For achieving inclusive growth thereis a critical need to rethink the roleof the State. The early debate amongeconomists about the size of theGovernment can be misleading. Theneed of the hour is to have an
enabling Government. India is toolarge and complex a nation for theState to be able to deliver all that isneeded. Asking the Government toproduce all the essential goods,create all the necessary jobs, andkeep a curb on the prices of all goodsis to lead to a large cumbersomebureaucracy and widespreadcorruption.The aim must be to staywith the objective of inclusive growththat was laid down by the founding
fathers of the nation and also to takea more modern view of what theState can realistically deliver. Thisis what leads to the idea of anenabling State, that is, aGovernment that does not try todirectly deliver to the citizenseverything that they need. Instead,it (1) creates an enabling ethos forthe market so that individualenterprise can flourish and citizenscan, for the most part, provide for the
needs of one another, and (2) stepsin to help those who do not manageto do well for themselves, for therewill always be individuals, no matter
what the system, who need support
and help. Hence we need aGovernment that, when it comes tothe market, sets effective, incentive-compatible rules and remains on thesidelines with minimal interference,and, at the same time, plays animportant role in directly helping thepoor by ensuring that they get basiceducation and health services andreceive adequate nutrition and food.

Now Indias children have a right-toreceive at least eight years ofeducation, the gnawing question iswhether it will remain on paper orbecome a reality. One hardly needsa reminder that this right is differentfrom the others enshrined in the

A species that exerts an influence outof proportion to its abundance in anecosystem is called a keystonespecies. The keystone species mayinfluence both the species richnessof communities and the flow ofenergy and materials throughecosystems. The sea star Pisasterochraceus, which lives in rockyintertidal ecosystems on the Pacificcoast of North America, is also anexample of a keystone species. Most champions of democracy have been ratherreticent in suggesting that democracy would itself,promote and enhancement of social welfare they have tended to see them as good butdistinctly separate and largely independent goals.
The detractors of democracy, on the other hand,seemed to have been quite willing to express theirdiagnosis of what they see as serious tensionsbetween democracy and development. T hetheorists of the practical split Make up yourmind: do you want democracy, or instead, do youwant development? often came, at least tostart with, from East Asian countries, and theirvoice grew in influence as several of these
countries were immensely successful throughthe 1970s and 1980s and even later inpromoting economic growth without pursuingdemocracy. To deal with these issues we have topay particular attention to both the content ofwhat can be called development and to theinterpretation of democracy (in particular to therespective roles of voting and of public reasoning).
The assessment of development cannot bedivorced from the lives that people can lead andthe real freedom that they enjoy. Development canscarcely be seen merely in terms of enhancementof inanimate objects of convenience, such as a risein the GNP (or in personal incomes), orindustrialization important as they may be asmeans to the real ends. Their value must dependon what they do to the lives and freedom of thepeople involved, which must be central to the ideaof development.
