Call to Order and Prayer – The September Stated Meeting of the Southern New England Presbytery was called to order at 9:00 AM by Moderator RE Bob Sawyer, who opened in prayer. A quorum (as defined in BCO 13-4) was declared to be present. Adoption of the Docket - The Moderator presented the Docket as published in the call. (Included as Appendix D) Formation of the Roll - The roll was formed by signatures of members present. Only those TEs and REs that sign the forms are counted as present and are listed below:

Please note: A TE attendance report is provided in Appendix A. A Church RE representation report is provided in Appendix B.

Introduction and Seating of Corresponding Brethren – Several brothers were introduced Appointment of a Committee of Thanks – MSC to appoint a Committee of Thanks: TE and RE. This Committee presented their report of thanks at the Luncheon Executive Team Report (RE Bob Sawyer)

Moderator Sawyer began his report with prayer Moderator Sawyer shared the need of a new Stated Clerk due to TE LaValley completing the 3 year term to which he was elected in ’09. Nominations were taken from the floor. RE Ron Heald nominated to a 3 year term. MSC Moderator Sawyer shared notes concerning the work of the Executive Team since the April SNEP as information MSC to receive the report as a whole

Stated Clerk’s Report (TE Stephen LaValley) TE LaValley opened his report in prayer. Notation was made to the Presbytery of the available reports and informational links provided on the website

Clerk shared the following Information: Noted that Locations and Preachers were needed for 2013. The following names and locations were approved by common consent: January 19, 2013 Christ The King, Cambridge, TE Bryan Loney April 27, 2013 Presbyterian Church of Manchester, TE Jarret Allebach September 20-21, 2013 Presbyterian Church of Coventry, TE Matthew Kerr (Editor’s Note: TE Loney and TE Allebach arranged, due to conflicts in TE Loney’s schedule, to switch dates for preaching, thus, TE Loney will preach at the April SNEP and TE Allebach will preach at the January SNEP)

Information was shared relating to the 40th General Assembly’s examination of SNEP Minutes: Response to 1 exception from 2010 was approved and accepted—information only No Exceptions of Substance, only one Exception of Form, for 2011 Minutes Voting on BCO Amendments: Item 1: 33 For 0 Against 0 Abstentions Item 2: 30 For 1 Against 0 Abstentions Item 3: 33 For 0 Against 0 Abstentions Item 4: 30 For 0 Against 0 Abstentions Item 5: 32 For 0 Against 0 Abstentions Item 6: 17 For 14 Against 1 Abstention

Recommend SNEP receive and approve the report as a whole. MSC Treasurer’s Report (RE Ron Heald)

RE/Treasurer Heald began his report with prayer RE Heald gave a report on the Disbursements and Cash Flow for the periods of 2012-04-01 to 2012-08-31 (Appendix J) RE Heald shared that he was resigning as Treasurer of SNEP as of January Presbytery meeting in order to serve as Stated Clerk of SNEP. Search for a new Treasurer has been tabled for the January SNEP Meeting.

Motion to approve the report as a whole. Adopted

Orders of the Day: Geoff Sackett, RTS, spoke and shared information relating to their ministry within and to the PCA

Nominating Team Report: TE Rick Downs began his report with prayer TE Downs shared information relating to the formation of the committee and the committee’s desire to populate the various committees of SNEP with men nominated by local sessions and to follow, as much as is practicable,

Motion for the Moderator to direct Moderators of Sessions to bring to their respective Sessions the task of nominating men from their specific church Sessions and ministerial staff with notification made to the Nominating Team for the purpose of populating the various ministry teams of Presbytery

Motion to amend—change the word ‘direct’ to ‘encourage’. MSC MSC Main Motion above

MSC to approve the report as a whole Foreign Missions Team (RE Carl Mohrbacher): RE Mohrbacher began his report with prayer RE Mohrbacher shared the various doings of the committee during the past quarter and the number of men who have responded to the call to serve on the committee. Information concerning Vitaly Voytenko’s situation was shared by TE Rick Downs. In early September, MTW informed SNEP that Vitaliy Voytenko and family are not returning to Ukraine and that support should be terminated as of September 5th. Discretionary funds, $800, was distributed to Gerry Wheaton, serving in Costa Rica in translation and seminary training work. MSC to approve the report as a whole Ministerial and Church Relations Team (TE Bradley Barnes):

TE Barnes began his report with prayer TE Barnes shared the nature of the committee’s division of individuals and work in relation to the Session Records Team Recommended as excused absences: Adopted

RE Flores began his report with prayer RE Flores shared some of the work that has been taking place in seeking out men to serve and the Committee’s anticipated report coming in January

Domestic Missions Team Report (TE Chris Wiley) Partial Report:

TE Chris Wiley began his report with prayer TE Chris Wiley discussed the situation with the Millers Falls Church and the examination of potential RE Matthew Brown. Motion to establish a commission to examine Matthew Brown to examine him for the purpose of ordination as a RE. Substitute motion to establish the Domestic Missions Team as a Commission for the examination of Matthew Brown as well as to fulfill all other necessary actions to particularize the Millers Falls Mission Church. MSC MSC to approve the Motion as a whole TE Jarrett Allebach shared some information relating to his church-planting work as a church-planting fellow in Providence, RI.

Orders of the Day: Presbytery broke for worship @ 4:50 PM. Mark Brown, Rick Olson, Mark Casson were introduced to the brethren Mark Casson gave a report on Metanoia Prison Ministries Al LaCour, national coordinator of RUF International, gave a presentation to the Presbytery relating to his work and the possibilities of local congregations establishing such a work in Southern New England Resumption of Domestic Missions Team, TE Chris Wiley

TE Wiley spoke about the committee meeting with the Millers Falls Mission Church and the RE examination of Matt Brown

Motion to approve the 2013 budget for RUF Brown/RISD MSC MSC to receive the report as a whole Leadership Development Team (Partial Report): TE Brad Evans began his report with prayer Transfer of credentials into SNEP: TE David Richter: Christ the King, Cambridge:

Information was shared concerning TE Richter’s former ministry, family, Christian testimony, conversion, and current ministry desire; TE has been called to church-plant in the Somerville, MA area TE Richter was examined on the floor in the areas of his Christian experience, and also touching on his views in theology, the Sacraments, and church government. Exceptions to the WCF were stated on the floor and recorded:

1. WCF IV 1; WLC 15 – in the space of six days. While I fully affirm that God is all powerful and absolutely could have (and very possibly even did) create the world in the span of six twenty four hour days, I do not believe the point of phrase “in the space of six days” in Genesis 1-2 is to set a exact time frame. Instead, I tend toward an Analogical Days Interpretation of Genesis 1-2. The six “days” representing periods of God’s historical supernatural activity in preparing and populating the earth as a place for humans to live, love, work, and worship. The first two verses of Genesis are background, representing an unknown length of time prior to the beginning of the first "day." The Six "days", representing periods of God's special ("supernatural") activity in creating the world. In this, the "days" are God's work-days, analogous to but not necessarily identical to our work days, structured and presented to us in the text for the purpose of setting a pattern for our own rhythm of rest and work leading up to the ultimate Sabbath rest when Christ returns. In this I affirm (in accord with the minutes of the 27th General Assembly - 1999, Louisville, KY - pp. 179-180):

1. That Gen 1 and 2 are an historic, self-consistent, and true account of God’s creation of the universe and of mankind in six days (ex nileo);

2. That Gen. 1 and 2 do not represent a mythical account of creation without reality in space and time;

3. That Gen. 1 and 2 represent one unified account of creation and not two accounts that are inconsistent with each other;

4. Concurring with our fathers, that God made all things directly by His command “That no part of the universe nor any creature in it came into being by chance or by any power other than that of the Sovereign God.

5. That the eight fiat acts of Gen. 1 were discrete, supernatural acts, and describe the creation of all kinds.

6. That those things created by these acts were brought into existence instantaneously and perfectly.

7. That God made Adam immediately from the dust of the ground and not from a lower animal form and that God’s in-breathing constituted man a living soul, in the image of God.

8. That God made Eve directly from Adam. 9. That the entire human race, with the exception of our Lord Jesus Christ,

descended from Adam and Eve by ordinary generation. 10. That each of the kinds resulted from separate creative acts, and that any

genetic development is only within these kinds, thus denying macroevolution.

2. WCF XXI Section 8 – and ordering of their common affairs beforehand, do not only observe an holy rest all the day from their own works, words, and thoughts about their worldly employments and recreations. I have a high view of the Sabbath and believe that we should seek to keep it holy. However, I do not believe that the scriptures prohibit recreation on the Sabbath (i.e. I do not think it is wrong to kick a ball around in the back yard with my son on the Sabbath). Therefore, I take exception to the recreation portion of WCF XXI Section 8.

Motion to consider views ‘more than semantic but not out of accord…’ Motion to Amend: Record the exceptions but to consider the analogous days position as not an exception and the 2nd as more than semantic but not striking at the vitals. Seconded. Question was called. MSC. MSC on main motion. Motion to sustain the examination as a whole. Motion to approve the candidate’s call (Appendix L) Motion to approve transfer pending dismissal from Siouxlands Presbytery MSC to approve the omnibus motion. RE Bob Sawyer prayed for TE David Richter TE Richter signed the Ministerial Obligation Form

A motion to accept PCA Teaching Elders Craig Bulkeley, Mark Robinson and Al Baker as guests and to participate in this service was moved, seconded and carried.

To Ordain And Install Matthew Kerr As Assistant Pastor Of Redeemer Presbyterian Church, Concord, MA

May 6, 2012 The Commission was convened at 9:45 a.m. Commissioners present were Teaching Elders Troy Albee, Jerry Maguire ((Convener), Tony Phelps and Ruling Elders Steven Berry, Cris Campelli, Mike Leigh and Bill Mercaldi. Having determined a quorum was present; convener Jerry Maguire called the meeting to order. MSC to elect RE Cris Campelli as clerk for the proceedings. MSC that the Commission would adjourn their business with the benediction at the end of the service, The Service of Ordination and Installation followed. TE Maguire presided. Attached is the Order of Worship from the service. TE Maguire explained the proceedings of the Presbytery leading up to the ordination and introduced the candidate. TE Maguire then posed the Questions for Ordination (Book of Church Order 21-5) to Mr. Kerr, all of which he answered in the affirmative. Turning to the Session of Redeemer Presbyterian Church, TE Maguire posed the Questions to the Session (BCO 21-6), all of which were answered in the affirmative. With Mr. Kerr kneeling, members of the Commission laid hands on him and prayed for his ministry. At the close of the prayers, he was given the right hand of fellowship by members of the Commission and all of the elders present. TE Maguire then declared Matthew Kerr as ordained and installed as an Assistant Pastor of Redeemer Presbyterian Church. There was a charge give to Reverend Kerr by TE Maguire and to the Session by TE Albee followed by a Communion Service administered by TE’s Maguire and Kerr. The service concluded with a Benediction given by Reverend Kerr. This record of the proceedings of the Commission is respectfully submitted to the Presbytery by RE Cris Campelli.

Committee for Ordination of Craig Luekens, Southern New England Presbytery (PCA) Christ Presbyterian Church, Goatville 135 Whitney Ave New Haven, CT June 24, 2012 Present: TE P Graham, TE B Evans, TE D Hutchinson, TE K Nelson, RE A Phillips, RE G Levesque, RE R Olson (clerk pro tem), RE C Bogue, RE J Shields, RE R Hawkes, Candidate for Ordination C Luekens and R Johnson, CPC Community Life Coordinator. The meeting was opened with prayer by RE Levesque at 3:10 pm MSC to acknowledge the presence of a quorum. MSC to approve the Order of Service, pending completion of the ordination service and assuming no requests for reconsideration (copy of service to be sent via pdf and hard copy to Clerk of Southern New England Presbytery); noting that TE T Wills could not attend and that TE Graham took responsibility for welcoming the congregation and the call to worship (change to hard copy of worship bulletin). The meeting was closed with prayer by TE Graham at 3:25 pm. The Ordination Service was executed and completed as approved ending at approximately 5 PM, followed by a reception.

Commission to Install TE L. Bowlin as Associate Pastor on September 2, 2012 at Presbyterian Church of Coventry 

Convened at 5:48 PM with Prayer by TE B. Evans 

Teaching Elders Present: B. Evans, C.R. Wiley, J. Hutchinson, L. Bowlin 

Ruling Elders Present: S. Harmon, C. Morhbacher, R. Jones, D. Fox 

The above named Teaching and Ruling Elders met in TE Evans’ office for prayer and to review the order of service for the Installation of Rev. Lawrence Bowlin as Associate Pastor of the Presbyterian Church of Coventry.  Following this we gathered in the Sanctuary for the worship service of Installation at 6 PM (as per the bulletin). 

Call to Worship and Invocation  ledby RE C. Morhbacher.  The Congregation sang Trinity Hymnal 101: Come Thou Almighty King. The Scripture lessons were read by RE C. Mohrbacher  from Colossians 3:15‐17, 23‐24 and 1 Thessalonians 5:12‐24. Congregation sang Trinity Hymnal 108: Whate’er My God Ordains Is Right. 

TE Evans introduced TE J.Hutchinson to the pulpit. TE J. Hutchinson preached from 1 Thessalonians 2 “Sharing the Gospel of God and Our Own Selves.”  The Role of Pastors and Elders in True Gospel Ministry and The Role of the Congregation in True Gospel Ministry was preached upon from the text. 

Following the sermon, TE B. Evans explained the proceeding of Presbytery to the congregation and introduced TE C.R. Wiley who read the questions for installation, as a representative of SNEP to TE Bowlin and the Congregation. The vows were answered in the affirmative. 

Teaching and Ruling Elders present in the congregation were called forward to extend the right hand of fellowship to Rev. L. Bowlin. This was followed by the Charge to the Associate Pastor and prayer by TE C.R Wiley. 

The congregation sang Trinity Hymnal 347 The Church’s One Foundation and the Benediction given by TE L.Bowlin 

This meeting and service proceeded per BOC 21.9,10 (Order of Service attached). 

Following a time a fellowship in Fellowship Hall after the conclusion of the service, the above named Teaching and Ruling Elders met in TE Evans’ office at 7:37PM to approve these minutes. These minutes were unanimously approved.  

The meeting was adjourned with prayer by RE D. Fox at 7:44 PM.

Report of the Commission of the Southern New England Presbytery to Dissolve the Pastoral Relation between TE John Standridge and The Southern New England Presbytery

At its Stated Meeting on April 28, 2012, the Southern New England Presbytery appointed its Executive Team as a Commission to receive the resignation and approve the pastoral dissolution between TE John Standridge and the Presbytery per BCO 23-1 in order to release TE Standridge for transfer to accept a call within the South Texas Presbytery.

The Commission was convened by email on June 28, 2012 by RE Bob Sawyer. Members of the Commission present were TE Brad Evans, TE Christopher Wiley, TE Bradley Barnes, TE Stephen LaValley and RE Ron Heald, comprising a quorum.

Background: TE Standridge submitted his resignation to Christ the King Presbyterian Church at a Congregational Meeting on April 1, 2012. The resignation was received and accepted uncontested by the congregation. The minutes of that meeting are attached.

Attached is the letter of resignation from TE Standridge to the Southern New England Presbytery.

MSC to receive the resignation of and dissolve the pastoral relation between TE Standridge and the Southern New England Presbytery effective July 1, 2012; and request the Clerk correspond with the Stated Clerk of the South Texas Presbytery to inform him of the decision.

The Commission concluded its business and adjourned by email.

June 15, 2012 Dear Fathers and Brothers in the Southern New England Presbytery, Please accept this letter as my notice of resignation, effective July 1, 2012. No letter can adequately express to you what a privilege it has been to serve as a fellowelder and pastor to this Presbytery for the last six years (and even longer in my prior tenureas a ruling elder). I have been immensely blessed in this call, leaving with the feeling that Ihave received far more than I could ever give. Your partnership in the gospel has been a great treasure and encouragement, and I leavewith deep gratitude and confidence that the Lord will continue to do wonderful things forthe glory of His name among you. Walking with you in the faith all these years hasengendered in me a real zeal for gospel ministry, a deep love for the Church of Christ, and adesire to see His fame spread through the Church. Although I leave with a bit of a brokenheart knowing that our paths will cross much less frequently, I also leave with the joy ofhaving walked with you all these years in ministry and the knowledge that our friendshipendures.
