, guidance, support and inculcate in them a feeling of pride and privilege, members and profession will get the glory for which we deserve.

FOR THE ELECTION TO THE NIRC OF ICSI

I am neither a person who is having the ambition of getting position at any level of ICSI nor the person who keeps personal interest upmost than the interest of Institution whom I dedicated. I am a simple, hardworking fellow member of the Institute of Company Secretaries of India engage in the practice of profession of Company Secretary for Almost last 15 Years.

During the struggle for getting the recognition to the profession of ICSI under Uttar Pradesh Value Added Tax by adding the name of members of ICSI in the definition of accountant I had certain bitter experiences, it was at that moment I felt that authority to defend our interest is necessary and decided to contest for election at NIRC. The battle is not over yet and a continuous follow-up and persuasions with authorities and other concerned persons for securing this recognition and for further for getting VAT audit would be required for widening the scope of Company Secretaries in the interest of profession. With all above in mind, I have decided to come forward as a candidate for the election of the member of the Northern India Regional Council of the Institute of Company Secretaries of India at Delhi. My performance as a worker of Lucknow Chapter of NIRC of ICSI whether in the capacity of Chairman or in other capacity has always been appraised by the members. I assure all our respected colleagues that I will not leave any stone unturned for implementation of my Agenda at ICSI.

WHY AM I CONTESTING TO BE ELECTED AS MEMBER OF NIRC?

FOR THE ELECTION TO THE NIRC OF ICSI 1 Infrastructure- Effort would be made to encourage

each chapter to have its own premises and to support for renovation of old premises for chapters who already have their own building. Beautiful things are always enthuses people. Efficiency increases manifold if our chapters are well structured and equipped with modern technology equipment.

2 Residential and Commercial Space- Effort would be made to pursue ICSI to provide Affordable Housing for Members and to provide affordable office space for practicing members at every town and cities where certain minimum number of Members resides. This small effort may give members a sense of stability and pride to the profession.

3 Conference & Research Center-Every time Conducting programs and seminars are expensive in hotels. Effort would be made to build state of the art would class conference hall for meetings, seminars, programs of ICSI at chapters too to save money and to increase number of programs at Chapter level. Effort would also be made to have fully equipped world class research center at NIRC dedicated to the professional development of ICSI members.

4 Appointment of Nodal Officer for Members- Effort would be made to appoint Nodal officer at Chapters would be to assist members whether in Employment or in practice to solve their professional problems relating to the employment, practice, co-ordination with Government and Regulators in case of members having difficulties with them. Nodal officer will also assist in providing necessary basic assistance and guidance in execution of professional assignment and of members, if they are facing any difficulties. extended wherever required.

FOR THE ELECTION TO THE NIRC OF ICSI 5 Uniform Standards for Certification by Practicing

Members- Effort would be made to frame uniform standards for Practicing Members while certifying documents with the vision to encourage practicing members to provide high quality improved services to the industry.

6 Liaison with Regulators and Public Representatives- Tireless efforts would be made to appraise the regulators and Public Representatives about the profession and the capability of members to render expert exceptional services to the Regulators and Government to achieve their goals for the wellbeing of public.

7 Follow up with Industrialists, Entrepreneurs & Chambers- Effort would be made to have meeting and interactions with Industrialists, Chambers, Business Associations to make them aware about the profession of ICSI and the scope of services which company secretary can render them. Persuasion with them for taking services of Company Secretaries for enhancement of business and managing the business to project company secretary as “Chief Business Officer”, “Chief Governance Officer”, “Chief Compliance Officer” and so on.

8 Appointment of Nodal Officer for Students-To appointment/designate nodal officer with strict monitoring and performance reporting system at chapter level to resolve the grievances of students at primary level.

9 Restructure Training Norms- To redesign and improve the existing training norms for students with a view to make them capable of grabbing opportunities, taking challenges, resolve complex problems and to inculcate in them

10 Placement & Employment-Launching a dedicated Portal having details of companies who are requiring services of company secretary for making aware members where they can get the employment. Effort would be made to establish dedicated placement cell and to appoint dedicated officer to look after that cell at NIRC.

11 Resident & Woman Director- Effort would be made to establish an exclusive cell at NIRC or at ICSI to train its members to gear up for Resident Director in companies where appointment is mandatory and an exclusive cell for training of female member company secretary to work as “Woman Director” in companies where appointment of woman director is mandatory.

12 Securing Recognitions-Tireless effort would be made to confer and secure recognition to the members of ICSI for Audit under State Value Added Tax, to retain qualification of membership of ICSI as an Accountant under the Direct Tax Code, secure appropriate place for ICSI Members under upcoming GST, Labor Laws, Banking & Insurance Laws apart from continuing existing recognition and other hidden recognitions.

13 Creating Visibility turning into Avenues- Tireless efforts would be made to create visibility of Brand Company Secretary with ultimate motive of creating avenues for the members of profession in Non-Government Organizations, Registered Trust and Societies, Co-operative Banks, Account and Finance Departments of State Government and Public Sector Undertakings .

14 To recognize as Legal Practitioner- Effort would be made to pursue with ICSI and Government for suitable change in Company Secretaries Act and advocate acts to recognize members of ICSI who are engaged in practice and holding the degree of Law to recognize them as legal practitioner and to allow them practice likewise as an advocate.
