1. EXECUTIVE SUMMARY
1.1 Lockhart Garratt Ltd was commissioned by Rockingham Forest Park to carry out a Preliminary
Ecological Appraisal (PEA) survey including desk study for land associated with the recycling
yard.
1.2 The Site itself is not subject to any statutory or non-statutory designation. There are two
statutory designations within 2km of the Site, and 16 non-statutory designations, the closest
being Great Byards Sale and Great Morton Sale. Both woodlands are Local Wildlife Sites
designated as ancient woodland. A range of protected mammal and bird species were identified
within 2km of the Site by the desk study.
1.3 The PEA survey was undertaken on 22nd June 2021. The habitat within the Site consisted of a
bund which was mainly bare ground with some tall ruderal and dense scrub vegetation on the
slopes nearest the boundary fence.
1.4 The report considers the ecological conditions within the Site in the context of landscaping of
the bund with scrub and grassland planting.
1.5 On the assumption that the Proposed Development will require no further earthworks or soil
movement it is considered that this work will have a positive impact on the Site.

2. INTRODUCTION
Terms of Instruction
2.1 Lockhart Garratt Ltd has been commissioned by Rockingham Forest Park to undertake an
ecological assessment of land in respect of a proposed screening bund along with a landscape
planting scheme.
Aim of the study
2.2 The purpose of this report is to provide an assessment of ecological features present within the
site and immediately adjacent, to identify any ecological constraints and provide appropriate
mitigation, compensation and avoidance measures, as appropriate.
Documents Provided
2.3 As background information, the following documentation was provided:
• 20-4068 – Screening bund planting design (Lockhart Garratt) (“the Planting Design”)
• Planning statement dated February 2021 (SF Planning)
Site Description
2.4 The site is located to the south-west of Kings Cliffe industrial estate at grid reference TL 04183
98595 (hereafter referred to as “the Site”). The assessment covered the whole of the Site, which
is approximately 1.7ha in area. The survey also included the habitats immediately adjacent to
the Site, hereinafter referred to as the “Wider Site Area”.
2.5 At the time of the assessment, the Site comprised mostly of a bare earth bund which was
vegetated with some tall ruderal habitat and dense scrub.
2.6 The Site was surrounded by a predominantly rural landscape with arable farmland to the east
and west of the Site. There was a woodland parcel to the north, with the industrial estate to the
north-east. The Site location plan is provided below at Figure 1 and a red line Site boundary plan
and Wider Site survey area is provided below at Figure 2.

3. METHODOLOGY
3.1 The methodology for the ecological assessment was split into two main areas: a desk study and
a habitat and faunal survey. These are discussed in more detail below.
Desk Study
3.2 Existing ecological information on the Site and surrounding area was requested from the
Northamptonshire Biological Records Centre (NBRC) and the Northants Bat Group (NBG). The
purpose of the desk study was to collect baseline information to identify statutory and non-
statutory designated sites, legally protected species and species of conservation concern within
a 2km radius of the Site in line with CIEEM Guidelines for Preliminary Ecological Appraisal
(2017). A full copy of the information can be provided upon request.
3.3 A review of online resources, including the Multi Agency Geographic Information for the
Countryside (MAGIC) database was also undertaken to establish the ecological context for the
Site (accessed 19th June 2021). The MAGIC website was also reviewed to identify any designated
sites of European Importance within 2km of the Site.
3.4 In addition, Ordnance Survey and aerial mapping was reviewed to identify any ponds within
500m of the Site.
Phase 1 habitat survey
3.1 A Phase 1 habitat survey was undertaken by Joanne Alderton on 22nd June 2021 in order to
ascertain the general ecological value of the Site and Wider Survey Area to determine the need
for further assessment.
3.2 The Phase 1 habitat survey was undertaken in accordance with standard methodology (JNCC,
20101). The Phase 1 methodology involves the classification of habitat types based on
vegetation present. The Site was classified into areas of similar botanical community types, with
a representative species list provided for each habitat type identified. In addition, invasive
weeds were also searched for during the Phase 1 habitat survey, as listed on Schedule 9 of the
Wildlife and Countryside Act 1981 (as amended).
3.3 The information is presented in accordance with the standard Phase 1 habitat survey format
with habitat descriptions and a habitat map, provided at Appendix 1. In addition, target notes
providing supplementary information, for example relating to species, habitat composition,
structure and management are also presented on the habitat map.
Faunal Surveys
3.4 General faunal activity was recorded during the habitat survey, including mammals and birds
observed or heard. Specific attention was also paid to the potential presence of any protected,
rare or notable species, as described below.
Badger Appraisal
3.5 During the habitat survey conducted on 22nd June any incidental signs of current badger Meles
meles activity were recorded within the Site and within 30m of the Site where access could be
1 Joint Nature Conservation Committee (2010). Handbook for Phase 1 Habitat Survey – A Technique for Environmental Audit.

obtained. The survey method was based on a standard approach as in ‘The history, distribution,
status and habitat requirements of the Badger in Britain, (Cresswell, P. 1990)’.
3.6 The appraisal involved a systematic search of the survey area for all signs of badger activity
including badger setts, worn pathways in vegetation and/or across field boundaries, footprints,
hairs, dung pits/latrines, bedding and evidence of foraging activity including snuffle holes.
Particular attention was paid to habitats of suitable topography or supporting suitable
vegetation for sett-building as well as to those features particularly favoured by badgers
including hedgerows, areas of dense scrub, woodland, ditches and banks.
3.7 Any holes of an identified sett were examined closely and the number of active and inactive
entrances and evidence of its usage were recorded. Where possible, setts identified during the
survey were categorised using nationally recognised sett classification as described below:
• Main sett: These are large setts comprising a number of well-used, active holes with
conspicuous spoil heaps. They are well established with worn paths to and from the sett
and between entrances. Main setts are breeding setts and are normally in continuous use
throughout the year, with only one main sett per social group of badgers;
• Annexe sett: Where present they occur in close association with the main sett (normally
less than 150m away) and are linked to them by clear, well-worn paths. Annexe setts arise
for the purposes of rear cubs should a second litter be born, and have several entrances
(though not all in use at the same time);
• Subsidiary sett: These setts usually consist of three to five entrances which are not in
continuous use. They are usually more than 50m away and may not have well-used paths
connecting them to other setts; and
• Outlier sett: These typically comprise one to three holes with small spoil heaps indicating
that they are not very extensive underground. They are used sporadically and are thought
to serve multiple functions, including allowing efficient and safe travel to important parts
of their home range.
Principles of Ecological Evaluation
3.8 The evaluation of ecological features and an assessment of likely impacts should be based on
available resources and the professional judgement of the ecologist concerned. Ecological value
of features should be undertaken in accordance with the approach outlined in the Guidelines
for Ecological Impact Assessment in the UK and Ireland (CIEEM, 2018).
3.9 A five-point evaluation scale has been applied to assist with the identification of key features of
ecological significance in relation to the proposed development. This is an arbitrary scale based
upon characteristics of ecological importance as listed in CIEEM (2018), which experience has
shown is effective at this level of assessment.
3.10 The value of an ecological feature is determined within a defined geographical frame of
reference as detailed in Table 2:
21-0395 PEAR V1 JA 070721
Table 1: Classification of the value of ecological features and resources

4. LEGISLATION AND PLANNING POLICY OVERVIEW
4.1 A summary of the legislative and planning context which has been used to inform this ecological
assessment is provided below.
Legislation
4.2 A number of tiers of legislation protect wildlife and habitats within England and Wales, the
highest of which being European legislation. A summary of relevant legislation is provided
below:
• The Wildlife and Countryside Act 1981 (as amended).
• The Natural Environment and Rural Communities Act 2006 (NERC).
• The Conservation of Habitats and Species Regulations 2017.
Policy
4.3 The planning policy framework that relates to nature conservation in Kings Cliffe is provided at
two levels; nationally through the National Planning Policy Framework (NPPF) and locally
through policies in the North Northamptonshire Joint Core Strategy 2011-2031.
Local Policy – North Northamptonshire Joint Core Strategy 2011-2031.
4.4 Specific nature conservation policies to consider are:
4.5 POLICY 4 – Biodiversity and Geodiversity
“A net gain in biodiversity will be sought and features of geological interest will be protected
and enhanced through:
a) Protecting existing biodiversity and geodiversity assets by:
i. Refusing development proposals where significant harm to an asset cannot be avoided,
mitigated or, as a last resort, compensated. The weight accorded to an asset will reflect its
status in the hierarchy of biodiversity and geodiversity designations;
ii. Protecting key assets for wildlife and geology, in particular the Upper Nene Valley Gravel
Pits Special Protection Area and Ramsar Site, from unacceptable levels of access and
managing pressures for access to and disturbance of sensitive habitats;
iii. Protecting the natural environment from adverse effects from noise, air and light
pollution;
iv. Where appropriate requiring developments to provide or contribute to alternative green
infrastructure (Policy 19); and
v. Ensuring that habitats are managed in an ecologically appropriate manner.
b) Enhancing ecological networks by managing development and investment to:
i. Reverse the decline in biodiversity and restore the ecological network at a landscape scale
in the Nene Valley Nature Improvement Area (NIA);
ii. Reverse habitat fragmentation and increase connectivity of habitats where possible by
structuring and locating biodiversity gain in such a way as to enlarge and/or connect to
existing biodiversity assets such as wildlife corridors;
21-0395 PEAR V1 JA 070721
iii. Preserve, restore and create priority and other natural and semi-natural habitats within
and adjacent to development schemes.
c) Supporting, through developer contributions or development design, the protection
and recovery of priority habitats and species linked to national and local targets. Such measures
could include the retention of, and provision of areas of open green space, and hard and soft
landscaping to address habitat and visitor management.
d) Developments that are likely to have an adverse impact, either alone or in-
combination, on the Upper Nene Valley Gravel Pits Special Protection Area or other European
Designated Sites must satisfy the requirements of the Habitats Regulations, determining site
specific impacts and avoiding or mitigating against impacts where identified. Mitigation may
involve providing or contributing towards a combination of the following measures:
i. Access and visitor management measures within the SPA;
ii. Improvement of existing greenspace and recreational routes;
iii. Provision of alternative natural greenspace and recreational routes;
iv. Monitoring of the impacts of new development on European designated sites to inform
the necessary mitigation requirements and future refinement of any mitigation measures.”
4.6 POLICY 21 – Rockingham Forest
“The Rockingham Forest will be regenerated to increase carbon storage, strengthen biodiversity,
landscape character and green infrastructure, support a prosperous rural economy and provide
appropriate leisure and recreational opportunities.
This will be achieved through:
a) 40ha a year of new tree planting appropriately sited and using suitable species secured
through direct input of landowners, local communities and businesses, supported by funding
mechanisms including development contributions;
b) Linking fragmented habitats and protecting and reinforcing ancient woodland, particularly
in and around urban areas supported through landscaping associated with development
proposals;
c) Supporting rural economic development in accordance with Policy 25, with a focus on
woodland based activities including sustainable food and fuel production;
d) Protecting or enhancing tourism and recreation attractions and supporting new green
infrastructure and heritage attractions of a type and scale that can be accommodated by
existing or new infrastructure and which strike an appropriate balance between visitor
numbers and biodiversity, landscape, local amenity and heritage interests;
e) Enhancing green links in accordance with Policy 19 to enable residents of towns and villages
easy access to the forest on foot, horseback or bicycle.”

Biodiversity Action Plan (BAP) and 2006 NERC Act Habitats and Species of Principal
Importance
4.7 In 2007, the UK Biodiversity Action Plan (BAP) Partnership published an updated list of priority
UK species and habitats covering terrestrial, freshwater and marine biodiversity to focus
conservation action for species and habitats in the UK. The UK Post-2010 Biodiversity
Framework succeeds the UK BAP. The Framework continues the conservation work initiated by
the UK BAP following the establishment of the Convention on Biological Diversity in 1992.
4.8 The purpose of the Framework is to set a broad structure for conservation across the UK until
2020. In summary:
• To set out a shared vision and priorities for UK-wide activities, in a framework jointly owned
by the four countries, and to which their own strategies will contribute;
• To identify priorities at a UK scale which will help deliver biodiversity targets and the EU
Biodiversity Strategy;
• To facilitate the aggregation and collation of information on activity and outcomes across
all countries of the UK; and
• To streamline governance arrangements for UK-wide activities.
4.9 The habitats and species are identified as Habitats and Species of Principal Importance for the
conservation of biological diversity in England under Section 41 of the 2006 Natural
Environment and Rural Communities (NERC) Act. The NERC Act and NPPF make these species
had habitats a material consideration in the planning process.
4.10 The Northamptonshire Local Biodiversity Action Plan (LBAP) produced in 2008, lists two priority
habitats of particular relevance to this Site, namely lowland meadows and lowland deciduous
woodland. The LBAP also lists many priority species including amphibians, such as GCN, reptiles
such as common lizard, grass snake and adder and many bird species, which have relevance to
this Site. The presence of these species and / or habitats within the Site is considered within this
report.
4.11 The LBAP contains objectives and targets for the species and habitats identified above. They
should be considered in relation to the Proposed Development in order to identify opportunities
for avoidance, mitigation and enhancement.

those recorded pertained to the Site. Limestone grassland indicator species such as Quaking
grass Briza media and stinking hellebore Helleborus foetidus along with woodland indicator
species such as bluebell Hyacinthoides non-scripta, wood-sorrel Oxalis acetosella and hard fern
Blechnum spicant were all recorded within 2km of the Site. Bluebells were recorded within
Great Morton sale 0.8km south. This species is protected under Schedule 8 of the Wildlife and
Countryside Act (1981) (as amended) against commercial exploitation only.
Reptiles
5.14 Four species of reptiles have been recorded within 2km of the Site, namely adder Vipera berus,
grass snake Natrix natrix, common lizard Zootoca vivipara and slow worm Anguis fragilis. The
closest record, dated 1985, relates to a sighting of an adder and common lizard within Fair Oak
Sale 0.8km south.

6. PHASE 1 HABITAT SURVEY RESULTS
6.1 The Phase 1 habitat survey was conducted on 22nd June 2021 in good weather conditions (100%
cloud cover, 19-24 °C, Beaufort scale 2-3).
Field Survey Limitations
6.2 There were no limitations to the survey.
Habitat Descriptions
6.3 The full Phase 1 habitat survey map detailing the location of the above habitats and other
features of ecological interest with target notes is presented at Appendix 1. The habitat
descriptions below should be read in conjunction with this plan and any associated Target
Notes.
6.4 Habitats identified during the Phase 1 habitat survey are detailed below in alphabetical order
(not in order of ecological importance):
• Bare ground
• Dense scrub
• Hardstanding
• Tall ruderal
Bare ground
6.5 The majority of the Site comprised the earth bund which was sparsely vegetated with ruderal
and ‘weed’ type plants, common to disturbed ground. The bund was approximately 2-2.5m in
height and 5m-6m in width. The bund directly abutted the boundary fence which formed the
southern and south-western boundaries of the Site.
6.6 Species present within the bund included fumitory fumaria officinalis, wild parsnip Pastinaca
sativa, field pennycress Thlaspi arvense, scented mayweed Matricaria chamomilla, cleavers
Gallium aparine, creeping cinquefoil Potentilla reptans, creeping buttercup Ranunculus repens,
bristly oxtongue Helminthotheca echioides and teasel Dipsacus fullonum.
6.7 This habitat was considered to be of site only ecological value.

Figure 3: Sparsely vegetated soil bund within the Site
Dense scrub
6.8 In the area between the bund and the boundary fence, patches of dense scrub had developed.
6.9 Species present included blackthorn Prunus spinosa, bramble Rubus fruticosus, dog rose Rosa
canina and hawthorn Crataegus monogyna.
6.10 This habitat was considered to be of site only ecological value.
Figure 4: Slopes of bund against fence vegetated with dense scrub
Hardstanding
6.11 The Wider Survey Area comprised hardstanding from crushed aggregates and bare earth
following the historic materials screening operations. There were piles of graded material
heaped within the Wider Survey Area and following recent heavy rainfall the occasional
ephemeral pool.
6.12 This habitat was considered to be of negligible ecological value.

Figure 5: Wider Survey Area with piles of graded material
Standing water
6.13 Immediately to the south of the Site was a rectangular shaped pond, shown as P1 on the plan
presented at Appendix 1.
6.14 This pond was heavily vegetated with rushes and curly dock Rumex crispus and was known to
dry frequently. This was further evidence by large cracks present within the pond’s bare earth
base. This pond had been subject to GCN surveys in 2014 when a small population of GCN (peak
count of 7) was recorded. Further survey work was undertaken for this species in 2020, but this
pond was not surveyed as it was dry.
6.15 This habitat was considered to be of moderate ecological value.

Figure 7: Cracked base of P1
Tall ruderal
6.16 Interspersed with the patches of dense scrub were areas of tall ruderal habitat, which was
located on the slopes of the bund closest to the fence.
6.17 Species present included teasel, spear thistle Cirsium vulgare, rosebay willowherb Chamerion
angustifolium, poppies Papaver sp. and hogweed Heracleum sphodylium.
6.18 This habitat was also present on the western and southern sides of the boundary fence. The
western side had recently been planted with some conifer species to provide screening. In this
area, hogweed and thistle were present along with broadleaved dock Rumex obtusifolius,
scarlet pimpernel Anagallis arvensis, meadow grass Poa annua and Yorkshire fog Holcus
lanatus.
6.19 Along the southern boundary the tall ruderal habitat included a ditch, which was barely holding
water. Rosebay willowherb and creeping buttercup were dominant in this area along with some
charlock Sinapis arvensis, tufted hairgrass Deschampsia cespitosa and rushes Juncus sp. There
was also some scrub species in this area, which had grown under the fence line.
6.20 This habitat was considered to be of low ecological value.

Evidence of Protected Species and Other Faunal Interest.
6.21 There were no obvious mammal holes within the Site, possibly due to the fact that the bund
and Wider Survey Area was so compacted from the historic works digging by an animal would
be quite difficult.
6.22 Bird species noted within the Site and Wider Survey Area included skylark Alauda arvensis and
linnet Linaria cannabina.
6.23 A smooth newt Lissotriton vulgaris was seen within one of the ephemeral pools within the
Wider Site Area.

7. EVALUATION OF ECOLOGICAL CONTEXT
The Site
7.1 The Site is located within the National Character Area (NCA) known as Rockingham Forest. The
Site was surrounded by a predominantly rural landscape with arable farmland to the west and
south of the Site. A mosaic of habitatssurrounded the Site to the north, east and south including
habitats such as ancient woodland, grazing pasture, ponds and calcareous grassland habitats,
much of these habitats were formed by disused quarry workings allowed to naturally
regenerate on a limestone soil.
7.2 The connectivity of the Site is good to the wider landscape for many species through a network
of hedgerows and woodland blocks.
Statutory Sites
7.3 The Site itself is not subject to any nature conservation designation.
7.4 The nearest statutory designated nature conservation site is Bedford Purlieus SSSI and NNR
located 0.3km north of the Site, designated due to its ancient woodland habitat supporting a
variety of woodland community types including ancient coppice.
7.5 Impact Risk Zones (IRZs) are a tool developed by Natural England to provide an initial
assessment of the potential risks to SSSIs. The Site falls within one IRZ for the Bedford Purlieus
SSSI. However, given the nature of the Proposed Development, no further consultation is
required.
Non-statutory Sites
7.6 The nearest non-statutory designated nature conservation site is Great Byards Sale which is a
Local Wildlife Site 360m to the south of the Site. There is a Potential Wildlife Site, Great Byards
Sale Quarry, which lies immediately to the south-west of the Site.
7.7 Based on the nature of the Proposed Development and minimal impact there is no expected to
be any adverse effects on these sites.
Habitats
7.8 The habitat to be lost within the Site is bare earth, which will be planted as per the Planting
Design. This will include the planting of native species of shrub on the western and southern
boundary of the bund with a wildflower seed mix on the western and northern sides of the
bund.
7.9 The Wider Survey Area will remain as hardstanding.
Off-site Habitats
7.10 The pond immediately to the south of the Site (P1) was considered to be of moderate ecological
value and will not be impacted by the Proposed Development. The creation of more scrub and
grassland within the Proposed Development will serve to promote connectivity to P1.
Faunal
7.11 The desk study located a variety of protected species records for the local area.
21-0395 PEAR V1 JA 070721
7.12 The Site has been assessed on the suitability of the habitats to support such protected species
and the likelihood of those species being present. Table 5 provides a summary account of
protected species within the Site and local area.
7.13 In the absence of mitigation and further assessment the impacts on each species have been
assessed using the following scale:
Table 4: Impact Levels and Criteria
Classification Criteria
Negative (Significant) Likely to create a significant effect, including loss, or long-term irreversible damage on the integrity / status of a valued ecological feature
Negative (non-significant) Likely to create a negative effect without causing long-term or irreversible damage on the integrity / status of a valued ecological feature
Neutral Effects are either absent or such that no overall net change to the ecological feature occurs.
Positive (non-significant) Likely to create a beneficial effect on an ecological feature, or providing a new (lower value) ecological feature, without improving its conservation status markedly
Positive (significant) Activity is likely to create a significant beneficial effect, including long-term enhancement and favourable condition of an existing valued ecological feature, or creation of a new valued ecological feature.

8. RECOMMENDATIONS
Overview
8.1 Recommendations have been provided within this report that will safeguard the existing
ecological interest features within the Site. Wherever possible, measures to enhance ecological
and biodiversity value have also been set out.
8.2 Based on the survey undertaken to date and the recommendations for further surveys, the
presence and potential presence of protected species has been given due regard.
8.3 In conclusion, implementation of the measures provided within this report enable the Proposed
Development to accord with national and local planning policy for nature conservation.
Habitats
8.4 The Proposed Development will result in the creation of better quality habitats in the form of
scrub grassland. This will provide foraging, sheltering and nesting opportunities for a variety of
species.
Pollution Prevention
8.5 During construction, safeguards should be put in place in accordance with the Environment
Agency’s Pollution Prevention Guidelines (2013). Whilst these guidelines are no longer current
they provide good practice guidelines to follow. Following these safeguards will reduce
potential pollution events to nil, minimising harm to wildlife associated with the watercourse.
Safeguards will include:
• Storage areas of chemicals, fuels, etc. will be located well away from the watercourse;
• Water washing of vehicles, for example those carrying concrete, should be carried out in a
contained area so as to avoid contaminated water entering the watercourse; and
• Refuelling of plant will take place in a designated area, preferably on an impermeable
surface.
Species
Amphibians
8.6 The pond adjacent to the Site (P1) is known to have historically supported a GCN population.
On the basis that no further earthworks are required and the Proposed Development will
require landscape planting only. As such, the Proposed Development is not considered to have
an impact on P1 and will increase suitable terrestrial habitat for this species. No further
recommendations are to be made.
8.7 In the event that any further earth moving is required, additional consideration for this species
will be required and an ecologist should be consulted.
Badger
8.8 No evidence of Badger activity was found within or immediately adjacent to the Site. Badgers
readily establish new setts, therefore should any evidence of badger activity be found prior to
construction, a member of the Lockhart Garratt ecology team contacted for advice.
Nesting Birds
21-0395 PEAR V1 JA 070721
8.9 As the scrub may potentially offer breeding opportunities for birds’ works affecting these
habitats should take place outside the bird breeding season (March to August inclusive). It is
not expected that any scrub If in the event works need to proceed within this period then
specialist advice from a suitably qualified ecologist should be sought.
General
8.10 If in the event any protected species (e.g. amphibians, badgers, bats, reptiles, or nesting birds)
are encountered as part of the works, then all works must stop, with advice sought immediately
from Lockhart Garratt (01536 408840).
